Bureaucrats to soon have online performance assessment system

Government is taking the performance assessment of its officials online, so that it can take the big call on retiring the non-performers and check those who lack the required integrity.

Department of Personnel and Training (DoPT) had launched the 'Online Probity Management System' a few days ago in association with other ministries so that assessing the integrity and performance levels of officers can be made easier.

The performance of government officials who have turned 50 or 55 or have completed 30 years of service are being monitored to decide whether they should be allowed to remain in service or asked to retire, depending on their performances.

"Since the number of officers under review is huge, it involves lot of paperwork at ministries and the submission of regular physical reports. The new 'Probity' portal makes the process completely online by which ministries can now submit their reports online and the government gets a birds eye-view of the status on one portal," a government official told ET.

Jitendra Singh, the Minister of State for DoPT and PMO, has said that 30 Group A officers and 99 Group B officers were compulsorily retired in the past few months, adding that 24,000 Group A officers and 42,251 Group B officers were scanned prior to the retirement. Besides, the government was also looking into service records of another 34,451 Group A officers and 42,521 from Group B to keep an eye on non-performers.

Meanwhile, the Sparrow (Smart performance appraisal report recording online window) system is being used to make the entire appraisal system digital, which can be accessed by ministries.

The third DoPT portal is 'Solve,' for online vigilance enquiry for board-level appointees. This portal can be expanded for other employees so that the government can coordinate between 'Probity', 'Sparrow' and 'Solve' portals and assess performance and integrity of different bureaucrats.
