Fiorina, 60, is the first top tier female Republican candidate to launch a presidential campaign. She used her announcement to take shots at former Secretary of State Hillary Clinton, the dominant Democratic in the race, and other contenders she described as part of the "professional political class."
"Hillary Clinton's going to have more money than anybody. That's just a fact," she said of the former Secretary of State in a press call Monday morning.
"We won't raise the most money," she conceded, but added that her campaign will raise "sufficient" funds and promised her team will spend money wisely.
Fiorina also expressed confidence she will be able to gain name recognition and build momentum against the more well-known Senators and Governors in the likely GOP primary field.
"I think we have time," she said.
Fiorina announced her campaign on Twitter, followed by an interview on "Good Morning America."
"I think I am the best person for the job," she said on the ABC morning show.
Fiorina previously ran unsuccessfully against Sen. Barbara Boxer (D-California) for the U.S. Senate in 2010.
