How to manually update the carrier settings on an iPhone
1. First, make sure your iPhone is connected to a Wi-Fi or cellular network. It shouldn't matter whether you're roaming on a network other than the one you have service with-you just need a connection to check.
2. On your iPhone's home screen, tap Settings, then General, and then About.
3. Scroll down to Carrier. Next to Carrier, if a new update is available, you'll see an option to perform this update. Otherwise, you'll simply be shown the currently installed settings/carrier version number, which you can confidently assume are the most recent. Tapping on the version number will display further information about the carrier.

If there's an update available for your carrier settings, it will appear in the Carrier tab on the About screen.
