Democracy especially in India takes enough measures to extend the voting rights to every qualified voter in the country. Even if you do not have voter ID, it is imperative that you are registered as a voter. Hence, even without a voter ID, your name will has to appear on the electoral rolls.

To register yourself as a voter, you must fill in Form-6 available with the Electoral Registration Officer. (ERO) in your assembly constituency. Once you fulfill these requirements, your name will be included in the electoral roll as a voter. You can submit Form-6 either online or offline as it is convenient to you.

If you do not have your voter ID or EPIC or if you have lost one, you will need to produce any one of the following photo identity documents to be permitted to cast your vote.

  • Passport

  • Driving license

  • Service identity cards printed with photograph issued by the central or state government or PSU or public limited company to its employees.

  • Passbook affixed with photograph issued by a state bank or post office

  • PAN card

  • Smart card supplied by RGI under NPR

  • MNREGA job card

  • Health Insurance smart card issued under the scheme operated by the Ministry of Labour

  • Pension document affixed with photograph

  • Official identity cards issued for MPs and MLAs
As a citizen if you are found eligible to vote and if your name has been enrolled, the ECI will issue a voter slip that will confirm that your name is on the voter list. When you carry the voter slip accompanied by a valid photo ID proof, you can vote even without a voter ID card.

At the same time, even if you have a voter ID card, you cannot vote if your name does not appear on the electoral list.
