26 new bills to be introduced during the Winter Session

As many as 26 new bills have been listed for introduction in the Winter Session of the Parliament, which starts on November 29.

Cryptocurrency bill finally on the way?

The government of India will finally table the long-standing cryptocurrency bill, which seeks to ban all private cryptocurrencies. The government, however, had also added this to the earlier parliamentary session this year.

RBI may bring in new virtual token

The Reserve Bank of India (RBI) would be launching its own virtual token. Few other cryptocurrencies will be allowed to operate to “promote the underlying technology of cryptocurrency and its uses,” the agenda reads.

Delhi’s air pollution to be discussed too

The government of India will introduce ‘Commission for Air Quality Management in the National Capital Region and Adjoining Areas Bill, 2021’ , which will replace the ordinance passed in April 2021. An ordinance is a temporary law that is valid only for six months.

What is the air pollution bill all about?

The Air Quality Management bill aims for better coordination, research, identification, and resolution of problems related to air quality in the national capital region (NCR) and adjoining areas — Haryana, Punjab, Rajasthan, and Uttar Pradesh.

CCI may get a new governing structure

The government is looking to change the governing structure of the Competition Commision of India (CCI) to address the needs of new age markets and to expand its activities across India by opening regional offices.

Delhi’s governance structure may change as well

The government will once again introduce the Government of National Capital Territory of Delhi (Amendment) Bill, 2021, which was first introduced in March 2021. The bill amends certain powers and responsibilities of the Legislative Assembly (elected representatives) and the Lieutenant Governor (appointed head).

Government looks to offer better conditions for manual scavengers

The Prohibition of Employment as Manual Scavengers and their Rehabilitation (Amendment) Bill, 2021, is also on the agenda. The bill will propose for complete mechanisation of sewer cleaning and provide better protection in work as well as compensation in case of accidents.

Government looks to offer better conditions for manual scavengers

The Electricity (Amendment) Bill of 2021 looks to de-license power distribution, which will allow private sector players to enter the sector. The move will also allow consumers to choose between power distribution companies.

Mining industry may have new reforms

The Mines and Minerals (Development and Regulation) Amendment Bill of 2021 aims to accelerate the growth and generate employment, improve competitiveness of the industry by removing legacy issues. The bill also aims to attract private investments in the sector.

The government has also added other bills to the agenda, including Maintenance and Welfare of Parents and Senior Citizens in 2019, The Cinematograph Bill of 2019, The Arbitration and Conciliation (Amendment) Bill of 2021, The Jammu and Kashmir Reorganisation (Amendment) Bill of 2021 and more.
