Lockdown 4.0 guidelines for New Delhi — salons, barber shops, malls to remain close and other shops will open on an odd- even basis

  • Shops in markets will open on an odd-even basis. Stand-alone shops, neighbourhood shops and shops in residential complexes will remain open.
  • Buses will run with 20 passengers in the city. People boarding buses in the city will have to be screened first.
  • All liquor shops in the city will be allowed to open, except for those in containment zones, malls and shopping complexes.
Delhi Chief Minister Arvind Kejriwal extended the lockdown in the national capital till May 31 and announced the revised guidelines for Lockdown 4.0. Kejriwal said the Delhi government has prepared itself during lockdown and can handle upto 50,000 cases now.

"We have to gradually move towards opening the economy. We used the lockdown period to make preparations to deal with COVID-19. The penance done by Delhiites in the last one and a half months will not go waste," the chief minister Arvind Kejriwal said in an online media briefing.

Kejriwal further said there will be a night curfew in the city — which means people are not allowed to step out between 7pm to 7am. Also, wearing masks and following social distancing norms are mandatory in the national capital. A list of new red, orange and green zones is yet to be announced.

What’s allowed?
  • Shops in markets will open on an odd-even basis. Stand-alone shops, neighbourhood shops and shops in residential complexes will remain open.
  • Buses will run with 20 passengers in the city. People boarding buses in the city will have to be screened first.
  • All four-wheeler vehicles, including taxis, will be allowed with only two passengers.
  • Maxi cabs can ply with five passengers and RTVs with 11.
  • Two-wheelers will be permitted but no pillion riders.
  • Restaurants can open for home-delivery and takeaways but dining facilities will not be permitted.
  • All liquor shops in the city will be allowed to open, except for those in containment zones, malls and shopping complexes.
  • All government and private offices have been permitted to operate with their entire staff. Private offices should try to work from home.
  • Construction activities are permitted but labourers residing in Delhi will only be allowed to work there.
  • Industries can operate with staggered timings.
  • Trucks will be allowed to ply in Delhi.
  • A total of 50 people can attend marriage functions and 20 people can take part in funerals.
  • Sports complexes and stadiums were permitted to function but no spectators would be allowed.

What’s not allowed?
  • Movement of people above 65 years of age, those with comorbidities, pregnant women and children below 10 is not allowed
  • Metro services, schools, colleges, barber shops and salons will remain closed till May 31.
  • Hotels will remain closed.
  • No activity will be permitted in containment zones, except for essential services.
  • Car-sharing and car-pooling will not be allowed by cab aggregators in the city.
  • Religious, social and political gatherings are barred in Delhi till May 31.
  • Malls, shopping complexes, gymnasiums, entertainment parks, auditoriums and bars will remain closed.
