Delhi Assembly election 2020: How to vote using postal ballot
  • People with disabilities and senior citizens can now vote via postal ballot.

The Delhi Assembly election is scheduled for February 8 and over 1.47 crore people are eligible to vote, including 11,556 service voters as per the electoral rolls. The Delhi Election Commission will facilitate postal ballots and provide pick and drop facilities for persons with disabilities and senior citizens above 80 years of age.

What is a postal ballot?

Postal ballot is a facility designed to facilitate voting for people who cannot go to the polling booth. Earlier, the facility was available for service voters and their wives. Last year, the Conduct of Election rules were amended to allow postal ballot facility for persons with disabilities and senior citizens of more than 80 years.

Who can vote using postal ballot?

  • Persons with disability (PwD)
  • Senior citizens above 80 years
  • Service voters
  • Wife of service voter who resides with him

How to vote by postal ballot

Only those voters who have submitted form 12D are eligible to vote via postal ballot. If you have not submitted the above form, you will have to go to the polling booth to cast your vote.

Persons with disability and Senior citizens

Teams of volunteers will go to the homes and facilitate postal ballot voting for persons with disabilities (PwD) and senior citizens above the age of 80 years. The volunteers will guide you through the process and help you cast your vote.

Service voters

  • Print the forms 13A, 13B, 13C and 13D that you have received.
  • Obtain two envelopes – one small and one big.
  • Cut and paste “Form 13-B-Cover-A” label on the small envelope.
  • Cut and paste “Form 13-C-Cover-B” label on the big envelope.
  • Mark your vote on the postal ballot.
  • Fold the e-postal ballot paper and insert it into the small envelope and seal it.
  • Fill Form 13-A.
  • Now, put the small envelope and Form 13-A in the big envelope.
  • Now, seal the big envelope.
  • Send the envelope by post.
This facility will help the service voters, persons with disabilities and senior citizens to exercise their franchise.
