Snapchat has come under fire internally for what has been described as a "toxic" culture.

Photo sharing app Snapchat is experiencing technical issues for the second week in a row, with many users on Tuesday reporting being unable to connect to servers or send messages through the app.

Snap Inc. confirmed the issues with the app on Twitter, and said they are "working with a partner on a fix."

DownDetector.com says users began reporting issues around 3:18 PM EDT, and the most common issues being reported are "app won't log in or connect to server (34%), "Sending snaps (33%)," and "App doesn't start or crashes (31%)."

The outage comes only days after Snapchat's meltdown last week when the app went down for hours on July 11, and in the wake of a slow decline of the app's popularity in recent months.
