Today Aadhaar card has become one of the most important government authorized identity proofs for the Indian citizens. Given the not-so-strong cyber security laws in the country, you often think how safe your banking transactions are; given the fact even your telecom operator store has your Aadhar number. But then someone would just poke their nose into your business and inform that even the <keyword id="6355055" type="COUNTRY" weightage="100" keywordseo="USA">USA</keyword> has <keyword id="6379493" type="ORGANIZATION" weightage="20" keywordseo="Social-Security">social security</keyword> number to keep a count on the citizens. That’s it! You need to step out in war footing and make this person understand how India’s Aadhar cannot be compared to the USA’s Social Security Number. 
 
Here’s why: 
 
Structural difference between Aadhar and SSN 
You know about Aadhar card very well. But what about the <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">USA’s Social Security Number or SSN</a>? In 1936, SSN was a 9-digit number that was used by the government to track ac citizen’s income and ensure the social benefit on the basis of the same. That’s quite much like Aadhar of ours. Gradually more government agencies and incorporates started storing the records of SSN. In 1961, just like Aadhar, the <keyword id="6555575" type="ORGANIZATION" weightage="20" keywordseo="Internal-Revenue-Service">Internal Revenue Service</keyword> of USA started using SSN for identifying taxpayers. 
 Until then, there was no legal framework that would prevent any credit card company to judge a person basis their SSN. However in 1977, under <keyword id="6459158" type="PERSON" weightage="20" keywordseo="jimmy-carter">Jimmy Carter</keyword>, the 39th President of the <keyword id="6356955" type="COUNTRY" weightage="20" keywordseo="united-states">United States</keyword>, it was decied that SSN cannot be used as an identification document. Rather, it should only be used as a legal permit to work. 
 On the Social Security website of the USA government, under the <keyword id="4374443" type="UNKNOWN" weightage="20" keywordseo="social-security-testimony-before-congress">Social Security Testimony Before Congress</keyword>, it is clearly mentioned: “The card was never intended to serve as a personal identification document – that is, it does not establish that the person presenting the card is actually the person whose name and SSN appear on the card.” 
 
Now contrast this with our Aadhar, which is a single digital identity number and you will find that any government and private bodies may use the same as a identity card to authenticate you as an Indian citizen. Also, anyone who has stayed in India for 182 days can apply for enrolling oneself for <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Aadhar card</a>. However SSN is only given to the US citizens who have permit to work in the country. 
 
The process of registering people on Aadhar was executed through private enterprises known as enrollers who operated freely without any government supervision at the field level. The qualifications needed to become an enrolment agency were quite low and nobody was from a recognized name. 
 
Your biological data is stored in Aadhar 
In Aadhar, from finger print to iris, everything is stored. However in SSN, the US government didn’t collect finger prints. To support their logic, the Social Security website reads: “The use of fingerprints was associated in the public mind with criminal activity, making this approach undesirable.” SSN doesn’t even contain any photograph for that matter. In 2007, there were talks to include these details to act against terrorism, but the country who have experienced terrorist attacks in its worst form and often behave cynical on this matter actually went against it. 
 
“A biometric identifier, such as a fingerprint, can be an effective and highly accurate way to establish the identity of an individual, but it can also facilitate a much higher degree of tracking and profiling than would be appropriate for many transactions,” said Marc Rotenberg, Executive Director, Electronic Privacy Information Center a research organisation, while the hearing on the Use and Misuse of the Social Security Number before the Subcommittee on <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Social Security Committee </a>on Ways and Means U.S. House of Representatives. 
“The problems that will arise when biometric identifiers are compromised are severe. What will happen at the point that your biometric identifiers no longer identify you?” he added. 
 
Aadhar is linked to central database 
However SSN is never seeded. “Department of <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Homeland Security program</a>s shall not collect or use an SSN as a unique identifier; rather, programs shall create their own unique identifiers to identify or link information concerning an individual,” reads the Privacy Policy Guidance Memorandum of the Homeland Security in the USA. 
 
SSN cannot be used openly by private companies 
 
SSN is required by private businesses on two cases: 
 (1) you are involved in a transaction in which the Internal Revenue Service requires notification, or (2) you are engaged in a financial transaction subject to federal <keyword id="4374444" type="UNKNOWN" weightage="20" keywordseo="customer-identification-program">Customer Identification Program</keyword> rules. 
 
However for Aadhar, even the mobile store that operates from a small kiosk would ask you to authorise for a sim card or the travel agent booking your railway tickets or the bank agent insisting you for a credit card.

<ul><li><keyword id="6354977" type="ORGANIZATION" weightage="100" keywordseo="Supreme-Court">Supreme Court</keyword> issues announcement.</li><li>Aadhaar is not necessary for a new <keyword id="6427652" type="ORGANIZATION" weightage="20" keywordseo="sim">SIM</keyword> connection.</li><li>Other documents are also valid for KYC (know-your-customer).</li></ul> The uncertainty comes to an end with the Supreme Court finally <a href="http://www.bgr.in/news/aadhaar-verification-mobile-sim-card-not-mandatory-government-india-dot-clarifies/" data-type="tilCustomLink">clarifying</a> that users don’t need an <keyword id="155319" type="PERSON" weightage="100" keywordseo="Aadhar">Aadhar</keyword> card, the 12-digit unique identification number issued by the <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (<keyword id="6355252" type="DEFINITION" weightage="20" keywordseo="uidai">UIDAI</keyword>), in order to attain a new mobile SIM nationwide. The announcement says that driving licences, passports and voter ID cards are also perfectly acceptable forms of identification for getting a SIM connection. The telecom operators haven’t confirmed their compliance but, the government is taking the issue seriously nonetheless. During the past few months, due to the lack of clarification, several complaints had been reported by consumers not being able to get a new connection due to the lack of an <keyword id="6356006" type="UNKNOWN" weightage="20" keywordseo="Aadhaar-card">Aadhaar card</keyword>. The issue of the Aadhar card being mandatory was not only an obstacle for Indians, but also for NRIs and foreigners who were traversing through the country. Arun Sundararajan, Telecom secretary, explained that the reason they’ve made this announcement is to ensure that consumers aren’t inconvenienced any further. She added, “The ministry has issued instructions to all telecom companies, asking not to deny a SIM card to any individual who does not have an Aadhaar number. We have to ask them to accept other forms of KYC (know-your-customer) documents, and continue to issue SIM cards.” This development comes after the Supreme Court extended the deadline on their final verdict from March 31 indefinitely. Their final standing on the matter is still pending and they haven’t issued any tentative plans for an announcement.

Supreme Court clarifies that Aadhar isn’t mandatory for a new SIM connection

Customers will now be able to use their AADHAR cards to get their new mobile connections instantly activated, as the government has approved electronic-Know Your Customer (<keyword id="1920769" type="UNKNOWN" weightage="100" keywordseo="e-KYC">e-KYC</keyword>) rules using <keyword id="546774" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-cards">Aadhaar cards</keyword>. 
 
In a notification issued on Tuesday, the telecom department (DoT) said, "After successful completion of Proof of Concept to use Aadhaar e-KYC service for issuing mobile connections to subscribers, it has been decided to launch the 'Aadhaar' e-KYC service across all the Licensed Service Areas including J&amp;K, North East and Assam for issuance of mobile connections as an alternative process to the existing PoI/ PoA document based processes." 
 DoT added that customers will now be able to online authorize <keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword> through Aadhaar authentication using their Aadhaar numbers and biometrics so that their demographic data and digitally signed photograph can be provided to the service provider. 
 
"As per UIDAI, digitally signed electronic KYC data provided by UIDAI is machine readable, making it possible for the Licensees to directly store it as the customer record in their database for purposes of issuing a mobile connection," the notification read. 
 
Also, service providers will be allowed to appoint or employ franchisee, agents, distributors and employees who will provide these services. 
 
"The Licensee (service providers) shall keep proper control over them and the Licensee shall be liable for the acts done by its franchisee, agents, distributors and employees in the provisioning of service," the department added. 
 
Bharti Airtel, India’s leading telco will probably roll out e-KYC using AADHAR card from this week itself, while Vodafone India and Idea Cellular, ranked 2nd and 3rd respectively, will be doing so in coming weeks. 
 
All three leading telcos had partnered with DoT so that AADHAR based e-KYC solutions can be used for verification, and also went ahead to test it successfully in four telecom circles.

Get instant mobile connections with Aadhaar e-KYC service

The income tax department has launched an online facility to correct errors in names and other details in permanent account number (PAN) and <keyword id="144117" type="ORGANIZATION" weightage="20" keywordseo="AADHAAR">Aadhaar</keyword> document, according to news agency <keyword id="6367495" type="COMPANY" weightage="20" keywordseo="PTI">PTI</keyword>. Alongside the facility to link biometric identifier Aadhaar with PAN, the department has also put two separate hyperlinks on its e-filing website -- one to update changes in existing PAN data or for application of new PAN by an Indian or a foreign citizen. The second hyperlink is for individuals who want to update Aadhaar details by logging into 'Aadhaar Self Service Update Portal' using the unique identity number. The individual can then upload scanned documents as proof for data update request. Over 1.22 crore assessees already have Aadhaar-linked PAN but the number is abysmally low as there are over 25 crore PAN card holders in the country, while Aadhaar has been issued to 111 crore people. As per statistics with the tax department, only 6 crore people file income tax returns at present. <keyword id="6355261" type="POSITION" weightage="20" keywordseo="Finance-minister">Finance Minister</keyword> <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword>, through an amendment to the <keyword id="123776" type="ORGANIZATION" weightage="20" keywordseo="Finance-Bill">Finance Bill</keyword> for 2017-18, had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to curb tax evasion through use of multiple PAN cards. Last week, the income tax department launched a facility to enable a taxpayer to link his Aadhaar and PAN. It required a person to put in PAN and Aadhaar number along with his name as per the <keyword id="86474" type="ORGANIZATION" weightage="20" keywordseo="Unique-Identification-Authority-of-India">Unique Identification Authority of India</keyword> (UIDAI) data. After verification from the UIDAI, the linking will be confirmed. In case of any minor mismatch in Aadhaar name provided, Aadhaar OTP will be sent to the mobile number registered with the UIDAI. Additionally, the income tax department has now launched a facility to correct anomalies in PAN or Aadhaar document.

Thanks to the Indian government’s new move, Indian citizens might soon be able to validate the credentials of drivers and domestic helps using their <keyword id="6356006" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-card">Aadhaar card</keyword> numbers, before they hire them. 
 
The government is planning to widen the scope of the Aadhaar authentication system. As of now, it has been restricted to banks and a few government departments, but soon, it would be open to individuals and private companies. In doing so, all privacy concerns would be addressed by using a more secure method. 
 
In exchange of a small fee, anyone would be able to use the unique identity number and verify the details of others. This would be allowed to done online in real time, unlike many other identity documents such as voter, ration and PAN cards. This would also allow companies to authenticate the records of their consumers and staff. 
 Unique Identification Authority of India (<keyword id="6355252" type="CITY" weightage="100" keywordseo="UIDAI">UIDAI</keyword>) is looking forward to appointing third-party agencies to carry out the authentication on behalf of individuals and companies. 
 
"Various use-cases can be built using the Aadhaar authentication service, especially by startups who have been requesting for access," an official told ET on the condition of anonymity. 
 
The move has come after Prime Minister Narendra Modi recently commanding to expand the use of Aadhaar. 
 As far as privacy is concerned , the new authentication system will function differently from eKYC norms, the current norms used by government departments and banks. This allows user agencies to enter the <keyword id="485058" type="UNKNOWN" weightage="100" keywordseo="Aadhaar-number">Aadhaar number</keyword> and biometrics of a person after which the UIDAI server provides the name, address and other details, to be stored by the agencies. 
 
When the service will be extended to private companies and citizens, only the bar code on the Aadhaar letter will have to be scanned and the data it contains will be sent to the Aadhaar database for verification, to return either with a ‘yes’ or a ‘no’. 
 
"This will be most secure way of authentication since there will be no transfer of any citizen data through the UID database," the official said. 
As per UIDAI data, there are about 330 authentication user agencies and over 111 crore transactions have been handled since the service started. About 20 companies have so far signed up for the Aadhaar authentication service, which include telecom service providers like Bharti Airtel, Vodafone and state-owned BSNL, as well as financial services firms such as MasterCard and Visa.

He said that those having pre-paid cards will only be allowed to recharge on showing proof of identity-based on valid papers whether <a href="http://www.businessinsider.in/searchresult.cms?query=Aadhar+cards&amp;sortorder=effectivedate">Aadhar cards</a> or any other such proof. 
 
This is to deter financial frauds and criminal activity, the court was told. The order came on a PIL.

"I think the KYC (compliance) will be cut to Rs 50,000 from Rs 2 lakh at present in the Budget for <a href="http://www.businessinsider.in/searchresult.cms?query=FY18&amp;sortorder=effectivedate">FY18</a>," Vaidya, proprietor of BN Vaidya &amp; Associates, told ET. 
 
Currently, only purchases above Rs 2 lakh require know-your-customer-compliance in the gold market. 
 
If the move is implemented, it will be a continuation of the government's crackdown against black money hoarders as post demonetisation, entities holding unaccounted wealth in the form of scrapped Rs 500 and Rs 1,000 notes converted these largely into jewellery, bullion and real estate.
