US Secretary of State Mike Pompeo and Defence Secretary Mark T Esper will arrive here on October 26 for the third edition of the two-plus-two <keyword id="3097277" type="PERSON" weightage="20" keywordseo="Ministerial-Dialogue">ministerial dialogue</keyword> which is taking place just a week ahead of the American presidential election and in the midst of India's festering border row with China. The two-plus-two dialogue will be held on Tuesday. The Indian side at the talks will be represented by External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh. A host of crucial bilateral, regional and global issues including China's efforts to expand influence in the Indo-Pacific region as well as its aggressive behaviour in eastern Ladakh is likely to figure in the talks. In the last few months, the US has been ramping up attack on China over a range of contentious issues including the border row with India, its military assertiveness in <keyword id="9256875" type="LOCATION" weightage="20" keywordseo="the-south-china-sea">the South China Sea</keyword> and the way Beijing handled the anti-government protests in Hong Kong. Last week, <keyword id="193522" type="COMPANY" weightage="20" keywordseo="External-Affairs-Ministry">External Affairs Ministry</keyword> Spokesperson <keyword id="916281" type="PERSON" weightage="20" keywordseo="Anurag-Srivastava">Anurag Srivastava</keyword> said the talks will entail a comprehensive discussion on cross-cutting bilateral issues as well as deliberations on regional and global developments. Pompeo and Esper will have bilateral meetings with their Indian counterparts as well. They are also scheduled to make a joint call on Prime Minister Narendra Modi. Officials said US Secretary of Defence Esper will be given a tri-services guard of honour at the lawns of South Block in <keyword id="10169121" type="LOCATION" weightage="20" keywordseo="the-raisina-hills">the Raisina Hills</keyword> on Monday afternoon. It is expected that the two sides may finalise the long-pending BECA (Basic Exchange and Cooperation Agreement) agreement to further boost bilateral defence ties. The BECA will provide for sharing of high-end military technology, logistics and geospatial maps between the two countries. The Indo-US defence ties have been on an upswing in the last few years. In June 2016, the US had designated India a "Major Defence Partner" intending to elevate defence trade and technology sharing with India to a level commensurate with that of its closest allies and partners. The two countries inked the Logistics Exchange Memorandum of Agreement (LEMOA) in 2016 that allows their militaries use each other's bases for repair and replenishment of supplies as well as provides for deeper cooperation. The two countries signed another pact called COMCASA (Communications Compatibility and Security Agreement) in 2018 that provides for interoperability between the two militaries and provides for sale of high end technology from the US to India. The first edition of the two-plus-two dialogue was held in Delhi in September 2018 after the mechanism was approved by Prime Minister Narendra Modi and President <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword>. The second edition of the dialogue took place in Washington in December last year. The letter even irked the Taiwanese authorities. India says border situation is a ‘direct result’ of Chinese actions as it repositions troops in Ladakh

Reiterating his offer to mediate on the border dispute between India and China, US President <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword> has said that he spoke to Prime Minister Narendra Modi, who is not in a "good mood" over the "big conflict" between the two countries. India is not happy and probably China is not happy," the president said when asked if he was worried about the border situation between India and China. "I can tell you; I did speak to Prime Minister Modi. He is not in a good mood about what is going on with China," Trump said. A day earlier, the president offered to mediate between India and China. Trump on Wednesday said in a tweet that he was "ready, willing and able to mediate" between the two countries. Responding to a question on his tweet, Trump reiterated his offer, saying if called for help, "I would do that (mediate). If they thought it would help" about "mediate or arbitrate, I would do that," he said. India on Wednesday said it was engaged with China to peacefully resolve the border row, in a carefully crafted reaction to Trump's offer to arbitrate between the two Asian giants to settle their decades-old dispute. "We are engaged with the Chinese side to peacefully resolve it," External Affairs Ministry Spokesperson <keyword id="916281" type="PERSON" weightage="20" keywordseo="Anurag-Srivastava">Anurag Srivastava</keyword> said, replying to a volley of questions at an online media briefing. "The two sides have established mechanisms both at military and diplomatic levels to resolve situations which may arise in border areas peacefully through dialogue and continue to remain engaged through these channels," he said. While the Chinese Foreign Ministry is yet to react to Trump's tweet which appears to have caught Beijing by surprise, an op-ed in the state-run Global Times said both countries did not need such help from the US president. "The latest dispute can be solved bilaterally by China and India. The two countries should keep alert on the US, which exploits every chance to create waves that jeopardise regional peace and order," it said. Trump's unexpected offer came on a day when China took an apparently conciliatory tone by saying that the situation at the border with India is "overall stable and controllable." In Beijing, Chinese Foreign Ministry spokesman Zhao Lijian said on Wednesday that both China and India have proper mechanisms and communication channels to resolve the issues through dialogue and consultations. Trump previously offered to mediate between India and Pakistan on the Kashmir issue, a proposal that was rejected by New Delhi. The situation in eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on the evening of May 5 which spilled over to the next day before the two sides agreed to "disengage" following a meeting at the level of local commanders. Over 100 Indian and Chinese soldiers were injured in the violence. The incident in Pangong Tso was followed by a similar incident in North Sikkim on May 9. On May 5, the Indian and the Chinese army personnel clashed with iron rods, sticks, and even resorted to stone-pelting in the Pangong Tso lake area in which soldiers on both sides sustained injuries. In a separate incident, nearly 150 Indian and Chinese military personnel were engaged in a face-off near Naku La Pass in the Sikkim sector on May 9. At least 10 soldiers from both sides sustained injuries. The troops of India and China were engaged in a 73-day stand-off in Doklam tri-junction in 2017 which even triggered fears of a war between the two nuclear-armed neighbours. The India-China border dispute covers the 3,488-km-long Line of Actual Control. China claims Arunachal Pradesh as part of southern Tibet while India contests it. Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquility in the border areas. Trump feels that Modi is not in a 'good mood' over 'big conflict' with China

Border infrastructure is not the cause of friction between India and China, says MEA spokesperson

The two countries have grown closer, despite their differences when it comes to signing a trade deal, as China’s actions in the South China Sea grow more aggressive. The informal alliance between India, US, Japan and Australia — called the QUAD — will co-operate to jointly conduct this year’s Malabar Exercise in the Indian Ocean. US-India to discuss China border tension during 2+2 dialogue as India looks to ensure 'comprehensive disengagement'

Warning Beijing against advancing its untenable unilateral interpretation, India on Tuesday said that it has never accepted the 1959 definition of the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> (LAC) with China. In response to queries on a recent media report quoting a Chinese Foreign Ministry statement regarding China's position on the LAC, the official spokesperson of the Ministry of External Affairs, Anurag Srivastava, said, "India has never accepted the so-called unilaterally defined 1959 Line of Actual Control (LAC). This position has been consistent and well known, including to the Chinese side." Under various bilateral agreements, including the 1993 Agreement on Maintenance of Peace and Tranquility along the LAC, the 1996 Agreement on Confidence Building Measures (CBMs) in the military field, the 2005 Protocol on Implementation of CBMs, the 2005 Agreement on Political Parameters and Guiding Principles for Settlement of the India-China Boundary Question, both India and China have committed to clarification and confirmation of the LAC to reach a common understanding of the alignment of the LAC. In fact, the two sides had engaged in an exercise to clarify and confirm the LAC up to 2003, but this process could not proceed further as the Chinese side did not show willingness to pursue it, Srivastava said. "Therefore, the insistence now of the Chinese side that there is only one LAC is contrary to the solemn commitments made by China in these agreements," he said. The Indian side, Srivastava said, has always respected and abided by the LAC. As Defence Minister Rajnath Singh stated in the Parliament recently, "It is the Chinese side, which by its attempts to transgress the LAC in various parts of the Western Sector, has tried to unilaterally alter the status quo." The spokesperson said that in the last few months, the Chinese side has repeatedly affirmed that the current situation in the border areas should be resolved in accordance with the agreements signed between the two countries. In the agreement reached between the External Affairs Minister and his Chinese counterpart on September 10, the Chinese side had reiterated its commitment to abide by all the existing agreements. Srivastava said that India expects "the Chinese side will sincerely and faithfully abide by all the agreements and understandings in their entirety and refrain from advancing an untenable unilateral interpretation of the LAC." India warns China that it has never accepted 1959 definition of LAC

<ul><li>India and China have five treaties between them to address border disputes like the current tension along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> in Ladakh. </li><li>Experts believe that Chinese aggression along the border may only be masking other issues that the country is facing on the home front. </li><li>Spokesperson for India’s Ministry of External Affairs, Anurag Srivastava, clarified said that India is ‘firm’ in its resolve to maintain national security along the border.</li></ul>The standoff between China and India along the Line of Actual Control (LAC) has reportedly been intensifying with both sides sending in more troops to defend their respective sides. “We remain firm in our resolve to ensure India’s sovereignty and national security,” said Anurag Srivastava, the spokesperson for the Ministry of External Affairs addressing a press conference last night. <div type="javascript" title="Custom" contenttype="Video"><cdata><![CDATA[]]></cdata></div> "Our troops have taken a very responsible approach towards border management and strictly followed the procedures laid out in different bilateral agreements and protocols with China to resolve any issue that may arise in the border areas,” said Srivastava. He outlined five treaties between the two nations that their disposal to address border disputes: <ol><li>1993 agreement of maintenance of peace and tranquility along the LAC</li><li>1996 agreement of confidence-building measures in the military field along the LAC</li><li>2005 protocol on the modalities of confidence-building measures in the military field along the LAC</li><li>2012 agreement on the establishment of a working mechanism for consultation and coordination on India-China border affairs</li><li>2013 border defence cooperation agreement</li></ol>Experts opine that the reason that border issues continue to reemerge between India and China is because the claim line has not been explicitly demarcated. China’s version of the claim line is different from India’s version of the Line of Actual Control (LAC). Decoding China’s aggression Even though the above treaties are in place for both sides to negotiate, “It is hoped that miraculously China may change, but for now, unless Xi Jinping mends fences, New Delhi must continue to frame policies assuming the worst about Beijing’s intentions,” said <a href="https://www.orfonline.org/expert-speak/the-ladakh-lesson-india-must-guard-against-chinese-tech-intrusion-66974/?amp">Gautam Chikermane</a>, the Vice President of the Observer Research Foundation (ORF). “This time around, China’s incursions may be another episodic distraction for its territorial ambitions in Hong Kong and Taiwan,” he added. Retired Lieutenant General HS Panag believes that China is under the impression that India wants Aksai Chin back — and area of eastern Ladakh that was the central issue of the 1962 War. “My assessment is that the PLA has deployed maximum one brigade each in Galwan River valley and along the north bank of Pangong Tso,” he wrote in <a href="https://theprint.in/opinion/china-believes-india-wants-aksai-chin-back-thats-why-it-has-crossed-lac-in-ladakh/430899/">The Print.</a> Other experts like <a href="https://www.orfonline.org/research/the-domestic-motivations-of-beijings-lac-aggression-66928/?amp">Harsh V. Pant</a>, the director of studies and head strategic studies programme at ORF, and Kartik Bommakanti, an associate fellow also with ORF, believe that China may be trying to gain India’s support in the global investigation of the origins of the coronavirus — or may just be rooted in nationalism. “China is picking fights with multiple actors simultaneously amid an ongoing health pandemic precisely because of what it sees as a nationalist imperative,” they said. Media reports claim that the People’s Liberation Army has crossed over to India’s side of LAC and physically secured <a href="https://www.outlookindia.com/website/story/india-news-all-you-need-to-know-about-india-china-stand-off-in-ladakh/353519">three to four kilometres</a> along the Galwan Valley in addition to the entire area between Finger 5 and Finger 8 along the northern bank of Pangong Tso Lake — which is around <a href="https://indianexpress.com/article/explained/india-china-conflict-in-ladakh-the-importance-of-the-pangong-tso-lake-6419377/">eight to ten kilometres</a>. “The two sides have established mechanisms, both at military and diplomatic levels, to resolve situations which may arise in border areas peacefully through dialogue. New Delhi, June 20 (IANS) Known for government control and censorship, Chinese social media has now removed Prime Minister Narendra Modi's speech and India's official statements on the border row. Modi's June 18 remarks about the country's border situation became inaccessible to users on WeChat. The Prime Minister's remarks came in the aftermath of the bloody faceoff in Galwan Valley in eastern Ladakh in which 20 Indian soldiers lost their lives on Monday night. The Chinese side has not yet revealed the number of casualties on its side. Modi emphasised that while India desires peace, the country is capable of giving a befitting reply when instigated. MEA spokesman Anurag Srivastava's statement on the border row was also removed from the official WeChat account. A message on WeChat said, "Unable to view this content because it violates regulations." Ahead of his visit to China in 2015, Modi also opened an account on Sina Weibo, which is considered the Chinese equivalent of microblogging platform Twitter. The Inter-Services Public Relations (ISPR) — the military media wing of the Pakistan Armed Forces — has denied any such developments. However, Devasher believes that the possibility cannot be discounted. “It may be trying to get India to divert its attention from one front activity to two-front activity,” said Devasher. Karachi Stock Exchange attack Pakistan’s Prime Minister, Imran Khan, said that there was “no doubt” that India was behind the Karachi Stock Exchange attack on June 30. India’s Ministry of External Affairs (MEA) spokesperson Anurag Srivastava responded saying, “India rejects these absurd comments on the terrorist attack on Karachi. Pakistan cannot shift the blame on India for its domestic problems,” during a virtual press conference on July 2. “We would ask Pakistan that they may wish to reflect on this and on their own government’s position, including their Prime Minister’s description of the global terrorist as a martyr,” he said. According to Devasher, the Karachi Stock Exchange attack may have been a force flag operation done by the Imran Khan government itself. Despite Pakistan’s instigations, India and China are currently engaged in military and diplomatic level talks to de-escalate tensions along the border. “We expect the Chinese side to sincerely follow up and ensure the expeditious restoration of peace and tranquillity in the border areas as per bilateral agreements and protocols,” said Srivastava. Both sides have emphasised the need for an expeditious, phased and step-wise de-escalation as a priority. According to the MEA, the two sides will continue their meetings in the future to resolve the issues to mutual satisfaction. There have been three high-level military discussions so far — one on June 6, another on June 22 and the latest on June 30.
