One coach of Delhi-Saharanpur passenger train derails in UP's Saharanpur

Officials in Bhubaneswar said 200 ambulances, 50 buses and 45 mobile health units were working at the accident site, besides 1,200 personnel. The bodies were being taken to the hospitals in all kinds of vehicles, including tractors. "Death toll in the <keyword id="17594960" type="General" weightage="20" keywordseo="Balasore-Train-Accident" source="Orion">Balasore Train Accident</keyword> has risen to 238," Odisha Chief Secretary PK Jena told newspersons at the Odisha state secretariat in Bhubaneshwar Saturday. The train crash, the fourth deadliest in India according to available records, happened near the Bahanaga Baazar station in Balasore district, about 250 km south of Kolkata and 170 km north of Bhubaneswar, around 7 pm on Friday, prompting the Railway Ministry to order a probe. The inquiry into the train accident will be led by A M Chowdhary, Commissioner Railway Safety, South East Circle, the Indian Railways said in a statement. The Commissioner Railway Safety comes under the Ministry of Civil Aviation. While it is not clear what caused the crash, sources indicate a possible signalling failure. Several coaches of the 12864 Bengaluru-Howrah Superfast Express, on the way to Howrah, derailed and fell on adjacent tracks, an official said. "These derailed coaches collided with the 12841 Shalimar-Chennai Central Coromandel Express and its coaches capsized too," he said. A goods train was also involved in the accident as some of the coaches of the Coromandel Express, which was heading to Chennai, hit its wagons after getting derailed, he added. Railway Spokesperson Amitabh Sharma told PTI Video that the Coromandel Express derailed first, and its 10-12 coaches fell on the line on which the Bengaluru-Howrah Express was travelling, forcing it to jump off the tracks. The differing versions of the accident could not be immediately reconciled. The opposition while expressing condolences at the deaths which occurred in one of India's worst train dissters, also lashed out at the government. "Government concentrates only on luxury trains. Trains and tracks of common people are neglected. Orissa deaths are the result of it. Rail minister should resign," CPI MP Binoy Viswam said in a tweet. Gas cutters were used to extricate the bodies from under the derailed coaches. Disaster management personnel and firemen were busy at work trying to extricate bodies as dawn broke on this tiny way station on the east coast railway line. From a nearby hill the accident site looked like as if a powerful whirlwind had thrown train coaches on top of each other, in a haphazard "wrathful" manner. Closer to the ground mangled steel and bloodied and disfigured bodies lay enmeshed with each other creating a grotesque sight. "Some of the scenes at the site were too gory to describe," said a passenger. Railway tracks were almost destroyed at the spot as mangled coaches lay strewn all over, with some having mounted on another, while a few coaches turned turtle due to the impact. Pijush Poddar, a resident of Berhampore in West Bengal's Murshidabad district, was travelling to Tamil Nadu in the Coromandel Express to join work there when the accident happened. "We were jolted and suddenly saw the train bogie turn on one side. Many of us were thrown out of the compartment by the momentum of the derailment. When we managed to crawl out, we found bodies lying all around," he said. Locals said they heard consecutive loud sounds, following which they rushed to the spot and found the derailed coaches, which were nothing but "a mangled heap of steel". "The local people really went out on a limb to help us... They not only helped in pulling out people but retrieved our luggage and got us water, " Rupam Banerjee, one of the passengers, told reporters. One of the coaches "was pushed into the ground " as another from a neighbouring train collapsed on top of it, passengers said. Work is on to try and extricate that particular bogie and retrieve the dead in it. "This will push up the deth toll significantly," a state disaster relief officer said. Balasore district hospital looked like a war zone with the injured lying on stretchers in the corridor and rooms bursting at its seams with extra beds propped up. Harried medical staff were seen trying to bring succour to patients many of whom are from states other than Odisha and had difficulties in communicating. In all some 526 railway accident victims have been admitted to this one single hospital. Policemen and locals have been volunteering to donate blood at this and many hospitals through the night, said officials. More than 2,000 people gathered at the Balasore Medical College and Hospital in the night to help the injured, and many also donated blood, officials said. The morgue at the hospital was a pile of white shrouded bodies, many of them yet to be identified as relatives are yet to make their way to the town with many train services cancelled or delayed due to the accident on a major railway trunk route. Odisha Chief Minister Naveen Patnaik declared one-day state mourning on Saturday in the wake of the deadly triple train crash. State Special Relief Commissioner Satyabrata Sahoo said those injured in the accident were undergoing treatment in different hospitals. All government and private hospitals in the nearby districts, including the AIIMS at Bhubaneswar are being used. Railway Minister Ashwini Vaishnaw reached the site in the morning as did Odisha chief minister Naveen Patnaik. The railways announced an ex-gratia of Rs 10 lakh for the next of kin of the deceased, Rs 2 lakh for those grievously injured and Rs 50,000 for those who got minor injuries. Prime Minister Narendra Modi too expressed his distress over the accident, and announced an additional ex-gratia of Rs 2 lakh for the next of kin of the deceased and Rs 50,000 for the injured from the PM's National Relief Fund (PMNRF). "Distressed by the train accident in Odisha. In this hour of grief, my thoughts are with the bereaved families. May the injured recover soon. Spoke to Railway Minister @AshwiniVaishnaw and took stock of the situation. Rescue ops are underway at the site of the mishap and all possible assistance is being given to those affected," he tweeted. The Odisha government issued helpline 06782-262286. New Delhi, June 3 (IANS) At least 233 people have died and over 900 injured in a tragic rail accident involving Coromandel Express and the SMVP-Howrah Superfast Express on Friday night, in one of the worst <keyword id="61376" type="General" weightage="20" keywordseo="train-accidents" source="Orion">train accidents</keyword> in India in last decade. Multiple agencies are still trying to rescue the passengers from the mangled train coaches. Here is a list of some major train accidents that has taken place in last 15 years. 1. 2010, Jnaneswari Express: At least 148 passengers of the Mumbai-bound express train died after a few coaches got derailed between Khemashuli and Sardhia stations of South Eastern Railway after midnight May 28, 2010, and toppled on the adjacent tracks. A goods train coming from the opposite direction within a few minutes ploughed through the coaches. More than 200 passengers were injured. It was alleged that Maoists had damaged the tracks which led to the tragedy in West Bengal. 2. 2010, Uttar Banga Express and Vananchal Express: On July 19, 2010 the Uttar Banga Express and the Vananchal Express rammed into each other in West Bengal's Sainthia leaving about 63 dead and injuring over 165 people. 3. 2011, Chhapra-Mathura Express: On July 7, 2011, Chhapra-Mathura Express collided with a bus near Etah district in Uttar Pradesh. In the accident, 69 people died and many were severely injured. The accident took place at around 1:55 a.m. at an unmanned level crossing. The train was running at high speed and the bus was dragged for about half a kilometre. 4. 2012, Hubli-Banglore Hampi Express: On May 23, 2012, the Hubli-Bangalore Hampi Express collided with a goods train near Andhra Pradesh. Following the mishap, four coaches derailed, and one of them caught fire, killing about 25 passengers and charring several others. 43 people were left injured in the accident. 5. 2012, Tamil Nadu Express: On July 30, 2012, a coach of Delhi-Chennai Tamil Nadu Express caught fire near Nellore, leaving more than 30 people dead. 6. 2014, Gorakhdham Express: On May 26, 2014, the Sant Kabir Nagar area of Uttar Pradesh, the Gorakhdham Express headed towards Gorakhpur collided with a halted goods train near Khalilabad station, leaving 25 dead and more than 50 injured. 7. 2015, Janata Express accident: A major accident took place in the Janata Express travelling from Dehradun to Varanasi on March 20, 2015. Over 30 people were killed and around 150 others injured when the engine and two adjoining coaches of the train derailed near Bachrawan Railway Station in Rae Bareli in Uttar Pradesh. 8. 2016, Patna-Indore Express: 19321 Indore-Patna Express derailed near Pukhrayan, Kanpur, on November 20, 2016, killing at least 150 people and injuring more than 150 others. 9. 2017 Kalinga-Utkal Express accident: On August 19, 2017, the Kalinga Utkal Express running between Haridwar and Puri met with an accident near Khatauli in Muzaffarnagar, Uttar Pradesh. 14 coaches of the train derailed killing 21 passengers while 97 were left injured. 10. 2017, Kaifiyat Express: On August 23, 2017 nine train coaches of the Delhi-bound Kaifiyat Express derailed near Auraiya, Uttar Pradesh, causing at least 70 injuries. None of the passengers died in this train accident. 11. 2022, Bikaner-Guwahati Express: On January 13, 2022, at least 12 coaches of the Bikaner-Guwahati Express derailed in West Bengal's Alipurdar, in which 9 people died and 36 were injured. Even one of Indian Railways premium train Rajdhani Express met one of its worst fate in 2002. The 2301 Howrah-New Delhi Rajdhani Express derailed near Rafiganj station between Gaya and Dehri-on-Sone stations in Bihar at 10.40 p.m. killing over 140 people after 14 coaches of the plunged into the Dhawa river on the night of September 10, 2002. The Railways has been focusing on the safety of train passengers in last few years and has upgraded the railway tracks and also installed a device named 'kavach' to save trains from head on collision. The Railways also removed all the unmanned level crossings on its broad guage network. However, Friday's accident involving the Coromandel Express and the SMVP-Howrah Superfast Express trains has put the spotlight once again on track safety despite several efforts by the Indian Railways.

Venkataramani -- the highest law officer of the Union government -- to apprise it about the safety measures taken by the <keyword id="19914937" type="General" weightage="100" keywordseo="railways" source="keywords">Railways</keyword> to prevent train accidents, including the status of implementation of KAVACH anti-collision system on railway tracks. A bench of Justices <keyword id="20018010" type="General" weightage="80" keywordseo="surya-kant" source="keywords">Surya Kant</keyword> and K.V. Viswanathan was hearing a PIL seeking a direction to the Union government for the implementation of Automatic Train Protection (ATP) system called <keyword id="20035718" type="General" weightage="50" keywordseo="kavach-protection-system" source="keywords">KAVACH Protection System</keyword> in Indian Railways with immediate effect to ensure public safety after the lives of 292 passengers were claimed in Odisha's Balasore triple train tragedy where Coromandel Express and other two trains collided with each other in June last year. The bench ordered: "At this stage, we direct the petitioner to handover a copy of the writ petition to the office of the learned Attorney General of India within two days. Learned Attorney General shall apprise the court on the next date of hearing with respect to the protective measures implemented or proposed to be implemented by the <keyword id="19923385" type="General" weightage="50" keywordseo="government-of-india" source="keywords">Government of India</keyword>, including the KAVACH scheme." The matter will be taken up for further hearing after a period of four weeks. The plea, filed by advocate <keyword id="20027384" type="General" weightage="80" keywordseo="vishal-tiwari" source="keywords">Vishal Tiwari</keyword>, sought a direction to immediately set up an expert commission headed by a retired judge of the apex court and also consisting of technical members to analyse and review the current risk and safety parameters in the railway system and the panel should submit its report to the court. The PIL stressed that with thousands and lakhs of passengers traveling daily on trains, it becomes absolutely necessary on the part of the authorities to ensure the basic implementation of safety and redress mechanisms like the KAVACH system, which would ensure safety for the people. Citing various accidents over the years claiming hundreds of lives, the petition argued that with unregulated and negligent actions, there needs to be a strict judicial intervention, as this matters the concern of public safety and life which stands at the highest pedestal on the functioning of any state machinery.

SC asks Centre to give info on status of KAVACH implementation in railways

The eagerly anticipated Delhi-Kolkata and Delhi-Mumbai railway corridors are on track to see the completion of the <keyword id="13309917" type="General" weightage="20" keywordseo="anti-collision-system" source="Orion">anti-collision system</keyword> <keyword id="1317735" type="General" weightage="20" keywordseo="kavach" source="Orion">KAVACH</keyword> in the fiscal year 2024-2025, <keyword id="6360676" type="General" weightage="20" keywordseo="railways" source="Orion">Railways</keyword> Minister Ashwini Vaishnaw said on Thursday. In 2016, the ambitious <keyword id="6442331" type="General" weightage="20" keywordseo="automatic" source="Orion">automatic</keyword> train protection (ATP) system, KAVATCH, project received the green light for implementation. Kavach is an indigenously developed Automatic Train Protection (ATP) system. Kavach is a technology-intensive system that aids the loco pilot in the train running within specified speed limits by automatic application of brakes in case the Loco Pilot fails to do so and also helps the train safely run during inclement weather. Vaishnaw stated further that the KAVACH system is not resting on its laurels. The introduction of the Next Generation KAVATCH, boasting 4G/5G-based systems is set to redefine the standards of infrastructure technology, he said. The tender for this cutting-edge technology is expected to be unveiled next month. Further, the minister informed the government has set an ambitious goal of covering 2,500 kilometres per year. However, the real showstopper is the projected leap in 2025-2026, with a target of an astounding 5000 kilometres per year. There was much debate around the anti-collision system in light of the horrific triple-train accident in Odisha's Balasore on June 2, which claimed the lives of close to 300 passengers while leaving about 1,000 injured. Vaishnaw further said that the railway launched a new technology in elephant corridors last year to protect elephant death by train. As a pilot project, the technology has been successfully tested on a 150-kilometre stretch in Assam, which has a large population of jumbo. He further informed that the technology will be installed in 7,00 KM of elephant-prone area in upcoming months and the cost of the project will be Rs 181 crore. It will benefit Assam, West Bengal, Odisha, Kerala, Jharkhand, and parts of Chhatisgarh and Tamil Nadu.

(Eds: With fresh inputs) Bhubaneswar, May 8 () Odisha on Friday reported the biggest single-day spike in coronavirus cases with 51 people testing positive for COVID-19, a majority of whom returned from Gujarat, taking the total tally in the state to 270, the health department said.Of the fresh cases, 50 had returned from Surat in Gujarat while one came from Kerala. Forty-three of the new cases were reported from Ganjam whose tally has now climbed to 71, the highest in the state. Five were from Kendrapara and three from Bhadrak.Another person, who tested positive in Bhubaneswar, is counted as a patient of Maharashtra. He is a truck driver from Mumbai who met with a road accident in Odisha, the government said in a statement.The 42-year-old man was admitted at AIIMS, Bhubaneswar, and later tested positive for COVID-19, it said.The number of active cases in Odisha now stands at 205 with recovery of 63 patients. Two persons from Bhubaneswar have died of the infection while 298 people are in hospital isolation.An official said three IAS officers were deployed for one month in Chief Minister Naveen Patnaik home district Ganjam to assist the local administration in COVID-19 management.Ganjam district, which reported its first case on May 2, saw its tally jump to 71 in a span of only seven days. The spike in the COVID-19 cases is mostly due to return of migrant workers from Gujarat.Migrant workers from Odisha, who were stranded in Surat due to the lockdown, have been returning home en mass on buses and trains after the Centre allowed their movement.Nearly three lakh Odia workers mostly from Ganjam district are engaged in diamond cutting, textiles and other works in Surat."All these people (who tested positive), barring one from Kerala, had returned from Surat and were in quarantine centres. They were symptomatic," the official said, adding the tally of Bhadrak district now stands at 24, while Kendrapara has a total eight cases.The state health department had on Thursday conducted 2,460 COVID-19 tests. So far, Odisha has tested 52,974 samples, he said.After Ganjam district, Jajpur reported the maximum 55 COVID-19 cases, followed by Bhubaneswar at 50, Balasore at 27, Bhadrak 24, Sundergarh 12, Kendrapara eight, Jagatsinghpur five and Mayurbhanj four.Two cases each have been detected in Cuttack, Jharsuguda, Bolangir, Keonjhar and Kalahandi, and one each in Puri, Dhenkanal, Deogarh and Koraput districts.With migrant workers returning to Odisha, the number of COVID-19 cases has gone up manifold. While the state reported first 50 cases in 27 days, the duration reduced to 15 days for the next 50 cases.
