A division bench of Justices Suresh Kumar Kait and Neena Bansal Krishna directed the Transport Department to refrain from taking any coercive measures against Rapido and other ride-sharing platforms until a comprehensive policy is formulated. In February, the app-based aggregators were prevented from plying bike taxis on the road without commercial permits. The Transport Department, ordering an immediate halt to the bike taxi services provided by these platforms, had warned that any violation will result in penal action. The public notice by the Transport Department said that the companies defying the orders will be fined up to Rs 1 lakh, as the use of bikes for commercial purposes violated the Motor Vehicles Act, 1988. Following the High Court decision, Uber has expressed its gratitude towards the court's order providing protection to the company against coercive actions regarding its bike taxi service in the capital city. "We welcome the High Court's order to give Uber protection from coercive action on bike taxis in Delhi. This will bring relief to drivers on our platform whose livelihood had been impacted by the ban as also to the hundreds and thousands of riders who choose to ride on Moto for affordability and last mile connectivity. Relief for ride-sharing platforms as Delhi HC put stays on Transport Department notice

The Delhi High Court will today hear the appeal of <keyword id="1042120" type="PERSON" weightage="100" keywordseo="Uber">Uber</keyword> and <keyword id="6362049" type="UNKNOWN" weightage="100" keywordseo="Ola-Cabs">Ola Cabs</keyword> against the ban imposed on them by Delhi’s <keyword id="62110" type="ORGANIZATION" weightage="60" keywordseo="transport-department">Transport Department</keyword>. On January 1, the Transport Department had refused to lift the ban, saying “there are no grounds to review the ban imposed.” 
 
The Delhi government had banned all web-based taxi operators in December last year after a taxi driver working with Uber allegedly raped a woman. Uber and Ola had approached the Delhi High Court requesting quashing of the ban orders. 
 
The Transport Department had said in its order: "They (web-based taxi operators) provide a simple taxi service by transporting people from one point to another through a vehicle driven by a driver for a fee, which is collected by the petitioner company directly from the passenger. Being a taxi service provider they are required to follow the law of the land and by using an AITP (All India Tourist Permit) taxi for local point to point drop, as in the present case, the petitioner has violated the prevailing law of the land and as it was not registered, which again was a violation.”

Delhi High Court To Hear Uber And Ola Cabs Appeals Today

Ride hailing app <keyword id="19895382" type="General" weightage="100" keywordseo="Uber" source="keywords" meta.keywordsubtype="org" meta.entityname="Uber" meta.hostid="261" meta.entityid="Uber">Uber</keyword> has received an aggregator licence by the <keyword id="21734294" type="General" weightage="20" keywordseo="Delhi-Transport-Department" source="keywords" meta.keywordsubtype="org" meta.entityname="Delhi Transport Department" meta.hostid="261" meta.entityid="Delhi Transport Department">Delhi Transport Department</keyword> to operate buses in the national capital under the <keyword id="19158971" type="General" weightage="20" keywordseo="Delhi-premium-Bus-Scheme" source="Orion">Delhi premium Bus Scheme</keyword>, the company said in a statement. With this, Delhi becomes the first state to award a licence for bus operations, while Uber becomes the first aggregator to be granted a licence under the Delhi Premium Bus scheme, the statement said. "Following a successful pilot programme, where we witnessed significant demand for buses, we are thrilled to officially introduce the convenience of Uber rides to buses in Delhi," <keyword id="21734295" type="General" weightage="20" keywordseo="uber-shuttle" source="keywords">Uber Shuttle</keyword> India head Amit Deshpande said. Customers will be able to pre-book seats on their preferred route by choosing the 'Uber Shuttle' option on the <keyword id="1999454" type="General" weightage="20" keywordseo="uber-app" source="Orion">Uber app</keyword>. The formal launch of Uber Shuttle, a bus service tailored for daily commuting needs, brings to fruition a pilot programme that was initially tested in Delhi-NCR and has been operational in Kolkata since last year under an MoU with the West Bengal government, as per the statement. Commuters will be able to pre-book seats up to a week in advance, track the live location and route of the bus, and view its expected time of arrival (ETA) -- all through the Uber app, it said. Each shuttle vehicle will be able to accommodate 19-50 passengers and will be operated by local fleet partners using Uber's technology.

Uber gets licence to operate buses in Delhi

<keyword id="461594" type="ORGANIZATION" weightage="60" keywordseo="regional-transport-offices">Regional Transport Offices</keyword> in the national capital are set to go cashless from January when fees for all services including driving licence, auto permit and fitness certificate can be paid electronically. 
 The <keyword id="62110" type="ORGANIZATION" weightage="20" keywordseo="transport-department">Transport Department</keyword> has started installing Point of Sale (PoS) machines at its zonal offices and the trial run of the cashless transaction system is being carried out at some places. 
 "From January, people coming to <keyword id="48945" type="ORGANIZATION" weightage="20" keywordseo="RTO">RTO</keyword> offices can pay fee of various services -- permits, driving licence, fitness certificates - using their debit, credit cards. Applicants won't be required to make payments in cash," a senior government official said. 
 
There are 14 zonal offices of the Transport Department in the city. The official said that the move would ensure hassle-free services for the people of Delhi. 
 
The step is in line with the Delhi government's plan to bring all departments under cashless transaction system. 
 
"At present, e-PoS machines are being installed at all zonal offices. Besides, computer software of the department is also being updated in view of the cashless transactions," the official said. 
 Earlier this month, Transport Minister <keyword id="6374609" type="UNKNOWN" weightage="20" keywordseo="Satyendar-Jain">Satyendar Jain</keyword> had directed his department to start accepting fees and payments in the form of bank drafts and pay orders for all transport services in view of cash crunch after demonetisation.

NEW DELHI: The Delhi transport department has issued a show-cause notice to <keyword id="42747" type="DOMAIN" weightage="20" keywordseo="Tata-Motors">Tata Motors</keyword>, seeking its reply in connection with a complaint that one of its electric car models failed to meet the specified range on a single charge, officials said. The complainant claimed that the model (Nexon EV) of the electric car purchased by him from a dealer at the <keyword id="6412146" type="COMPANY" weightage="20" keywordseo="safdarjung-enclave">Safdarjung Enclave</keyword> and registered on December 3, 2020 has failed to provide the specified 312-km range on a single charge, a <keyword id="1389125" type="POSITION" weightage="20" keywordseo="senior-transport-department-officer">senior transport department officer</keyword> said."It has been informed that while the <keyword id="4215553" type="PERSON" weightage="20" keywordseo="vehicle-model">vehicle model</keyword> is specified to provide a 312-km range on a single charge, the vehicle owned by the said customer has never provided a range of more than 200 km," the show-cause notice issued to Tata Motors read. The vehicle owner, a resident of Najafgarh, also claimed that he has "duly followed" various advices of the dealer but no improvement was noticed, despite best efforts."Therefore, a show-cause notice is issued as the vehicle has failed to provide an optimal range to the consumer as promised by the OEM (original equipment manufacturer," the notice said. The notice has directed the OEM to depute its representative to appear before a transport department officer at 12 noon on February 15.In case no representative of the OEM appears before the transport officer on the designated date and time, further action including "delisting" of the said model from the subsidy-eligible e-vehicles' list can be considered, the notice stated. According to the Delhi Electric Vehicle (EV) Policy, notified by the transport department on August 7, 2020, a purchase incentive of ₹10,000 per kWh of battery capacity is provided on buying an electric four-wheeler with a cap of ₹1,50,000 per vehicle.The owners of the first 1,000 e-cars to be registered in Delhi after the issuance of the policy will be eligible for the incentive, officials said. The electric car model under question was approved under the eligibility conditions of the Delhi EV Policy .A Tata Motors spokesperson said the notice was received and "all possible measures" are being taken to address the concern.The range specified on a single full charge (312 km) for Nexon EV is on the basis of the certification received from the <keyword id="131330" type="COMPANY" weightage="20" keywordseo="Automotive-Research-Association-of-India">Automotive Research Association of India</keyword> (ARAI), which is the official body that independently tests all mass-produced vehicles under standard test conditions, before those can be offered to customers, he said.The actual range achieved in EVs is dependent on the usage of the air-conditioner, individual driving style and the actual conditions in which the vehicle is driven. Delhi Government issues notice to Tata Motors over complaint from Nexon EV owner

Keeping in mind the vast online commuter market, India’s top cab aggregator, <keyword id="6354720" type="PERSON" weightage="20" keywordseo="Ola">Ola</keyword> is now prepping-up to introduce <keyword id="3071546" type="UNKNOWN" weightage="20" keywordseo="motorcycle-taxis">motorcycle taxis</keyword>. 
 The Bangalore-based cab aggregator also plans to launch a shuttle bus service. Not just this, but Ola users will now be able to avail <keyword id="3072073" type="UNKNOWN" weightage="20" keywordseo="car-pooling">car-pooling</keyword> feature on its mobile application, reported The Economic Times. 
 
The motorcycle taxis and shuttle service, however, might face regulatory issues as these do not have any legal frameworks so far. 
 
Internal sources, requesting anonymity, informed that the bike taxis will be on the lines of Indonesia's GoJek, Blue-Jek and Grabbike, which is being used to transport people as well as goods. 
 Another major add-on to the mobile application, <keyword id="3071503" type="UNKNOWN" weightage="20" keywordseo="OlaShare">OlaShare</keyword>, is being worked-on for quite some time now. The company, however, declined to respond on the email queries by the business daily. 
 
The firm is also in the <a href="http://www.businessinsider.in/Ola-Cabs-new-round-of-fund-raising-to-value-it-above-5-billion/articleshow/49072304.cms">advanced stage of closing a financing round</a> of about $500 million (Rs 3,000 crore), which will give a muscle to the firm for its forthcoming plans.

But one with tremendous potential for Ola... However, the company would have to navigate around regulations." 
 
HeyTaxi, a Mumbai-based motorcycle-taxi company which was launched in June, came under fire from the city's transport department, which has termed the service illegal. 
 A top official at <keyword id="151058" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Transport-Department">Delhi Transport Department</keyword> said the state was framing a scheme for a motorcycle-taxi service but there were issues to consider. "As of now it will be deemed illegal. We were planning to launch such a service in Delhi but have put it on hold due to safety concerns," he said. Instead, Delhi launched a scheme for renting self-driven motorbikes in August. 
 
Car-pooling services, too, are in a regulator grey zone. Several state governments encourage personal carpooling as a way to lessen traffic and pollution, but as a business, the service is not covered under any legal framework. 
 
Safety is another area of concern, as riders would have to car-pool with strangers. Meru Cabs verifies co-riders with their PAN or Aadhaar numbers while BlaBlaCar mandates a social network account such as Facebook for logging in. 
 
Experts, on the other hand, agreed upon the fact that car-pooling as a business has huge potential.

Ola is going for the kill! Uber already sees it as competition

In an Uber blog post, Kalanick said:

The woman says her driver sexually assaulted and beat her before warning her not to contact authorities. Uber gave police information about his license, address, vehicle, and details about the woman's trip. 
The 32-year-old driver, Shiv Kumar Yadav, was arrested Sunday morning at home, <a href="http://www.theguardian.com/world/2014/dec/07/indian-police-uber-driver-rape">100 miles from Delhi</a>. He is scheduled to appear in court today, AFP <a href="http://www.businessinsider.com/r-indian-uber-driver-accused-of-rape-previously-arrested-for-assault-2014-12">reports</a>. 
Yadav was previously arrested for sexual assault and was acquitted, but he was still allowed to drive for Uber.
Kalanick, according to The Deccan Chronicle, has said India's systems don't have a process "<a href="https://twitter.com/DeccanChronicle/status/541878412579573760">to establish clear background checks</a>."

Uber, <a href="http://www.businessinsider.com/uber-just-raised-12-billion-2014-12">which just raised $1.2 billion at a $41 billion valuation</a>, launched in India in 2013. Uber's primary competition in India is Ola Cabs, which operates in 19 cities and <a href="http://techcrunch.com/2014/10/27/olacabs-softbank-india/">has raised about $277 million</a>.

Uber CEO Promises Change In India After Alleged Rape Gets The Service Banned In The Capital

The ban on plying of 27,000 diesel-run taxis came into effect today even as its real impact is likely to be felt only tomorrow, the first working day after the imposition of restriction. 
 
The <a href="http://www.businessinsider.in/searchresult.cms?query=supreme+court&amp;sortorder=effectivedate">Supreme Court</a> yesterday refused to extend the April 30 deadline fixed for the diesel-run taxis for their conversion into <a href="http://www.businessinsider.in/searchresult.cms?query=CNG&amp;sortorder=effectivedate">CNG</a> mode. 
 
Authorities in various locations today impounded diesel-run cabs plying on the local routes in the national capital. 
 
 
 
"Instructions have been issued to concerned authorities, including transport department, to impound diesel-run taxis plying in Delhi-NCR," said a senior government official. 
 According to <keyword id="66" type="COMPANY" weightage="100" keywordseo="Delhi">Delhi</keyword> transport department, about 60,000 taxis are registered in the national capital and of them 27,000 are running on diesel. 
 
Around 2,000 diesel-run taxis had converted into CNG mode in the last two months. 
 
The SC order is not applicable on cabs having All India Permits but most of the diesel cabs ply on local routes. The ban will essentially bring down the availability of cabs in the capital. 
 
"As per rule, taxis having All India permit are required to cover a distance of around 200 km. Taxis having All India permits cannot ply from one point to other point inside Delhi, Noida and Ghaziabad," the official said. 
 Cabs going off roads may inconvenience thousands of commuters as many <keyword id="3344947" type="UNKNOWN" weightage="100" keywordseo="diesel-taxis">diesel taxis</keyword> ferry people from Delhi, Noida, Gurgaon and Ghaziabad. 
 
"We can't keep on extending the time. We are not extending it now and not going to make any exceptions. There is technology available, you convert," a three-judge bench headed by Chief Justice T S Thakur had yesterday said while rejecting the plea that it would affect livelihood of poor drivers. 
 
The bench, also comprising Justices A K Sikri and R Banumathi, had on March 31, extended the deadline till yesterday for conversion of all diesel taxis to CNG.

Ban on diesel-run taxis comes into effect in Delhi-NCR

Delhi Transport Minister <keyword id="6391020" type="PERSON" weightage="20" keywordseo="Gopal-Rai">Gopal Rai</keyword> on Saturday asserted that the government has no intention to take the road-rationing experiment odd-even formula beyond January 15 amid reports that the <keyword id="6830867" type="UNKNOWN" weightage="20" keywordseo="odd-even-scheme">odd-even scheme</keyword> may be extended,. 

	The pilot plan for cutting vehicular emission was launched on January 1.

	 Rai said that some confusion is also being spread that the plan was illegally imposed by the government, and claimed that under Section 115 of the Motor Vehicle Act, they have power to implement this scheme as such provisions were also made during the <keyword id="6354367" type="ORGANIZATION" weightage="20" keywordseo="Commonwealth-Games">Commonwealth Games</keyword> as per this law. 

	“Government is neither going to extend odd-even scheme beyond January 15 nor finish it before the 15-day trial period,” Rai said, terming some of media reports of extending the car-rationing scheme as “false”.
 

	He further said the traffic-restriction is just only for 15 days and after the trial period, government will study the data collected through it and will do a proper analysis, adding, it will then be able to take a final decision.
 

	Rai, who was at his residence held a meeting of Coordination Committee with officials concerned on the scheme, said from January 1-8, traffic police, transport and revenue departments have issued 5,893 challans for the violation of odd-even rules so far.
 

	“Out of these numbers, 2,912 challans were issued by SDMs and 2,260 by traffic police. Besides, enforcement wing of the transport department has issued 721 challans for violating odd-even rules so far,” he said.

	Apart from this, 1,943 challans were issued by the transport department to auto drivers for different violations including refusal to drive.
 

	The government has also received 13,528 calls on its two helplines in the last one week and most of them were related to queries about the scheme. Out of these calls, 395 were related to complaints against bus, auto drivers, and other issues.
 

	According to the minister, in view of traffic rush on some road stretches during peak hours, government has decided to deploy additional teams of transport department and traffic police to manage traffic there from Monday. The areas include, ITO, Ring Road, Outer Ring Road, Connaught Place, Mathura Road, Ashram, New Friends Colony, Nehru Place, Sarai Kale Khan, Hanuman Mandir Marg and Dhaula Kuan.
 

	“Government has also decided to do a close monitoring on the assigned works of civil defence volunteers. Teams of SDM have also formed in this regard,” he said.
 The fate of the odd-even vehicle scheme will be decided on January 11 by the <keyword id="6355014" type="ORGANIZATION" weightage="20" keywordseo="Delhi-High-Court">Delhi High Court</keyword> which had yesterday reserved its order on various pleas challenging the AAP government’s ambitious pilot project which will continue till then. 

	A bench of Chief Justice G Rohini and Justice Jayant Nath reserved the order after the Delhi government informed it that the pollution level of particulate matter across the national capital showed a declining trend due to implementation of the scheme.

Delhi govt decides not to extend odd-even scheme beyond January 15

Google on Wednesday added real-time information about bus arrival times for Delhi on <keyword id="97416" type="ORGANIZATION" weightage="20" keywordseo="Google-maps">Google Maps</keyword>, making it easier for people to plan their trips. The information will inform users which bus to catch, the time it will arrive at a designated bus stop, the duration of the trip, and if there is a delay. Further, Google Transit will automatically update the arrival times and will mark them in green or red on Google Maps. The tech giant teamed up with the <keyword id="3515544" type="PERSON" weightage="20" keywordseo="delhi-transport-ministry">Delhi Transport Ministry</keyword>, the Delhi Integrated Multi-Modal Transit System (DIMTS), the <keyword id="482311" type="ORGANIZATION" weightage="20" keywordseo="Indraprastha-Institute-of-Information-Technology">Indraprastha Institute of Information Technology</keyword> (IIIT) Delhi, and <keyword id="226298" type="COMPANY" weightage="20" keywordseo="Lepton-Software">Lepton Software</keyword> to develop the feature. "With today's partnership with Google Maps, Delhi joins the league of global cities that seamlessly provides real time information of public transport so that people are able to plan their journeys to the minute. "We're glad to work with the Delhi Transport Ministry in launching real-time transit information for Delhi's cluster bus service on Google Maps. We are constantly exploring ways to make the Google Maps experience more useful, and we hope the people of Delhi will benefit from having access to this information in making smart commuting choices, especially in these times," Google's Director, <keyword id="216550" type="COMPANY" weightage="20" keywordseo="Product-Management">Product Management</keyword>, Ramesh Nagarajan said. To access the real-time information, users need to open Google Maps app on their Android or iOS device, enter the destination, and tap the 'Go' icon or tap the 'Go' icon and enter the 'Source' and 'Destination' locations. If it is not already selected, tap the "transit" icon (the little tram) to view times, bus numbers, routes and real-time arrival information highlighted in green or red. Tapping a recommended route will show more information on the route's stops, while tapping the bus stop shows a list of all arriving buses, where relevant real-time info is depicted by the green or red beacon. It is also possible to access real-time bus information by searching for a particular bus stop, tapping its name and its listed bus numbers. Google Maps adds real-time bus arrival times for Delhi commuters

NEW DELHI: Environmentalists and public transport experts are relieved that the Centre has proposed draft guidelines to regulate <keyword id="6403560" type="UNKNOWN" weightage="20" keywordseo="e-rickshaws">e-rickshaws</keyword> under the Motor Vehicles Act. E-rickshaws may have been in the news for all the wrong reasons, but many believe these had the potential to solve the city’s last-mile connectivity problem. 
 
Similar paratransit modes are successfully regulated all over the world. Even cycle-rickshaws are regulated and have a licensing mechanism overseen by the municipal corporations. Pedicabs are regulated in most cities in the US and Europe—Philadelphia City Council mandates pedicabs utilize permitted streets, do not operate after dusk or on the sidewalk, and never board or de-board passengers from a roadway travel lane. 
 
In Philippines, tricycles are regulated by the transport department. Its government now plans to put electric tricycles—similar to Delhi’s e-rickshaws—on the road to address the issue of air pollution. It has recently released Peso 505.6 million (around Rs 700 crore) to the department of energy for an E-Trikes project for Manila. 
 
“Take the example of Delhi University where students were using e-rickshaws to go to college from Metro stations. Students have told me that they have to spend Rs 40 in an auto against Rs 10 in an e-rickshaw, which is equally or more efficient. People will start opting for motorized transport like cars if e-rickshaws are gone as there aren’t many options to travel from Metro stations,” said Anumita Roychowdhury, head of Centre for Science and Environment (CSE)’s Clean Air programme. 
 
In fact, Roychowdhury says doing away with e-rickshaws will be like destroying Delhi’s public transport system. “We certainly need to make some basic safety checks; we have enough regulations for disposal of batteries. We have a high-powered committee on electric vehicles, then why are we making e-rickshaws an exception? I think this zero-emission mode needs to be celebrated,” she added. 
 
To start with, allowing e-rickshaws to run within an 800-1,000m radius of Metro stations can be useful. 
 Experts say e-rickshaws seemed to meet a latent demand for fast, comfortable para-transit that was not met by autos. E-rickshaws were running short distances due to lack of charging points, some suggest that the government can set up battery charging stations, preferably with <keyword id="70990" type="UNKNOWN" weightage="20" keywordseo="Solar-power">solar power</keyword>, near Metro stations. 
 
“They don’t have a battery which is less than 250 Watt, as was thought earlier. Most e-rickshaws have an over 650-Watt battery which make them motor vehicles so they can be regulated under MV Act. There needs to be another regulation to check basic things like visibility, brakes, frame etc. The Delhi environment department can possibly regulate battery disposal. I think e-rickshaws can be an excellent last-mile connectivity mode for the city,” said a public transport expert who has studied e-rickshaws in Delhi. 
 
Some suggest that e-rickshaws can be limited to non-motorized transport (NMT) lanes so that they don’t disrupt traffic. One e-rickshaw per owner can also help in ensuring that there is no sub-letting or mafia involved. 
 
Ravi Agarwal of Toxics Link said that the existing acid battery management and handling rules have failed due to lack of enforcement. “The rules have to be enforced strictly or it can lead to serious soil and water pollution,” he said. 
 
E-rickshaws can also help Delhi deal with its air pollution crisis. The LG’s high-powered committee on air pollution has also recommended promotion of battery-run vehicles. “E-rickshaws are important in Delhi because they have zero emissions. I agree that they need conventional power to charge and this leads to pollution elsewhere from power plants. But for a city that’s suffering from very poor air quality, it needs to promote non-polluting modes,” said Sarath Guttikunda of urbanemissions.info. 
 
As far as livelihood and business is concerned, e-rickshaws have given income options to over 1 lakh people in the capital. The batteries are currently imported from China but can be made locally too.
