<keyword id="6357103" type="COMPANY" weightage="20" keywordseo="delhi-traffic-police">Delhi Traffic Police</keyword> has issued a fresh notification superseding all previous orders regarding declarations of speed limits on the roads of NCT of <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword>. The order shall be published for the information of the general public in the official gazette and by affixing a copy on the notice boards of the office of all District Deputy Commissioner of Police and all Police Stations in Delhi/New Delhi, the notification read. The concerned civic road maintaining agencies shall erect the corresponding informatory sign boards indicating the speed limits at all prominent locations on the road/road stretches in their areas of jurisdiction for guidance and convenience of the road user/general public. This order has come into force with immediate effect from June 8. Unregulated plying of motor vehicles on a high speed on the roads of NCT of Delhi is endangering the life of motorists as well as other road users/commuters and it is necessary to regulate the speed of motor vehicles on the roads of NCT of Delhi for safety of motorists as well as other road users. The notification has been issued by Satyawan Gautam, Deputy Commissioner of Police/Traffic (Modernization), Delhi in exercise of the powers, conferred u/s 28(1) (b) of Delhi Police Act, 1978 read with Rule 9 (1) of the Delhi Control of Vehicular and Other Traffic on Roads and Streets Regulations, 1980 which revises the maximum speed limit (where road condition permits) for various type of motor vehicles on Delhi roads. For cars, jeeps, taxis, cabs, the maximum speed limit is revised to 70 km per hour on NH-48 (Earlier NH-8) from Parade Road/Gurgaon Road Crossing to Delhi Gurgaon Border, DND Flyover - Mayur Vihar Link Road and NH-44 (Earlier NH-1) from <keyword id="2802822" type="COMPANY" weightage="20" keywordseo="Singhu-Border">Singhu Border</keyword> to Sanjay Gandhi Transport Nagar, Noida Toll Road (The straight stretch from Delhi side upto Toll Gates and from the Toll Gate upto the points where curves lasts), Saleemgarh Bypass Road (Ring Road Bypass). Similarly, it was also revised on NH-9 (Earlier NH-24) from Millennium Park to Gazipur Border, NH-9 (Earlier NH-10) from Ghevra Xing to Tikri Border, Northern Access Road from Red Light NSG to T-Point of Northern Access &amp; Central Spine, Central Spine Road from Mahipalpur Chowk to Terminal III, IGI Airport. A maximum speed of 60 km per hour is prescribed on stretches including NH-44 (Earlier NH-1) from Sanjay Gandhi Transport Nagar to Mukarba Chowk, Barapulla Nallah Road from Sarai Kale Khan upto Aurobindo Marg Xing, Ring Road from Chandgi Ram Akhara to Azadpur Flyover via ISBT, Rajghat, <keyword id="187137" type="COMPANY" weightage="20" keywordseo="ITO">ITO</keyword>, Sarai Kale Khan, Ashram Chowk, <keyword id="40458" type="COMPANY" weightage="20" keywordseo="AIIMS">AIIMS</keyword>, DhaulaKuan / Naraina, Punjabi Bagh, Outer Ring Road from Modi Mill Flyover upto Olaf Palme MargNH-8 Xing via Munirka. The speed limit is also revised on Outer Ring Road from District Centre Janakpuri via Peeragarhi, Mukarba Xing via Burari Xing upto Chandgi Ram Akhara, Pushta Road (Marginal Bandh Road) from Noida Border (Chilla Regulator) to New Geeta Colony Grade Separator via Akshardham Flyover, Radisson Road from T-Point Radisson Hotel to Terminal-III, IGI Airport , Terminal-II, IGI Airport Road from T-point of Terminal-II Road and Central Spine to Terminal-II, IGI Airport. A maximum speed for cars of 50 kmph on NH-44 (Earlier NH-1) from Mukarba Chowk to Azadpur Chowk, Ring Road from Azadpur to Chandgi Ram Akhara via Model Town, Kingsway Camp, Mall Road, NH-9 (Earlier NH-10) from Punjabi Bagh to Ghevra Xing, All arterial roads in areas between Ring Road and Outer Ring Road, beyond Outer Ring Road, inside Ring Road and entire Trans Yamuna area (except roads which are specifically mentioned in the table). The lowest limit of 30 kmph is directed for All minor roads inside all Residential Areas / Commercial Markets and service roads / service lanes. Delhi revises maximum speed limit for motor vehicles

The new Motor Vehicles (Amendment) Act 2019 kicked off a new regime of crippling penalties for traffic violations. Even as commuters cribbed, the high penalties seemed to have had the desirable effect. The number of challans, invoices for penalties, fell to 73,000 in the first 15 days of September compared to 350,000 in the last fortnight of August, according to a report from a Hindi-language daily Amar Ujala. Last few days, Indian media has been flush with reports of never-heard-of penalties for violating traffic rules. A ₹2 lakh fine on a truck driver for ten offences including not wearing a seat belt, not having a licence and pollution certificate made headlines. A drunk man even set fire to his vehicle after the cops fined him ₹16,000 for not following the rules of the road. The Delhi government under Chief <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> refused to buckle under pressure to lower the penalties. Despite all resentment, the penalties seemed to enforced some discipline. Even the traffic in the National Capital Region has dipped by as much as 30% at some intersections, according to another report.  In the case of the Delhi Police van being used a make-shift gym, the authorities released a <a href="https://www.indiatoday.in/trending-news/story/delhi-police-vehicle-not-used-in-viral-tiktok-video-1556762-2019-06-26">statement</a> saying that the vehicle was, in fact, not an official police vehicle nor was the video shot recently. They claim that the car belongs to a private contractor who had been hired by the police for ‘certain duties’, pointing out that the individual in the video is not the car owner, but a friend of the contractor. Who’s to blame? TikTok has no official comment on the matter but they reiterate that users are urged to follow the community guidelines before uploading any video. The <a href="https://support.tiktok.com/en/privacy-safety/community-policy-en">terms and conditions</a> state that TikTok is ‘simply NOT the place post’ content that depicts dangerous acts or those that involve illegal activities. They also have a grievance officer for India, Anuj Bhatai, in place so that if users spot any video that violates the community guidelines, it can be reported using the official channels. While New Delhi stands just a few spots away from Mumbai at fourth position. The report studied congestion in 403 cities across 56 countries in six continents. Mumbai takes the top spot for the second consecutive year. An average commute during peak hours in Mumbai takes 65% more time because of traffic while it takes 58% longer in Delhi to travel during rush hours. The top five most congested cities in the world are Mumbai followed by Colombian capital, Bogota (63%), Lima in Peru (58 per cent), New Delhi (58 per cent) and Russian capital, Moscow (56%). Rising trend Traffic congestion has been rising globally over the last 10 years and all the cities included in the Traffic index report are either witnessing constant rise in traffic congestion or have been constant during 2017 and 2018. Out of the 403 cities included only 90 cities that have shown measurable decreases. Most of the decreasing trend was seen in Asian cities mainly in Jakarta where the congestion fell by 8%. Every city in South America posted an increase in congestion with Lima, Peru witnessing 8% increase. "Globally, traffic congestion is rising. And that's both good and bad news. It's good because it indicates a strong global economy, but the flip side is drivers wasting time sitting in traffic, not to mention the huge environmental impact," Ralf-Peter Schaefer, TomTom's Vice President of Traffic information said. The report suggested that the car makers, technology, companies and road authorities will have to design tool to make roads less congested.

In order to control traffic and resulting pollution, the <keyword id="67999" type="ORGANIZATION" weightage="100" keywordseo="Central-Pollution-Control-Board">Central Pollution Control Board</keyword> (<keyword id="68804" type="COMPANY" weightage="100" keywordseo="CPCB">CPCB</keyword>) has directed governments of Delhi-NCR cities to consider introducing flexible office timings, so that peak-hour traffic can be reduced. 
 
The Centre has informed about CPCB's directions before the Supreme Court, to a bench headed by CJI TS Thakur. 
 
The motive behind this step is to ensure that the SC knows about the anti-pollution measures that the centre is taking, so that it can reconsider the ban and tax imposed in Delhi-NCR on diesel cars of engine capacity of more than 2000 cc. 
 
Coming back to the proposal, the CPCB is of the opinion that flexible office hours will contribute a lot in the reduction of peak-time traffic to and from Delhi-NCR destinations, especially considering the number of people travelling to and from Noida and Gurgaon. This results in regular morning and evening snail-like traffic on roads connecting Delhi to other NCR cities. 
 
Talking of Gurgaon, the road connecting Delhi and Gurgaon also leads to the Delhi Airport, which results in further traffic and delays. 
 
While the governments are yet to decide on flexi office timings, other measures include adding particulate filters to diesel vehicles, introducing early alarm system for probable traffic congestions, route diversion, decongesting pathways, prevention of parking on roadsides and non-designated spaces and impounding of visibly polluting vehicles, as reported by <a href="http://economictimes.indiatimes.com/news/politics-and-nation/have-flexible-office-timings-to-reduce-peak-traffic-central-pollution-control-board/articleshow/53109485.cms">ET</a>. 
 
Other than this, CPCB has set a 30-day deadline, by when state governments will need to start synchronising traffic lights, install vapour recovery system in fuel stations, introduce mechanised vacuum sweeping of roads, and close unauthorised brick kilns.
