He said, for a heterogeneous country like India, it's a huge asset and in tune with the dream of the founding father of civil services in the country -- Sardar Vallabhbhai Patel. The minister said that officers have an opportunity to become the architect of a new India, the foundation of which was laid down by Prime Minister Narendra Modi. The minister particularly mentioned that a three-month central government stint as Assistant Secretaries for IAS officers in the beginning of their career started a couple of years back added tremendously in their capacity building. Similarly, amendment in the Prevention of Corruption Act, 1988 brought about in 2018 gives adequate protection to honest officers from harassment as for the first time bribe giver was also brought into the ambit of the Act, he said. Singh said that so far more than 25 lakh officers have registered on iGoT platform (online module) of the Personnel Ministry fitted to the training needs of frontline workers tackling COVID-19. He underlined that this measure will help in training an IAS officer into a "corona warrior". Dwelling on the concept of 115 Aspirational Districts based on 49 key indicators, Singh said that based on a scientifically designed mechanism, each aspirational district was to focus on improving these key indicators and raise its rating viz-a-viz the best performing district of the state and the best performing district of the country in the given indicators. He said that these are not necessarily backward districts and placing young officers here will bring fast changes in the indicators. In his address, Sanjeev Chopra, the director of LBSNAA, said that for conducting the online sessions, the learning management system (LMS) known as GYAN is used at the academy. "It is a one-point access online platform for the participants. New Delhi, Feb 5 () Union Minister Jitendra Singh on Friday said the Union budget 2021-22 truly reflects Prime Minister Narendra Modi's vision for "minimum government, maximum governance". Speaking to media persons, he said, as one of the six pillars of the visionary budget, it outlines plans for reforms as one of the core principles of minimum government, maximum governance. In this spirit, a number of steps were taken to bring reforms in Central Administrative Tribunals (CATs) in the last few years for speedy delivery of justice and the budget proposes to take further measures to rationalise the functioning of tribunals, said Singh, the Minister of State for Personnel, Public Grievances and Pensions. The minister said to have ease of doing business for those who deal with government or Central Public Sector Enterprises (CPSEs), and carry out contracts, the budget proposes to set up a conciliation mechanism and mandate its use for quick resolution of contractual disputes to instil confidence in private investors and contractors, according to a personnel ministry statement. Dwelling on some of the landmark good practices introduced by the Department of Personnel and Training (DoPT) and the Department of Administrative Reforms and Public Grievances (DARPG) over the last six to seven years, Singh recalled some of the revolutionary decisions taken to change the face of governance in the country. Enumerating a few among them, he mentioned the decision to allow self-attestation of certificates without attestation of a gazetted officer or anyone else, which was taken immediately after the Modi government came to power in 2014, the statement said. This was followed by the abolition of interview for selection to government jobs in certain categories, introduction of three months stint for new IAS officers in the central government before going to their respective state/UT cadre, amendment in prevention of corruption act, 1988 which included making the bribe-giver also culpable to offence, child care leave for male employees, enhancement of maternity leave for women employees, family pension for divorced daughters and introduction of digital life certificate for pensioners, among others, he said. Most importantly, Singh said, in the months of August and September, 2020, two historic decisions have been taken. One of them, he said, relates to 'Mission Karamyogi', which envisages continuous capacity building of every officer through digital mode in order to prepare him for every new assignment taken up by him and at the same time also enable the authorities to scientifically choose the right officer for the right assignment. The second decision relates to constituting National Recruitment Agency (NRA) for conducting Common Eligibility Test (CET) in order to provide level playing field to every job aspirant across the country, regardless of his socio-economic background, he said. JNU announces a partial rollback in hostel fee hikes amid massive protests

Mumbai, Dec 19 () Auto major Tata Motors on Thursday unveiled its first electric SUV Nexon EV that will be commercially launched within weeks.
 The SUV, built on its most popular SUV Nexon, is the first electric vehicle (EV) powered by Ziptron technology and offers "a range not less than 300 km per charge" and can accelerate to 100 kmph in just 9.9 seconds.
 Bookings for the car will start from Friday, the company said, without revealing the price or delivery date.
 On pricing, the company said it will be around 20 per cent more than the AMT version of Nexon and thus will come between Rs 15-17 lakh and will be 'launched within weeks'.
 The SUV comes with as many as 35 connected features, including tow away and intrusion alerts.
 The new EV comes in three variants and offers an eight-year warranty or 1,60,000 km on the battery and the motor, which is the highest in the industry.
 The Nexon is the first EV coming on the Ziptron technology. This is a high performance, connected vehicle that is suited to address the aspirations of customers and break all barriers for EV adoption, Tata Motors CEO and MD Guenter Butschek said while unveiling the EV. 
 Shailesh Chandra, president of electric mobility unit at Tata Motors, said the battery can be charged 80 per cent in under 10 minutes under the fast charging mode, and fully-charged under 40 minutes. 
 The battery pack will offer a range which will be higher than 300 km on a fully-charged battery and can be charged even on a 15 ampere plug point, he added. BEN IAS RVK

JNU administration hikes the hostel, mess and security fee by close to 400%

Mumbai, Jan 28 () Home-grown auto major Tata Motors on Tuesday launched the electric variant of its most-selling compact sports utility vehicle Nexon in the domestic market at a starting price of Rs 13.99 lakh (ex-showroom pan-India).
 The company had unveiled the vehicle last December. 
 Tata Motors plans to launch four more electric vehicle (EV) models, including two SUVs, one hatchback and one sedan in the next 24 months, Tata Sons Group Chairman N Chandrasekaran announced at the launch.
 The event was also attended by Ratan Tata, Chairman Emeritus, Tata Sons.
 Powered by Ziptron technology, the electric SUV for the personal segment comes with a range of 312 km on a single charge and a high voltage system, fast charging capability, extended battery life and class leading safety features. Besides, it has 35 connected car features as well.
 The Nexon EV will be available in three trim levels across 60 authorised dealerships in 22 cities, the company said at the launch.
 The company is closely working with other group companies such as Tata Power, Tata Chemicals, Tata Autocomp, Tata Motors Finance and Croma to create an e-mobility ecosystem, Tata uniEVerse, for faster adoption of EVs in the country, Tata Motors said.
 "E-mobility is an irreversible mega-trend and an imperative for addressing pollution and generating job opportunities in India," Chandrasekaran said.
 "After 16 months of strenuous effort, we are delighted to launch India's own electric SUV, the Nexon EV. Tata Motors launches Nexon EV at starting price of Rs 13.99 lakh

The stand-off between the Delhi Government and Lt Governor <keyword id="6478435" type="PERSON" weightage="80" keywordseo="Najeeb-Jung">Najeeb Jung</keyword> is probably the biggest lesson <keyword id="6354944" type="ORGANIZATION" weightage="80" keywordseo="Aam-Aadmi-Party">Aam Aadmi Party</keyword> (AAP) ever learnt. Last time when <keyword id="6399360" type="POSITION" weightage="80" keywordseo="Delhi-chief-Minister">Delhi Chief Minister</keyword> <keyword id="260213" type="PERSON" weightage="80" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> resigned in February 2014, he learnt that fights last longer in people’s mind than quitting. 
 
He understood people wanted the system to change, and they would like him to be the agent of that change. Stay on and fight, he reiterated, while campaigning for Delhi polls. His AAP won 67 seats in the 70-member assembly. 
But, it is yet to be seen whether Kejriwal has taken on the correct premise as situation around has become too hot to handle. 
 
Despite the Supreme Court notice to the Delhi Government, seeking its response in three weeks on the High Court judgement regarding the powers of LG Jung, Kejriwal and his men may get in some serious trouble, if the attitude of heckling powers continued. All said and done, Delhi isn’t a random city or state. 
 
It is national capital and for all practical reasons, it is in best interest that Centre and Delhi government co-exist in terms of administration. 
 
Coming back to the bone of contention, some time ago, Centre had restrained the Delhi Government’s Anti-Corruption Branch (ACB) from acting against its officers in criminal offences and had said the LG cannot act as per the CM’s discretion. 
 It all started when Shakuntala Gamlin, an IAS officer, was appointed as <keyword id="371591" type="POSITION" weightage="80" keywordseo="acting-chief-secretary">Acting Chief Secretary</keyword>. Kejriwal levelled allegations against her, stating she had favoured discoms through a loan of Rs 11,000 crore and said in most certain terms that she shouldn’t be sitting in the vantage position. 
 
This triggered a war of sorts since her appointment was made by Jung and that city administration, which rests in the hands of AAP government, practically has no role in the appointment. 
 
The fiasco reached its crescendo with Kejriwal revolted (again) raising questions about the administration of the city, which had to be in the hands of the party that was ruling Delhi. 
 
The government in Delhi, in fact, has least say in the matter of retaining or transferring bureaucrats who play a crucial role. LG was in no mood to listen to the rants and Kejriwal, who is also called as AK, on the other hand wrote to the Prime Minister on the matter. He even wanted to gain credibility for his argument through networking with all CMs from non-BJP ruled states, and work towards strengthening his case. And he did! 
 
Now, the problem with this move is, though it can be seen as an aspect that’s detrimental to AK’s reputation, as he is seen as a constant fighter and not much of a doer, the numbers of non-BJP CMs can be a cause of concern for Modi Government . The power tussle has now become a dirty laundry that is getting a wash in the open. 
 
The verdict issued by HC on May 21 states that LG will have jurisdiction over the matters connected with services, public order, police and land and that he may consult with the chief minister, whenever he deems it necessary, using his own discretion. 
 
If you need to gain better perspective into the situation, you need to understand there is something that’s working at a deeper level. 
 
Cooperative federalism and urbanisation are two major concepts that today’s India is trying to implement. States are massive and complicated structures. Urbanisation being the concept that’s surging through today, we need to understand the necessity of decentralisation. 
 
Cities indeed drive the economic growth. But, so far, like a populist politics that reigned in India for the sake of votes, office and power, village appeasement is quite another thing that thrives. Political parties have been for long appeasing rural areas without paying decent amount of attention to urban areas. 
 
When you set aside the ‘incident’ between AK and Jung, what you see under the surface is the need for full statehood for Delhi. Kejriwal has always been upfront about his demand of full statehood 
 
It is indeed important that the elected Delhi Government, like it happens in all states, requires greater say in city’s administration. Right now, the control Centre has over Delhi makes it impossible to function like a state unit, despite enjoying people’s mandate. 
 
But, it looks like a full statehood for Delhi as desired by AK will remain a distant dream for the time being. Because Delhi is just not any other city. It is the capital of the country which houses the seat of power and it is the space from where the country’s fate changes through an elected government at the Centre. Hence, the Union Government will certainly have a say in Delhi’s administration. 
 
Let’s not lose sight of AAP’s and AK’s aspirations of moving to become a national party. This could also be a stepping stone for AK to make it a mission of his life to ensure statehood for Delhi. Whether the battle is tangible or not, it surely is going to work against all the might that BJP can bring together. 
 
By writing to other CMs, AK simply spread out the issue beyond its geographical limitations. This could work either miracles or turn into a bane depending on the ground work AK and his team would do for Delhi. Either way, right now, there is no order in this chaos. Delhi suffers, both politically and figuratively.
