<ul><li><keyword id="7681538" type="UNKNOWN" weightage="20" keywordseo="Tech-Mahindra-CFO">Tech Mahindra CFO</keyword> <keyword id="388883" type="PERSON" weightage="20" keywordseo="Manoj-Bhat">Manoj Bhat</keyword> is happy with the budget but feels more could have been done to address the needs of the IT services industry specifically.</li><li>Taxation, for instance, could have been simplified to ease the cost of doing business across multiple geographies.</li><li>Since the IT services industry has been a huge job creator in India, it would also have been helpful if there were more incentives for employment generation.</li></ul>India’s latest budget did acknowledge the role of technology in economic revival. For instance, the government plans to introduce e-courts for faster resolution of disputes. It also earmarked ₹1,500 crore to dole our financial incentives for digital transactions. However, what the IT services players in India, like <keyword id="43217" type="CITY" weightage="20" keywordseo="Tech-Mahindra">Tech Mahindra</keyword>, HCL Technologies, Infosys, Wipro and Tata Consultancy Services (TCS), wanted to see was some relief on taxes and incentives for job creation. “I think the government has come up with a budget that is investment oriented. In a lot of ways that ticks a lot of the boxes. But, specifically for IT services, there’s nothing there,” Tech Mahindra CFO, Manoj Bhat told Business Insider in an exclusive interview. Taxation is getting more complicated world over The industry lobby, NASSCOM, hoped for some clarity on the tax framework with more employees working from home — a trend that many companies plan to stick to in some form or the other in the long run. “As companies like us become larger and operate in so many countries, helping us work through some easier tax situations esp in international context whether its around transfer pricing or some of the other laws that are coming through would have been nice,” said Bhat. Transfer pricing relates to the prices charged by different entities — located in different jurisdictions — for goods and services. The tax rules related to transfer pricing are complex. Governments, in India and abroad, are becoming increasingly proactive in scrutinising transfer pricing policies and practices. The IT services industries is a big job creator At a time when the Indian economy needs a demand boost, Tech Mahindra’s CFO also believes that the budget could have done with adding some incentives for job creation. “That’s something they should consider perhaps in terms of continuing some of the benefits that were offered in the past few years that are no longer there,” said Bhat. In the past, the sector has been a huge boon for creating new opportunities and helping the economy grow. NASSCOM estimates that the $200 billion industry created over 200,000 new jobs in 2019 — a year that saw massive unemployment in India. “We require WFH to be enabled in SEZs (Special Economic Zones on a long-term basis. Since this requires movement of duty-free goods like laptops etc outside the SEZs, the Finance Ministry should provide the requisite clarifications under Customs and GST,” said NASSCOM in their pre-budget expectations. Even though bigger players can do without the incentives, smaller and upcoming IT companies would have welcomed the relief. The demand for talent is also on the rise as businesses that were once hesitant about going digital are bringing up their timelines to ensure that their customers can still reach them even if stepping out of the house isn’t an option. INTERVIEW: Two things on Tech Mahindra CFO’s wishlist for the Budget 2021-22 that were left unaddressed

Ahead of the launch of India's maiden human spaceflight venture '<keyword id="6797456" type="UNKNOWN" weightage="20" keywordseo="Gaganyaan">Gaganyaan</keyword>' in December 2021, the Indian Space Research Organisation will undertake two unmanned missions in December 2020 and June 2021, ISRO chairman K Sivan said on Wednesday. Addressing the inaugural session of a symposium on "Human Spaceflight and Exploration - Present Challenges and Future Trends," Sivan said the Gaganyaan mission not only aims at India's maiden human flight to the space but also setting up a new space station for 'continuous space human presence'. "We are doing all this (Gaganyaan) on three points - short term plan of two unmanned mission in December 2020 and June 2021, followed by human space flight demonstration in December 2021. We have the mid term goal of sustaining the human space programme and continuous space human presence in space on a new space station", he said. In this regard, the ISRO has initiated a full-fledged astronaut training facility in close proximity to Bengaluru for meeting its future requirements. The space agency is also in talks with NASA and other space agencies and industries on how it can collaborate on human space flight and learn from their experience. The Gaganyaan will also assist in ISRO's long term goal of inter-planetary mission. "Inter-planetary mission is also on the agenda in the long term," the ISRO Chief said. On Gaganyaan mission, Sivan said the space agency has already developed and demonstrated key technologies such as having an operational launcher with 10-tonne playload capability to lower orbit, demonstration ofmission design and management, and recovery system like space qualified parachutes. "The only missing element were human life science and life support system, which we are developing now," he said. ISRO, Sivan said, has taken onboard many national labs, academic institutions, DRDO labs, Indian Air Force, CSIR Labas well as many industries as stakeholders for Gaganyaanprogramme. Noting that the astronauts have been selected from a pool of Indian Air Force test pilots, Sivan said the generic space flight training will commence in India shortly. A mission specific training will be carried out in India using a host of simulators and other facilities, he added. ISRO will send two unmmaned missions into space before Gaganyaan

Bengaluru, State-run <keyword id="7803427" type="UNKNOWN" weightage="20" keywordseo="NewSpace-India">NewSpace India</keyword> Ltd (NSIL), the commercial arm of the space department, bagged orders to launch four foreign satellites for earth observation from <keyword id="6355143" type="UNKNOWN" weightage="20" keywordseo="sriharikota">Sriharikota</keyword> spaceport in Andhra Pradesh, a top official said on Friday. "We have signed contracts with four foreign customers to launch four satellites in the earth's lower orbit using the PSLV and SSLV rockets of the Indian space agency <keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword> (<keyword id="116095" type="ORGANIZATION" weightage="20" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword>) from its spaceport at Sriharikota," NSIL Chairman G. Narayanan told reporters here. The top official, however, did not disclose names of the customers or their location due to non-disclosure agreements with them. "Of the four satellites, three will be launched using ISRO's polar satellite launch vehicle (PSLV) and one with its small satellite launch vehicle (SSLV). The spacecraft will be used for earth observation applications," said Narayanan, marking the company's two years of completion. The state-run NSIL was in the news recently for launching Brazil's earth observation satellite Amazonia-1 on February 28 from the spaceport on board ISRO's PSLV-C51 rocket along with 18 other satellites. Amazonia-1 is the optical earth observation satellite of National Institute for Space Research (INPE) in Brazil. In addition to these commercial launches, NSIL will launch two communication satellites for Indian customers offering direct-to-home (DTH) services and telecom operators offering broadband services using Ku-band transponders. "The two communication satellites, to be launched by ISRO from its spaceport, will be owned and operated by us (NSIL) for customers on commercial terms for revenue-generating services," said Narayanan but declined to name the customers claiming confidentiality. Unlike the now defunct ISRO's commercial arm Antrix Corporation, which has ceased to function after its deal with Multimedia Deval fell through, the 2-year NSIL is a wholly owned state-run of the department of space as a central public sector enterprise. NSIL has been formed with Rs 10 crore paid-up capital and Rs 100-crore authorised capital. The space department has provided Rs 700 crore in the budget for fiscal 2021-22 for investing in infrastructure and capacity building to make satellites, rockets and launch them on commercial terms. "We also plan to invest Rs 2,000 crore per annum over the next five years to ramp up infrastructure to build satellites and rockets, launch them and operate their services for domestic use," asserted Narayanan. The Rs 2,000-crore for investment per annum will be raised through a mix of equity and debt. "We will also ramp up our headcount by hiring about 300 more people for stepping up operations and prepare to launch more satellites and rockets," said Narayanan on the occasion. Going forward, the fledgling company will launch heavy satellites for space applications and observation in the earth's geo-synchronous orbit by state-run and private firms. "The company has generated Rs 300 crore revenue in the first year (2019-20) of operations, Rs 400-crore in the second year (2020-21) amid the Covid pandemic through launches and space-based services from ISRO's satellites," said NSIL Director for technology and strategy D. Radhakrishnan. During its first two years of operations, the company has launched 45 auxiliary customer satellites onboard ISRO's 4 PSLV missions, including Amazonia-1. ISRO's commercial arm bags orders to launch four foreign satellites as it looks to invest ₹10,000 crore over the next five years

The <keyword id="116095" type="COMPANY" weightage="20" keywordseo="Indian-Space-Research-Organisation">Indian Space Research Organisation</keyword> (ISRO) on Friday announced that it is going to establish a 'Space Technology Incubation Center' (S-TIC) at the <keyword id="66379" type="COMPANY" weightage="20" keywordseo="National-Institute-of-Technology">National Institute of Technology</keyword> (NIT), Rourkela. The aim of establishing a S-TIC is to carry out <keyword id="15509" type="ORGANIZATION" weightage="20" keywordseo="Research">research</keyword> and product development in space technology and <keyword id="6371395" type="UNKNOWN" weightage="20" keywordseo="applications">applications</keyword>. The upcoming centre will promote startups, capacity-building, innovations and research in space technology in the states <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword>, West Bengal, Bihar and Jharkhand besides the Andaman and Nicobar Islands. <keyword id="295323" type="COMPANY" weightage="20" keywordseo="NIT-Rourkela">NIT Rourkela</keyword> will provide its state-of-the-art laboratories, facilities and expert faculties to meet these objectives. The space technology-related research and the products from the S-TIC will be utilised in future Space missions and will help nation building through 'Aatmanirbhar <keyword id="2592711" type="PERSON" weightage="20" keywordseo="Bharat-abhiyan">Bharat Abhiyan</keyword>' in space technology and applications domain, K. Students and research scholars will execute real projects given by ISRO of NIT Rourkela taking guidance from expert faculties, mentors from ISRO and relevant industries, Sivan added. ISRO will provide an annual Grant-in-Aid of Rs 2 crore for a period of up to two years to NIT Rourkela as seed money for setting up the S-TIC. The seed money would be utilised for facility augmentation to carry out the research projects and product development taken from ISRO. NIT Rourkela will provide the required infrastructure inside its academic campus. The key outcomes envisaged from the S-TIC include Research and innovation in space technology, product development, IPR, space start-up, business incubation, etc. The MoU between ISRO and NIT Rourkela for setting up the S-TIC was signed on March 18, 2021 virtually. ISRO to boost space startups by setting up a 'Space Technology Incubation Center' at NIT Rourkela

Even before orbiting astronauts on India's first manned mission to the space in December 2021, the Indian Space Research Organisation will send 'Vyomamitra', a '<keyword id="7617165" type="UNKNOWN" weightage="20" keywordseo="lady-robot">lady robot</keyword>', in unmanned <keyword id="6797456" type="UNKNOWN" weightage="20" keywordseo="Gaganyaan">Gaganyaan</keyword> spacecraft. Vyomamitra, a combination of two Sanskrit words Vyoma (Space) and Mitra (Friend), took everyone by surprise when she introduced herself to the audience gathered there. "Hello everyone. I am Vyomamitra, the prototype of the half-humanoid, been made for the first unmanned Gaganyaan mission," the robot said. Explaining about the role in the mission, she said, "I can monitor though module parameters, alert you and perform life support operations. I can perform activities like switch panel operations..." The robot said she can also be a companion and converse with the astronauts, recognise them and can also respond to their queries. ISRO chairman K Sivan told reporters the humanoid will simulate human functions in space and also interact with the environment control life support system. "It will be simulating exactly the human functions there (in space). It will check whether the system is right. This will be very useful to simulate, as if a human is flying," said Sivan. <ul><li>India is lauded for bringing about cost-effective space exploration globally. </li><li>But, most of India’s missions, like Mangalyaan and the upcoming Gaganyaan, are technology demonstrators rather than long term voyages to collect data. </li><li>Bringing the Space Activities Bill to fruition to allow for private participation might be one way that India can plan for longer and more indulgent space missions. </li></ul>India is globally touted for its cost effective space missions. <keyword id="45499" type="COMPANY" weightage="20" keywordseo="Chandrayaan">Chandrayaan</keyword> 2, for example, is revered for being cheaper than producing <a href="https://www.businessinsider.in/chandrayaan-2-cheaper-than-avengers-endgame-what-the-foreign-press-says/articleshow/70208309.cms">Avengers: Endgame</a>. Mangalyaan is celebrated as the <a href="https://blogs.wsj.com/indiarealtime/2014/09/23/how-india-mounted-the-worlds-cheapest-mission-to-mars/">most affordable</a> mission to Mars in the world. But there’s a catch. Cutting down on costs for space exploration means that India is able to collect less data and its missions are quick. "There are many factors. The entire cycle, the entire process of building a space mission is compromised," Chaitanya Giri, a fellow for space and ocean studies at Gateway House — a think tank focussing of India’s global relations — told Business Insider India. Shorter timelines "So, we’re not investing in these missions as long duration missions. So, if you look at the European Space Agency (<a href="https://m.esa.int/Our_Activities/Space_Science/How_a_mission_is_chosen">ESA</a>), for instance, classifies its space missions into three categories — the S class, the M class and the L class (small, medium and large class)," explains Giri. The National Aeronautics and Space Agency (<a href="https://ntrs.nasa.gov/archive/nasa/casi.ntrs.nasa.gov/20180007026.pdf">NASA</a>) also classifies its missions from Class A to D depending on the priority of the mission, its national significance, the mission’s lifetime and how much it’s going to cost. "For instance, there are a few American missions that have been going on for over a decade. And, that takes a lot of money," Giri adds. In India, on the other hand, most of the projects have very short timelines. <a href="https://www.businessinsider.in/after-mangalyaan-india-wants-to-be-the-first-to-explore-the-dark-side-of-the-moon/articleshow/64793523.cms">Mangalyaan</a> was sanctioned and deployed within a span of two years. <a href="https://www.businessinsider.in/how-india-is-inching-a-step-closer-to-its-mission-of-sending-an-astronaut-into-space-by-2022/articleshow/66632355.cms">Gangayaan</a> was announced in 2018 and has plans to get astronauts off the ground by 2021. Even <a href="https://www.businessinsider.in/what-were-the-challenges-with-chandrayaan-1/articleshow/70202192.cms">Chandrayaan 1</a>, India’s mission to the moon that led to the discovery of water was announced in 2003 and launched by 2008. It was planned that the mission would operate for 2 years, but communication with the probe was lost after 10 months. MAVEN vs MOM The <a href="https://www.businessinsider.in/mars-orbiter-mission-completes-4-years-in-pictures/articleshow/65972664.cms">Mars Orbiter Mission</a>, or Mangalyaan, was sanctioned in 2011 and launched a mere two years later in 2013 on a budget of $74 million. NASA’s Mars Atmosphere and Volatile Evolution (MAVEN) spacecraft, on the other hand, cost $671 million and launched a little later in 2013. Explaining the difference between the Mars missions, Giri states, "MOM, when it was launched, was touted as a technology demonstrator mission. We had never gone to Mars before, so the prerogative was to reach there and take those sojourn of months and do some basic science. Secondly, we went there on a PSLV rocket. PSLV can only carry a spacecraft, that’s at most, 1.5 tonnes." "And, if you look in comparison, the MAVEN was much heavier. MAVEN was laden a lot of diverse instruments and we were carrying only 5 instruments. So, we can’t really expect much science from those five instruments," Giri adds. More money more power India’s smaller budgets aren’t a matter of choice but necessity. ESA and NASA aren’t exclusively dependent on government spending — they nurture the private space industrial sector as well. In India, private participation in what is largely considered to be ISRO’s domain, is absent. And, one of the things standing in the way is the Space Activities Bill. "Space Activities Bill has not been discussed in the Parliament. The first version was tabled but it was never taken up. There needs to be some consensus within the space industrial sector in India. If there is unity among them, then things might proceed," says Giri. The government is reportedly <a href="https://www.businessinsider.in/india-space-activities-bill-addresses-damage-in-outer-space/articleshow/69960212.cms">processing the bill</a> to align its liabilities in outer space with international standards.
