The step is expected to bring clarity to the country’s early stage entrepreneurs who say the rule has hurt their funding prospects. On Monday, the Department of Industrial Policy and Promotion (which recently got upgraded to be the Department for Promotion of Industry and Internal Trade) held a roundtable meeting with industry leaders from the Indian startup ecosystem to work on providing solutions for the angel tax issue, together. The meeting which was held with Indian Private Equity and Venture Capital Association (IVCA), angel investors and other leaders, saw the government take support from industry bodies to understand and implement changes that will be accepted by all. “We will form a smaller working group to come out with certain suggestions on resolving those issues in the next four-five days,” said Ramesh Abhishek, DIPP Secretary to the <a href="https://www.thehindubusinessline.com/economy/policy/working-group-to-examine-angel-tax-pain/article26176774.ece">media.</a> The angel tax issue had stirred up again after several startups were sent notices for the same. According to survey done by the IVCA, 73% of startups in India received <a href="https://yourstory.com/2019/02/indian-startups-angel-tax-notice/">Angel tax notices</a>. However, the DIPP secretary has said that no coercive action will be taken against these startups. In the last month, the government had introduced changes to tax laws under the Section 56(2) (vii b) of the Income Tax Act that will exempt ‘genuine’ investors in startups which are recognised by the DIPP. Till date, 15,278 startups have been recognised by the DIPP, while 129 startups have been funded under the Startup India program. Since the tax was introduced in 2012, Indian startups have claimed it has slowed down the funding at earlier stages because of the high tax rate. There have been several calls from the startup industry to remove the tax completely. The angel tax was added by the Indian government to prevent money laundering, however, over the years, entrepreneurs believe it has only become a hurdle in the funding stages. Indian government to take a stand on angel tax within a week

New Delhi, Feb 17() Private equity and venture capital investments recorded an all-time high of USD 48 billion in 2019 in India, according to EY report released on Monday. The report titled 'PE/VC Agenda: India Trend Book 2020' said that this is the third consecutive year that the private equity and venture capital sector has outperformed. "In terms of value, PE/VC investments increased by 28 per cent as compared to 2018, while the deal volume increased by 35 per cent. "The growth was primarily driven by a significant increase in investments in infrastructure sector, which grew over three times compared to 2018," it said. The report was released on Monday at the Indian Private Equity and Venture Capital Association (IVCA) conclave 2020. According to a report, while growth in traditional PE/VC investments dipped marginally in 2019, the growth in overall PE/VC investments was driven by investments in the infrastructure asset class. "Investments in infrastructure sector accounted for 30 per cent of PE/VC investments by value compared to 12 per cent in 2018," it said. The report pointed out that largest deals in 2019 were also in the infrastructure sector including Brookfield's USD 3.7 billion buyout of Reliance Jio's tower assets and USD 1.9 billion investment in Reliance Industries East-West pipeline. The largest deal in traditional PE/VC asset class was Alibaba and Softbank's USD 1 billion investment in Paytm, it said. The EY report said largest fund raise during the year saw government sponsor a USD 1.5 billion fund for providing last-mile funding to real estate developers for completion of stalled housing projects followed by Edelweiss Alternative Asset Advisors and Kotak Special Situations Fund raising USD 1.3 billion and USD 1 billion respectively to invest in stressed assets. As per the report, PE/VC investments in infrastructure space were at USD 14.5 billion in 2019, which were higher than the cumulative PE/VC infrastructure investments received in the previous seven years. Almost 49 per cent of PE/VC investments in infrastructure in 2019 have been through the InvIT structure, it said. For the first time in India, the report pointed out that buyouts have emerged as the largest PE/ VC investments deal type, overtaking the growth capital deals and accounting for 34 per cent of all PE/VC investments by value in 2019. "When compared across deal types, buyouts have recorded the largest increase of 56 per cent in terms of value(USD 16.2 billion in 2019 Vs USD 10.4 billion in 2018)," it said. In the past two years, buyouts clocked USD 26.7 billion in deal value, which is more than the value of buyouts in the preceding 12 years combined, the report pointed out. The numbers have also been the highest ever in 2019 with 58 deals, it added. Over the past five years, sovereign wealth funds (SWFs) and pension funds have directly invested around USD 32.8 billion in India accounting for 22 per cent of the dollar value of investments made during this period. According to the report, there has been a progressive increase in the share of large deals (value greater than USD 100 million) in the total PE/VC investments in India and now account for more than two-thirds of all investments by value. "In 2019, there were 111 deals of value greater than USD 100 million that aggregate to USD 35.2 billion and accounted for 73 per cent of total PE/VC investments made in 2019. "This is the highest ever number of large deals in a year and 37 per cent higher than the previous high recorded last year," it said. While the overall investments in start-ups increased by 22 per cent (USD 7.9 billion in 2019 Vs USD 6.5 billion in 2018) in terms of value, the number of deals increased by 61 per cent by 61 per cent (610 deals in 2019 Vs 378 deals in 2018). Notwithstanding recent headwinds faced by the Non-banking Financial Company (NBFC) sector, in 2019 at USD 9.1 billion, PE/VC investments in financial sector was up by 20 per cent compared to last year, the report said. Elaborating further, the report said other sectors that recorded increase in investment are technology (USD 3.9 billion across 147 deals in 2019 Vs USD 3.8 billion across 125 deals in 2018), life sciences (USD 2.5 billion across 69 deals in 2019 Vs USD 1.7 billion across 60 deals in 2018) and food and agriculture (USD 881 million across 83 deals in 2019 against USD 647 million 42 deals in 2018. Principal economic advisor in the Ministry of Finance, Sanjeev Sanyal, has said that although business culture has genuinely improved in the last few years, enforcement of contract is the single biggest constraint now to doing business in India. Sanyal also stressed on the need to look at administrative reforms by the government. "In 1991, we were forced to became a market economy because of crisis. We did not do it because we changed our mind... Bureaucrats talks about market failures instead of state failures. Free markets should be allowed to function in an appropriate way," he said. National Investment and Infrastructure Fund (NIIF) CEO Sujoy Bose said the fund wants to support small scale companies through NIIF. "We will be soon starting large scale PE(Private Equity) fund to support small companies," he said. Bose said PEs are now willing to invest in challenging companies in challenging times. He also talked about the need for more women fund managers in India. Private equity, VC investments hit record high of USD 48 bn in 2019: Report

New Delhi, Mar 17 () Private equity and venture capital investments recorded a 24-month low of USD 1.7 billion in February this year, primarily on account of significant decline in large deals, says an EY report. According to the IVCA-EY monthly PE/VC roundup, uncertainty over the impact of COVID-19 is expected to act as a significant headwind to Indian PE/VC investments. The rapid spread of the pandemic over the past 30-45 days has spiked business risk premiums, which has already led to significant downward correction in capital markets around the world, which in turn has impacted fund inflows. Further, travel restrictions and inability of people to meet face-to-face is expected to delay work-in-progress deals and limit the number of new deals from being struck, the report said. "After a good start to PE/VC investments in 2020, both investment and exit activity have declined considerably in February 2020. The decline in value of PE/VC investments is primarily on account of the number of large deals (over USD 100 million) going down substantially," said Vivek Soni, Partner and National Leader - Private Equity Services, EY India. There were five large deals worth USD 700 million in February 2020 compared to nine deals worth USD 2.0 billion last year and five deals worth USD 1.4 billion in January 2020. "This is the lowest aggregate value of large deals in over 19 months. The largest deal announced in February saw General Atlantic invest USD 200 million in BYJU'S, an edtech company, followed by Warburg Pincus' investment of USD 150 million in Apollo Tyres Limited," the report said. Soni further said that besides the coronavirus scare, domestic issues concerning taxation policies impacting InvIT's and REITS and lingering issues over the financial health of some of our domestic banks and NBFCs, will act as sentiment dampeners, potentially slowing down large ticket PE/VC investments in the short term. In the medium term, however valuations are expected to moderate, and may open up good opportunities for PE/VC investors. From a sector point of view, education sector (USD 311 million across five deals) has emerged as the top sector for the first time due to the large investment in BYJU'S, followed by technology (USD 271 million across 18 deals) and real estate (USD 232 million across three deals). New Delhi, Feb 25 () Private equity and venture capital (PE/VC) inflows started 2020 on a strong note as the month of January recorded investments worth USD 2.5 billion up 34 per cent over the year-ago period, a report said on Tuesday. According to the IVCA-EY monthly PE/VC roundup, PE/VC investments in January 2020 (USD 2.5 billion) were 34 per cent higher than the value recorded in January 2019 (USD 1.9 billion) and 41 per cent lower compared to December 2019 (USD 4.3 billion). In terms of number of PE/VC investments January 2020 was at par with January 2019. "After a record setting 2019, PE/VC investments in 2020 are off to a good start with investments worth USD 2.5 billion recorded in January 2020. Infrastructure sector continues to play a big role in this growth, accounting for 36 per cent of all PE/VC investments during the month," said Vivek Soni, Partner and National Leader - Private Equity Services, EY. Credit investments are also a fast-emerging asset class for PE/VC as investors cherry picked stressed opportunities thrown up by companies that need support to prevent going into National Company Law Tribunal (NCLT). With a more enabling regulatory and policy framework in place, credit investments witnessed a good start in January 2020, the report said. There were five large deals (value greater than USD 100 million) worth USD 1.4 billion in January 2020 compared to four deals worth USD 1.1 billion last year. The largest deal announced in January saw Goldman Sachs and Varde Partners take over the debt of RattanIndia Power Limited for USD 566 million followed by Canada Pension Plan Investment Board (CPPIB), Allianz Capital Partners and Ontario Municipal Employees Retirement System's (OMERS') USD 246 million investment in IndInfravit Trust. From a sector point of view, infrastructure sector (USD 898 million across five deals) was the top sector in January 2020, followed by financial services (USD 531 million across 14 deals) and e-commerce (USD 264 million across nine deals). The report further noted that January 2020 recorded 12 exits worth USD 461 million, 39 per cent higher than the value of exits recorded in January 2019 (USD 331 million) but 47 per cent lower than December 2019 (USD 864 million). Maharashtra Government launches an investment platform for fintech startups

With regards to the much debated angel tax, the Minister said that the startups and investors who have filed returns will not be scrutinised. The startups will also not be required to justify the share market value of their shares allocated to market 1 investors. The Minister also proposed that the category will include category 2 Alternative Investment Funds. A period of exemption for two years, that is until March 31, 2021, shall be given to people on capital gains which have been invested in startups. Furthermore, e-verification will resolve the issue of identifying the investor and the source of funds. The minister also said that special administrative arrangements will be made for the pending assessments of startups, which also included that an officer without obtaining the approval of the supervisory office shall not pass an assessment. Till date, 19,655 startups have been recognised by the DIPP. In February, the Indian government had announced a new definition for startups to handle the angel tax issue. An entity will now be considered a startup for a period of 0 years from the date of its incorporation as opposed to the earlier norm of seven years, according to an official Gazette notification by the government. Similarly, an entity will continue to be recognised as a start-ups if its turnover for any of the financial years since incorporation and registration has not exceeded ₹100 crore in place of ₹25 crore earlier said an official statement released by the Department for Promotion of Industry and Internal Trade. In a meeting with industry stakeholders on February 4, the DPIIT had said that the government would come up with a solution for the angel tax issue and no coercive action would be taken against startups that have been issued notices under angel tax. Deal value increased by 61%, with 610 deals in 2019 as compared to 378 deals in 2018. Startups formed 16.4% of the total PE/VC funding and a big thanks for the rise in volumes goes to SoftBank – the Japanese investment firm which made investments in OYO, Delhivery, Grofers among others in 2019. The biggest deals were SoftBank’s investment in OYO, Grofers along with Udaan and Delivery which brought them into the unicorn club.

 Over the last five years the Indian startup ecosystem has diversified into newer areas. According to the report, until five years ago, investments in startups were dominated by technology and e-commerce sectors. “In terms of number of deals, the share of e-commerce and technology in the start-up investment space has declined from 62% in 2015 to 35% in 2019. On the other hand, the share of financial services in the total number of start-up deals has increased from 7% in 2015 to 16% in 2019,” said the report. The opportunity only gets bigger in India. According to a Goldman Sachs report, the Indian internet industry will be worth $160 billion by 2025 – three times its current value. Indian VC firms are looking at the right investments that will place them in a sweet spot by 2025. Indian government finally comes to a decision on Angel Tax, changes definition of startups

New Delhi, May 13 () India continued to be the second largest deal market in the Asia-Pacific region in 2019 with over 1,000 private equity and venture capital pacts valued at USD 45 billion - the highest in the last decade, a report by Bain &amp; Company said on Wednesday. Private equity (PE) and venture capital (VC) investment in the country rose to its 10-year peak primarily due to the increasing number of large deals greater than USD 100 million as well as an increase in their average deal size, the firm's India Private Equity Report 2020 said. The report, developed in partnership with the Indian Private Equity &amp; Venture Capital Association (IVCA), also found that exit value in 2019 decreased, finishing at nearly USD 13 billion against USD 17 billion in 2018 (excluding Flipkart's exit). This was still the third-highest for the last decade. The dip over last year was led by a decrease in the number of exits from 265 to 200. India-focused dry powder (marketable securities that are highly liquid and considered cash-like) will remain healthy, but a potential reduction in investments could occur in the first half of 2020, accompanied by a price correction across the board, the report noted. India continued to be the second largest private equity deal market in Asia-Pacific (APAC) with the most growth in the region, it said adding that India's share of the APAC deal market increased to nearly 25 per cent in 2019, and the investment value was about 70 per cent higher than in 2018 and nearly 110 per cent higher than the previous five-year average. Meanwhile, China's PE market witnessed a decline in both deal value and volume due to trade war concerns, social unrest and stringent Renminbi fundraising regulations, the report said. Of the top 15 deals in India - which constituted more than 35 per cent of the total investment value in 2019 - five were in real estate; three in IT and ITES; and the rest across banking, financial services and insurance (BFSI), telecommunications, energy and consumer technology. Notable large investments in 2019 included stakes in Reliance Jio Infratel, Pipeline Infrastructure, Axis Bank, GMR Airports, GVK Airport Holdings and Paytm. Real estate and infrastructure, telecom, IT and ITES, and BFSI contributed to more than 90 per cent of the growth in investment value. BFSI investments were fuelled by deals in banks as well as non-banking financial companies with investments of USD 8.4 billion, while consumer technology attracted USD 7.7 billion of investments in 2019. Almost half of these investments were in vertical e-tailers/marketplaces and fintech companies. "From an investment perspective, we will likely see a short-term dip in investment activity with COVID-19, as already evidenced globally. However, this imminent price correction across the board will present an investment opportunity. "Investors need to triage their portfolio and take actions to adapt to the changes in the economy which includes taking immediate actions to ensure business continuity and plan for value creation to retool their businesses for the future," Arpan Sheth, Partner at Bain &amp; Company and one of the lead authors of the report, said. He added that the market disruption caused by COVID-19 could lead to growth in select pockets such as e-commerce, enterprise technology, healthcare, and on-demand services. Like previous years, the total share of buyouts rose with an increase in growth and late-stage investments. These featured a few large individual buyouts like Reliance Jio Infratel (USD 3.5 billion) and Pipeline Infrastructure (USD 1.8 billion), the report said. With recent investments from global players, competitive intensity in the Indian investment market has progressively increased, with 662 active funds in 2017-19 compared with 553 funds in 2015-17, it added. The report pointed out that the COVID-19 pandemic signals the possibility of a significant impact due to increased global interconnectedness and the virus' high spread rate. India is beginning to face the impact of COVID-19, with major import and export destinations impacted as well as the stock market which has taken a hit in recent months, it said. The report said, based on global financial crisis experience, deals invested during or after a downturn tend to do well. Overall APAC-focused fundraising slowed considerably, dropping to about USD 80 billion in 2019 from nearly USD 200 billion in 2017. This was largely driven by weakening Renminbi-based funds, reflecting the Chinese government's tightened restrictions on PE investments. A majority of investors expect the fundraising environment to be more challenging in the next 12 months, driven by record-setting previous years, cautiousness of a slow economy and limited partnerships being highly selective with increasing competition, the report said. "A strong exit track record will be important for future investments. Having seen record investments last year, Software as a Service and cross-sector technologies will be the attractive opportunities for investors in the future," Sriwatsan Krishnan, Partner at Bain &amp; Company and a co-author of the report, said. With an unpredictable public market, strategic sales became the preferred mode of exit, accounting for about 50 per cent of exit volume. SR ANSANS

Warding off concerns over Indian economy and its business environment by rating agencies Moody’s and <keyword id="82981" type="CITY" weightage="20" keywordseo="Fitch">Fitch</keyword>, the <keyword id="2730532" type="UNKNOWN" weightage="20" keywordseo="NaMo-government">NaMo government</keyword> reiterated that India continues to be a bright spot and has a “very robust” macroeconomic foundation for growth in place. 
	 According to a report by ET, Minister of State for Finance, <keyword id="2929181" type="PERSON" weightage="20" keywordseo="Jayanta-Sinha">Jayanta Sinha</keyword> also assured the investors that the government was prepared to deal with any aftermath of the Greek crisis. 
	 
	"We have been able to put in place a very robust macroeconomic foundation for growth going forward. Macroeconomic indicators were very very toxic. Despite the global volatility that we are seeing right now, India is a rare bright spot. So, we have addressed underlying macroeconomic instability that we had. We have put in place road map of reforms," he said at an IVCA (Indian Private Equity and Venture Capital Association) event. 
	 
	Explaining his point, he further added that the government is focusing on executing three important agenda -- banking reforms, GST and macro-economic stability -- in the remaining 3-4 years. 
	 
	"Now our focus has shifted very much to execution agenda for remaining 3-4 years. We will have to push this forward. We will have to focus on execution agenda," he averred. 
	 It should be noted that global rating agency <keyword id="6462970" type="CITY" weightage="20" keywordseo="Moodys">Moody's</keyword> expressed disappointment over policy stagnation under the NaMo government while Fitch lowered India's growth forecast to 7.8%.
