A group of more than 30 banks that country’s biggest lender <keyword id="13222" type="CITY" weightage="100" keywordseo="SBI">SBI</keyword> is leading, has decided that they would no more lend money to Punjab government's food purchases this season, knowing that questions about seemingly missing stocks worth as much as Rs 20,000 crore are still unanswered. 
 
This move has come after the central bank asked lenders to set aside money against loans to the tune of Rs 12,000 crore or more and treat them as NPAs, even though these loans are generally not in danger of default as they are considered to be sovereign debts. 
 
"We will not lend this season unless the problem is resolved," said one of the bankers. "How can we? The state has to come up with a concrete proposal on how they would repay and reconcile the stocks without which we won't lend," the banker added. 
 
This could lead to a disruption in India’s agricultural economy since the last two monsoons haven’t been quite good, and Punjab, the biggest food grain buyer of India would need as much as Rs 40,000 crore in loans. 
 
Bankers in the group are scheduled to meet today to discuss the issue, where in they would probably decide to lobby the regulator this week, and also raise the sovereign debt question. 
 
On the other hand, the Punjab government has said that there had been no misuse of funds, also pointing out that the grain purchases are done for the entire country. 
 
"Funds availed by the state government on account of food credit limits have been utilised for food procurement operations, in the national interest," the Punjab government said on Friday. "There has been no misutilisation of funds, and... the differential amount is on account of difference between claims and amounts received," it added. "The matter regarding the outstandings/receivables pertaining to the food credit account of the state is already under discussion with GoI (government of India)," it said. "A joint committee of GoI and state government has been looking into the gamut of issues on this account, and the matter is being deliberated upon so as to settle the claim of the FCI/GoP (government of Punjab)." 
 On a separate note, the Comptroller and Auditor General of India has raised questions about Punjab’s food grain procurement through various agencies like <keyword id="3327682" type="UNKNOWN" weightage="100" keywordseo="Punjab-State-Warehousing-Corp">Punjab State Warehousing Corp</keyword>, <keyword id="3327683" type="UNKNOWN" weightage="100" keywordseo="Punjab-Agro-Food-Corp">Punjab Agro Food Corp</keyword>, <keyword id="3327684" type="UNKNOWN" weightage="100" keywordseo="Punjab-Grain-Procurement-Corp">Punjab Grain Procurement Corp</keyword> and <keyword id="3327685" type="UNKNOWN" weightage="100" keywordseo="Punjab-State-Civil-Supplies-Corp">Punjab State Civil Supplies Corp</keyword>, since a majority of the number of vehicles supposedly used for transportation could not be traced.

New Delhi, Jan 1 () State-owned power giant NTPC has decided to procure and use six million tonnes of agro residue-based pellets to co-fire its power plants along with coal in 2020, in its endeavour towards more sustainable power generation.
 Currently, NTPC is using agro residue-based pellets at its Dadri thermal power plant. In 2020, the company would use these pellets, made out of stubble and husk, in its 21 thermal coal-fired power plants across the country.
 The company has 24 coal-fired thermal power plants. In addition to this, the firm has nine more coal-fired power plants under joint ventures or of subsidiaries.
 A company official said, "The tendering process for procurement of pellets at 20 more thermal power plants (in addition to Dadri plant) is on. The company envisaged consumption of six million tonnes of pellets in 2020 in power plants. A tonne of pellets costs around Rs 7,000."
 The procurement cost of 6 million tonnes of the pellets works out to be around Rs 4,200 crore.
 The purpose behind usage of agro-based pellets is twofold - one it turns off stubble burning in farms and brings down pollution and two, it reduces coal usage in power production.
 In the past fortnight, the NTPC Dadri power plant has been co-firing close to 70-80 tonnes of agro-residue fuel along with coal. The power plant till date has received almost 2,400 tonnes of non-torrefied biomass pellets from the large number of suppliers from Haryana, Punjab, Madhya Pradesh and Rajasthan.
 Also, to give respite to the nation from the heavy smoke emanating from farms, NTPC had also started usage of fire pellets made out of agro-residue in October 2018.
 The NTPC Dadri unit became the first plant in the country to commercialise biomass co-firing with up to 10 per cent of agro-residue-based biofuel, co-firing along with coal. KKS HRS

Mohali, Dec 6 () Leading industrialists on Friday pledged full support to the Punjab government to make it a frontrunner on the country's industrial map.
They also urged Punjab Chief Minister Amarinder Singh to put growth in textile and garments, agro and food processing, steel and other sectors on fasttrack in view of immense potential in these verticals.
A session on the concluding day of Progressive Punjab Investors Summit-2019 underlined the state's strong industrial base coupled with peaceful and skilled workforce.
The participants exhorted the chief minister to accelerate the pace of development in these key sectors with his government's support.
The session was moderated by Vardhman Special Steel MD Sachit Jain, and the panelists were Vice Chairman of International Tractor A S Mittal, Chairman Trident Group Rajinder Gupta, Nahar Group MD Kamal Oswal, Chairman Bunge India Samir Jain and Air Asia CEO Sunil Bhaskaran.
The majority of panellists extended full support and cooperation to the state government in its endeavour to make Punjab a frontrunner on the country's industrial map.
Initiating the discussion, Sachit Jain said Punjab had a strong industrial eco-system, which could play a vanguard role in promoting industry, especially in the manufacturing sector.
He noted that the state had wide scope for growth of the IT and ITeS, especially in the light of the new industrial policy.
Taking part in the deliberations, Trident's Rajinder Gupta said he had made massive investments in his textile units in Barnala district, besides investing nearly Rs 10 crore on the education of children and women welfare in the rural sector as part of his corporate social responsibility.
Mittal shared his experience with the Japanese company Yanmar, which has led to marked quality improvement in the manufacturing facility at Hoshiarpur.
He also emphasized the need to encourage Japan-based suppliers and vendors to invest in the local MSMEs dealing with auto parts, in order to enhance quality of their products in line with international standards.
Oswal said Nahar Group was setting up a logistics park over an area of 45 acres at a cost of Rs 300 crore in Ludhiana, besides another industrial park over an area of 100 acres at a cost of Rs 2,000 crore to house green industry - IT &amp; ITeS, with facilities of housing, malls and retail. 
In another session, industry called for more international flights from the state to harness its massive potential to emerge as a Medical Tourism hub.
The only thing the Punjab government needs to do is to press upon the Union fovernment to bring more direct international flights in the state from CIS nations, such as Uzbekistan and Kazakhstan, and to cater to NRI populations in the US, Canada, the UK, Australia and New Zealand in order to attract patients, the delegates said.

BL Agro to spend Rs 150 crore on marketing and advertising in FY 2021-22

New Delhi, Mar 25 () Ahead of kharif season, industry body CropLife India on Wednesday urged the central government to allow production, distribution and sale of agro-chemicals during the lockdown.Few states such as Bihar, Haryana, Karnataka, Maharashtra, Punjab, and Uttar Pradesh have already issued notifications to this effect, it said."With the approaching season just around the corner, the next three months are very critical for the farming community and all activities relating to agriculture inputs should be exempt from the lockdown," CropLife India CEO Asitava Sen said in a statement.Since farming communities make up for nearly half of the population in the country, it is important that during these trying times they should be able to protect their livelihood and incomes, which could be threatened due to lack of the requisite inputs, he said.Agro-chemicals are required for farmers to mitigate the substantial losses due to weeds, pests and disease, he added.CropLife India is an association of 18 R&amp;D driven member companies.There is a nationwide lockdown for 21 days to stop the spread of COVID-19. CropLife India urges Centre to allow agro-chemicals firms to operate amid lockdown

New Delhi, Jun 18 () The CBI has booked Jagat Agro Commodities and its directors Sant Lal Aggarwal and Sudha Pawa among others for alleged bank fraud of over Rs 398 crore in a State Bank of India led consortium, officials said Thursday. The agency also recently carried out searches at the official and residential premises of the accused, they said. The CBI said the company based in the national capital allegedly submitted inflated balance sheets and financial documents to avail bank loans from the erstwhile State Bank of Patiala (now State Bank of India) and Punjab National Bank, they said. The company allegedly diverted loan funds causing a loss of Rs 328.92 crore to State Bank of India and Rs 69.43 crore to Punjab National Bank owing to non servicing of loan interest and other funds, the CBI spokesperson said here. CBI books agro company directors for over Rs 398 crore bank fraud

New Delhi, Nov 14 () Pesticides and agro-chemicals have also played a role in boosting India's agriculture output but the industry should take steps to clear "doubts" about their usage and benefits especially in the minds of small and marginal farmers who comprise 86 per cent of the farm sector, Agriculture Minister Narendra Singh Tomar said on Thursday.
 He noted that the stakeholders in the agro-chemicals industry and pesticides are currently working in "isolation" and urged them to work with an holistic approach to address the future challenges in the agriculture in the backdrop of climate change concerns.
 "Agro-chemicals have its own benefits. It has benefited our agriculture. Pesticides too have its own advantages. It has definitely helped in improving the farm output. However due to lack of communication and awareness, doubts about such products still prevail in the minds of farmers," Tomar said after inaugurating the first ever National Agrochemicals Congress here.
 Many times farmers' belief is these products get affected because of "fake people" working in this sector, he said.
 "Despite transparency, farmers still have doubts. Some forces take advantage of these doubts. Many times, it is discussed in Parliament on ill effects of pesticides and cancer being caused due to use of agro-chemicals. When it is discussed in Parliament, some people tend to believe," he added.
 Stressing on the need to create awareness about the usage and benefits of agro-chemicals, Tomar said the agro-chemicals have its role to play in facing the future challenge of meeting the food requirement of growing population.
 The country is self-sufficient in foodgrains now. But there is a need to change the "sowing pattern" keeping in mind the climate change and adopt new technologies and products to further increase the farm output, he said.
 "In this, chemicals have its role. This role should be played properly. Awareness should be created among farmers," Tomar said.
 Normally, education training is focused on medium and large farmers who play an important role from production point of view. But the efforts should be put in to take new products to small and marginal farmers who comprise of 86 per cent of the farm sector, he said.
 The event was organised in view of the relevance of chemical pesticides still continue to play in pest management as more and more target specific and environment friendly products are being introduced. LUX MKJ

Clear doubts about agro-chemicals in minds of small and marginal farmers: Govt to industry

Chandigarh, Dec 29 () To promote crop diversification in Punjab, the area under paddy cultivation has considerably reduced, with nearly 7.5 lakh acres of land shifted from paddy to alternate crops during the kharif season-2019, the state government said in a statement on Sunday.
The area under non-basmati paddy during current kharif season was 57.27 lakh acres as compared to 64.80 lakh acres in 2018.
Lauding the efforts of the agriculture department, Chief Minister Amarinder Singh, who also holds the agriculture portfolio, said this initiative would go a long way in conserving water as paddy is a water guzzling crop.
The chief minister said the government has aimed to shift 7 lakh acres more area from paddy to cotton, maize, basmati and fruits and vegetables with a view to restoring the water balance in the state.
The agriculture department has already shifted 7.5 lakh acres area from paddy to other crops this year. This includes about 3 lakh acres under cotton, 1.27 lakh acres under maize, 2.95 lakh acres under basmati and 17,500 acres under fruits and vegetables, he said in the statement.
Highlighting the major initiatives undertaken by the department in 2019, Viswajit Khanna, Additional Chief Secretary (Development) said, "In addition to crop diversification, the department had also launched a vigorous campaign in Kharif-2019 to motivate farmers to reduce the use of agrochemicals, especially nine agrochemicals that have negative impact on basmati grain quality".
This had brought encouraging results as the chemical residue level in basmati crop was found to be below minimum residue level (MRL), he said.
"Following this initiative, the state farmers had produced high quality basmati crop and got remunerative prices of their produce inspite of weak international sentiment owing to restrictions on exports to Iran, which is a major market for Punjab basmati," Khanna said in the statement.
To ensure judicious use of fertilisers, 24.30 lakh soil health cards have already been issued to the farmers after testing their soil and they were requested to apply need-based fertilisers as per Punjab Agricultural University recommendations, informed K S Pannu, Secretary Agriculture, Punjab.
Giving details of pesticides consumption during kharif-2019, the agriculture secretary said the productivity of crops is crossing all previous records as a result of strict vigil on sale of spurious seeds and agro chemicals.Pannu further stated that "the total usage of pesticides has registered a decline of 675 metric tonne (technical grade) during the current Kharif season, thereby benefiting the farmers to the tune of Rs 355 crore".
The usage of pesticides was 3,838 MT worth Rs 2,000 crore during kharif-2018, he added. SUN RHL
