After four months shut up in her Mumbai apartment to avoid the COVID-19 outbreak, TikTok had become a respite from the chaos wrought by COVID-19 for herself and for her stir-crazy fans, myself included.An American SIM card saved her from social media irrelevance, but the incident is one example of the larger issue of <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>'s <a href="https://slate.com/technology/2019/02/china-consumer-data-protection-privacy-surveillance.html">record on user data privacy</a>, not to mention the potential for great powers to wield such technology to <a href="https://foreignpolicy.com/2020/05/21/china-infrastructure-projects-africa-surveillance-spymaster-dream/">geopolitical ends</a>.The potential acquisition of TikTok's operations in the US — <a href="https://www.businessinsider.com/tiktok-microsoft-acquisition-buy-global-operations-source-denies-report-2020-8">Microsoft</a> and <a href="https://www.businessinsider.com/oracle-in-talks-to-buy-tiktoks-us-operations-report-2020-8">Oracle</a> are reportedly interested in a purchase — offers a band-aid solution by reconfiguring the foreign-based social media platform into a domestic one, but it also indicates a missed opportunity to address glaring deficiencies in global data privacy governance.Instead of forcing a sale to an American company, the US should use TikTok as a test case to establish clear, global norms around data privacy governance — and it should do it while it has everyone's attention.<h2>A battleground in the new Tech Wars</h2>TikTok took the American teenage market by storm after merging with its US forerunner, Musical.ly, in 2018. However, any "Zoomer"—a member of my tech-savvy generation born in the late 1990s and early 2000s—will tell you that TikTok filled the cultural void left by Vine when Twitter discontinued the app in 2016.The key difference — TikTok falls under its Chinese parent company ByteDance, making it the first Chinese-owned social media app to <a href="https://www.nytimes.com/2020/08/03/technology/tiktok-bytedance-us-china.html">succeed to this degree in the US</a>. And not only has it succeeded, but take my word as a Zoomer that it has fundamentally impacted American culture. Look no further than Drake's new album featuring 15-second choruses that loop together perfectly in a TikTok video — his "Toosie Slide" was an almost instant hit.However, as the US and China enter <a href="https://www.economist.com/leaders/2020/07/18/china-v-america">what some have dubbed the "Tech Cold War,"</a> the battle over TikTok's treatment of user data highlights the massive void of global data privacy governance. While the fight over TikTok has simmered for awhile, Trump took the the role of the aggressor in early August when he signed an executive order that<a href="https://www.npr.org/2020/08/06/900019185/trump-signs-executive-order-that-will-effectively-ban-use-of-tiktok-in-the-u-s"> would ban TikTok unless it sells</a> its American operations to a US firm. And while ByteDance is discussing such a TikTok sale with US firms, the company is also<a href="https://www.businessinsider.com/tiktok-ban-lawsuit-trump-executive-order-2020-8"> suing to stop the order to shut down</a>.An acquisition of TikTok's US operations would be a temporary reprieve for both Trump and ByteDance, but it would still leave the world without <a href="https://www.economist.com/international/2010/06/17/the-clash-of-data-civilisations">any semblance of an international order</a> to regulate what is now the Wild West of global data governance. Experts have pointed out that TikTok's data collection is no more<a href="https://www.businessinsider.com/tiktok-explainer-privacy-facebook-google-2020-7"> worrisome than data collection strategies</a> employed by American social media giants like Facebook, but there is still good reason for the US to pay attention to TikTok.Despite Trump's focus on China's impact on US manufacturing jobs, the country has recently been more focused on investment into <a href="https://www.nytimes.com/2019/04/24/technology/ecuador-surveillance-cameras-police-government.html">artificial intelligence (AI) and surveillance technology</a>. The government has <a href="https://www.nytimes.com/2019/04/14/technology/china-surveillance-artificial-intelligence-racial-profiling.html">weaponized this AI</a> to identify and subjugate more than a million ethnic Uighurs in Xinjiang re-education camps and created a vast surveillance system that uses facial recognition technology to <a href="https://www.businessinsider.com/china-social-credit-system-punishments-and-rewards-explained-2018-4">track citizens' behavior,</a> determining every individual's "social credit score" that affects everything from their access to loans to their ability to travel.An authoritarian government that is willing to violate these basic ideas of privacy and decency should not be allowed to dictate global data privacy norms. Given these concerns, the US needs to confront China's attempts to <a href="https://www.cnbc.com/2020/04/27/china-standards-2035-explained.html">lead the future of tech</a> — from AI to data collection — and in turn counter Beijing's push to dominate the future of the global economy.<h2>Writing the data privacy rulebook</h2>So while the current fight over the wildly popular TikTok is just one battle, it is also a chance for the US to counter China and take the lead on crafting international data privacy norms that will dictate the direction of tech for decades to come.Rather than forcing a sale — a short-term solution — the US should test a strategy of exporting regulation in a manner not unlike what London School of Economics' economists<a href="http://personal.lse.ac.uk/PERKINSR/JEPP_California%20effect_Autos_main_identified.pdf"> have termed the "California Effect."</a> The effect describes the result of one market's high regulatory standards incentivizing firms to adopt similar standards in all markets in order to standardize their production.In fact, <a href="https://scholarship.law.columbia.edu/cgi/viewcontent.cgi?article=1275&amp;context=faculty_scholarshipship">we saw a similar phenomenon out of Brussels</a>, in which EU standards compelled American firms like Google to amend their data privacy practices in order to gain access to the European consumer market. For the sake of streamlining their production process, Google now follows the same rules in the United States. Given the size of the American consumer market, Congress could easily export such regulatory policies to China in a similar fashion. Instead of merely celebrating a potential acquisition by an American company, the US should use TikTok as a guinea pig to test a global data governance framework that adopts and builds on ideas like those from Brussels.Such international standards would not only foster a more constructive approach to Chinese economic and security challenges, but it might also save influencers from the US to India from suffering a ban on the next TikTok to come out of China.

Trump's fight with TikTok isn't just short-sighted, it's also a blown opportunity for the US

Until now, flying drones in the country, until and unless specifically sanctioned by the government, was illegal. Not illegal in the sense that there was stringent surveillance, but if you got caught, you were definitely in trouble. That being said, it’s never been illegal to buy drones in India. The Directorate General of Civil Aviation’s new Drone Regulations 1.0 layout the framework for how unmanned aircrafts will be allowed to operate within the country.

 Drone away Even with the new regulation coming in to place, there are few terms and conditions that apply. While the commercial use of drones in sectors like agriculture, health and disaster relief will be allowed, making ‘deliveries’ of any kind didn’t make the cut. That means Zomato and Swiggy can’t use drones to deliver your food, and Amazon and Flipkart will have to wait their turn as well. On the other hand, civilian drones can fly about all they like. That is, during the day and within the visual line of sight, which is around 450m high, making it the ‘green zone’. It’s not that you can’t fly higher, you just need to get police permission to do so since it falls in to the ‘yellow zone’. And, then comes common sense. Civilian or commercial, drones can’t fly around airports, near the international border, near the coast line or around secretariat complexes.Strategic locations, vital and military installations can’t have drone activity either. These are the ‘red zones’. But, for some reason, they can’t be used for wedding photography. Probably due to the frequency and sheer volume of how often weddings happen. Any drone, that isn’t a micro-drone or owned by the <keyword id="145763" type="COMPANY" weightage="20" keywordseo="National-Technical-Research-Organisation">National Technical Research Organisation</keyword>, will have to be registered and issued a Unique Identification Number (UIN). If you break a regulation the least that can happen to you is that your UIN will be cancelled or suspended. On the other hand, if the offence is bad enough, you could be booked under the relevant sections of the Indian Penal Code. How are they going to enforce all this? Rules and regulations are all well and good, but it’s their actual implementation that will make all the difference. The Directorate General of Civil Aviation has come up with something called the Digital Sky Platform. It’s a nifty little tool that the government can use to keep an eye on what your drone is upto. All pilots have to do is register, ask for permission and it will be approved depending on terms put forward in the new set of regulations. The Digital Sky Platform will be in touch with defence and civil air traffic controllers to coordinate drone activity. In case you’re thinking of going rogue, the system has a ‘no permission, no takeoff’ mantra that prevents drones from violating any of the rules. In fact, the SIM card required for drones is put in place for this precisely reason. If your drone violated any rules, like going higher than prescribed or leaving your flight path, that SIM can be used to shut down drone systems entirely. Economic boost Allowing drones to be legally flown around India opens up a whole new sector for entrepreneurs to invest in. There are already number of startups working on drone <keyword id="6355118" type="UNKNOWN" weightage="20" keywordseo="technology">technology</keyword> or industrial solutions that use drones. The government, from their side, noted that these regulations have been put in place to encourage the Make in India scheme. <ul><li>It took the country seven years to reach the verdict. </li><li>Eight other accused were also given the life sentence for the crime. </li><li>Accused also fined ₹22.3 million.</li></ul> On Wednesday, a special court in India, called the Maharashtra Control of Organised Crime Act (MCOCA), found the nine accused in the murder of <a href="https://timesofindia.indiatimes.com/city/mumbai/j-dey-verdict-all-you-need-to-know/articleshow/63997333.cms">journalist J-Dey</a>, including <keyword id="6355561" type="PERSON" weightage="20" keywordseo="rajan">Rajan</keyword>, Rohit Tangappa, Arun Dake, Anil Waghmode, Magesh Aagavane, Sachin Gaikwad, Abhijeet Shinde and <keyword id="5380025" type="PERSON" weightage="20" keywordseo="Nilesh-Shedge">Nilesh Shedge</keyword>, guilty of conspiracy, murder, and committing murder. Chhota Rajan is a Mumbai-born gangster with ties to <keyword id="42945" type="PERSON" weightage="20" keywordseo="Dawood">Dawood</keyword> Ibrahim and <keyword id="137255" type="PERSON" weightage="20" keywordseo="Arun-Gawli">Arun Gawli</keyword>. He, with Dawood and Gawli, ruled the Indian underworld in the 1980s. The other eight accused provided assistance to carry out the hit that was ordered by Rajan. For instance, Tangappa was the sharpshooter accompanied by Arun, Anil and Mangesh carried out the hit, while Sachil kept a watch on <keyword id="6715" type="PERSON" weightage="20" keywordseo="Dey">Dey</keyword>. Abhijeet, Nilesh and Deepak were all involved in the procurement of the murder weapon and its disposal. The verdict finally came for <keyword id="676000" type="PERSON" weightage="20" keywordseo="Jyotirmoy-Dey">Jyotirmoy Dey</keyword>’s case, who is also known as J-Dey, on May 3rd. The veteran journalist, crime and investigations editor for Indian daily Mid Day was an expert on the Mumbai underworld. He was shot at by a motorcycle-borne sharpshooter in 2011. Chhota Rajan ordered the hit because he was upset with the journalist’s reports about him. The court fined the convicted a total of ₹22.3 million. Of this, ₹500,000 was to be paid to Dey’s sister Lina Dey. Cartridge supplier Deepak Sisodia was fined ₹15,00,000, while the other accused were ordered to pay ₹26,00,000 each. Another accused, Jigna Vora, who had spent almost ten months in jail, broke down when she was acquitted, says a <a href="https://timesofindia.indiatimes.com/city/mumbai/chhota-rajan-8-others-get-life-for-cold-blooded-murder-of-j-dey/articleshow/64008097.cms?from=mdr">report</a>. Paulson Joseph, who supplied a SIM card and money required for the hit, was also acquitted. The defendant's lawyers submitted mitigating circumstances like the age, family conditions and financial circumstances of the accused in order to seek leniency in the ruling. The prosecution, according to a <a href="http://www.business-standard.com/article/current-affairs/j-dey-murder-case-verdict-chhota-rajan-guilty-jigna-vora-acquitted-punishment-today-who-was-jyotirmoy-dey-top-developments-118050200703_1.html">report</a>, argued that the court must send out ‘a strong message’ while sentencing the accused.

India sentences one of its most wanted gangsters to jail for journalist’s murder

After all, it's hard to find a teen who doesn't one these days. But it was a major move for our family - and particularly for me.You see, when my son entered middle school nearly two years ago, I was adamantly opposed to to him having a smartphone. I even went public with my opposition, writing a column about it for the Mercury News.I was the very picture of the stern, throwback father."Sorry son," <a href="http://www.mercurynews.com/2015/08/21/wolverton-sorry-son-youre-not-getting-a-smartphone/">I wrote in the headline for my piece</a>, "You're not getting a smartphone."<h2>Good intentions</h2>I had good reasons. Most notably, I didn't think he needed one. We live half a block from his school, so we didn't have to worry about coordinating pick-ups. He wasn't involved in any after-school activities on campus, so we didn't need to check-in with him to find out when he would be coming home. And I figured his transition to middle school was going to be overwhelming enough without also having to worry about checking messages on a smartphone.<a href="http://www.flickr.com/photos/hendry/2360969394/">Flickr/Kai Hendry</a>But I was also worried by what I knew and had learned about the assorted risks of smartphone use among teens. Cyberbullying, sleep deprivation, texting while driving, addiction -- they all weighed heavily on my mind.I was further influenced by what I knew about how other kids my son's age were using their phones. My son reported that his friends never seemed to talk with each other at lunch, because they were all consumed with watching videos or playing games on their phones. And the middle school-aged son of my colleague at the time <a href="http://www.mercurynews.com/2015/08/21/quinn-refereeing-your-tween-and-their-smartphone/">broke every rule</a> she and her husband tried to set to limit his use.Indeed, my piece was written as a response to this colleague who -- I not so subtly implied -- had been foolish when <a href="http://www.mercurynews.com/2014/10/24/quinn-the-gift-of-an-iphone-and-fears-of-what-it-takes-away/">she got her son his smartphone</a>.<h2>Times change</h2>But things have changed, and I'm the one feeling foolish. Not only does my son have a smartphone, he's actually had one since the beginning of this school year. So much for being the take-charge, in-command dad.Why does he have a phone now? Well, it started as a practical matter. Instead of coming home immediately after school, he started staying after-hours to work on math. He also got involved in cross-country and started going to meets. We wanted to be able to check in on him. And we needed to be able to coordinate pick-ups.But we let him keep it long past cross-country season, because it became an important tool for him. He uses it to look up information for his homework. He uses it to take pictures and share them with his friends. It's his link to his social group -- he uses iMessage like I used the landline phone in my room when I was a teen. And he uses it for fun, of course -- playing games, watching YouTube and catching up on pop culture. We also figured he was better able to handle it than he had been a year earlier. He had a year of middle school under his belt and had done very well.As you might imagine, though, his phone use hasn't been a completely positive experience. Indeed, it's confirmed some of my worries. My son is on his phone all the time and has a hard time putting it down, even when asked. He's been exposed via his phone to some disturbing stuff on the web and on YouTube, and my wife and I have much less ability to monitor and control what he's doing. His chat groups seem to be mostly benign, but some of his classmates have written some questionable things.<h2>Taking precautions</h2>When we gave my son a phone, we didn't throw all caution to the wind. The phone we gave him was an old iPhone 5 we had sitting around the house unused. I didn't really want to give him a smartphone, but I figured it was cheaper and easier than going out and buying new phone, even a "dumb" flip phone. And because we had paid it off long before, we didn't have to worry about taking a big financial hit if it were lost or stolen.William Hook via Compfight ccIn addition to giving him an older phone, we limited how he could use it. We didn't get him a SIM card for it right away, for example. Not only did that make it free for us, it restricted him to using it only where he could connect to WiFi, which was generally at school or at home.I also tweaked the phone's settings, putting it a restricted mode that prevented him from seeing some of the default apps and blocked him from installing new ones.But many of these technical limits were as frustrating for my wife and me as they were for him. Because the WiFi at school wasn't always on, we sometimes couldn't connect with him there. And we often couldn't reach him easily when he was away from home or school.Meanwhile, each time he wanted to have a new app on his phone, I'd have to play the role of IT support manager, a role I'm not fond of.So, I ended up removing some of the restrictions I set, and we recently got him a SIM card for the phone.Even so, we have tried to set other limits. One of the rules we set when we got him the SIM card was that he's supposed to plug in the phone in the kitchen every night, rather than keeping it with him in his bedroom. Another requirement: He's supposed to put the phone down and turn it off when we ask.We've taken some other steps too. On occasion, I've glanced at some of his texts. And I've started to talk with him about some of the stuff he's seeing online.For the most part, those limits seem to be working -- although he still seems to have his eyes on his phone much more than I'd like, and I still fret about the dangers.All this is to say that I owe my former colleague, and my readers, something of an apology. I took a very black-and-white stance on the issue of kids and cell phones. Here's why I changed my mind and finally let my kid have a smartphone

Being an Indian, you may take pride. Because your <keyword id="155319" type="COMPANY" weightage="100" keywordseo="Aadhar">Aadhar</keyword> card is a part of the world’s largest biometrics-based identity programme. The meek and humble 12-digit number during the <keyword id="6355364" type="ORGANIZATION" weightage="20" keywordseo="UPA">UPA</keyword> government was made to stop fraud and pilferage from India’s social welfare programmes. Move to 2017! The <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword> government is gradually making it mandatory for every citizen to use our Aadhar cards from buying railway tickets, filing tax returns to marriage certificates, entrance exams mobile phone cards to banking.

Good enough! So Aadhar has a different <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">objective altogether</a>. Aadhar card has your iris and finger print stored in a central database. Given the not-so-strong cyber security laws in the country, you often think how safe your banking transactions are; given the fact even your telecom operator store has your Aadhar number. But then someone would just poke their nose into your business and inform that even the <keyword id="6355055" type="COUNTRY" weightage="100" keywordseo="USA">USA</keyword> has <keyword id="6379493" type="ORGANIZATION" weightage="20" keywordseo="Social-Security">social security</keyword> number to keep a count on the citizens. That’s it! You need to step out in war footing and make this person understand how India’s Aadhar cannot be compared to the USA’s Social Security Number. 
 
Here’s why: 
 
Structural difference between Aadhar and SSN 
You know about Aadhar card very well. But what about the <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">USA’s Social Security Number or SSN</a>? In 1936, SSN was a 9-digit number that was used by the government to track ac citizen’s income and ensure the social benefit on the basis of the same. That’s quite much like Aadhar of ours. Gradually more government agencies and incorporates started storing the records of SSN. In 1961, just like Aadhar, the <keyword id="6555575" type="ORGANIZATION" weightage="20" keywordseo="Internal-Revenue-Service">Internal Revenue Service</keyword> of USA started using SSN for identifying taxpayers. 
 Until then, there was no legal framework that would prevent any credit card company to judge a person basis their SSN. However in 1977, under <keyword id="6459158" type="PERSON" weightage="20" keywordseo="jimmy-carter">Jimmy Carter</keyword>, the 39th President of the <keyword id="6356955" type="COUNTRY" weightage="20" keywordseo="united-states">United States</keyword>, it was decied that SSN cannot be used as an identification document. Rather, it should only be used as a legal permit to work. 
 On the Social Security website of the USA government, under the <keyword id="4374443" type="UNKNOWN" weightage="20" keywordseo="social-security-testimony-before-congress">Social Security Testimony Before Congress</keyword>, it is clearly mentioned: “The card was never intended to serve as a personal identification document – that is, it does not establish that the person presenting the card is actually the person whose name and SSN appear on the card.” 
 
Now contrast this with our Aadhar, which is a single digital identity number and you will find that any government and private bodies may use the same as a identity card to authenticate you as an Indian citizen. Also, anyone who has stayed in India for 182 days can apply for enrolling oneself for <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Aadhar card</a>. However SSN is only given to the US citizens who have permit to work in the country. 
 
The process of registering people on Aadhar was executed through private enterprises known as enrollers who operated freely without any government supervision at the field level. The qualifications needed to become an enrolment agency were quite low and nobody was from a recognized name. 
 
Your biological data is stored in Aadhar 
In Aadhar, from finger print to iris, everything is stored. However in SSN, the US government didn’t collect finger prints. To support their logic, the Social Security website reads: “The use of fingerprints was associated in the public mind with criminal activity, making this approach undesirable.” SSN doesn’t even contain any photograph for that matter. In 2007, there were talks to include these details to act against terrorism, but the country who have experienced terrorist attacks in its worst form and often behave cynical on this matter actually went against it. 
 
“A biometric identifier, such as a fingerprint, can be an effective and highly accurate way to establish the identity of an individual, but it can also facilitate a much higher degree of tracking and profiling than would be appropriate for many transactions,” said Marc Rotenberg, Executive Director, Electronic Privacy Information Center a research organisation, while the hearing on the Use and Misuse of the Social Security Number before the Subcommittee on <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Social Security Committee </a>on Ways and Means U.S. House of Representatives. 
“The problems that will arise when biometric identifiers are compromised are severe. What will happen at the point that your biometric identifiers no longer identify you?” he added. 
 
Aadhar is linked to central database 
However SSN is never seeded. “Department of <a href="http://www.businessinsider.in/heres-why-linking-aadhar-to-all-servicesisnt-much-of-a-sensible-step-by-the-modi-government/articleshow/57893415.cms">Homeland Security program</a>s shall not collect or use an SSN as a unique identifier; rather, programs shall create their own unique identifiers to identify or link information concerning an individual,” reads the Privacy Policy Guidance Memorandum of the Homeland Security in the USA. 
 
SSN cannot be used openly by private companies 
 
SSN is required by private businesses on two cases: 
 (1) you are involved in a transaction in which the Internal Revenue Service requires notification, or (2) you are engaged in a financial transaction subject to federal <keyword id="4374444" type="UNKNOWN" weightage="20" keywordseo="customer-identification-program">Customer Identification Program</keyword> rules. 
 
However for Aadhar, even the mobile store that operates from a small kiosk would ask you to authorise for a sim card or the travel agent booking your railway tickets or the bank agent insisting you for a credit card.

<div class="KonaFilter image-container display-table"><div><div class="image"></div></div></div>The Supreme Court's fall term starts next month, and one of the first cases it will hear involves a seemingly odd topic - <a href="http://www.nytimes.com/2014/09/03/us/beards-in-prison-hold-next-religion-test-for-supreme-court.html">beards on prisoners</a>.
That case was brought by a Muslim inmate named Gregory Houston Holt who claims his prison violated his religious rights by refusing to let him grow a beard as his faith requires. 
The state corrections department that runs that prison <a href="http://www.americanbar.org/content/dam/aba/publications/supreme_court_preview/BriefsV4/13-6827_resp.authcheckdam.pdf">filed a lengthy brief</a> claiming beards as short as half an inch long pose a security risk because inmates can hide contraband in them. Here are all the items inmates can theoretically hide in their short beards, according to that brief: needles, homemade, darts, bits of broken razors, drugs, and SIM cards for cellphones (which are verboten in prison). 
Inmates could also shave their beards and escape, that brief warned.
"Prisoners can be very creative in concocting plans for violence or escape," it said.
Holt, who's in prison for slitting his ex-girlfriend's throat, is serving time in an Arkansas prison with a strict anti-beard grooming policy. In June 2011 he filed suit against Arkansas Department of Corrections claiming the policy violated his right to exercise his religion. 
A federal appeals court ruled against Holt, and the Supreme Court agreed to hear his case <a href="http://sblog.s3.amazonaws.com/wp-content/uploads/2014/02/Muhammad-Cert-Petition.pdf">after he submitted a handwritten petition</a>.
It's hard to imagine why a state corrections department would be this staunchly opposed to a half-inch beard, but it is not alone. <a href="http://sblog.s3.amazonaws.com/wp-content/uploads/2014/05/13-6827-ts.pdf">Holt's brief</a> - which he filed with the help of the Becket Fund for Religious Liberty and the University of Virginia - identified 8 other states that prohibit beards, presumably because of similar security concerns. 
While the issue of beards on prisoners might seem somewhat narrow, this is a case that lawyers are watching closely. Last term, the Supreme Court ruled that <a href="http://www.businessinsider.com/hobby-lobby-decision-obamacare-contraception-mandate-2014-6">corporations have religious rights</a> when it found some employers didn't have to pay for insurance that covered birth control. This is a different twist on the topic of religious freedom.
"After going out on a limb by providing newfound rights to corporations, are they now going to turn around and say that prisoners can't grow beards?" Marci A. Hamilton, a <keyword id="6355470" type="CITY" weightage="100" keywordseo="Law">law</keyword> professor at Cardozo Law School <a href="http://www.nytimes.com/2014/09/03/us/beards-in-prison-hold-next-religion-test-for-supreme-court.html">said to The New York Times</a>.
For the Arizona Department of Corrections, the case involves real security concerns, at least according to its brief.
"Prisons are dangerous places," the brief said. "Correctional officers regularly work within striking distance of inmates who may decide to injure or kill the moment an opportunity avails itself."

Why The Supreme Court Is Getting Involved In Prison Beards

Or exhausted.
Picking up your life and moving to a different country is a lot of work, even if you speak the language.
I had the advantage of studying abroad in London during the summer for a couple months six years ago, so I knew the general lay of the land. But this trip is different. I plan to stay and work for a year, and this time I have no credit card from mom and dad nor a school network of friends.
If you're a world traveler, some of this may seem like novice advice, but having never moved farther than Connecticut to New York, this was a BIG move. And I've learned a lot along the way. Here are some notes on my adventures so far.
Before you go
One of the biggest hurdles is getting the Visa, that tiny piece of paper that makes everything else possible. I was fortunate enough to have the support of my company, which pushed through most of the paperwork and handled the fees. I couldn't imagine going through that process alone.
Once you have the Visa and know about how long you plan to stay, make yourself a checklist to tie up loose ends at home. Are you going store big furniture or have it shipped? Are you going to keep your apartment and sublet it or let your lease expire? Many of these questions depend on your financial situation and how your company is willing to help you out. I rented a locker in Manhattan to store most of my furniture and moved out of my apartment when the lease was up in April into an AirBnb.
If you're not holding onto your apartment, make sure give the post office an address where you feel safe having your mail collected, like your office or your parent's home address. Do the same thing with your bank and utility companies to make sure you don't miss any important notices or bills, though it's wise to settle all bills before you leave.
Get a credit card that has no <keyword id="6356001" type="COMPANY" weightage="60" keywordseo="international">international</keyword> fees. You won't be able to get new cards from a bank in your new country immediately, so this is important. Also, let your bank know you'll be traveling so they don't freeze your cards.
Travel with some foreign currency. The cab might not take a credit card or your card might not be accepted at the ATM - it's just a good backup.
I didn't make myself crazy doing research about apartments before I left because I knew had a temporary place to stay and apartment-hunting in a foreign country is one of those things done best by hitting the ground. I wanted to get a feel for each neighborhood before settling down in one place. You can ask people for tips on where to live, but I found that everyone gives different advice because everyone has different taste preferences. Sometimes you just need to find what you like and go with that. It's not a bad idea to check the crime rate though.
Luggage
I brought three suitcases, including one carry-on and a backpack that was probably the weight of a small child. This was not ideal, but there are few other options when you're moving to another country by yourself. You can either ship stuff (so expensive it doesn't even feel worth it) or buy all new clothes there (a fun thought but so expensive you might then not be able to afford a place to live.)
Every airline has their own baggage rules, but Delta only allows one "free" checked bag and charges $100 for the second one. You'll also get slammed with a fee if your bag is over 50 pounds. Your bag won't be allowed to fly if its over 70 pounds. I suggest weighing your bags before leaving for the airport to spare yourself the trauma of rejiggering things at check-in so that you make the cut (yea, that happened.)
The Flight

There was a blanket and pillow waiting inside a plastic bag when I got to my seat and TV screens on the back of each head rest. The movies were free. I slept through dinner and woke up around snack time - a croissant and yogurt.
London is five hours ahead of New York, so it was morning when the plane landed. Immigration was surprisingly fast despite being jumbled into a line with all nationals besides those in the EU. Why are here? Work. Where do you work? Business Insider. Approved.
Reserving a taxi ahead of time was the best decision of my trip and much cheaper than taking a black cab from Heathrow. After strolling through border control and grabbing my overweight suitcases at baggage claim, I was relieved to see a man holding up a sign with my name on it. Please, take these awful bags from me. At last, I was almost home.
Bank Account
The big banks in the UK are HSBC, Barclays, Bank of Scotland, and Lloyds. Opening a bank account is not hard as long as you have a visa and letter of employment and residence from your employer. One bank turned me away because my letters, though completely legitimate, were not up to snuff by their standards. The next bank gladly took me in. So, if first you don't succeed, try another bank. It only took two days to get my new cards. Once you open a U.K. account you can generally move money from your U.S. account through online banking, though it can take some time for the funds to transfer over. I took a bank check as a back-up in case the funds didn't transfer, but it turns out that the check can take up to six weeks to clear, so that ended up being somewhat unhelpful.

Phone
I kept my iPhone 5 but had to unlock it in order to get a U.K. SIM card. If you're not at the end of your two-year contract, you can pay a fee to unlock your phone early, depending on the provider. Once it's unlocked you can put any SIM card into it. It's common to get monthly pay-as-you-go SIM cards in the U.K., meaning you're not stuck in a long-term contract. 
Cars
They drive on the left-hand side of the road, obviously. As a pedestrian, it seems easier to get hit in London than New York City. Maybe because the streets are so narrow. And every road is curved - so you can never see what's coming at you from round the corner. Watch out.
Weather
Everyone warned me that it rains a lot in London. After a week, I can verify that this is true. The morning sunshine will tease you into thinking it's going to be a warm, clear summer day, but by the afternoon, the clouds will have rolled in along with a few showers. Best to just bring an umbrella with you whenever you step out of the house.

Supermarkets
Sainsbury (pronounced "sanez-brie") and Tesco are the main grocery store chains. Tesco is a bit lower-end. It reminds me of 7-11 but has more food. You can go to Waitrose for the fancy stuff. It's equivalent to a Whole Foods. For the most part, you can find the same food here that they have in States, just under different labels. One plus: Grocery stores sell wine. Like, aisles of wine.
Getting Around
London is fairly walkable and, like New York City, each neighborhood has a distinct flavor. You can easily lose your sense of geography if you're constantly traveling underground, but taking the iconic red buses is a good way to see how all the districts connect, with posh parts of town flowing directly into more edgy areas.
But back to the Tube. The system itself is extremely easy to navigate. Different lines are color coded and the station stops are well marked. The one thing that tripped me was actually paying to get on the Tube. In fact, I stared at the card-dispensing machine so long that it prompted someone behind the counter to come over and help me. In London, most people use the Oyster card. It's the same thing as a MetroCard: You put money on the card and swipe (or tap a touchpad in this case) to get into the tube system. The difference is that an Oyster card charges you by distance. It's not a flat rate for a single ride like the MetroCard. The farther you go, the more you pay. Riding from Zone 1 to Zone 2 is cheaper than riding from Zone 1 to Zone 5. This actually makes sense. Shouldn't you pay more if you're riding a longer distance on the train? But it does complicate things when buying a card because you have to think ahead about your travel plans. You can pay-as-you-go, but that could be more expensive than buying a monthly Oyster card, which also isn't cheap. <keyword id="34991" type="ORGANIZATION" weightage="60" keywordseo="transportation">Transportation</keyword> is roughly double what is in New York City. A 7-day unlimited Oyster card costs around £30 ($51) and a 30-day unlimited card is around £120 pounds ($204). Ooph.

Public Bathrooms
Instead of sneaking into a hotel lobby or a Starbucks to use the bathroom, London actually has public restrooms dotted around the city, which you can pay something like 50 pence to use. I think this is a great idea. New York City should take note. I would be willing to pay a small amount of money for access to a clean bathroom while running around the city.
Sundays
In New York City, we have Sunday brunch. In London, they have Sunday BBQs.
Weird Sayings
I haven't been here long enough to pick up any weird sayings or pronunciations. So far, I've only been told by our own Jim Edwards that I was pronouncing "Sainsbury's" wrong (it's not "sanez-berry's," as it turns out; see above).

10 Ways To Save Money While Travelling

A national identity scheme goes global.
THE founders of the internet were academics who took users' identities on trust. When only research co-operation was at stake, this was reasonable. But the lack of secure identification is now hampering the development of e-commerce and the provision of public services online.
In day-to-day life, from banking to dating, if you don't know who you are dealing with, you are vulnerable to fraud or deceit, or will have to submit to cumbersome procedures such as scanning and uploading documents to prove who you are.
Much work has gone into making systems that can recognise and verify digital IDs. A standard called OpenID Connect, organised by an international non-profit foundation, was launched this year. Mobile-phone operators have started a complementary service, Mobile Connect, which allows identities of all kinds to be authenticated from smartphones.
But providing a digital ID that will be widely used and trusted is far harder. Businesses can check their employees rigorously, and issue credentials for gaining access to buildings, computers and the like.
But what about outside the workplace? Facebook, Google and Twitter are all trying to make their accounts a form of ID. But these are issued without verification, so pseudonyms are rife and impersonation easy.
Private providers are offering their own schemes; miiCard, for example, uses bank accounts as a way of issuing a verified online identity. But these fall short of the reliability of a state-backed identity, issued by a government official, checked against other databases, using biometric data (such as fingerprints and retinal scans) and backed by law--in effect an electronic passport.
There is one place where this cyberdream is already reality. Secure, authenticated identity is the birthright of every Estonian: before a newborn even arrives home, the hospital will have issued a digital birth certificate and his health insurance will have been started automatically.
All residents of the small Baltic state aged 15 or over have electronic ID cards, which are used in health care, electronic banking and shopping, to sign contracts and encrypt e-mail, as tram tickets, and much more besides--even to vote.
Estonia's approach makes life efficient: taxes take less than an hour to file, and refunds are paid within 48 hours. By law, the state may not ask for any piece of information more than once, people have the right to know what data are held on them and all government databases must be compatible, a system known as the X-road. In all, the Estonian state offers 600 e-services to its citizens and 2,400 to businesses.
Estonia's system uses suitably hefty encryption. Only a minimum of private data are kept on the ID card itself. Lost cards can simply be cancelled. And in over a decade, no security breaches have been reported.
Also issued are two PIN codes, one for authentication (proving who the holder is) and one for authorisation (signing documents or making payments). Asked to authenticate a user, the service concerned queries a central database to check that the card and relevant code match. It also asks for only the minimum information needed: to check a customer's age, for example, it does not ask, "How old is this person?" but merely, "Is this person over 18?"
Other governments have tried to issue electronic identity cards. But costs have been high and public resistance strong. Some have proved careless custodians of their citizens' data.
There are fears of snooping. Britain had spent £257m ($370m) of a planned £4.5 billion on a much-criticised ID card scheme by the time the current coalition government scrapped it after coming to office in 2010.
That has left a gap in the global market--one that Estonia hopes to fill. Starting later this year, it will issue ID cards to non-resident "satellite Estonians", thereby creating a global, government-standard digital identity.
Applicants will pay a small fee, probably around EUR30-50 ($41-68), and provide the same biometric data and documents as Estonian residents. If all is in order, a card will be issued, or its virtual equivalent on a smartphone (held on a special secure module in the SIM card).
Some good ideas never take off because too few people embrace them. And with just 1.3m residents, Estonia is a tiddler--even with the 10m satellite Estonians the government hopes to add over the next decade.
What may provide the necessary scale is a European Union rule soon to come into force that will require member states to accept each others' digital IDs. That means non-resident holders of Estonian IDs, wherever they are, will be able not only to send each other encrypted e-mail and to prove their identity to web-service providers who accept governmentissued identities, but also to do business with governments anywhere in the EU.
Estonia is being "very clever", says Stéphanie de Labriolle of the Secure Identity Alliance, an international working group. Marie Austenaa of the GSMA, a global association of mobile-phone firms, praises it too. Allan Foster of ForgeRock, a firm that is working on government ID schemes in Belgium, New Zealand and elsewhere, thinks that the new satellite Estonians will help change attitudes to secure digital identities in their own countries, too.
The scheme's advantages for Estonia are multiple. It will help it shed the detested "ex-Soviet" tag and promote itself as a paragon of good government and innovation. It will attract investment: once you have an Estonian ID, setting up a company there takes only a few minutes.
And it will create an electronic diaspora all over the world with a stake in the country's survival--no small matter at a time when the threat from Russia is keenly felt. (Estonia is also planning to back up all its national data to secure "digital embassies" in friendly foreign countries.)
Struck by the X-road's scalability and security, and the fact that it has already worked well for over a decade, Finland and other countries are adopting the Estonian system in whole or in part. But for foreign individuals, perhaps its greatest appeal is that it is optional.
Those who like the system's convenience, security and flexibility can apply (though Estonia's chief information officer, Taavi Kotka, who is taking time away from his real-life job running an IT company, stresses that the ID is a privilege, not a right). Those who feel queasy about a foreign state having access to their personal data can steer clear.
Mr Kotka says that Estonia aims to do for identity what American Express cards did for international travel in the 1960s: to simplify life. But the bigger point is that government-verified identity has been divorced from location.
If Estonia's scheme takes off some other countries may well decide to follow its lead. Some may aim at volume; others, to target the top end, as with the market in non-resident investors' passports. Soon, multiple satellite citizenship may even become the norm.
