To enhance the infrastructure of the <keyword id="6355100" type="ORGANIZATION" weightage="80" keywordseo="Indian-Navy">Indian Navy</keyword>, the <keyword id="43909" type="ORGANIZATION" weightage="80" keywordseo="Defence-ministry">Defence Ministry</keyword> has given a Rs 468-crore order for the design and construction of a floating dock to the India’s largest infrastructure company Larsen &amp; Toubro (<keyword id="6354919" type="CITY" weightage="80" keywordseo="LT">L&amp;T</keyword>). The dock would serve as a service station for warships and <keyword id="117400" type="UNKNOWN" weightage="80" keywordseo="Submarines">submarines</keyword>. 
 "In keeping with the government's 'Make in India' thrust, complete design and engineering of the floating dock (FDN) will be under-taken at L&amp;T's <keyword id="2882114" type="UNKNOWN" weightage="80" keywordseo="Warship-Design-Centre">Warship Design Centre</keyword>. The floating dock will be capable of docking naval ships and submarines of up to 8000 T displacement with draughts up to 7 m, during day and night," MV Kotwal, president of Heavy Engineering and Member of the Board at L&amp;T, told the Economic Times. 
	 

	"The dock will conform to international norms and will incorporate fully automated Ballast Control System. The FDN will be self-sufficient, catering to the dock side services requirements of the docked and berthed warships," he added. Meanwhile, the infrastructure company is already working on other Ministry of Defence Ministry contracts for design and construction of 54 fast <keyword id="732787" type="UNKNOWN" weightage="80" keywordseo="interceptor-boats">interceptor boats</keyword> for the <keyword id="6375985" type="ORGANIZATION" weightage="80" keywordseo="Indian-Coast-Guard">Indian Coast Guard</keyword>. 
	 

	So far, the company has delivered at least 27 interceptor boats to the Indian Coast Guard. 
	 

	The floating dock contract for FDN comes to L&amp;T on the back of an order for design and construction of seven offshore patrol vessels for the Indian Coast Guard at Rs 1,432 crore.

The <a href="http://www.straitstimes.com/breaking-news/asia/story/japan-scrambles-jets-head-china-plane-flying-near-disputed-islands-20130105">AFP now reports</a>:
Japan scrambled fighter jets on Saturday to head off a Chinese state-owned plane that flew near islands at the centre of a dispute between Tokyo and Beijing, a Japanese <keyword id="6354810" type="ORGANIZATION" weightage="100" keywordseo="Defense">Defense</keyword> Ministry spokesman said.
The Japanese jets were mobilized after a Chinese maritime aircraft ventured some 120 kilometres (74 miles) north of the Senkaku islands, which China calls the Diaoyus, at around 12:00 pm (0300 GMT), the spokesman said. The Chinese Y-12 twin-turboprop later left the zone without entering Japanese airspace over the islands, he added. It was the first time Japanese fighter jets had been scrambled this year to counter Chinese aircraft approaching the islands, the spokesman said.
This second round of confrontation in the skies comes after Japan dispatched eight fighter jets last month after provocations in the same region of the <keyword id="430735" type="UNKNOWN" weightage="60" keywordseo="South-China-Sea">South China Sea</keyword>.
As <a href="http://news.nationalgeographic.com/news/energy/2012/10/121026-east-china-sea-dispute/">Taiwan also lays claims to the islet</a>, and its supposed billions in oil and gas deposits, China's increasing its presence and also backing its claims by sending the newest warship it has to the region.
The Taiwan-owned China Times reports the Liuzhou Type 054A warship entered the South China Sea Fleet of China's PLA Navy just days ago, making it the <a href="http://www.defence.pk/forums/chinese-defence/84213-chinese-navy-plan-news-discussions-43.html">sixth 054 warship</a> in the area.
Though the Type 054A is not a new design, this most recently commissioned vessel will have <a href="http://liuzhou.mca.gov.cn/article/gzdt/201206/20120600320943.shtml">the latest technological advantages</a>. 
From <a href="http://www.wantchinatimes.com/news-subclass-cnt.aspx?id=20121231000005&amp;cid=1101">China Times</a>: 
Liuzhou is currently considered one of China's most advanced surface combat Type 054A vessels. It has a stealthy hull design with sloped surfaces and radar absorbent materials. Equipped with a medium-range air defense missile system, the vessel is capable of destroying air targets at a distance up to 50 km. Although it is not as lethal as the Russian-built Sovremenny class and domestic destroyers, the new frigate still serves well as a multi-role warship in the Chinese fleet.
Among all 16 frigates in the same class and currently in the service of the PLA Navy, Liuzhou is the newest addition. Since Liuzhou is commanded by the South Sea Fleet, which is based in Zhanjiang of Guangdong province, analysts believe that its primary mission is to protect Chinese interests in the disputed South China Sea. The mainland and five other countries — Taiwan, Vietnam, the Philippines, Malaysia and Brunei — have competing claims to the region's islands and atolls.
The Liuzhou's deployment comes days after the U.S. vowed to <a href="http://thediplomat.com/asean-beat/2012/12/18/u-s-increasing-military-presence-in-the-philippines/">increase its military presence</a> in the Philippines and China's ensuing outrage over the decision.
The warship carries an <a href="http://www.jeffhead.com/TYPE054A/index.htm">array of sophisticated weapons</a> including anti-submarine ordnance and stealth features allowing it to evade radar and move undetected.

<ul class="summary-list"><li>The nuclear-powered submarines announced as part of the <keyword id="12313190" type="UNKNOWN" weightage="60" keywordseo="aukus" source="Orion">AUKUS</keyword> security pact will take decades to deliver.</li><li>But <keyword id="11897977" type="UNKNOWN" weightage="60" keywordseo="australia" source="Orion">Australia</keyword> already has an idea of where it will deploy the subs it develops with the US and the UK.</li></ul>The submarines at the center of the recent Australia-UK-US security pact are still decades from delivery, but Australia already has an idea of where they will be operating.The <a href="https://www.businessinsider.com/biden-new-security-partnership-auukus-uk-australia-counter-china-technology-2021-9" target="_blank" rel="noopener">AUKUS pact announced in September</a> is meant to deepen cooperation on defense technologies, the highest-profile of which are eight nuclear-powered submarines that the US and the UK will help Australia develop.Officials have stressed that the pact is not directed at a specific country, but Australia's ambassador to the US, Arthur Sinodinos, emphasized this week that it is in response to changes in regional security, which are largely been driven by China."The important thing is their lethality, their range, the number of things they can do," Sinodinos said of the subs. China's negative response was expected, but French backlash over Australia's cancellation of their earlier submarine deal was unexpectedly fierce.Countries with greater concerns about China, such as Vietnam, likely welcome the pact even if their public responses were neutral. Some, particularly Indonesia and Malaysia, were dismayed, reflecting concerns over what they see as a growing regional arms race, a diminishing role for the Association of Southeast Asian Nations, and potential nuclear proliferation.Dialogue may ease some concerns, but differences will persist, especially with Indonesia and Malaysia, driven by "deeper differences in the way that they see the region," Susannah Patton, a research fellow at the University of Sydney's United States Studies Centre, <a href="https://www.worldpoliticsreview.com/podcast/30110/the-aukus-defense-pact-is-shaking-up-asean" target="_blank" rel="noopener">told World Politics Review</a>.But their responses are a "temperature check" that will be valuable as the US and Australia look for "shared interests and how countries like these can work together in a region where China is playing an ever greater role," Patton said.

Approximatley 42-minutes after takeoff, the pilot of&#xa0;AirAsia's flight&#xa0;QZ 8501 asked permission to climb to a higher altitude in order to avoid <a href="http://www.businessinsider.com/image-of-bad-weather-airasia-flight-qz8501-flew-into-before-disappearing-2014-12" target="_blank">severe thunderstorms</a>. His request was reportedly denied by&#xa0;Indonesian air-traffic controllers and the plane&#xa0;<a href="http://www.businessinsider.com/airaisa-flight-to-singapore-disappears-with-155-on-board-2014-12#ixzz3NBszn9dX">lost contact</a>&#xa0;and&#xa0;disappeared without a distress call.
"Based on our coordinates, we predict that the plane is on the sea, for now it could be in the bottom of the sea,"Soelistyo, head of&#xa0;Indonesia's search and rescue agency, told reporters when asked about the missing plane's likely location.
Passengers included 155 Indonesians, 3 Koreans, and 1 person from Singapore, Britain, Malaysia, and France.
First Admiral Sigit Setiayana of the Surabaya Air Force base, said that 12 Navy ships, 5 planes, 3 helicopters and a number of warships were dispatched.
The&#xa0;US&#xa0;State Department has also offered to help contribute to the search.&#xa0;"Authorities in the region are leading the search for the missing airplane. As we have in the past, the&#xa0;United States&#xa0;stands ready to assist in any way that's helpful," the department said in a statement.
 
The loss of Indonesia AirAsia Flight QZ8501 would cap one of the deadliest years in civil aviation for almost a decade.&#xa0;The statistics underscore a year of tragic contrasts dominated by two Malaysian catastrophes and a handful of weather-related incidents, yet a record-low number of crashes.
Even before an Indonesia AirAsia Airbus 320 jet with 162 people on board went missing in bad weather on Sunday between the Indonesian city of&#xa0;Surabaya&#xa0;and&#xa0;Singapore, some 762 people had lost their lives in 7 fatal accidents this year.
If the Indonesian-registered aircraft is confirmed to have crashed killing all on board, the accident would make 2014 the worst year for loss of life in civil aviation since 2005, when 1,014 people were killed in passenger accidents, according to the Netherlands-based Aviation Safety Network.
But the number of fatal accidents in 2014 would stand at only eight, if Flight QZ8501 is included, compared with 24 in 2005. This would be the lowest in memory, reflecting the peculiar nature of this year's disasters.
"Remarkably, 2014 has the lowest number for passenger flight accidents in modern aviation history," said&#xa0;Harro Ranter, founder and director of Aviation Safety Network, which runs an independent database.

A combined total of 537 people were on board&#xa0;Malaysian Airlines' Flight MH370, which went missing on March 8 and has not been found, and Flight MH17 which was shot down over&#xa0;Ukraine&#xa0;on July 17.
More than 160 people lost their lives in two bad weather incidents in July: 48 when a&#xa0;Transasia Airways&#xa0;aircraft tried to land in&#xa0;Taiwan&#xa0;and 116 when a Swiftair jet operated by&#xa0;Air Algerie&#xa0;crashed in&#xa0;northern Mali.
Airlines and manufacturers contend that aviation is the safest form of transport amid improvements in aircraft design, training and infrastructure.
The <keyword id="6356001" type="COMPANY" weightage="60" keywordseo="international">International</keyword> Air Transport Association, which represents about 250 airlines, said earlier this month that 2014 was among the safest when measured against the volume of traffic.
In 2009, according to IATA, there was one "hull loss" for every 1.5 million flights, which translates to 0.67 for every 1 million flights.
As of 30 September, the 2014 jet hull loss rate stood at 0.22 per million flights. The average rate for IATA members, which does not include most low-cost airlines, was 0.37 over the last five years, according to the&#xa0;Geneva-based organization. Its figures only include Western-built jets.
However, safety authorities say accidents involving a loss of control, such as those which sometimes occur during severe weather, are nearly always catastrophic even though they are also rare.
In 2013, only three percent of accidents involved a loss of control during flight, but these accounted for 60 percent of that year's fatalities, according to the&#xa0;U.N. International Civil Aviation Organization.&#xa0;
