466 more trees will fall in Aarey as SC gives a go ahead to Metro project

Aarey colony, popularly known as the Green Lung of Mumbai is a suburban located in Goregaon. This lovely region has more than five lakh trees combining the Sanjay Gandhi National Park. While a project for the construction of a new car shed is on the way, a lot of trees are being cut to give room for the said metro project. Protesters are organizing demonstrations and pressing the government in different ways with demands that the cutting of the trees must be stopped. A special bench of the Supreme Court is presently hearing a case related to this. Court proceedings - The story so far The special bench was formed after a few law students made a request to the Chief Justice Ranjan Gogoi pressing for the topmost court’s intervention in this issue and stop the cutting of trees with immediate effect. This important move happens one day after the Bombay High Court rejecting an application by the environmentalists asking for a stay on the cutting of trees. Meanwhile, the High Court had also rejected a few petitions that sought to change the Mumbai Civic Body’s tree committee order that approved the cutting of trees in the Aarey colony to create space for the Mumbai Metro’s car shed in the area. Understanding forests in India as per laws Reserved forests and protected forests in India refer to the term forests that have been accorded a certain degree of protection. This term was first introduced in 1927 in British India to refer to the forests that were given protection under the British crown in India. Land rights to the reserved and protected forests are owned by the Government of India. The state governments declare the reserved forests and protected forests. While all rights to activities like grazing and hunting are banned in reserved forests unless there are some specific orders, in case of protected areas, these rights are given to the communities inhabiting on the forest fringes whose livelihood depends on the forest products and resources. Forest Management in India In India, the state and also the national governments are jointly responsible for managing the forest resources in a sustainable manner. The Indian Forest Act 1927 empowers the State Governments in India to enact rules to regulate the various aspects of managing forests. The forest rules can differ from state to state. The Indian Forest Act of 1927 is the legislation that guides the policies, rules and regulations related to the forests. This law defines the procedure under which the state government can declare an area as a Reserved Forest, a Village Forest or a protected forest. Diversion of forest lands for other purposes The forest conservation act requires that the prior approval by the central government is essential for diverting the forest areas for the non-forestry purposes. Diversion of forestry areas for developmental projects is allowed only on grounds of some irrigation projects, transmission lines, defense related projects, railways, roads, power projects, and mining. The act also makes it mandatory to undertake afforestation in compensation of diverting the forest area for the said purpose. Aarey Forest Case – All you need to know about Forest laws, management and division of forest land

Mumbai, Jan 21 () Amid the ongoing controversy over the metro car shed here for line-3 trains, Chief Minister Uddhav Thackeray on Tuesday stripped Ashwini Bhide from the post of Managing Director of Mumbai Metro Rail Corporation (MMRC), which is implementing the project. 
Bhide will be replaced by Ranjit Singh Deol who is currently serving as the vice chairman and MD of Maharashtra state road transport corporation.
The reshuffle comes just a week after the Maharashtra government transferred 22 IAS officers.
Last week, Bhide was elevated to the post of principal secretary. 
However, during the reshuffle, she has not been given any other charge.
Aditya Thackeray, who is also the Maharashtra tourism and environment minister, had last year sought Bhide's transfer for ordering felling of trees at the Aarey colony, famous as the 'lungs of the city'.
The corporation is executing the Colaba-Bandra-Seepz Metro-3 corridor. 
Bhide's defence of the metro shed had drawn flak from activists as well as political parties. 
An IAS officer of 1988 batch, Bhide was very active on social media and used to post progress of the 33 km metro corridor.
A release from MMRC recently mentioned that 100 per cent tunneling work of the project will be completed by September this year.
Apart from this, the Corporation hopes to complete 70 per cent of civil work and get the first rolling stock by December 2020, MMRC said in a statement.
Currently, more than 70 per cent of the tunnelling work across the 33 km corridor has been completed. PSK RDM

BJP Leader Tawde said in a post on social media "X", "Prime Minister @NarendraModi ji had given a guarantee to make the life of Mumbaikars easier and this is going to be fulfilled. Mumbai's first underground metro (Aqua Line) is starting from July 24, which will give new impetus to the speed of the city." This new metro line will cover a distance of 33.5 kilometres. Mumbai's first underground metro line will run through Colaba, <keyword id="19907248" type="General" weightage="20" keywordseo="Bandra" source="keywords">Bandra</keyword>, and <keyword id="20170419" type="General" weightage="20" keywordseo="SEEPZ" source="keywords">SEEPZ</keyword> (Santacruz Electronics Export Processing Zone). Running a 33.5 km route from Aarey Colony to Cuffe Parade with 27 stops, it will transform urban transit, easing travel across Mumbai's streets and reducing traffic congestion. The new metro line will have stations at Cuffe Parade, Vidhan Bhavan, Churchgate, Hutatma Chowk, CST Metro, Kalbadevi, Girgaon, Grant Road, Mumbai Central Metro, Mahalaxmi, Science Museum, Acharya Atre Chowk, Worli, Siddhivinayak, Dadar, Shitladevi, Dharavi, BKC, Vidyanagari, Santacruz, Domestic Airport, Sahar Road, International Airport, Marol Naka, MIDC, SEEPs and Aarey Depot. Separately, in the last week of June this year, the government of Maharashtra decided to complete the <keyword id="21117856" type="General" weightage="100" keywordseo="Mumbai-Metro" source="keywords">Mumbai Metro</keyword> 3 project by the end of December 2024. The first phase of Mumbai Metro 3, will run between SEEPZ (Santacruz Electronics Export Processing Zone) and Bandra Kurla Complex. The project will be completed by the end of December 2024, which was initially scheduled to be completed by September 2024. During the cabinet meeting, Maharashtra's Chief Minister Eknath Shinde gave its nod to giving the state government's share of Rs 1,163 crore directly to the Mumbai Metro Rail Corporation, instead of the Mumbai Metropolitan Region Development Authority (MMRDA) for the completion of the project. According to the government, the project has achieved the completion of 98% and its revised cost is Rs 37,275.50 crore. As per the information available on the website of Mumbai Metro Rail Corporation, about 99.2% of civil works under the project have been completed. About 97% of the overall station construction has been completed. Under the project, tunnelling works have been fully completed, while 77.6% of overall systems work, depot civil works 99.8% and mainline track works have been completed almost 87% The introduction of the metro transportation system has witnessed a significant response in the city as the daily ridership of the Mumbai Metro has witnessed a significant increase. On July 24, 2023, the ridership reached 2,12,490, followed by 2,18,635 on July 25, 2023. The highest recorded ridership was on July 26, 2023, with 2,22,290 passengers. This surge in ridership has been observed specifically on the Metro 2A and 7 lines, Mumbai Metro Rail Corporation said in a release.

Mumbai's first underground metro line set to begin operations on July 24

If things work as planned, <keyword id="6358070" type="LOCATION" weightage="20" keywordseo="mumbai">Mumbai</keyword> will have at least two operational metro lines in 2020 connecting the western suburbs of the city. The two corridors, Metro Line-2A (Dahisar-DN Nagar) and Metro Line-7 (Dahisar East-Andheri East), are proposed to be commissioned simultaneously in 2020, the <keyword id="64095" type="COMPANY" weightage="20" keywordseo="Mumbai-Metropolitan-Region-Development-Authority">Mumbai Metropolitan Region Development Authority</keyword> (MMRDA) said in a statement. MMRDA has not yet received possession of land for a car depot for Metro Line-7 as the land parcel is currently with the Airports Authority of India (AAI).
 MMRDA had proposed to give AAI another land in Gorai in lieu of their land. However, currently, this land has got a stay by the Bombay High Court as it had been earmarked for a law university.
 Meanwhile, MMRDA has also claimed that corridors, Line-2B (DN Nagar-Mandale), Line-4 (Wadala-Kasarvadavali) and Line-6 (Swami Samarth Nagar-Vikhroli), will be operational by 2021.
 The Supreme Court has restrained MMRDA from chopping trees for construction of the Metro Line-4 and asked to maintain status quo on felling of trees for the project. It had also sought replies from the MMRDA and the state.
 The ambitious Colaba-Bandra-Seepz Metro-3 corridor, being implemented by the <keyword id="117023" type="LOCATION" weightage="20" keywordseo="Mumbai-metro">Mumbai Metro</keyword> Rail Corporation (MMRC), has been facing several roadblocks and also missed its deadlines, which is now expected to be commissioned in 2021. After the change of dispensation in Maharashtra, Chief Minister Uddhav Thackeray ordered a stay on the construction of a metro car-shed for Metro Line-3 in <keyword id="6370614" type="DOMAIN" weightage="20" keywordseo="aarey">Aarey</keyword> colony, touted as the city's green lungs. Protests by locals, NGOs and the chief minister's son who is now a Cabinet minister, Aditya Thackeray, led to Uddhav Thackeray making this announcement soon after taking charge.
 "Once completed, these five lines -- 2A, 7, 2B, 4 and 6 -- with an aggregate worth of Rs 44,869 crore are expected to serve more than 50 lakh commuters at around 98 stations across the city," the MMRDA said.
 These lines are expected to make a considerable commuter shift by 35 per cent, thus easing the gruelling grind that the suburban rail network is, it said.
 "We are overcoming the biggest challenge one might face, which was to do these development projects without having to completely stop the vehicular traffic even for 10 minutes. It will be an accomplishment to showcase to the entire world. Mumbaikars have shown great patience. Now, it is time to reap rewards," MMRDA Commissioner R A Rajeev said.
 Apart from these, Mumbai will also witness works on projects like Mumbai Trans-Harbour Link (MTHL) and the Virar-Alibaug Multi-Modal Corridor having an aggregate cost of Rs 31,430 crore. 
 The ambitious Rs 17,843-crore MTHL project will be connecting Sewri with Nhava Sheva and help solve the traffic congestion in the island city by improving connectivity between Mumbai and <keyword id="57321" type="LOCATION" weightage="20" keywordseo="Navi-Mumbai">Navi Mumbai</keyword>. "Besides these, there are several other bridges and connectors which will be beneficial to Mumbaikars. There are two flyovers, with an estimated cost of around Rs 163 crore and a road coming up to clear the BKC junction, among others proposed," MMRDA said. PSK HRS

These last five years have been tough for farmers in the state as they claim to be hurt by its policies which did not increase the minimum support prices. Around 15,000 farmers marched from Nasik to Mumbai not once but twice in the last five years—asking the government for aid. In fact, in a shocking protest in 2017, the state’s farmers emptied milk onto the streets leaving the government red faced. The state has a new crime capital in Nagpur The state also has another problem that is ballooning—increasing crime in Nagpur. The constituency of the ruling chief minister Devendra Fadnavis has turned notorious for organized and unorganized crime. On an average, over 700 cases are registered in the city which shares a border with Madhya Pradesh. Apart from increased organized crime and racketeering, the city has also<a href="https://timesofindia.indiatimes.com/city/nagpur/cops-got-cracking-to-remove-nagpurs-crime-capital-tag/articleshow/71283462.cms"> turned infamous</a> for prostitution, murder and attempted murder cases, amongst others. Fadnavis has been trying to turn around the extensive crime using stringent laws against anti-social elements. This started in 2015, but there has only been a slight change in the number of crimes. Mumbai’s creaky infrastructure Mumbai and its suburbs too have been many burning problems for which India the opposition provided only lip service to. The repeated lack of preparation leading to loss of lives during flood, which is a predictable annual occurrence in the city, has been a major source of discontent. The city’s commute has worsened in the last few years as metro and other construction have weighed only the already-snaking traffic. Even if one were to look at it as a temporary pain towards a better, it does not help that even the roads are filled with potholes. The Aarey Colony mess As the state approved the chopping of over 2,000 trees for the construction of a metro car shed at Aarey colony, a large citizen protest ensued but never turned into the poll issue it could have been. The protesting citizens were defeated in a court case and it sure left a bad aftertaste for those who detested the chopping of trees amidst a rising awareness around the terrible impact on the environment it would have. The protests were also diluted by a large number of people who came in support of the metro car shed as it would make commuting easier for millions of Mumbaikars. The opposition parties were conspicuous in their absence on ground over the issue and thus, it never took a political dimension. The dynasty debut The issues which find a pulse with young voters could have been handled by a young politician <a href="https://scroll.in/article/940621/behind-the-aditya-thackeray-campaign-in-mumbai-is-the-quiet-work-done-by-another-shiv-sainik">like Aditya Thackeray </a>from the state’s most-popular political family. But, seven years after the demise of the charismatic Bala Saheb Thackeray, his successors, including Aditya’s father Uddhav, have lacked Bala Saheb’s gravitas. Instead, Aditya got ridiculed for sporting a lungi, a South Indian attire, as his detractors cited his grandfather’s attacks on South Indian migrants a few decades. He was also caught on the wrong foot endorsing the <a href="https://rajkaran.com/aadtiya-thackeray-gets-trolled-for-his-mumbai-best-aahe-tweet/">BEST bus service</a>, and his refusal to address issues like a toddler <a href="https://www.ndtv.com/mumbai-news/video-shows-rescue-operation-of-mumbai-boy-who-fell-in-drain-2-days-ago-2068380">slipping down the </a>drain--did not go down well with the electorate. An acid test for the BJP government The politicians of the ruling party which is the BJP and Shiv Sena combine, seem to be taking it slow on campaigning this year. In fact, the CM Fadnavis also said that there is no<a href="https://www.businessinsider.in/politics/pehelwans-panzies-and-nikammas-maharashtra-elections-rallies-keep-the-drama-high/articleshow/71610174.cms"> pehelwan or a great opponent</a> this time. A lot more believe that this state election is a foregone conclusion mostly because the Parliamentary elections in April and May this year have shown that there is a strong BJP wave. Yet, a lot has changed since Modi came to power the second time. For one, the economic slowdown has become a grim reality and painful reality—which the central government has been slow to react to. Maharashtra’s election outcomes often mirror the general elections that have preceded them in recent years but surprises are born out of complacency. But for that, there has to be a credible intent, palpable energy, and effective communication from the opposition.

This is a historic moment for the Thackeray family, which has been politically significant in the state for decades but never had a member on the hot seat. Thackeray has got to this point with support from Sharad Pawar's Nationalist Congress Party and the Indian National Congress. All three parties differ in their ideologies and therefore have decided to arrive at a 'common minimum programme' in a bid to keep the Bharatiya Janata Party out of power. Given the state's rural distress, financial aid for farmers cannot be ruled out. "There has been significant political discourse around farm stress in last few weeks.  This has implication for the state's financial health. An estimated ₹50,000 crore farm loan waiver, spread over 2 years, will push the state's fiscal deficit beyond 3%. Fiscal deficit is the amount of money a government spends over and above its earnings and it's advised by law that any government (state or central) should keep the excess spending to less than 3% over its earnings.  While the farm crisis in the state does warrant immediate attention, a farm loan will increase the deficit and reduce the money available for growth projects like building infrastructure. In the last three years, Mumbai has seen an explosion of infrastructure projects which are in various stages of completion. Roads have been dug up across the city causing traffic snarls but people have been hopeful that the temporary pain will make way for easier commute in the future.  In the particular case of the metro rail shed construction in the Aarey colony (a rare green cover in the mega city), the incoming coalition will be tested on its will to reverse the decision.  Aside from the metro rail construction in the capital city, there are also other marquee projects like the upcoming airport in Navi Mumbai, the high-speed rail corridor between Mumbai and Nagpur as well as Mumbai and Ahmedabad (in the neighbouring state of Gujarat) that will be in focus.  The good news is that the Navi Mumbai airport and the Trans-harbour sea link may not get stalled, according to Macquarie, but the pace of approvals may slowdown delaying the projects. The international financial services firm believes that the Shiv Sena-NCP-Congress combine will be more favourable to the builders in the state and that will be music to the ears for the state's real estate sector that has been in shambles for a while now. It is important that Maharashtra's economy keeps moving at a fast pace because it is the largest contributor to India's GDP (gross domestic product). And already, Maharashtra's contribution to India's GDP is at a multi-year low at 14%. Here's what to expect from the new government in Maharashtra

<ul><li><keyword id="29464" type="PERSON" weightage="20" keywordseo="Parle">Parle</keyword>, founded in 1929, has been able to reinvent itself over the years, while keeping its legacy intact.</li><li>We speak to <keyword id="120094" type="PERSON" weightage="20" keywordseo="Mayank-Shah">Mayank Shah</keyword>, Senior Category Head, <keyword id="235733" type="COMPANY" weightage="20" keywordseo="Parle-Products">Parle Products</keyword> about all that the brand has been doing, to further grow its presence in the market. </li></ul>Every time someone says Parle-G and we bet you cannot help visualize yourself dunking one in a steaming cup of chai (and at times losing half of it too). For decades now, Parle-G has been our favorite tea-time companion, the most affordable ‘snack’ that got many of us, from the previous generations, through college, and well basically a comfort food, that is so nostalgia-inducing. Much before Oreo popularized dunking it in milk, we had been doing it with Parle-G. <div type="image" title="Parle Products Creative 1" msid="84131808" hostid="261"></div> Parle, founded in 1929, first started manufacturing orange candies. It was only 10 years later that it manufactured its first biscuit, coming up as an alternative to the more elite British biscuits. From there to now, this homegrown brand has come a long way. While entering the premium segment with <keyword id="4498428" type="PERSON" weightage="20" keywordseo="parle-platina">Parle Platina</keyword> in 2017 that comprises products like Hide &amp; Seek biscuits, Milano cookies, Mexitos nacho chips and Nutricrunch range of nutritious products, it recently further diversified its offering, with the launch of its <keyword id="480300" type="PERSON" weightage="20" keywordseo="Parle-G">Parle G</keyword> Chakki Atta. The aim was to cash in on the momentum that branded atta consumption has been witnessing, since the <keyword id="43587" type="ORGANIZATION" weightage="20" keywordseo="pandemic">pandemic</keyword>. <div type="image" title="Parle Products Creative 5" msid="84131819" hostid="261"></div> Last year, Parle made headlines when they spoke about a surge in sales of Parle-G biscuits during the <keyword id="91743" type="PERSON" weightage="20" keywordseo="lockdown">lockdown</keyword>. This demand was a result of people stocking up on biscuits. It also became the most affordable ‘meal’ for thousands of migrant workers, who we saw with distress, walking back to their villages. It makes for an interesting case study, to understand how this brand, that was started 82 years ago, has stood the test of time. Despite being eight years short of a century old, Parle has tried to reinvent itself over the years, while keeping its legacy alive. A lot of the love for the brand comes from nostalgia, and also from the fact that despite entering newer categories, launching premium products, it is still looked at as an aam-aadmi product. How they react during a crisis also says a lot about the ethos of brands. The pandemic and Parle Last year, even before the pandemic hit India in full force and the government announced its first rounds of lockdown, Parle was prepared. Observing how things were in other countries, it had increased its production, just to make sure that the market never ran out of its biscuits. “What happened after the pandemic was something completely unprecedented, but we had been studying what was happening in neighboring countries, or in Europe, and we decided to double down on our production,” shared Mayank Shah, Senior Category Head, Parle Products. They also started shipping the products, keeping the stocks closer to the market, to minimize supply chain disruptions. As a result, when the lockdown was announced, and most brands were caught unprepared, Parle had its products, and especially Parle-G, in shops across the country. Having said that, Parle did meet with its fair share of troubles. With the sudden lockdown and with uncertainty looming large, there was a shortage of labor which the company was able to tackle by prioritizing its production; it stopped producing many of its offerings that were more labor-intensive. “As a result of this prioritizing, we were able to meet maximum demand. If at normal times, the demand is at 100%, during this time we saw between 160-170% demand, firstly because people were pantry-loading and secondly because of speculative buying,” explained Shah. However, this was also the time for the brand to give back to the society. The brand won a lot of love when it donated close to 3 crore biscuit packets to the government and NGOs. “Parle G is a brand that stands for goodness, in all senses, and we are more than just a corporate brand that is only interested in profits. We have always been a brand for the common man. Last year, raw material prices were going up and we could have easily taken a price hike, we never did that. I have been a part of this company for 20 years and I was surprised when my management came and told me we should be helping people. So each and every employee in the company lives by the philosophy of doing something for the greater good. Parle was launched as a Swadeshi brand to take on global biscuit brands, and this was during this last one year that I saw those philosophies come in play,” said Shah. “We saw so many posts on social media talking about us saying they were proud to see a brand go out and service consumers in the time of their need, it was a very moving experience for us,” he added. Entry into newer segments Over the years, we have seen Parle innovate and expand its portfolio to enter premium segments too. But why did the company, which primarily produces biscuits, decide to launch an atta brand? Shah said that the company has been producing atta for years now, but the product was exported to markets like the Middle East, UK and USA. “The packaged atta segment in India is worth around Rs 20,000 crore and only Rs 10,000 crore out of that is for branded packaged atta, which are either national or regional brands. But the overall atta market is much larger, and that is mostly people going out, buying wheat and getting it milled. During the pandemic however, we observed that people wanted to buy products that they thought were safer and we saw many switching to packaged atta. Penetration of packaged atta in the market is still very low and there is a huge opportunity for growth, so we thought this was the ideal time for us to launch it here,” explained Shah. He is not even worried about the more established players as he feels there is a huge, unpenetrated market for the brand to capture where people who used to buy loose atta are now converting to packaged, trusted brands. Parle had launched its premium range Platina three year back and now wants to focus on it to grow its market share, and to build relevance. “There has been a bit of a slowdown in the growth of our premium products in the last 1.5 years, so we will renew our focus on the segment with the opening up of markets,” explained Shah. <keyword id="6354839" type="UNKNOWN" weightage="20" keywordseo="marketing">Marketing</keyword> during the pandemic During times of crisis, marketing budgets are usually the first to get slashed.While Parle did not cut down majorly on its spends in the last 1.5 years, it did rationalize its spends, shared Shah. “During the pandemic, we did two things, firstly, we increased our digital spends, which helped us a lot, while also continuing to advertise on TV. Secondly, we also tweaked our creatives. Our communication in the last one year has been very different from what we usually do. All our communication has been about what has been happening around us. We paid tribute to the known and unknown frontline workers. That communication also sent a strong signal to our internal stakeholders that its our responsibility to rise to the occasion because so many of them were risking their lives in working during those times, and we wanted to acknowledge that.” Meanwhile, brands like Parle G also gain a lot from nostalgia. The last year has seen people take to social media to talk about their love for the brand, come up with content using the product and also coming up with innovative recipes using the biscuits. “That’s the thing about Parle G asa brand, everybody has their own way of eating the biscuit and they have their own stories. I have my Parle G story too; I stayed in a hostel for about 10 years. For anybody who has stayed in hostels knows how the food is. So we would eat the hostel food at 10 and then get hungry by 12. So we had a routine of having chilled milk from Aarey at 1 pm, we used to add a packet of Parle G to it, mix it and have it as a slurry. That was our lunch for 10 years. It was not just me, I know many people who did it. So we have always had a lot of user-generated content but the pandemic took it to a whole different level. It was heartening to see that kind of response from consumers,” he added. On where the next phase of growth for Parle as a brand will come from, Shah said, “It will come both from our biscuits and non-biscuits portfolios. While the penetration of biscuits is high, the per capita consumption is still lower, compared to Western markets. So I feel there’s still a scope of growth in the <keyword id="11569298" type="UNKNOWN" weightage="20" keywordseo="biscuits-segment">biscuits segment</keyword>.”
