The <keyword id="66" type="General" weightage="80" keywordseo="delhi" source="Orion">Delhi</keyword> Disaster Management Authority has allowed reopening of all educational institutions from November 1 and Chhath Puja celebrations in the city amid Covid strict protocols, Deputy Chief Minister <keyword id="6354681" type="General" weightage="20" keywordseo="manish-sisodia" source="Orion">Manish Sisodia</keyword> said on Wednesday. Schools will have to ensure that classes are conducted in a hybrid mode which means online classes will continue, he said. "All private and government schools can be reopened from November 1. However, parents cannot be forced to send their ward to schools, Sisodia said at a press conference after a DDMA meeting. The minister said more than 50 per cent of the students in a class should be called to school and all the staff are required to be fully vaccinated as soon as possible. Sisodia said a restricted number of people will be allowed to conduct Chhath Puja at predetermined spots across the capital. "People are requested to follow all Covid protocols and wear masks... The Covid situation is under control in Delhi but one has to remain careful, he said. Delhi schools and colleges to reopen from November 1, says Deputy CM

New Delhi, <keyword id="6360099" type="UNKNOWN" weightage="20" keywordseo="delhi-university">Delhi University</keyword> released the fifth and final cut-off list for its ongoing admission process for undergraduate courses. However, seats for most of the courses are already full but some seats under PWD, SC, OBC and ST quota are still vacant. Delhi University Registrar Vikas Gupta on Saturday said, "Fifth and last cut-off list released by the university will be displayed in various colleges from Monday. The admissions as per the fifth cut-off list will begin on Monday and will continue till Wednesday." Admissions to Hansraj, Hindu and Lady Shri Ram colleges of Delhi University are already closed while admissions to some colleges like Bharti College, College of Vocational Studies, Deshbandhu, Daulatram, Kirori Mal, Venkateswara College, Aurobindo College, Shyamlal College, Ramjas and Rajdhani College are still open. Delhi University releases fifth cut-off list

The Indian government <a href="https://www.nirfindia.org/2019/Ranking2019.html#">released</a> its annual list of rankings of the educational institutions in India under the national institutional ranking framework 2019, listing the top universities as well as top schools across several domains. In its <a href="https://www.nirfindia.org/2019/CollegeRanking.html">list </a>of top colleges, Miranda House and Hindu College of Delhi University were the top performers. The rankings are based on a number of parameters including Teaching, Learning &amp; Resources, research, placement metrics, and outreach &amp; women participation. 1. Miranda House Delhi Score: 73.72 Placement: Out of 1,160 students admitted in 2016-2017, 70 were placed with salary of ₹3,37,000 per annum 2. Here are India’s top 10 colleges ranked by the government

<ul><li>The University of Delhi witnessed a gender gap in student enrollment in its colleges. </li><li>The varsity recently directed 17 prominent colleges to extend 1% relaxation to female applicants, to boost female participation. </li><li>Dyal Singh College and Deen Dayal Upadhyaya College recorded nearly equal gender distribution at 45% for 2018-19. </li></ul>Colleges under <a href="https://timesofindia.indiatimes.com/city/delhi/concessions-or-not-gender-ratio-remains-skewed-at-most-du-colleges/articleshow/69779302.cms?from=mdr">Delhi University </a>are struggling with gender parity as it is skewed majorly towards men. There are as many as 90 colleges under the university. And, major gaps are noticed in The Hindu College and Kirorimal College. Girls comprise of 30% of the total student body in Kirorimal College, principal Vibha Singh Chauhan told TOI. This is in spite of the fact that the college provides equal amenities to students, regardless of gender. Several colleges under the University of Delhi (DU) provide concessions on the aggregate percentage criteria for female students, for a few subjects. Recently, the varsity recently directed 17 prominent colleges to extend 1% relaxation to female applicants, to boost female participation. The move is aimed at “supporting girl students and encouraging females from the minority sections to step forward,” said I S Bakshi, Principal of Dyal Singh College. The college aims to have a gender parity amongst its students, with at least 50% female participation. Dyal Singh College, Shivaji College and Acharya Narendra Dev College are amongst those which have<a href="https://www.theindianwire.com/education/17-colleges-du-approve-1-concession-female-students-colleges-join-row-139865/"> implemented</a> the university’s directives. These special concessions led to a significant rise in overall female participation, said Vipin Aggarwal, Principal of Aurobindo College. According to him, the female percentage in the student body has increased from 25% to 35%, due to the rebate. Despite that, the statistics are largely skewed towards men. According to a TOI report, Indira Gandhi Institute for Physical Sciences had the least women count, at 16% in 2018-19. One of the largest universities in India has historically been male skewed — but it is now trying to fix it

Two years back, a DU aspirant named <keyword id="2254302" type="UNKNOWN" weightage="100" keywordseo="Sunny-Goel">Sunny Goel</keyword> was denied admission by <keyword id="6542932" type="ORGANIZATION" weightage="100" keywordseo="Shri-Ram-College-of-Commerce">Shri Ram College of Commerce</keyword> for no fault of his. 

	Goel had sought admission in B.Com (Honours) course after his best-of-four percentage increased from 95.5 percent to 97.5 percent following re-evaluation of his papers by the CBSE. He had moved the High Court after the college denied him admission on the ground that the admission process had concluded on July 7, while Goel had applied three days later, on July 10.
 Goel said he had applied for admission in the college and had also applied for revaluation but there was a delay on the part of CBSE in revaluating his English paper. He contended that students with percentages less than him were admitted to <keyword id="6363378" type="COMPANY" weightage="100" keywordseo="SRCC">SRCC</keyword>. 

	The boy says it wasn't his fault that CBSE delayed re-evaluating his papers. Why was he being asked to pay the price for it - something he argued before the court as well. 
 

	The court had considered his plight and said the revaluation facility would be "meaningless and nugatory" if students could not make use of revaluated marks. It also held that re-evaluation of marks by CBSE was not an "exercise in futility" and has to have some "significance and import".
 SRCC was then directed to admit Goel. However, the college challenged the single-judge order and argued that it could not be directed to admit students beyond its maximum capacity as the <keyword id="56459" type="ORGANIZATION" weightage="100" keywordseo="University-Grants-Commission">University Grants Commission</keyword> funding was based on their maximum intake capacity. 

	A division bench of Chief Justice G. Rohini and Justice R.S. Endlaw of Delhi High Court had then rejected these contentions on the grounds that the college could always approach the University Grants Commission for release of additional funds.
 

	"The college (SRCC) is the premium college of commerce in the city and enjoys an enviable position. The same is obvious from the college being the first choice of Sunny Goel. We, therefore, do not find any merit in this appeal, which is dismissed," the bench had said in its judgment which came out in September.
 In such cases, another arrangement can be considered- If the college is not left with any seat, a supernumerary seat should be created by <keyword id="6360099" type="ORGANIZATION" weightage="100" keywordseo="Delhi-University">Delhi University</keyword> - was the advice given to the college. 

	Keeping in view the fact that the overwhelming majority of students admitted to colleges under Delhi University belong to the CBSE, the court had also directed the CBSE chairman to meet the vice chancellor to ensure that from the next academic year, "students' re-evaluation marks are taken into account while granting admission to colleges of DU".
 

	So, if you're taking admission to Delhi University this year, and your papers are getting re-evaluated or you are facing problems getting inside a college of your choice despite being eligible for a course- DO NOT TAKE NO FOR AN ANSWER!

The DU-Cut off list is out; and it has set the tone of a tough DU admission race. None of the <keyword id="6360099" type="ORGANIZATION" weightage="20" keywordseo="Delhi-University">Delhi University</keyword> colleges have kept the ceiling at 100 per cent in their first cut-off list for admission to undergraduate courses. 
 
This is not to say that the cut-offs are low this time, they have just recorded a slight dip from last year. 
 
This is what the first cut-off list looks like: 
 The highest cut-off for the academic session has been announced by <keyword id="6479792" type="ORGANIZATION" weightage="20" keywordseo="Ramjas-College">Ramjas college</keyword> at 99.25 per cent for BCom Honours, 98.75 for BCom and 98.5 for Economics Honours. 
 The cut-off for <keyword id="6417880" type="ORGANIZATION" weightage="20" keywordseo="hansraj-college">Hansraj College</keyword> has remained unchanged across stream with Eco(H) being the highest at 98 per cent. 
 
Sri Ram College of Commerce (SRCC), ranked among the best in the country for higher studies in Commerce and Economics, announced its cut off at 98.25 per cent for Economics Honours and 98 per cent for BCom Honours. 
 
Miranda House cutoff for science courses is also same as last year with the highest being for Economics Honours at 97.75 per cent. 
 
Lady Sri Ram College has announced its cut-off for Psychology at (98.50 pc), English (98.25 pc), Economics (98 pc) and Commerce (H) (98pc). 
 
 
Why taking admission in the first list is VERY important 
You may not get the course or college of your choice, but not taking admission in the first list and waiting for the second list is a risk not worth taking. 
 
If you get a college and a course of your choice, there’s nothing like it! However, if you are facing a tricky situation like you can get admission in a course of her choice but not in a college you want to study in, the best bet is to still go ahead! 
 
This is because of two reasons: One that university counselors for years have been saying that students should always opt for course over college because even as there is difference in faculty of various colleges, picking a course over a college will give you an opportunity to study something that you are interested in. If you are considering the reputation of a college, it is only going to help you make an impression for three years and is not a long term benefitting approach. Notably, all colleges in DU follow the same curriculum and teachers are selected based on the same criteria. 
 
Secondly, all DU colleges follow a policy where applicants who were eligible but did not take admission under the first list in a particular college, will not be given consideration in the second cutoff list unless they have seats left. That means if in the second cut off list you do not get a lucrative option, and want to go back to the option in the first cut-off list, there are high chances that it may not be possible. However, if you take admission in a course you are eligible in in the first list, and make it to a college of your choice with the desired course in the second list, it’s a win-win situation because then you can go to the college, make sure you are eligible and then withdraw admission from the first college. 
 
When do you choose a college over course 
The only case in which you should choose a college over a course is of you are totally unsure about the course you want to pursue. 
 
When nothing seems to be working out, this will! 
There are five cut-off lists in total and with each list, the chances of making it to a DU college improves. However, if luck is not in your favour, there’s no reason for you to worry. You can apply to the School of Open Learning as a back-up which has BA (honours) Political Science, English and B Com, BA Programme and BA Programme courses. The admission application process hasn’t started yet, so keep your eyes out on this one!

DU FIRST CUTOFF LIST - Don't
sulk over not making it to your dream college, just get admission to your desired course for now

The Delhi University has initiated the process of declaring the first cut-off list for 2019 for admissions to undergraduate (UG) courses. Among the colleges that have released the first cut off 2019 are SRCC, Kirori Mal College, Satyawati College, Dyal Singh College and <keyword id="629093" type="COMPANY" weightage="20" keywordseo="Shaheed-Bhagat-Singh-College">Shaheed Bhagat Singh College</keyword>. Shri Ram College of Commerce first cut off for BA (Hons) is pegged at 98.5%, 0.75% up from last year. The cut off for BA Economics (Hons) is 98.75%. However, the cut-offs for Miranda House, Hindu College, Lady Shri Ram College for Women or LSR College, <keyword id="6454339" type="COMPANY" weightage="20" keywordseo="gargi-college">Gargi College</keyword>, <keyword id="6479792" type="COMPANY" weightage="20" keywordseo="ramjas-college">Ramjas College</keyword>, <keyword id="124592" type="COMPANY" weightage="20" keywordseo="Sri-Venkateswara-College">Sri Venkateswara College</keyword> and Atma Ram Sanatan Dharma College has not been released yet. Abiding by the guidelines from Delhi High Court, the <keyword id="151282" type="COMPANY" weightage="20" keywordseo="University-of-Delhi">University of Delhi</keyword> has extended the registration date for the admission process till 22 June 2019. The admissions under the first cut off will take place from 29 June to 1 July 2019. While the second and third cut-off list will be announced on 4 July and 9 July, respectively. Earlier, the varsity was expected to announce the cut-offs in 20 June. However, the schedule was revised on Wednesday. The number of students scoring 95% and above has increased by 38.4% this year, which is expected to impact the cut-off criteria of universities. This year, the National Testing Agency will conduct an entrance examination for the University of Delhi, for certain courses. The exams will be held between 30 June and 6 July 2019. While admissions to most of the undergraduate courses will take place according to their respective cut-offs. The admission for the 2019-2021 batch will enroll students for nearly 56,000 seats for the under-graduate courses. While, for the PG courses, the university has offered around 9,500 seats. Nearly 282 new seats have been added to the Delhi University courses. Stepping up the efforts, the University of Delhi is considering one percent relaxation for the students from government-run and rural schools. The portal is now active on the official UGC site trying to give an impetus to colleges to become autonomous, should they choose to do so. However, these colleges will be affiliated to a university, TOI reported. In a notification, the UGC said it is inviting applications to colleges that want to pull away and be their own thing. This means that the colleges will now be able to roll out their own course structure, admissions, student fees and academic faculty staff. Moreover, the <keyword id="156640" type="PERSON" weightage="20" keywordseo="Autonomous-colleges">autonomous colleges</keyword> will also enjoy the liberty to announce results and issue marksheets as a separate entity. The move may affect students who are planning to enroll in several courses under Delhi University. Back in 2016, UGC had<a href="https://indianexpress.com/article/cities/delhi/six-autonomous-colleges-du-marches-ahead/"> floated guidelines</a> for autonomous colleges, encouraging colleges to apply. Given that, Delhi University had pushed colleges to become autonomous institutions. However, this step towards privatisation was largely opposed by students and teachers, finding the move ‘disastrous.’ According to media reports, this may also lead to lack of fund support from the government as the colleges will only pay for courses they can afford. The application form has been issued on the official website of University Grants Commission (UGC).
