New Delhi, Feb 11 () The government has decided to rename National Institute of Financial Management (NIFM), Faridabad, as Arun Jaitley National Institute of Financial Management, an official statement said on Tuesday.Set up in 1993 as a registered society under the Department of Expenditure, NIFM trains officers of Finance and Accounts Services recruited by the Union Public Service Commission (UPSC) as also officers of Indian Cost Accounts Service. The Union Finance Minister is the President of the NIFM Society. "Aligning the vision and aspiration of the Institute for the future with the vision and contribution of late Arun Jaitley, the Government has decided to rename National Institute of Financial Management (NIFM) as the Arun Jaitley National Institute of Financial Management(AJNIFM)," the statement said.NIFM has become a premier resource centre to meet the training needs of the central government for senior and middle level of management in the fields of public policy, financial management, public procurement and other governance issues for promoting highest standards of professional competence and practice. Govt to rename NIFM as Arun Jaitley National Institute of Financial Management

New Delhi, Dec 19 () Trade unions urged the government to provide minimum wage of Rs 21,000, minimum pension of Rs 6,000 under Employees' Pension Scheme and tax exemption on annual income of up to Rs 10 lakh in a pre-budget meeting with Finance Minister Nirmala Sitharaman on Thursday.
The unions have also raised concerns over rising unemployment in the country, saying "employment generation has nose-dived in recent period".
During the meeting, they suggested that massive public investment in infrastructure, social sectors and agriculture would generate employment and the Union Budget should give it a priority and allocate necessary funds for this.
They demanded that all vacant sanctioned posts in various government departments, including railways, PSUs and autonomous institutions, should be filled through fresh recruitment.
They also suggested the finance minister that ban on creation of new positions and mandatory reduction of government posts should be lifted.
They noted that denial of level playing field to many PSUs ( BSNL, MTNL, ITI etc) had put thousands of jobs in jeopardy.
The unions also pointed out that the merger of BSNL-MTNL and voluntary retirement (which is actually forced retirement) of almost 79,000 workers is just opposed to the idea of job creation.
Lodging their protest against fixed term employment (FTE), the unions said the provision of FTE should be done away with, and concerned notification should be rescinded forthwith.
They also raised the issue of prise rise saying that the government should ban speculative forward trading in essential commodities and take steps to curtail hoardings along with strengthening public distribution system. 
On disinvestments and strategic sale of public sector units, they said that budgetary support should be provided for the revival of potentially viable sick PSUs.
It also suggested that the finance minister to refrain from strategic sale of viable PSUs in core sectors like steel, coal, mining, heavy engineering, pharmaceuticals, dredging, civil aviation, financial institution, among others.
Under the strategic sale, the government becomes minority stakeholder by reducing its share below 50 per cent of total equity.
The union have asked to extend the rural employment guarantee scheme MGNREGA to urban areas also and enhance minimum employment guarantee to 200 days in a year.
They also lodged protest against foreign direct investment in crucial sectors, saying FDI should not be allowed in railways, defence production, financial sector, retail trade etc.
Trade unions also suggested to stop the labour law amendments that curtail the basic and trade union rights of workers and provide unhindered 'hire &amp; fire' facilities to employers.
They also demanded that the threshold limit for coverage of establishments under the retirement fund body EPFO should be reduced to 10 workers from 20 at present.
Gratuity should be calculated on 30 days wages instead of 15 days of wages per completed year of service without any ceiling, they said.
The government should not make Aadhaar linking mandatory, the unions added.
On the income tax exemption, they urged that the ceiling for income tax for salaried persons and pensioners should be raised to Rs 10 lakh per year.
Besides, they also demanded that income tax ceiling for senior citizens should be raised to Rs 8 lakh.
All perks and fringe benefits like housing, medical and education facilities and running allowances in railways should be exempted from income tax net totally, they said.
"During the course of meeting, representatives of Trade Unions and Labour Organisations shared their views and suggestions regarding labour and employment issues. Discussions were held on skilling, re-skilling and up-skilling of existing labour force. Quality of job creation and ensuring minimum wages of workers were discussed," a finance ministry statement said.
It also stated that during the meeting, representatives of trade unions and labour organisations shared their views and suggestions regarding job creation, labour concerns and quality of employment issues.
They also emphasised quality of job creation and ensuring minimum wages of workers in detail besides the need for streamlining various schemes to have better results, it added.

TUs urges FM to hike income tax ceiling, minimum wages, pension

New Delhi, Dec 28 () Bhartiya Mazdoor Sangh, the RSS-affiliate trade union, said it will hold a nationwide protest on Friday against government policies on disinvestment, privatisation and fixed-term employment in the country. 
"We will hold nationwide protest at all district head quarters throughout the country on January 3, 2020 to awaken the government," a BMS statement said on Saturday.
According to the statement, the union will also hold demonstration at Jantar-Mantar in the national capital on Friday.
The union noted that most of the formal jobs in the country have been contractualised or made fixed-term jobs.
The job security has been compromised and workers always run the risk of being thrown out/replaced, it added.
BMS has strongly opposed contractualisation, and casualisation of jobs and demanded that all contract, fixed-term, casual, daily-wage, temporary workers should be regularised as permanent employment, the trade union said.
The union has also demanded that all scheme workers working in Aanganwadi, Aasha, PDS, Midday Meal, NHM etc plans should be conferred the title of government servants.
It also urged the government to stop disinvestment, strategic sale, corporatisation and privatisation of public sector undertakings.
The union contended that the PSUs are the backbone of the Indian industrial structure and the government must stop policy driven disinvestment /privatization of the same.
On foreign direct investment (FDI), the union said that FDI must be
stopped. 
Corporatisation of defence sector is a matter of national security. Privatisation of railways, which is an essential service and lifeline of Indian cities, must be stopped, it added.
BMS lauded government's efforts towards codification of labour laws into 4 codes.
However, it expressed concerns that a number of provisions in the codes are effectively anti-labour and hurt the general interest of workers and has suggested the government to remove those provisions.

BMS to hold nationwide protest on Jan 3 against disinvestment, fixed term jobs

Ten central trade unions on Monday said around 25 crore people will participate in a nationwide strike on January 8 to protest against the government's "anti-people" policies.
 Trade unions INTUC, AITUC, HMS, CITU, AIUTUC, TUCC, SEWA, AICCTU, LPF, UTUC along with various sectoral independent federations and associations had adopted a declaration in September last to go on a nationwide strike on January 8, 2020.
 "We expect participation of not less than 25 crore of working people in the forthcoming National General Strike on January 8, 2020, to be followed by many more actions seeking reversal of the anti-worker, anti-people, anti-national policies of the Government.
 "The Ministry of Labour has failed to assure on any of the demands of workers which called a meeting on January 2, 2020. The attitude of the government is that of contempt towards labour as we construe from its policies and actions," the 10 central trade unions (CTUs) said in a joint statement.
 About 60 organisations of students and elected office bearers of some universities have also decided to join the strike with an agenda to raise voice against increased fee structure and commercialization of education, it said.
 The trade unions condemned the <keyword id="8526257" type="UNKNOWN" weightage="20" keywordseo="JNU-violence">JNU violence</keyword> and similar incidents in other university campuses and expressed their solidarity with students and teachers all over India. The unions also expressed displeasure over no Indian Labour Conference being held since July 2015, codification of labour laws and privatisation of PSUs.
 "As many as 12 airports are already sold out to private hands, 100 per cent sale of Air India is already decided, decision to sell BPCL taken, BSNL-MTNL merger announced and 93,600 telecom workers already thrown out of jobs under the garb of VRS (voluntary retirement scheme)," it added.
 The unions are also against privatisation in railways, corporatisation of 49 defence production units and forced merger of banks.

New Delhi, May 16 () Domestic telecom gear makers expect the government to clear their dues pending with state-owned telecom firms and come out with provisions to push home grown equipment in the networks, industry body TEMA said in a statement on Saturday.Telecom Equipment Manufacturers Association - which represents indigenous companies like Vihaan Networks, and Tejas Networks, among others - also requested for clarity on the government push for procurement from domestic vendors through public tender of up to Rs 200 crore.TEMA Chairman Emeritus NK Goyal said that it is beyond doubt that the COVID days have shown that the telecom sector has been at forefront for providing connectivity to all citizens in India.The chairman expects that the next package from Finance Minister Nirmala Sitharaman may come for the telecom, electronics, and ICT sectors."This sector is looking forward for package tomorrow in terms of specific enforcement of indigenously designed development and manufactured equipment, keeping in view of 'Atma Nirbhar Bharat" mission of our Hon'ble PM," Goyal said.The association expects the government to act for clearing about Rs 20,000 vendor dues pending with BSNL and MTNL as well as other telecom public sector firms."Another issue facing the telecom, ICT sector is large amounts of pending payments from BSNL,MTNL and other telecom PSUs and we hope that soon there will be policy guidelines for release of all pending payments," Goyal said.The body suggested that the telecom sector also looks forward for some relief to telecom service providers in terms of adjusted gross revenue, spectrum charges, licence and other fees and incentives to private operators that can be used for procurement of indigenously designed developed and manufactured telecom equipment."Lastly, while we talk of latest technologies of 4G,5G or may be 6G, but let us also appreciate that substantial part of our India specially in hills, NE, LWE, Aspirational Districts, rural areas etc. still remains uncovered and we hope at least 2G for them urgently," Goyal said.TEMA lauded the government decision to increase FDI in defence sector from 49 to 74 per cent and other reforms announced for Make-in-India for the sector, and level playing field for private companies in satellite launches, space-based services and use of ISRO facilities to the private sector.Indian space startup Pixxel said the government announcement to open up the space sector for private industry can go a long way in saving unnecessary costs and making the industry more competitive."This will also mean that a lot of space grade material manufacturing processes, that are not in the country right now such as multilayer thermal insulations, solar panels and batteries that were majorly procured from abroad will now see localisation due to the emergence of more domestic space firms," Pixxel founder and CEO Awais Ahmed said.He said that the announcement on future projects for planetary exploration is very important towards building India's very own Maxars, SpaceXs and Rocket Labs. Telecom gear makers expect govt to clear BSNL, MTNL dues

New Delhi, Feb 27 () The government will register 10,000 new Farmer Producer Organisations (FPOs) in order to promote cooperative farming, Agriculture Minister Narendra Singh Tomar said on Thursday. A budgetary provision has been made to provide each FPO a sum of Rs. 15 lakh for all farming related activities ranging from sowing, harvesting to distribution and marketing, he added. The minister was addressing 91st Annual General Meeting of the ICAR Society here. He is also President of the Society. Tomar also talked about doubling of farmers' income and called for wider dissemination of government schemes so that the benefits percolate down to the lowest level among the farmers, an official statement said. On the Pradhan Mantri Fasal Bima Yojana (PMFBY), he said the crop insurance has now been made voluntary for farmers to alleviate concerns that insurance companies were gaining more than farmers, besides reports of malpractice at lower level during inspection. "With a view to alleviating such concerns, the crop insurance scheme has been turned voluntary now and premium also remains the same," he said. Against the total sum of Rs 13,000 crore premium collected by insurance companies, a total of Rs 58,000 crore insurance benefits have been paid to farmers, he added. Speaking on the occasion, Commerce Minister Piyush Goyal called for synergy between the various R&amp;D institutions under the Indian Council of Agricultural Research (ICAR), Council of Scientific and Industrial Research (CSIR) and Defence Research and Development Organisation (DRDO), universities and academia, PSUs and industry so that the huge investments being made by each of them yields bigger returns. The prime minister has set a goal to make India a USD 5 trillion economy in five years and the agricultural sector will be a big factor towards achieving the goal, he said. More R&amp;D in agriculture, timely availability of farm credit, mechanised farming and automation will be critical to boost rural economy, he added. In his address, Minister of State for Statistics and Programme Implementation and Planning Rao Inderjit Singh underlined the need to avoid duplication of R&amp;D. Minister of State for Agriculture Parshottam Rupala called for increased digitisation for targeted agriculture subsidies and rural schemes. Rupala said more capital is required in actual R&amp;D since at least 70 per cent share of government research body Indian Council of Agricultural Research (ICAR) Budget goes towards salaries and allowances. He also called for scaling up PPP model with ICAR R&amp;D Extension programme. Minister of State for Fisheries, Animal Husbandry and Dairying, Pratap Chandra Sarangi said the agricultural laboratories should be made common property with the participation of all concerned including students and farmers. Underlining the role of agriculture sector in India's economy, Minister of State for Agriculture Kailash Choudhary, said concerted efforts are required towards fulfilling the Prime Minister's goal of doubling farmers' income. Govt to soon register 10,000 new FPOs

At least 10 <a href="http://www.businessinsider.in/searchresult.cms?query=central+trade+unions+">central trade unions</a> went on a strike to protest against changes in labour laws and privatisation of <a href="http://www.businessinsider.in/searchresult.cms?query=Public+Sector+undertakings+%28PSUs">Public Sector undertakings (PSUs</a>), which affected normal life across India, including in <keyword id="6357783" type="CITY" weightage="60" keywordseo="West-Bengal">West Bengal</keyword> and Kerala. 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=Public+Sector+undertakings+%28PSUs">Bharatiya Janata Party</a>-backed BMS and NFITU, however, stayed away from the strike. 
 
Trade union leaders claimed that around 15 crore formal sector workers are on strike in support of their 12-point charter of demands. 
 
These demands includes urgent measures to contain <a href="http://www.businessinsider.in/searchresult.cms?query=price+rise">price rise</a>, contain <keyword id="6358907" type="ORGANIZATION" weightage="60" keywordseo="unemployment">unemployment</keyword>, strict enforcement of basic labour laws, universal social security cover for all workers and minimum wage of Rs 15,000 per month. 
 
In Kolkata, partial impact was seen on suburban trains while shops, markets and business establishments in most areas remained closed. People faced problems in the National Capital too. 
 <keyword id="106891" type="ORGANIZATION" weightage="60" keywordseo="state-administration">State administration</keyword> was plying a large fleet of public buses while partial impact was seen on operations of private buses and taxis. 
 
In Kerala, public and private bus services, taxis and autorickshaws were off the roads. Only few private cars and two wheelers were seen on the roads. 
 
Shops, hotels and even small tea stalls were closed in the state. 
 
On Tuesday, the government appealed trade unions to call off the agitation in the interest of workers and nation. 
 
The unions, however, decided to go ahead with strike as their talks with a ministerial panel headed by <a href="http://www.businessinsider.in/searchresult.cms?query=Finance+Minister+Arun+Jaitley+">Finance Minister Arun Jaitley</a> last month did not make any headway on their demands. 
 The unions are also demanding enhanced pension for workers, stoppage of disinvestment in PSUs, stoppage of contractorisation, removal of ceiling on bonus and provident fund, compulsory registration of trade unions within 45 days, no amendment to labour laws unilaterally, stopping of <keyword id="44528" type="ORGANIZATION" weightage="80" keywordseo="FDI">FDI</keyword> in Railways and Defence.

Also, security agencies have to give details of threat perception to a VIP being secured by them and get prior permission of Secretary (Security) in <keyword id="116854" type="ORGANIZATION" weightage="100" keywordseo="cabinet-secretariat">Cabinet Secretariat</keyword> before using the equipment. 

	Under the new policy, the jammers can be procured only by defence forces, state police departments, jail authorities and central government security agencies. 
 

	The examination conducting bodies will have to go through an authorised PSU vendor if they require jammers. 
 

	The statutory examination conducting bodies are allowed to deploy low-powered jammers to prevent unfair means during examinations. "They would be given permission only to take it on lease or rent basis from authorised PSU and would therefore have to pay for using jammers as per the contractual obligation with the PSU vendor," it said.
 These norms take into account the need to guard against random proliferation of jammers as well as to ensure that jammers installed do not unduly interfere with the existing mobile phone <keyword id="50752" type="UNKNOWN" weightage="100" keywordseo="Networks">networks</keyword> and with the equipment being used by security agencies, the Cabinet Secretariat said. 

	The new policy bars import of jammers without requiring a license from Directorate General of Foreign Trade (DGFT). 
 

	Jammer models manufactured by M/s ECIL and M/s BEL, which are evaluated by concerned security agencies, can be procured. 
 

	However, central or state PSUs, wanting to manufacture jammers, can apply to the Secretariat giving details of the model, the source of technology and other relevant information, it said. 
 "Inviting open tender from unauthorised manufacturers is a violation of the policy of <keyword id="6377129" type="ORGANIZATION" weightage="100" keywordseo="Government-Of-India">Government of India</keyword> in matters of procurement of jammers," the Secretariat said. For seeking prior permission for installation of jammers in jails, the total number of jammers required for installation in prisons need to be assessed by jail authorities in consultation with the local office of the <keyword id="27902" type="ORGANIZATION" weightage="100" keywordseo="Wireless">wireless</keyword> adviser, <keyword id="116246" type="ORGANIZATION" weightage="100" keywordseo="Department-of-Telecommunications">Department of Telecommunications</keyword>, before the proposal is submitted for seeking approval, it said. 

	Any central or state government undertaking, with requisite manufacturing capability and necessary technology can request for registration as a jammer manufacturer after getting mandatory clearances.
