Auto companies may soon be asked to manufacture passenger and commercial vehicles that run on multiple fuel configuration aimed at reducing the use of polluting fossil fuels and cutting down harmful emissions. New guidelines for use of flexible fuel vehicles (FFVs) using flex engines is expected to be issued by the third quarter of current year (<keyword id="5027223" type="COMPANY" weightage="20" keywordseo="FY22">FY22</keyword>) that would specify engine configuration and other changes required in vehicles to conform to stipulated changes in fuel mix. The government is also working on an incentive scheme to promote manufacture and use of flex engines in vehicles. The details would be specified when policy in this regard is unveiled. The use of flexible fuel vehicles (FFVs) is being actively looked at by the government to ensure increased use of bio-fuels for running vehicles, <keyword id="84980" type="COMPANY" weightage="20" keywordseo="petroleum">Petroleum</keyword> Secretary Tarun Kapoor had told <keyword id="105681" type="COMPANY" weightage="20" keywordseo="IANS">IANS</keyword> earlier. An FFV is a modified version of vehicles that could run both on gasoline and doped petrol with different levels of ethanol blends. These are currently being used successfully in Brazil, giving people the option to switch fuel (gasoline and ethanol) depending on price and convenience. In fact, a majority of vehicles sold in Brazil are FFVs. For <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>, FFVs will present a different advantage as they will allow vehicles to use different blends of ethanol mixed petrol available in different parts of the country. The current regulations allow for mixing up to 10 per cent ethanol in petrol. However, due to short supplies and transportation challenges, 10 per cent blended petrol is available only in 15 states while bio-fuel in other states varies between 0 to 5 per cent. FFVs will allow vehicles to use all the blends and also run on unblended fuel. Introduction of FFVs will require adoption of vehicle standards, technologies and retrofitting configurations that will have to be looked at by the Ministry of Heavy Industries. The country is moving quickly in the direction of E-20 or 20 per cent ethanol blended petrol fuel that could be introduced as early as 2023 with a nationwide roll out by 2025. The urgency for policy of vehicle is keeping these goals in mind. For auto companies, introduction of FFVs will pose another challenge that they are already facing with the fast adoption of electric vehicles. If standards on FFVs are made mandatory, it would require additional investment in production lines and technology transfers to change the character of the vehicles. Already the use of 10 per cent ethanol blended petrol and introduction of BS VI fuel have added to the cost of making a vehicle. Taking blending to 20 per cent require few minor changes in vehicle configuration, but adoption of FFVs will future proof the design to adopt to any more changes in blending options and configuration. Government may issue guidelines for 'flexible fuel' vehicles by October

fuel in vehicles. Also, the centre has advised auto makers to manufacture flex fuel vehicles that are capable of running on both ethanol-based fuel and petrol. Sugar companies witness a sweet rally on ethanol excitement that may continue in 2022 as well

New Delhi, Dec 1 () Indian alcohol manufacturers have approached NITI Aayog, seeking exemption of import duty on extra neutral alcohol (ENA), which is the primary raw material for making alcoholic beverages.
 The alcohol manufacturers have pleaded that there is a massive shortage in domestic supplies of ENA following diversion of ethyl alcohol for bio-fuel blending by oil marketing companies (OMCs) in the country.
 "Short availability of ENA (high-purity ethyl alcohol) has placed domestic alcoholic beverage industry in a precarious situation. Price of ENA, which was around Rs 45 per bulk litre until recently, is now breaching Rs 60 mark. Even at this price, the supply is uncertain and under stress," Confederation of Indian Alcoholic Beverage Companies (CIABC) Director General Vinod Giri said in a letter to NITI Aayog CEO Amitabh Kant.
 The CIABC, in its letter, said recent floods in Maharashtra and Karnataka have adversely impacted sugarcane crop in the region which shall worsen the supply of ENA even further and therefore, it is of the view that the Commerce Ministry may be advised to allow imports of ENA exempt from import duty until domestic supply improves. 
 High import duty is a big hinderance for import of ENA from international market. 
 The price of ENA in international market is around Rs 50 per litre. At current duty (150 per cent), imported ENA will cost Rs 125 per litre which is unsustainable. But with no or marginal duty, price can be at Rs 50 to 55 per litre. Availability of ENA at such prices will make it sustainable for the industry, the CIABC said.
 Reduced availability of the primary raw material endangers the survival of the industry and all those who depend on it for livelihood, it added.
 Alcohol industry contributes almost Rs 2 lakh crore by way of various taxes, sustains livelihood of nearly 40 lakh farmers, and employs nearly 20 lakh people directly and indirectly. 
 Tax revenues from alcoholic beverages consist of 20 to 40 per cent of most states' tax receipts. This way, the alcohol industry is one of the largest contributors to the Indian economy, it added.
 Terming the availability of ENA as a multi-ministry issue as it is also being used for bio-fuel, Giri said the Centre is pushing hard for blending ethanol in auto fuels to reduce import dependence in petroleum, but shortage of ENA and its growing costs will make the move economically unsustainable for OMCs and fail to achieve blending target from current level of 7.2 per cent to 20 per cent.
 "We have already said this to Petroleum Ministry in our letter written a couple of months ago," he added.
 According to CIABC estimates, annual ethyl alcohol production in the country is 420 crore litres. Of this, contracts concluded by OMCs for supply towards blending with auto fuel in the year 2018-19 were at 269 crore litres at current level of 7 per cent ethanol addition (blending with petrol). That leaves a balance of 151 crore litres for all other uses, whereas the demand is 260 crore litres.
 While alcoholic beverages industry needs 190 crore litres ethyl alcohol, chemical industry requires another 70 crore litres. There is a shortfall of 109 crore litres, which would only grow with higher levels of blending with fuel targeted by OMCs.
 Higher ENA cost will make blending a cost ineffective option for OMCs. It costs OMCs between Rs 35-40 for a litre of fuel, averaged for diesel and petrol if they source crude from international market at prevailing prices of around USD 58 a barrel and process it.
 It will severely impact their bottom lines if they are made to buy ethanol at a cost of Rs 50 plus per litre and blend it in a ratio of up to 20 per cent. Thus, a commercially sustainable policy is needed, the body pleaded.
 Demanding restriction in ethanol blending in auto fuels to realistic levels based on availability of alcohol, Giri said the government should immediately limit sourcing of ethanol for blending in fuel to molasses-based distilleries, cellulosic material-based distilleries and sugar factories.
 He further suggested that the government should also exclude grain-based alcohol from ethanol blending to make it exclusively available to potable alcohol industry,
 "We have urged the government to explore new innovative alternatives for making bio-fuel. Paddy stubbles which are being burnt causing air pollution in and around Delhi, for example, can be converted into ENA. Other sources like corn etc can also be looked into to generate ENA," he added. KKS RVK

Alcohol manufacturers plead NITI Aayog for import duty exemption on ENA

The government has increased ethanol blending in petrol from 1.53 per cent in 2013-14 to 10.17 per cent in 2022 and advanced its target to achieve 20 per cent ethanol blending in petrol from 2030 to 2025-26, Petroleum Minister Hardeep Puri said on Tuesday. He said that <keyword id="3658" type="General" weightage="80" keywordseo="india" source="Orion">India</keyword> has been able to navigate through the most formidable energy crisis the world has seen since the 1973 oil crisis thanks to its energy security strategy focussing on diversification of energy supplies, increasing India's exploration and production footprint, and meeting energy transition through the gas-based economy, <keyword id="8411893" type="General" weightage="80" keywordseo="green-hydrogen" source="Orion">Green Hydrogen</keyword> and electric vehicles. Our proposal is to take an initiative at a global-level to take ethanol blending in petrol up to 20 per cent," he said. "Or alternatively, we could work on developing another blending mix for the greater global good, one that ensures a stable energy supply while also contributing to climate security," Modi said at the session attended by US President Joe Biden, Saudi Arabia Crown Prince Mohammed bin Salman, and UK Prime Minister Rishi Sunak among others. Developed countries have expressed their willingness to fulfil their commitment of USD 100 billion for climate finance for the first time," he said. At the Copenhagen UN climate talks in 2009, developed countries had committed to providing USD 100 billion per year by 2020 to support developing countries in combating climate change. However, the wealthier nations failed repeatedly to fulfil this commitment. The Global Biofuels Alliance, which the world's third biggest oil consumer wants to push during its G20 presidency, mirrors the <keyword id="3155010" type="General" weightage="80" keywordseo="international-solar-alliance" source="Orion">International Solar Alliance</keyword> (ISA) piloted by New Delhi and Paris in 2015 to bring clean and affordable solar energy within the reach of all. While India is on schedule to double the mixing of ethanol extracted from sugarcane and agriculture waste to 20 per cent with petrol by 2025, it is also setting up dozens of compressed biogas (CBG) plants. The Global Biofuels Alliance is aimed at facilitating cooperation and intensifying the use of sustainable biofuels across sectors, including transportation. Its focus is primarily on strengthening markets, facilitating global biofuel trade, developing concrete policy lesson-sharing and providing technical support for national biofuel programmes worldwide. Such an initiative is also aimed at helping India's transition to alternative fuels and cutting its import bill, as it seeks to achieve its net zero carbon emissions goal by 2070. On the other hand, the ISA aims to mobilise more than USD 1,000 billion of investment needed by 2030 for the massive deployment of solar energy. The <keyword id="69313" type="General" weightage="50" keywordseo="international-energy-agency" source="Orion">International Energy Agency</keyword> (IEA) estimates that global sustainable biofuel production would need to triple by 2030 to put the world's energy system on track towards net zero emissions by 2050. G20 Summit: PM Modi announces launch of Global Biofuel Alliance

New Delhi, Nov 20 () The government should purchase crop residue as it procures wheat and paddy at minimum support price (MSP) to address the issue of stubble burning, one of the causes of air pollution, JD(U) MP Ram Nath Thakur suggested in the Rajya Sabha on Wednesday. 
Raising the issue during the morning session, Thakur also expressed concern over the arrest of farmers in some states for stubble burning. 
The government should buy crop residue in the same way it purchases wheat and rice from farmers at MSP, he said, adding that this will not only help in reducing pollution, but also provide financial relief to farmers.
BJP member Vijay Pal Singh Tomar suggested that stubble can be used in manufacturing of ethanol. 
He also said efforts should be made to ensure 10 to 15 per cent blending of ethanol with petrol, which will help in environment protection and saving foreign exchange. 
The government has mandated mixing of 10 per cent ethanol in petrol, but only about six per cent is being mixed currently. 
Meanwhile, three Congress MPs demanded that the central government buy rice from Chhattisgarh. 
Chhaya Verma, Motilal Vohra and P L Punia mentioned in the House that rice from the state is not being purchased for the central pool as Chhattisgarh is buying at a higher MSP of Rs 2,500 per quintal against the MSP of Rs 1,815 per quintal announced by the Union government. 
The Centre should relax norms and buy the grains at the MSP announced by the state government as part of its goal to double farmers' income, they said. 
The Congress, which is in power in Chhattisgarh, had promised the higher MSP to boost farmers' income, according to them. 
BJP's Shwait Malik said people living within the 5-km area from the India-Pakistan border in Punjab are facing problems in getting employment and education. 
He demanded a special fund to provide infrastructure, education and job opportunities to them. 
In his Zero Hour mention, A K Selvaraj of the AIADMK raised the issue of adulteration and contamination of food products.

New Delhi, Feb 25 () Industry body ISMA on Tuesday revised the country's sugar production upward by two per cent to 26.5 million tonnes for the ongoing 2019-20 marketing year, much lower than last year but enough to meet the local demand. It may be noted that a senior Food Ministry official on February 24 had said the total sugar output would be around 27 million tonnes this year. Indian Sugar Mills Association (ISMA) had in November last year pegged sugar production at 26 million tonnes for the 2019-20 marketing year (October to September) considering fall in sugarcane crop in key growing states, compared with 33.16 million tonnes during the 2018-19 marketing year. Already, about 17 million tonnes of sugar has been manufactured by mills till February 15. Annual sugar consumption in India, the world's second largest producer after Brazil, is about 26 million tonnes. Releasing the latest data, ISMA said: "Sugar production during 2019-20 would be slightly more than what was estimated in November 2019. ISMA has accordingly revised its sugar production estimates upwards from 26 million tonnes to 26.5 million tonnes for 2019-20. The production estimate has been revised after considering reduction of sugar following higher production of ethanol by way of diversion of B-heavy molasses and sugarcane juice, it said in a statement. According to the second estimate, production in Uttar Pradesh, the country's largest sugar-producing state, is estimated to be 11.8 million tonnes this year, almost similar to what the state had produced in 2018-19. However, in Maharashtra, sugar production is estimated to drop by almost 40 per cent to around 6.2 million tonnes in 2019-20 as against 10.72 million tonnes in 2018-19. "Based on our analysis, we expect higher yield from the balance sugarcane available for harvesting which is mainly in areas which are high yielding districts like Kolhapur, Satara, Sangli and Pune," ISMA said. Similarly, in Karnataka, sugar production is estimated to be around 3.3 million tonnes in 2019-20 from 4.43 million tonnes in 2018-19 due to fall in cane acreage by 21 per cent. According to ISMA, there has not been any major changes in the other sugarcane growing states of the country. As per the second advance estimates, other states including Tamil Nadu, Gujarat, Andhra Pradesh and Telangana, Bihar, Punjab, Haryana, Madhya Pradesh, Chattisgarh, Odisha and Uttarakhand are collectively expected to produce about 5.2 million tonne this year. On ethanol supply for blending with petrol, the industry body said 61.63 crore litres of ethanol made from B-heavy molasses and 10.60 crore litres ethanol made from sugarcane juice have been finalised from the first tender. Another tender is under finalisation and is expected that some more ethanol supplies would be contracted, including ethanol from B-heavy molasses and sugarcane juice. ISMA said closing stock of sugar at the end of the current year is expected to be around 10 million tonnes. If the government continues with its buffer stocks of 4 million tonnes next year too, the net available sugar balance for market sale will be around 6 million tonnes, which is considered reasonable, it added. Meanwhile, the rupee has been in free fall in part because of the global oil prices and recent economic crisis in Turkey. On Wednesday, rupee posted a record low of ₹71 against the dollar. The value of Indian rupee has <a href="https://www.bbc.com/news/business-45369884">slipped </a>by 10% since the beginning of the year because of fears of India’s increasing trade deficit and rising global oil prices. A weak rupee also makes it more expensive to import goods and commodities priced in US dollars. Last year, India shifted to the practice of revising fuel prices on a daily basis from an earlier practice of reviewing twice a month. The former was enacted by <keyword id="6354412" type="DOMAIN" weightage="20" keywordseo="indian-oil">Indian oil</keyword> marketing companies to bring it in line with the daily fluctuations in crude oil and what other developing countries follow. What about alternative fuels? Biofuel could potentially be manufactured from waste foodgrains and even <a href="https://economictimes.indiatimes.com/news/et-explains/rotten-potatoes-thats-the-governments-answer-to-your-rising-fuel-bill/articleshow/65656298.cms">rotten potatoes.</a> However, challenges still remain for these fuels for the foreseeable future.

Indian government and biofuel initiatives Efforts to produce ethanol from sugarcane started during Atal Bihari Vajpayee’s governance. However, since the project was launched by the previous government, the scheme was not given the right momentum. After the BJP government took charge of the central government after the 2014 elections, the ethanol blending program was initiated and the scheme operates today in more than 25 states and union territories of India. This project not only helped farmers but also saved about Rs. 4000 crores in foreign exchange. All about green fuels Other than sugarcane, the other sources to produce biofuels include spoiled crops, bamboo, grass, crop residue, cow dung, recycled edible oil, crop stubble, solid waste, and many others. The government initiatives to produce bio-diesel from the used cooking oil discarded in households, commercial kitchens, restaurants and other food processing plants can be used to produce bio-diesel that can make a cleaner, renewable and cheaper fuel. The government has recently announced that the state-run marketing companies will produce bio-diesel from the used edible oil. Bio-diesel can be mixed with any type of diesel. It is non-toxic and bio-degradable. The government’s initiatives in the lines of bio-diesel is a measure to decrease our dependence on oil imports and find alternative sources of greener fuels.

New Delhi, Jan 22 () India on Wednesday expressed interest in raising the import of crude oil from Brazil as the world's third largest oil consumer is looking at diversifying its import basket beyond the highly volatile Middle East region.
 Oil Minister Dharmendra Pradhan met visiting Brazilian Minister for Mines and Energy Bento Albuqueroque to review cooperation between the two countries.
 "India is diversifying its crude oil supply and our oil companies have expressed interest in sourcing more crude from Brazil if offered favorable commercial terms," Pradhan tweeted after the meeting.
 India imports 84 per cent of its oil needs and two-thirds of its import come from the Middle East with Iraq and Saudi Arabia being the top suppliers.
 Pradhan said he also sought intervention for the early monetization of India's existing investments in the Brazilian energy sector.
 ONGC Videsh Ltd, the overseas arm of state-owned Oil and Natural Gas Corp (ONGC), has two exploration blocks in Brazil - BC-10 and BM Seal-4 and is looking at monetizing discoveries made there.
 Pradhan said during the meeting the agreements/MoUs to be signed in bioenergy and oil &amp; gas sector during the Summit level meeting with the visiting Brazalian President were also reviewed.
 Separately, the Union Cabinet, chaired by Prime Minister Narendra Modi, has given its approval for the signing of the Memorandum of Understanding (MoU) with Brazil on cooperation in the field of oil and natural gas.
 "The MoU will enhance cooperation between the two sides in the oil and natural gas sector. Under the MoU, both sides will work towards establishing cooperation in the exploration and production (E&amp;P) initiatives in Brazil and India, research &amp; development in this sector, explore collaboration in Liquefied Natural Gas projects in Brazil, India and third countries, and also encourage collaboration in oil energy and environmental issues, including energy policies such as energy efficiency, energy research development and expansion of the regional energy infrastructure networks," an official statement said.
 The MoU will be signed during the visit of Brazalian President.
 "We further discussed to collaborate our efforts in the field of Biofuels. We are targeting to achieve 20% ethanol blending in petrol &amp; 5% bio-diesel blending capacity by 2030. In this regard expressed India's interest to work with Brazil in the field of Bioenergy," Pradhan tweeted after meeting his Brazalian counterpart.
 Also discussed was developing cooperation in technologies, particularly in the areas of mining and pelletization, he added. ANZ MR

India keen on importing more oil from Brazil

The Budget 2016-17 will be a "historical one" with focus on job creation and sustainable development, Union Environment Minister <keyword id="119642" type="PERSON" weightage="80" keywordseo="Prakash-Javadekar">Prakash Javadekar</keyword> said today. 
 "The Budget will be essentially a historical one. It will ensure path of job creation and ensure sustainable development. That is the thrust of the <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> government," Javadekar said while interacting with captains of the industry and farmer representatives here. 
Stating that the focus of the government is on "Jawan, Noujavan, Kisan and Karmachari" (Soldier, Youth, Farmer and Labourer), Javadekar said that different ministries were talking to representatives of various sectors separately to meet their expectations. 
 
For the welfare of labourers, the government increased minimum wages, enhanced the ceiling of bonus and fixed wages for the contract workers, a step which was never taken before, he said. 
 
"We represent the aspirations of poor class," he said adding, in one year, a record 17-crore poor people have opened bank accounts under the Jan Dhan Yojana and 12 crore insured for accident by paying Rs 12. 
 
Responding to various issues raised by various industries such as textile, engineering, manufacturing, processing, pump and motors, Javadekar said that Zero Liquid Discharge was not the policy, but not polluting rivers as the policy, and referred the issue of Ganga, where nearly 550 polluting industries were made to use monitoring device and over 200 units made to close operations. 
 The Minister said that the Centre's main focus is on reforms and through its "<keyword id="2967568" type="UNKNOWN" weightage="80" keywordseo="GiveItUp">GiveItUp</keyword>" LPG subsidy scheme, the government has been able to persuade around 10 lakh people to give up the benefit, benefiting the poor living without a gas connection. 
 
There are 40 per cent households who do not have LPG connection and use firewood, he said, adding the Centre is planning to provide connection to all in next 10 years. 
 
Similarly, the government has brought stability in the sugar industry, which was facing frequent cane pricing issue, and started ethanol blending in petrol, which was blocked by import lobby earlier, Javadekar said.
