Panaji, Feb 21 () Liquor traders in Goa on Fridayasked the state government to stop issuing any more licencesfor retail sale of alcohol as the industry has reached"saturation point".All Goa Liquor Traders Association presidentDattaprasad Naik also said if the proposed hike in excise dutyon alcohol mooted in the recent state budget is not withdrawn,the entire industry would collapse.The budget 2020-21, presented in the assembly onFebruary 6, proposed a hike in the excise duty on variousliquor brands, including local brew 'Feni'.Talking to , Naik said 2,000 retail liquor outletsalready exist for a population of 15 lakh which is sufficientto meet the requirements in Goa."There is no space for more outlets in the state. Thestate government should stop giving fresh licences for thenext three years, he said, adding the industry has reached"saturation point".Naik said besides the 2,000 retail outlets, there are8,000-10,000 bars which sell liquor across the state, apopular tourist destination.He claimed the liquor trade industry is slowlyslipping out of the hands of Goans due to "faulty" policies ofthe state government.Pointing out that former chief minister ManoharParrikar had amended the State Excise Act to make it mandatoryfor fresh applicants to have 25-year domicile certificate,Naik said this rule should also be implemented during annualrenewal of licences.When licences are taken up for renewal annually, therule of 25 years of domicile in Goa should be made compulsoryso as to stop increasing take over of the industry by non-Goans, he said.Naik admitted that several local traders haveillegally leased out their premises to non-Goans.This was the trade which was exclusively with Goans,but slowly it is slipping out of their hands. No more retail liquor outlets needed in Goa: Trade body

The <keyword id="826" type="CITY" weightage="80" keywordseo="Goa">Goa</keyword> government is considering banning consumption of liquor in <keyword id="6478239" type="UNKNOWN" weightage="80" keywordseo="public-places">public places</keyword> to check nuisance, a senior official said today. 
 
"There are complaints from common people about consumption of liquor in public places, which leads to littering and other nuisance. The existing excise law needs to be amended for the same," Goa's Excise Commissioner Menino D'Souza told PTI. "The state excise department would amend the Goa, <keyword id="6392149" type="CITY" weightage="80" keywordseo="Daman">Daman</keyword> and Diu Excise Act, 1964, which would give powers to the department's inspectors to punish the offenders," he said. 
 
The department has already formed a committee headed by former excise commissioner Ashok Desai to review the existing excise law, D'Souza said. 
 According to government records, there are 332 wholesale liquor shops in Goa, besides 9,445 bars and restaurants serving <keyword id="6359858" type="UNKNOWN" weightage="80" keywordseo="alcohol">alcohol</keyword>. 
D'Souza said the state tourism department has already amended the Goa Tourist Places (Protection and Maintenance) Act to check the nuisance of drunken people at tourist places. 
 "The tourist places are defined as beaches and other spots, and India Reserve Battalion (IRB) of <keyword id="65767" type="ORGANIZATION" weightage="80" keywordseo="goa-police">Goa Police</keyword> have been asked to take action against those found <keyword id="31485" type="UNKNOWN" weightage="80" keywordseo="drinking">drinking</keyword> at these places. It is working as a deterrent," he said. 
 
The tourism department took the step after groups of errant tourists were found drinking and breaking glass bottles on the beaches, resulting in several injuries, he said. 
 
However, D'Souza said, the ban needs to be introduced in a balanced way. "There are many families who go on picnics where they drink in open spaces. They don't create nuisance. The ban should not affect such kind of picnics," he said. 
 
The department is also considering to ban liquor consumption in public places during certain hours. 
 
"We can even restrict the timings so that there is a control (on the problem)," he said. 
 
Shops selling cheap liquor on wholesale basis have mushroomed in the state and this has heightened the problem of nuisance caused by drunken people.

You may be banned from drinking alcohol in Goa's public places!

India is surely living up in since the last couple of years. Increased <keyword id="6359858" type="UNKNOWN" weightage="100" keywordseo="alcohol">alcohol</keyword> consumption is the biggest indicator of this. No prizes for guessing the heaviest of drinkers. Among Indian states, the trend of bottom’s up is the highest in <keyword id="28504" type="CITY" weightage="80" keywordseo="Kerala">Kerala</keyword> and Andhra Pradesh. 
 
Overall statistics is a bit alarming too. According to a survey that was compiled and presented recently, Indian population was studied between 2008 and 2012. The World Health Organization warned showing a startling 11% of the people starting from 15 years of age were among moderate to heavy drinkers. 
 
The per capita consumption of alcohol had increased from 1.6 liters in 2003-2005, to a good 2.2 liters between 2010 and 2012. Young Keralites and Andhrites kept their alcohol flag flying high with heavy alcohol consumption per annum, followed by other states such as Maharashtra and Punjab. 
 
While the global figure stood at 16% overall drinkers, India alone had achieved a percentage of 11% with its heavy and binge drinkers making up for the numbers. In 2010 alone, about 30% of total population celebrated getting high on spirits. About 93% alcohols were consumed in some form of the spirit or the other, and beer added up to a paltry 7% of the total consumption. 
 Taking these figures seriously, and paying good heed to the warning issued by <keyword id="6366244" type="ORGANIZATION" weightage="60" keywordseo="WHO">WHO</keyword>, Kerala moved towards blanket banning of liquor only to water down the policy later. 
 According to India’s National Sample Survey Office which collates data and interprets them to understand the problem posed by high consumption of alcohol, there are probably more loopholes than what the naked eye can see. Because <keyword id="159764" type="COMPANY" weightage="60" keywordseo="nsso">NSSO</keyword> does not take into account the high-end spectrum drinking that happens in social circles, and private bars. 
 
NSSO also attempted bringing together the data from years 2011-2012 where liquor was split into four categories while collating the numbers. They were toddy, country liquor, beer, and foreign/ refined liquor or wine. The rural Indian, on an average consumes around 220 ml of alcohol in some form or the other, making for an annual quantity of 11.4 liters a year. 
 
Toddy is considered the most favourite among this category owing to the fact that it can be accessed easily, and comes in many price brackets that can be afforded by the poorest of the poor. Beer drinking states followed by the ones who preferred ‘phoren’ liquor came later. 
 
Daman and Diu, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Arunachal Pradesh, Sikkim and Puducherry were among the leading Union Territories in the category which preferred better form of liquor or beer over Toddy. Goa, Andhra Pradesh, and Karnataka too followed the suit. Karnataka and Kerala are almost vying with each other in this classification category. 
 
Though there are contradicting reports as to which state tops the list, WHO seems to go by its own set of data making Kerala the state which loves its drink or two. But, NSSO seems to give away this most coveted place to Andhra Pradesh making this the biggest consumer of alcohol. During the pre-Telangana period, Andhra seems to have taken to drinking with much passion, downing almost 34.5 litres of liquor per year, against Kerala where people drank only 10.2 liters per year. 
 
The reasons for this are many. Income seems to be the most influencing factor in encouraging the drinking binge. When the upper middle class or the rich are taken into consideration, the number only falls for a brief while before rising by a good 5% in terms of consuming alcohol. 
 
In urban areas, the country liquor doesn’t have many takers unless the place witnesses high migratory labour such as construction workers or labourers who can only afford the cheap liquor after a hard day’s work. 
 
The numbers are alarming given the fact that alcohol contributes to nearly 3.3 million deaths in India, which come under the global percentage of 5.9%. 
 
Though health monitoring agencies have been issuing warnings at regular intervals about alcohol causing hemorrhage, TB, epilepsy and strokes leading to death, the caution seems to have fallen on deaf ears with India holding up its drink around the year.

Bottom’s Up: Why Kerala Drinks Most Among Indian States

It is not just the rising prices of petrol and diesel which is hassling the common man in <keyword id="826" type="General" weightage="50" keywordseo="goa" source="Orion">Goa</keyword>. The state's heritage brew, <keyword id="162752" type="General" weightage="100" keywordseo="feni" source="Orion">feni</keyword>, too has become dearer for the average Goan, with its cost rising from Rs 4,000 per can (35 litres) to Rs 7,000 to 8,000. Hence, the stakeholders have expressed fear that some miscreants may start a making spurious versions of the popular drink. Feni, the most popular drink of the coastal state, was notified as the state heritage drink by the Goa government in 2016. Cashew feni is also the country's first indigenous liquor to obtain the <keyword id="54626" type="General" weightage="50" keywordseo="geographical-indication" source="Orion">Geographical Indication</keyword> tag, a process which was initiated by the local manufacturers of the brew in 2009. According to feni producers, an unprecedented drop in cashew production in Goa has in turn affected the production of cashew feni. "We were expecting that the price of cashew feni may be hiked by 20 to 30 per cent. But to our surprise, it has almost doubled as compared to last year's rate. Now the feni producers are charging Rs 7,000 to 8,000 for a single can of 35 litres. This rate will remain constant till the next production is done," Shailesh Naik, a retailer, told IANS. The increased rate has also fuelled fear of spurious versions of the traditional brew, which is one of the cheapest drinks in Goa. 'Urrak' is obtained from the single distillation process, while once double distilled, the drink is referred to as feni. Urrak, which is a seasonal drink containing alcohol, is consumed with lime juice. However, feni is blended with spices like clove, pepper, nutmeg and cinnamon to make another variation called 'masala feni'. Speaking to IANS, Mac <keyword id="6445000" type="General" weightage="50" keywordseo="vaz" source="Orion">Vaz</keyword>, founder-president of <keyword id="14367829" type="General" weightage="50" keywordseo="cashew-feni-distillers-and-bottlers-association" source="Orion">Cashew Feni Distillers and Bottlers Association</keyword>, said that the price hike is due to bad crop yield, which has been caused by the unseasonal erratic rains. "But the main concern is not the escalated price of feni. We fear that some stakeholders might try to fill in the shortfall by making spurious versions of the drink," said Vaz, who is also an exporter and bottler of the popular feni brand, 'Big Boss'. Goans hit by alcohol inflation after Feni rates double to Rs 8,000 per can

The <keyword id="68884" type="General" weightage="100" keywordseo="telangana" source="Orion">Telangana</keyword> government has increased the <keyword id="6356212" type="General" weightage="20" keywordseo="liquor" source="Orion">liquor</keyword> prices by 20 to 25 per cent to mop up revenues. Prices of all brands of liquor were hiked and this is expected to help the government generate additional revenues of Rs 6,000 crore to Rs 7,000 crore annually. The state had earned Rs 30,000 crore from liquor sales in 2021-22 with the tax income reported at Rs 12,000 crore The authorities have increased the price of 1,000 ml liquor by Rs 120. The price has gone up to Rs 615 from Rs 495 earlier. The price of a quarter bottle has been hiked by Rs 20. On all types of beer, there was a minimum hike of Rs 10 per bottle. The new prices will come into effect from Thursday. The excise officials checked the liquor stocks at wine shops, bars and pubs on Wednesday night after the day's sales came to an end. The available stocks will be sold at new rates from Thursday. The liquor prices have been hiked for the first time since liquor policy 2021-23 came into effect. Liquor prices were last hiked in the state in May 2020 soon after the first phase of Covid-19 lockdown. This has come at a time when the state is facing a fund crunch to continue its welfare schemes as the Centre has tightened norms on loans and market borrowings. This is the latest in a series of measures taken by the state government to mop its revenues. Telangana hikes liquor prices by 20-25% to increase state revenues

Hike in petrol prices may not have brought tears in the eyes of Delhiites, but here is another expected price rise that could certainly make many cry. The rates of liquor is likely to increase by 8 to 12% as the revised <keyword id="6356916" type="UNKNOWN" weightage="40" keywordseo="excise-duty">excise duty</keyword> regime and increased retailers margin component on liquor, notified by the <keyword id="6354952" type="ORGANIZATION" weightage="80" keywordseo="Delhi-Government">Delhi government</keyword>, would come into effect from Tuesday (July 1).
 

	In order to promote fair play and make the liquor trade look more profitable, the Delhi government has decided to increase the retailer's profit margin.
 As per the revised list, the retailer's profit margin component on <keyword id="6359860" type="ORGANIZATION" weightage="80" keywordseo="beer">Beer</keyword>, <keyword id="2392253" type="UNKNOWN" weightage="80" keywordseo="Alcopop">Alcopop</keyword> has been increased from the existing 8% to 12% of wholesale price. The retailer's profit margin on <keyword id="6438859" type="UNKNOWN" weightage="80" keywordseo="Indian-made-foreign-liquor">Indian Made Foreign Liquor</keyword> (IMFL) has been hiked from the existing 15-18% of the wholesale price. The retailer's profit margin on country liquor (Delhi Medium Liquor) has moved up from 3 to 6%. 

	The rates of beer have been increased by Rs 5 and Rs 20 per bottle and prices of IMFL have gone up by Rs 25 and Rs 40 per bottle.
 With the increase in rates, the <keyword id="2392251" type="UNKNOWN" weightage="40" keywordseo="Department-of-Excise-Entertainment-Luxury-Tax">Department of Excise Entertainment &amp; Luxury Tax</keyword> aims to collect additional Rs 250 crore as it was unable to meet its revenue target of Rs 3,200 crore in the last financial year and earned revenue of Rs 3,151 crore. Chennai, Feb 14 () The Goods and Services Taxarrears due from the Centre to Tamil Nadu currently standsat Rs 12,263 crore, State Finance Secretary S Krishnan said."We have received some arrears over the last two weeks.The current outstanding amount is Rs 12,263 crore," hetold reporters on Friday.Listing some salient features of the budget presented byDeputy Chief Minister O Panneerselvam, he said the state haspegged its own tax revenue to grow by 10.52 per cent to reachRs 1.33 lakh crore in the revised budget estimates for2020-21."It is a realistic target. There were times when taxrevenue grew by more than 12 per cent..this time we havemoderated to a nominal tax growth rate," he said.According to the budget, the State's Own Tax Revenueis estimated to be Rs 1,20,809.3 crore for 2019-20.The State's Own Tax Revenue is estimated to increaseto Rs 1,33,530.30 crore in budget estimates for 2020-21,Krishnan said.For 2021-22, he said the own tax revenue was estimatedat Rs 1,52,270.66 crore and for 2022-23, Rs 1,73,664.49 crore.To a query on revenue from the Tamil Nadu StateMarketing Corporation (TASMAC), which sells liquor through itsretail outlets, the Finance Secretary said it was expected tobe around Rs 30,000 crore for 2019-20.Asked about increase in liquor prices, he said it wasexpected to mop up an additional Rs 2,000 crore to theexchequer.On funds allocated under the State Disaster ManagementFund, he said the Centre has increased its share to Rs 1,360crore from the earlier Rs 825 crore."We have intimated that it will not be sufficient. New Delhi, Candidates in Punjab's Jalandhar can spend Rs 15 for a cup of tea and the same price for a samosa they offer to people during public meetings and campaign trails in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. However, those in Madhya Pradesh's Mandla can spend Rs 7 for a cup of tea and another Rs 7.50 for a piece of samosa, considered a staple snack in many parts of the country. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. Desserts like dhodha (Rs 450 per kg) and ghee pinni (Rs 300 per kg) are also on the menu besides <keyword id="20350738" type="General" weightage="20" keywordseo="lassi" source="keywords">lassi</keyword> and nimbu pani priced at Rs 20 and 15 per glass respectively. The cost of tea is low at Rs 5 in the rate card of Balaghat in Madhya Pradesh but the samosa is priced higher at Rs 10. The Balaghat rate card also has idli, <keyword id="21122493" type="General" weightage="20" keywordseo="sambhar-vada" source="keywords">sambhar vada</keyword> and poha-jalebi priced at Rs 20 while the cost for dosa and upma has been fixed at Rs 30. In Thoubal district of violence-hit Manipur, tea, samosa, kachori, khajur (dates) and gaja (dessert) have been priced at Rs 10 each. Candidates in the northeastern state's Tengnoupal district, will have to stick to Rs 5 for black tea and Rs 10 for milk tea. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. Breads like butter nan, <keyword id="19994516" type="General" weightage="20" keywordseo="missi-roti" source="keywords">missi roti</keyword> and plain roti are also on the platter besides desserts including <keyword id="21122494" type="General" weightage="20" keywordseo="kaju-katli" source="keywords">kaju katli</keyword> and gulab jamun. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

The <keyword id="6354977" type="ORGANIZATION" weightage="20" keywordseo="Supreme-Court">Supreme Court</keyword>’s verdict on banning all liquor shops within 500 metres of state and national highways has been made effective since yesterday. While food entrepreneurs thought that five star <keyword id="6368036" type="PERSON" weightage="20" keywordseo="Hotels">hotels</keyword> and fine dining restaurants would be kept off the purview, but that didn’t really happen. Last Friday, the apex court has ruled that December 15 order on banning liquor across national and state highways will be applicable on hotels and restaurants as well. 
 
The people in the business of hospitality now fear loss of jobs that may count upto one million across the country. 
 "As an industry we are completely shocked. States like Maharashtra, <keyword id="6354915" type="CITY" weightage="20" keywordseo="Assam">Assam</keyword> and <keyword id="20154" type="ORGANIZATION" weightage="20" keywordseo="tamil-nadu">Tamil Nadu</keyword> were of the opinion that the ban would be imposed only on liquor shops. We are pegging the loss of revenue to about 40% ,” <keyword id="646692" type="PERSON" weightage="20" keywordseo="Pradeep-Shetty">Pradeep Shetty</keyword>, member of the legal committee at the Federation of Hotels and Restaurant Associations of India told <keyword id="6474066" type="COMPANY" weightage="20" keywordseo="economic-times">Economic Times</keyword>. He added that incidental losses will lead to retrenchment and the loss of employment could be about 1 million. 
 In <keyword id="66" type="COMPANY" weightage="20" keywordseo="Delhi">Delhi</keyword> NCR, premium hotels like Westin, Trident, Leela and a few in the Aerocity will be badly affected by the ban in terms of business. Cyber hub, a home to an array of resto-bars would be hit. 
 Cities like Goa, that would see the maximum loss in business as almost 3000 liquor joints would be shut are pinning their hopes on the new CM <keyword id="6363133" type="PERSON" weightage="20" keywordseo="Manohar-Parrikar">Manohar Parrikar</keyword>.
