Indian Army confirms officer, two soldiers killed in clashes with Chinese soldiers in Ladakh

Asserting that it is fully prepared to fight a full-fledged war even in winters in eastern Ladakh, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> on Wednesday said if China created conditions for war, they will face a better trained, better prepared, fully rested and psychologically hardened Indian troops. In a statement, it said compared to physically and psychologically battle-hardened Indian troops, Chinese troops mostly are from urban areas and not used to hardships or prolonged deployment under field conditions. The Army' Northern Command headquarters made these assertions reacting to China's official media Global Times reports that India's operational logistics is not geared up adequately and it will not be able to fight through winters effectively. "This can best be attributed to ignorance. Indian Army is fully prepared and more than capable of fighting a full-fledged war even in winters in eastern Ladakh," a Northern Command spokesperson said here. "India is a peace-loving country and wishes to have good relations with its neighbours. India always prefers to resolve issues through dialogue. While talks are in progress to resolve the border issues with China in eastern Ladakh, at the military level it is well prepared for the prolonged stand-off," he said. He said altitudes in Ladakh range from "high to super-high altitude" and there is a lot of snowfall - up to 40 feet after November. "Coupled with this, the temperature dipping down to minus 30 to 40 degree Celsius is a usual phenomenon. Wind chill factor makes matters even worse for the troops. The roads also get closed due to the snow. But despite all this, the most encouraging part for India is that the Indian soldiers have a huge experience of winter warfare and are psychologically tuned to operate at short notice," the spokesperson said. While these facts are known to the world, he said, adding the operational logistics capabilities, however, are hardly known. "Logistic capability relates to mobility, habitat and billeting, quality services for health, special rations, repair and recovery, heating systems, high-quality weapons, ammunition, quality clothing, and so on. While much of these capabilities existed earlier and troops could simply plug and play, a lot has also been boosted since May this year when China showed first signs of aggression," he said. The spokesperson said it is important to understand that the Army has the experience of Siachen, the highest battleground in the world, where conditions are much more demanding than the frontiers with China. "Traditionally there were two routes for moving into Ladakh, that is through Zojila (Srinagar-Leh Highway) and Rohtang Passes (Manali-Leh). Recently India commissioned a third road from Darcha to Leh which is much shorter distance-wise and less prone to closure," he said. The spokesperson said completion of Atal tunnel on the Rohtang route has force multiplied the logistic capacities. "In addition, we have a large number of airbases with the help of which we can maintain the Army well. Modern snow clearing equipment has also been placed on these routes to keep them open beyond November, thus giving us more time for daily maintenance of the troops," he said. The spokesperson said special fuel and lubricants for tanks and armoured personnel carriers have also been stocked adequately, including spares for their maintenance. "Water points and tube wells have been established for the troops and animals like mules and yaks. The living barracks have also been prepared which are comfortable and warm," he said. He said facilities such as the central heating system are some of the high points of these facilities. "Ammunition of various types including small arms, missiles and tank and artillery ammunition have also been adequately stocked. The medical system is also in place for any eventuality." The spokesperson said "China's concept has always been to win the wars without fighting, hence if they create conditions for war, they will come across better trained, better prepared, fully rested and psychologically hardened Indian troops. "These worries have been percolating in the minds of Chinese troops and are visible in Chinese media," he said. Indian Army asserts it's ready to fight full-fledged war in eastern Ladakh — even in the middle of winter

India has changed the Rules of Engagement (RoE) across the Line of Actual Control (LAC) after a barbaric attack was carried out by the Chinese People's Liberation Army (PLA) troops on Indian soldiers in Galwan Valley in eastern Ladakh, killing 20 Indian soldiers. In the violent clash that took place on the night of June 15, China took 10 <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> men, including officers, into custody and released them after three days. Sources said that Indian soldiers did not use weapons when the PLA troops attacked them. They were not allowed to do so as per the orders from their seniors and the confidence building measures pacts with China. As per the new Rules of Engagement, commanders deployed at LAC can give soldiers "complete freedom of action" to handle situations at the tactical level. The commanders can now use firearms and have full authority to respond to extraordinary situations using all resources at their disposal. Earlier, these were not part of the Rules of Engagements across the LAC. In a statement issued during an all-party meet on Friday, Prime Minister Narendra Modi had said that India would respond firmly to any attempt to transgress the LAC. "In fact, he specifically emphasised that in contrast to the past neglect of such challenges, Indian forces now decisively counter any violation of LAC (‘unhe rokte hain, unhe tokte hain')," a statement issued by the PMO stated. The words of Prime Minister -- "those who tried to transgress our land were taught a befitting lesson by our brave sons of soil" -- succinctly summed up the ethos and the values of the armed forces. Modi further emphasised, "I want to assure you that our armed forces will leave no stone unturned to protect our borders." Many people questioned why soldiers did not use firearms or why they went unarmed. To this, External Affairs Minister S. Jaishankar said that Indian Army troops, who were attacked and suffered fatal casualties on Monday night, were carrying weapons, however, they did not fire. He said, "All troops on border duty always carry arms, especially when leaving the post. Those in Galwan on June 15 did so. Long-standing practice (as per 1996 an2005 agreements) not to use firearms during faceoffs." Sources said Indian Army troopers were outnumbered by 1:5 ratio when they came under attack from the PLA soldiers at patrolling point 14 in along the LAC in eastern Ladakh. PLA troopers "savagely attacked" Indian Army personnel, according to sources in the government with knowledge of the details of the June 15 clash. "The numbers were stacked up against the Indian Army troopers. Yet, the Indian side decided to fight the PLA troopers. The Indian soldiers were outnumbered 1:5 by the Chinese troopers," the sources said. China is also said to have used thermal imaging drones to trace the Indian Army soldiers scattered on the treacherous terrain before brutally attacking them. "It was the deadliest attack carried on Indian Army personnel by the Chinese military personnel in our memory," the government sources said. "We were outnumbered," admitted an Indian Army officer, talking about the clash that reportedly went on for six to seven hours. Government allows soldiers to use firearms across LAC in extraordinary situations

<ul><li>Indian and Chinese troops reportedly fired weapons in the air to scare each other near <keyword id="9899667" type="UNKNOWN" weightage="20" keywordseo="shenpao-mountain">Shenpao Mountain</keyword> along the southern bank of <keyword id="837007" type="PERSON" weightage="20" keywordseo="Pangong-Tso-Lake">Pangong Tso Lake</keyword> in Eastern Ladakh where both countries share a border. </li><li>China claims that the fresh skirmish is a result of Indian troops firing 'threats' at the the Chinese People's Liberation Army (PLA), which forced them to take counter measures. </li><li>"We request the Indian side to immediately stop dangerous actions," said Colonel Zhang Shuili of the PLA's Western Threater Command in a statement.</li></ul>India and China indulged in a fresh skirmish at the Line of Actual Control (LAC) in Eastern Ladakh where the militaries of both countries fired in the air to scare and push back each other. The incident happened near Shenpao mountain near the south bank of Pangong Tso (Lake) on Monday. China issued a statement that the Indian army "blatantly fired threats" to the patrol personnel of the Chinese border guards who had made representations, and the Chinese border guards were forced to take "countermeasures to stabilise the situation on the ground". "India's actions seriously violated the relevant agreements and agreements between China and India, pushing up regional tensions and easily causing misunderstandings and misjudgments," China stated. The statement said it is serious military provocations and are of very bad nature. "We request the Indian side to immediately stop dangerous actions, immediately withdraw cross-line personnel, strictly restrain front-line troops, and strictly investigate and punish personnel who fired shots to ensure that similar incidents do not occur again," said Chinese People's Liberation Army's Western Theater Command, Colonel Zhang Shuili in a statement. India and China are engaged in around four-month-long standoff at the Line of Actual Control in eastern Ladakh. Despite several levels of dialogue, there has not been any breakthrough and the deadlock continues. On June 15, as many as 20 Indian soldiers and an unknown number of Chinese troops were killed in a violent clash in the Galwan Valley. New skirmish at India-China border along Pangong Tso Lake

In a joint military exercise, Indian and Chinese troops will be meeting for the first time on Line of Actual Control (LAC), the heavily manned, disputed border of the two countries, which has been the reason for several armed face-offs and the 1962 Indo-China war. 
 
The move is aimed at building confidence among Indian and Chinese soldiers who patrol the LAC. As a part of the plan, local garrisons will be taking part in a tactical exercise focusing on cooperation in disaster management. This exercise would be the first time that frequent patrolling troops from both countries will be meeting for a military drill. 
 Senior officials from the <keyword id="6354416" type="ORGANIZATION" weightage="100" keywordseo="Indian-Army">Indian Army</keyword> told ET that the joint exercise would be starting within a few weeks, and that the first phase would take place on the Chinese side of LAC. In the near future, such tactical exercises would become a regular feature, and the next phase would take place on the Indian side. 
 
For the first exercise, Chushul has been chosen as the location, which played a significant part in the 1962 border war, with some fiercest engagements. It was one of the few places where Indian troops had managed to push back Chinese soldiers. 
 
"The first engagement will be on disaster relief and is aimed at building confidence. Local commanders will exchange notes and the first exercise will be followed by one on the Indian side. The modalities and the date for the exercise are being finalised," a senior official told ET.

<ul><li><keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>’s defence ministry announced yesterday that the Indian and Chinese armies would increase engagement through joint military exercises and the initiation of a “strategic hotline”. </li><li>The proactive approach towards cooperation by both sides follows an April visit to <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword> by India’s Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>. </li><li>While India has been suspicious of China’s growing closeness with its neighbours, it is also moving to cement ties with the country as a way to ensure peace and stability along its borders.</li></ul>On August 23rd, India’s Ministry of Defence announced that the Indian and Chinese armies would increase engagement through joint military exercises and the initiation of a “strategic hotline”. The move came during a four-day visit to India by Wei Fengh, the state councillor and defence minister of China and key officials in the People’s Liberation Army of China. The countries are drafting a bilateral memorandum of understanding (MoU) in this regard, with the end goal of ending all skirmishes along the border. Any future skirmishes are expected to be solved and mediated by lower-ranking officials, preventing any escalation. There will also be several communication channels opened up between senior military officials on both sides, such as the Eastern and Northern Commander of the Indian Army and the head of the Chinese Army’s Western Theatre Command, a military unit tasked with border protection. Last month. China and India commenced joint military exercises again with the inauguration of the <a href="https://economictimes.indiatimes.com/news/defence/india-china-joint-military-exercise-hand-in-hand-begins-in-pune/articleshow/55465031.cms">“Hand-to-Hand”</a> meeting in Pune, a programme aimed at helping each army understand the other’s operating procedures. The summit was meant as a reconciliations of sorts after a heated military standoff in Bhutan’s <keyword id="4708082" type="PERSON" weightage="20" keywordseo="doklam">Doklam</keyword> region last year that lasted for 73 days. The standoff was a result of a border dispute in the region. The two countries share a 3500-kilometre border, a significant portion of which has not been formally delineated. India carries out a number of development programs along the border related to water provision and electricity supply and wants to ensure the continuity of these programs. While India has been suspicious of China’s growing closeness with its neighbours - Pakistan, Nepal, Sri Lanka and Bangladesh - it is also moving to cement ties with China as a way to ensure peace and stability along its borders. The new MoU will replace a previous one that was signed in 2006 for defence cooperation.

"The Indian Army has carried out successful test of the new integrated battle group concept which will be a battle formation with heavy firepower including armoured, infantry and all other war fighting capabilities. We are going to raise three of these formations by October this year," the Army said as per <a href="https://www.indiatoday.in/india/story/indian-army-to-raise-3-battle-formations-along-pakistan-border-by-october-1551896-2019-06-19">reports</a>. In a first, three integrated battle groups are going to be raised along the borders of Pakistan. The plan will further be extended to the <keyword id="152408" type="ORGANIZATION" weightage="20" keywordseo="McMahon-line">McMahon Line</keyword> as well. Swift mobilisation The integrated battle groups will aid swifter troop and equipment mobilization into the enemy territory. It could be done at a short notice -- even before the enemy gets ready to tackle the thrust. The IBG’s are a part of Army Chief General <keyword id="2496903" type="PERSON" weightage="20" keywordseo="Bipin-Rawat">Bipin Rawat</keyword>’s initiatives to reorganise and right-size the operational structure. They integrate different components of the Army like artillery guns, tanks, air defence and logistical elements, says <a href="https://economictimes.indiatimes.com/news/defence/army-to-raise-new-battle-formations-along-pakistan-border-by-october/articleshow/69855566.cms">Economic Times</a>. Efforts are also underway for better synergy between the Army, Navy and the Air Force.

Army chief general <keyword id="7912696" type="COMPANY" weightage="20" keywordseo="M-M-Naravane">M M Naravane</keyword> on Tuesday said that he was hopeful that the Indian and Chinese militaries will be able to reach an agreement on disengagement and de-escalation of tension in eastern Ladakh. In an address at a seminar, the army chief said senior military commanders of India and China are holding talks to iron out modalities for deescalation of tension in eastern Ladakh. "We are hopeful of reaching an agreement which is mutually acceptable and is really beneficial in keeping with the overarching policy guidelines," he said. The chief of Army staff also said that the situation in eastern Ladakh is quite stable. General Naravane was speaking at a conclave organised by Bharatshakti.in, a portal on defence and military issues. Referring to Indian troops deployed in the high-altitude region, he said they are equipped with appropriate clothing and weapons, and added that there is no shortage whatsoever. India and China are likely to hold another round of military talks to discuss specific proposals for a possible breakthrough in the long-negotiated disengagement process in eastern Ladakh. The eighth round of Corps Commander-level talks on Friday had broadly discussed disengagement of troops from specific friction points and both sides would like to take forward the "constructive" dialogue to the next round with detailed deliberations, sources had said. In a joint statement released earlier on Friday, the <keyword id="6354416" type="ORGANIZATION" weightage="20" keywordseo="Indian-Army">Indian Army</keyword> and the Chinese People's Liberation Army (PLA) described the talks as candid, in-depth and constructive. The statement said it was agreed to earnestly implement the important consensus reached by the leaders of the two countries and ensure that the frontline troops exercise restraint and avoid misunderstanding and miscalculation. Nearly 50,000 troops of the Indian Army are currently deployed in a high state of combat readiness in various mountainous locations in eastern Ladakh in sub-zero conditions as multiple rounds of talks between the two sides have not yielded any concrete outcome yet to resolve the standoff. China has also deployed an equal number of troops, according to officials. The standoff between the two sides erupted in early May.
