Poland to reintroduce a nationwide lockdown on March 20 amid resurgence of COVID-19 cases

We've seen that reduced to about 250 then now down to 10," Bendix said. "So they'll continue to implement stricter measures as you see cases and the death count rise."<h2>What would it take for the US to get to that point?</h2>"There's no hard and fast line. I'm not sure that government officials even know," Bendix said."Obviously right now, we're implementing restrictions on a statewide basis or even on a citywide basis. But it's pretty dire straits at this point."<h2>If a lockdown is imposed, will you be fined for going outside?</h2>"We have seen past precedent for it," Bendix said. "In San Francisco you can already receive a fine if you are going out for a nonessential reason like getting to work or walking your pet. In Italy we've seen that you have to carry around, actually, a piece of paper explaining your reason for being outdoors. Can the US actually implement a nationwide lockdown?

New Delhi, Mar 25 () The nationwide lockdown for next 21 days amid spread of coronavirus will severely impact residential real estate as housing sales have almost come to a standstill, which could affect builders' cash flow and lead to default in repayment of bank loans, according to property developers and consultants. Market experts also fear that existing customers might delay payments of their instalments to developers, who in turn could default in repayment of principal and interest on bank loans. Developers may hold on to apartment rates, but prices in the secondary or resale market could fall, they said. To mitigate the impact, developers and brokers are adopting digital marketing tools to reach out to prospective home buyers. When contacted, realtors' apex body CREDAI President Satish Magar said the lockdown will greatly impact the sales transactions and new launches will be deferred. "There are chances of many customers defaulting on their instalments because of tough economic conditions. These will have a cascading effect on developers-who will be battling with servicing their debts as cash inflows will be strained," he added. NAREDCO President Niranjan Hiranandani said overall sales numbers have dropped. The lockdown has opened up opportunities for digital platforms for sales and marketing activities, as also payments, he said. Bengaluru-based Puravankara MD Ashish R. Puravankara said: "At this point, no property registrations are taking place and all new project launches are postponed". As all construction sites are under lockdown, there will be a delay in completion leading to an increase in the interest cost, he added. "Additionally the lockdown could hamper the cash flow cycle of the developers' balance sheets and could result in bank defaults", said Ashish. Anarock Chairman Anuj Puri said the lockdown will have a negative impact on housing sales and new launches during the auspicious festivals of Gudi Padwa, Akshaya Tritiya, Navratri and Ugadi. "This is a time when AV technology to enable virtual site visits and walk-throughs will gain increased relevance and use," he said. Anshuman Magazine, Chairman &amp; CEO (India, South East Asia, Middle East &amp; Africa), CBRE said: "It is too early to comment on the impact of Covid 19 given that the situation is still evolving ... We are confident that once the situation normalises, sales will resume". Dhruv Agarwala, Group CEO, Housing.com and PropTiger.com, said the lockdown will have an adverse impact on real estate. "We too have begun to see a dip in traffic on all our platforms," he said, adding that the company has come out with innovative schemes for builders and brokers to advertise on its websites. Siva Krishnan, MD (Residential Services and Developer Solutions), JLL India said the lockdown will definitely have an impact on housing sales, but briefly. Shalin Raina, MD- Residential Services, Cushman and Wakefield, said the complete lockdown means lesser sales since most of the transaction closures happen only after site visits. Housing prices have corrected by 15-20 per cent in the last few years and further decline is unlikely, Raina said. Savills India CEO Anurag Mathur said: "Housing sales may see a sharp dip for at least the next one quarter... Even if the situation settles down quickly, it may take time for homebuyers to come back to the market." "Price elasticity is not a concern under the circumstances since the transaction activity is at a standstill anyway. Depending upon the duration and depth of the current crisis, prices may or may not see a downward movement," he said. Omaxe CEO Mohit Goel said the recovery in the housing segment has been halted. "As for real estate prices, there will be no change as transactions are not taking place. The prices will resume at the level it has halted," he said. Gaurs' MD Manoj Gaur said, "The sales are impacted, but it is temporary." Supertech Chairman R K Arora said, "housing sales have completely gone". There are no buyers in the market. Pune-based Gera Developments MD Rohit Gera said, "Real estate sales are at a standstill. So far there has not been any reduction or crash in prices of homes." "In the absence of some relief from the government, more real estate developers with debt obligations will default on account of the stop in cash flows thereby impacting the economy and jobs," he added. M3M Director Pankaj Bansal said housing sales would get impacted during this period of crisis, but it would also create a pent up demand once things get back to normal. Experion Developers Senior ED Ananta Singh Raghuvanshi said, "Sales closures are temporarily getting pushed ahead. Prices won't change." Raheja Developers ED Nayan Raheja said the sales and construction are badly impacted and at standstill. ABA Corp Director Amit Modi said the sales velocity has definitely been slow. Gulshan Homz Director Deepak Kapoor said, "People are deferring property buying decisions." PropEquity MD Samir Jasuja said: "For the real estate sector, this is a tough situation as it was just finding green shoots of recovery. We believe for the next few weeks, we will not see any new transactions for housing sales". Ambience President (Sales &amp; Marketing) Ankush Kaul said: "Housing sales will be impacted for the next few weeks." Ekta World Chairman Ashok Mohanani said the lockdown has affected the business cycle deeply. Wadhwa group, Head - Sales, Marketing Bhasker Jain said the lockdown has impacted sales and the company is offering cashback on online bookings. Brokerage firm 360 Realtors Ankit Kansal said the activities have come to a standstill after lockdown. Sales were down by 30-40 per cent during the first three weeks of March. Investors Clinic Founder Honeyy Katiyal said sales would be impacted but not the price. Nationwide lockdown to impact housing sales, say realtors

New Delhi, May 29 (IANSlife) Around 60 percent people in India are not happy with the relaxations imposed by the government in the fourth phase of the nationwide lockdown, reveals a new survey. The survey, conducted over 2.5 lakh people by Public, a location based homegrown social app revealed 86 percent even said that they are not going out for dining, socializing or travelling, after completion of the third phase of lockdown. The survey which captured 300+ districts, had people giving their opinion on how they are adjusting with the extended lockdown and the ease of restrictions. With the relaxation announced by Prime minister Narendra Modi for the fourth phase of nationwide lockdown, only 13.2 percent claimed that they are going out for dining, socializing with their friends or travelling. Additionally, 49 percent feared that India is yet to control the spread of coronavirus. With the increasing case tally of infections on a daily basis, 11 percent people estimated that the number of active COVID-19 cases will be more than 5 lakh. The Supreme Court on Wednesday recalled its March 27 order, where it had allowed the sale of BS-IV compliant vehicles for 10 days, barring in Delhi-NCR, after the lifting of the <keyword id="8902499" type="UNKNOWN" weightage="20" keywordseo="nationwide-lockdown">nationwide lockdown</keyword> imposed to fight the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> pandemic. In its March order, the top court had allowed some relief to the <keyword id="128764" type="PERSON" weightage="20" keywordseo="auto-dealers">auto dealers</keyword>, permitting the sale of 10 per cent unsold BS-IV inventory. The apex court on Wednesday said that it will not allow registration of BS-IV vehicles sold after March 31. A bench headed by Justice Arun Mishra and comprising Justices S. Abdul Nazeer and Indira Banerjee pulled up the Federation of Automobile Dealers Association of India (FADA), saying it would be a violation of the court order if it allowed sale of vehicles after opening of the lockdown. "No BS-IV vehicle will be registered if sold after March 31, 2020," noted the top court. The bench observed that registration takes time after the sale of the vehicle, and told the FADA that BS-IV vehicles are sold and it wants registration for these vehicles despite orders passed earlier. Senior advocate <keyword id="9538472" type="PERSON" weightage="20" keywordseo="k-v-viswanathan">K.V. Viswanathan</keyword>, representing FADA, argued that the court allowed registration in March, and the order from the top court says no registration after March 31, and if one buys a vehicle before that, registration has to be done. The bench replied that it is asking about transactions after the order was passed. "We will protect only if VAHAN registration is correct. We will ask the government to check VAHAN data. How were vehicles sold online at 3 per cent to 40 per cent off? That too after March 31, what is this fraud," asked the SC bench. Justice Mishra told FADA not to take advantage by playing fraud. The bench asked the Centre to file data on vehicles uploaded on VAHAN portal post March 31, and also 15 days prior to this date. The top court also asked the FADA to give details of the vehicles sold to the government. The bench has posted the matter for further hearing on July 23. On June 15, the apex court had slammed the FADA for not following its order permitting the sale of limited BS-IV vehicles after March 31, after which BS-VI emission norms came into force. The bench observed that the court allowed the sale and registration of 1.05 lakh BS-IV vehicles, but it seems 2.55 lakh vehicles were sold. The top court has sought details of sale and registration from the FADA. The apex court had fixed the deadline of March 31, 2020, for the sale of <keyword id="6370870" type="COMPANY" weightage="20" keywordseo="bs-iv">BS IV</keyword> compliant vehicles across the country. New Delhi, May 1 () Ahead of the scheduled end of the extended nationwide lockdown, Prime Minister Narendra Modi on Friday met key ministers including Home Minister Amit Shah and Finance Minister Nirmala Sitharaman apparently to discuss an exit strategy. While there was no official word on the meeting, sources said the Prime Minister has been holding discussions during the last few days on various post-lockdown aspects. Railway and Commerce and Industry Minister Piyush Goyal was also present at the meeting held on Friday morning. Modi had on Thursday held a series of meetings to discuss strategies to attract foreign investment, promote local manufacturing, and boost the economy that has been hit hard by the COVID-19 pandemic and the nationwide lockdown imposed to curb its spread. He had reviewed the state of investments, the defence and aerospace sector, and the mine and minerals sector. The government had first imposed a 21-day nationwide lockdown beginning March 25 and later extended it till May 3. The lockdown shut businesses, stopped air and rail travel and restricted movement of people and goods. The near-complete halt in economic activity may result in the country seeing a contraction in GDP growth in the April-June quarter, some analysts have predicted. In late March, the government had announced a Rs 1.7 lakh crore stimulus package comprising free foodgrains and cooking gas to poor and cash doles to poor women and elderly.
