New Delhi, Feb 1 () The government on Saturday proposed a price stabilization fund (PSF) to control prices of food items like onion and tomato -- kitchen staples that pushed retail inflation to a five-year high in December.
 "Government has taken various measures from time to time to stabilize prices of essential food items..Government is also implementing PSF to help moderate volatility in prices of agri-horticultural commodities like pulses, onion, and potato," said the Union Budget 2020-21 presented by Finance Minister Nirmala Sitharaman in Parliament.
Onion prices started to flare up from August 2019 onwards peaking to about Rs 150-200 a kg due to unseasonal rains which disrupted supplies from key producing regions such as Maharahstra and Karnataka.
Prices of tomato too hovered in the range of Rs 60-80 a kg while potato sold for Rs 30 per kg towards the end of 2019. 
Pulses also turned costlier due to a fall in acreage resulting from rains in the growing states and low price realisation due to glut in market following increased production of earlier years.
 The consumer price index-based retail inflation spiked to over five-year high of 7.35 per cent in December 2019.
 The government said it resorted to trade and fiscal policy instruments like import duty, minimum export price, export restrictions, imposition of stock limits besides advising
states for effective action against hoarders and black marketers to regulate domestic availability and moderate prices.
CPI or the retail inflation averaged 4.1 per cent in during April-December period of the current fiscal, while it had declined to 3.4 per cent in 2018-19 from 3.6 per cent in 2017-18. It was at 4.5 per cent in 2016-17.
The 'food inflation' component of the retail inflation basket averaged 5.3 per cent in 2019-20 (April to December) and stood higher at 14.1 per cent in last December.
On the wholesale price front, inflation averaged 1.5 per cent during April-December in the current fiscal year and rose to 2.6 per cent in December.
The Wholesale Price Index (WPI) inflation was at 4.3 per cent in 2018-19 as compared to 3 per cent in 2017-18 and 1.7 per cent in 2016-17.
"For increasing productivity and production in key segments of agriculture towards moderating prices, government has been incentivising farmers by announcing minimum support prices and implementing schemes such as Mission for Integrated Development of Horticulture (MIDH) and, National Mission on Oilseeds and Oil Palm (NMOOP), among others," read the Budget. 
The consumer price inflation was within the targeted limits set by the monetary policy committee of Reserve Bank of India (RBI), it said.
The RBI decides on its monetary policy in every two months, targeting retail inflation to be at 4 per cent with a bias of 2 per cent on the either side. 
However, acknowledging the major challenges for the economy arising from the external front like geo-political tensions in the Middle East and rising crude oil prices due to supply disruption, the government said it may "decelerate growth and increase inflation". KPM MR

Mutual funds increase their stake in Paytm

<ul><li>The <keyword id="30067" type="General" weightage="20" keywordseo="rbi" source="Orion">RBI</keyword> is likely to maintain status quo on policy rates for the fourth time in a row month, say experts.</li><li>This is in view of the stubbornly high retail <keyword id="22195" type="General" weightage="20" keywordseo="inflation" source="Orion">inflation</keyword>, elevated crude oil prices and more.</li><li>The <keyword id="6357126" type="General" weightage="20" keywordseo="monetary-policy" source="Orion">Monetary Policy</keyword> Committee (MPC) meeting is scheduled for October 4-6, 2023.</li></ul> The Reserve Bank is likely to maintain status quo on policy rates for the fourth time in a row at its bi-monthly monetary policy review meeting early next month, as retail inflation continues to remain high and the US Federal Reserve has decided to keep a hawkish stance for some more time, according to experts. The Reserve Bank had raised the benchmark repo rate to 6.5 per cent on February 8, 2023 and since then it has retained the rates at the same level in view of the stubbornly high retail inflation and certain global factors including elevated crude oil prices in the international market. The Reserve Bank Governor-headed six-member Monetary Policy Committee (MPC) meeting is scheduled for October 4-6, 2023. The last meeting of the MPC, the highest rating-setting panel, was in August. "We do expect the RBI to hold on to a status quo position this time as inflation is still high and liquidity tight. In fact, going by RBI forecast on inflation, it would be above 5 per cent in Q3 too, which will ensure that the status quo prevails for the calendar year for sure and probably Q4 too," said Madan Sabnavis, Chief Economist, Bank of Baroda. Sabnavis further said there are uncertainties relating to Kharif crop, especially on pulses, which can increase prices. "The comfort is that there is less concern on growth which is on target," he added. Although the <keyword id="134096" type="General" weightage="20" keywordseo="consumer-price-index" source="Orion">Consumer Price Index</keyword> (CPI)-based retail inflation eased a bit to 6.83 per cent in August from 7.44 per cent in the preceding month in July, it remained above the Reserve Bank's comfort level of 6 per cent. It may be mentioned that the government has mandated the RBI to keep inflation at 4 per cent with 2 per cent margin on either side. Aditi Nayar, Chief Economist, ICRA Limited said the headline CPI inflation is expected to ease to 5.3-5.5 per cent in September 2023 from 6.8 per cent in August 2023, benefitting from the halving of the average price of tomatoes as well as a favourable base. "... We expect the CPI inflation to ease to 5.6 per cent in Q3 FY2024 and further to 5.1 per cent in Q4 FY2024, amid upside risks to food inflation on account of the impact of uneven and sub-par monsoons and low reservoir levels on Kharif yields and Rabi sowing, respectively," she said. Nayar said ICRA expects the MPC to remain on hold in October 2023 policy, while continuing to demonstrate caution amid a cloudy outlook for food inflation and elevated crude oil prices. The Reserve Bank has projected CPI inflation at 5.4 per cent for 2023-24, with Q2 at 6.2 per cent, Q3 at 5.7 per cent and Q4 at 5.2 per cent, with risks evenly balanced. CPI inflation for Q1, 2024-25 is projected at 5.2 per cent. On his expectations from the next bi-monthly monetary policy, Sanjay Bhutani, Director, Medical Technology Association of India (MTaI) said the RBI has gone along with the market sentiment of retaining the benchmark interest rate at 6.5 per cent for quite some time now. However, it's time for the central bank to contemplate a reduction of the interest rate with the objective of boosting growth, he said. "...if that is not possible in view of high retail inflation and the hawkish stance of the Federal Reserve, the medical technology sector, which is reeling under the burden of high debt, does expect the RBI to continue with the pause and at the same time provide some firm indication of easing rates in the near future," Bhutani opined. Sandeep Bagla, CEO, Trust Mutual Fund was of the opinion that the environment for <keyword id="6371181" type="General" weightage="20" keywordseo="interest-rates" source="Orion">interest rates</keyword> has worsened considerably from MPC's last policy review in August. In the US and in India, the economy has shown resilient growth, and inflation numbers have risen beyond comfort levels. "While food prices have softened, crude oil prices have climbed up, thereby raising inflationary expectations as evidenced by sharp rise in US treasury yields. The MPC will consider all these factors and maintain status quo on repo rates, as headline inflation is expected to come down in the coming months," he said. The Reserve Bank mainly factors in the CPI-based inflation while arriving at its bi-monthly monetary policy. The borrowing cost which started rising in May last year has stabilised with RBI keeping the repo rate unchanged at 6.5 per cent since February, when it was raised from 6.25 per cent. Later in the next three bi-monthly policy reviews in April, June and August the benchmark rate was retained. The MPC consists of three external members and three officials of the RBI. The external members on the panel are Shashanka Bhide, Ashima Goyal, and Jayanth R Varma. Besides Governor Das, the other RBI officials in MPC are Rajiv Ranjan (Executive Director) and Michael Debabrata Patra (Deputy Governor).

As inflation continues to remain high, RBI likely to keep interest rates unchanged

Speaking at a panel discussion during the World Economic Forum Annual Meeting 2023, they said those on low income and in the developing world will be grappling with high prices for years to come. <keyword id="154034" type="General" weightage="50" keywordseo="gita-gopinath" source="Orion">Gita Gopinath</keyword>, Deputy Managing Director of the <keyword id="6366068" type="General" weightage="80" keywordseo="international-monetary-fund" source="Orion">International Monetary Fund</keyword>, said, "we do believe that, in terms of headline inflation for the global economy, we think it peaked in 2022." Participants agreed that inflation is inextricably linked to the cost of living crisis and tackling inflation is key to easing the cost crunch in the long run. However, <keyword id="60820" type="General" weightage="80" keywordseo="gopinath" source="Orion">Gopinath</keyword> warned, "even if inflation comes down, prices are high because we don't have deflation, we have lower levels of inflation. The prices have gone up. How much of an impact that has had on households and on consumption varies across countries." German Finance Minister <keyword id="1084060" type="General" weightage="50" keywordseo="christian-lindner" source="Orion">Christian Lindner</keyword> highlighted his country's 200 billion euro "economic shield" mobilised to protect consumers from the cost of living crisis but said that he expects the country might not need the full amount. "The price levels are lower than we expected. We have fewer hardship cases, and so my expectation is that we won't need the whole protective shield of two hundred billion, which is good news," he said. According to him, on top of protecting the society's most vulnerable, the sections in the middle also need shielding from the cost of living crisis. "From the German, European, perspective, we are doing a lot for the most vulnerable, paying welfare subsidies. But we have to ask: what can we do to stabilise the qualified people who are working hard, playing by the rules?". "A renaissance of competitiveness, so that our companies are able to pay their wages... we have to reform the electricity market, we have to reduce the burdens, for example, in taxation, we have to improve the framework conditions for our SMEs (Small and Medium-sized Enterprises) in Germany and all of these supply-side measures," the minister said. The panel also agreed that the knee-jerk reaction of the "re-shoring" industry in response to the supply chain shock of the COVID pandemic must be averted if inflation and the cost of living crisis are to be tackled effectively. Giving the perspective from business, Unilever CEO Alan Jope said the "fragmentation of supply chains is frankly another inflationary pressure in this economy" and warned more generally of the dangers of inequality. "The cost-of-living crisis disproportionately impacts those at the bottom of the pyramid. There is so much talk about tightening rates, and about stimulus spending, I think the only way to break the long-term trend of rising inequality is productivity," he added. He explained that Unilever has increased the wages it pays to its own workers, imploring others to do the same. Laura D'Andrea Tyson, Professor of Economics at the University of California, Berkeley, also highlighted the fundamental issue of wages. "I almost want to say, without calling it a cost of living crisis, let's call it what existed before, and that is a living wage crisis for many people." She also suggested tackling long-standing issues around planning and approvals for housing -- in order to build more stock and bring down prices -- and addressing the climate crisis and utilising technology would aid the global response to inflation. In closing, IMF's Gopinath cautioned that any meaningful moves to bring down inflation will likely mean rising unemployment. "We are at record low unemployment rates in the US and the euro area. Everything we know about our monetary policy when you tighten interest rates is for the unemployment rate to go up." "That is how you bring down inflation," she added. Inflation may be past peak but cost of living crisis is far from over, say experts

The problem is deep rooted. The non payment would impact the country's banking industry as the non-performing assets will pile up further. China's home prices crash as buyers refuse to pay mortgage

The limit on withdrawals by depositors will be lifted on the third working day after the official notification of the cabinet decision, at 6 pm.  The State Bank of India (SBI) will buy 725 crore shares in Yes Bank at ₹10 per share, which adds up to an investment of ₹7,250 crore, giving the country's largest bank a 49% stake in the troubled private bank. The SBI will not reduce its holding below 26% for at least three years from the date of investment. Those private investors who get shares of Yes Bank cannot sell 75% of their stake for three years. "A new board, having at least 2 directors of SBI, will take over within 7 days of the issuance of notification," Sitharaman added. The decision has come a day before the much-awaited quarterly earnings, which have been delayed by a month, from Yes Bank. The numbers are expected to reveal the depth of the rot in the bank which has gone from being one of the country's top banks to embattled one, neck-deep in bad loans, and one with a history of scandals under its earlier promoter Rana Kapoor who was recently forced out by the RBI. With the money of millions of Indian depositors stuck at the bank, the government and other authorities have come together to rescue the bank and stop it further wrecking India's financial system. ICICI Bank follows SBI to rescue Yes Bank⁠— and depositors may get to withdraw money sooner than expected

New Delhi, Dec 9 () The recent spike in retail inflation is mainly due to high food prices and the government is taking steps to moderate the volatility in prices, Minister of State for Finance Anurag Singh Thakur said in Parliament on Monday.
 "The recent spike in CPI-C (consumer price index-combined) inflation is mainly on account of increase in food price inflation. Government has taken various measures from time to time to stabilise prices of essential food items which include appropriately utilising trade and fiscal policy instruments like import duty and export management," he said in a written reply in the Lok Sabha.
 Retail inflation spiked to 4.62 per cent in October mainly on account of higher food prices.
 Mechanisms such as minimum export price, export restrictions are taken to regulate domestic availability and moderate prices. Imposition of stock limits and advising states for effective action against hoarders and black marketers are the other measures, he said.
 "Government is implementing Price Stabilization Fund (PSF) to help moderate the volatility in prices of agri-horticultural commodities like pulses, onion, and potato," he said.
 Further, the Ministry of Food Processing Industries (MoFPI) is implementing scheme 'Operation Greens' for integrated development of Tomato, Onion and Potato (TOP) value chain which has the objective of price stabilization for producers and consumers through production planning in the TOP clusters and introduction of dual use varieties.
 Review meetings on price and availability situation of essential commodities are held at the highest level, including at the level of ministers, committee of secretaries, Inter Ministerial Committee, PSF Management Committee and other Departmental level review meetings for taking appropriate price intervention decisions including possible market-intervention, he said.
 Onion prices have soared to Rs 150-180 per kg in several markets in India due to crop damage after incessant rains in key growing areas. Earlier, tomato prices had spiked to Rs 80 a kg.

At the time, Lehman Brothers was just weeks from insolvency.So the Barclays execs approached a group of Qatari sovereign wealth investors, offering them equity in the bank in return for a large injection of cash, prosecutor Ed Brown told the court.The executives, particularly the former head of Barclays' European financial-institutions group Richard Boath, were wary of how the capital-raising activity would impact their overall holding in the bank. In one scenario of the deal, the possibility that the Qataris could own up to 10% of the British lender would be a "nightmare," prosecutors allege Boath said. They feared that the new investors, including Sheikh Hamad, the former Prime Minister of Qatar, could end up with a number of board seats as a result, the court heard. Boath suggested that if that came to pass, "we're fucked," prosecutors allege he told his colleagues:"We're fucked, we're fucked," Boath told the former executive chairman of investment management for MENA at Barclays Capital, Roger Jenkins, in a phonecall on July 16, prosecutors said. "It's a fucking nightmare. Is he going to settle?""Yeah, he'll settle," Roger Jenkins said, referring to the amount the Qataris would pay."Has he got the cash?" Boath said."We're just working that through now," Jenkins said.The testimony came in week two of the case, in which the UK's Serious Fraud Office <a href="https://www.ft.com/content/60ee842c-1f0a-11e9-b126-46fc3ad87c65">alleges </a>that then-CEO John Varley and the three other defendants, Boath and his colleagues Thomas Kalaris and Jenkins, misled investors in fundraisings during the financial crisis by paying Qatari companies £322 million ($423 million) - a 3.25% commission - in secret fees that were not properly disclosed.The defendants pleaded not guilty to all charges.The court also heard that Qatar Holding sent four invoices to Barclays for advisory services fees shortly after the signing of the documentation. The prosecution alleges that the short timeframe demonstrates that the advisory service agreements were not genuine agreements. Subsequently, the Qataris ended up with a large shareholding in Barclays. A "clawback" arrangement gave other shareholders the option to purchase chunks of the Qataris' stake. But because few of those shares were bought, the £322 million commission fee represented a smaller percentage return on the Qataris' investment than expected. <h3>"You'll end up paying VAT on top, which would be awful"</h3>In conversations during the same period between Boath and senior Barclays lawyer Julie Shepherd, the issue of paying value-added tax (VAT) on the service agreements to be signed with Qatar was raised. There was a wariness, according to the prosecution, that if the services to be provided under the terms of the agreement weren't clear then Barclays could be forced to pay VAT on top of the payment.This possibility was described as "awful" by Shepherd during the call on July 16, 2008, because VAT at the time stood at 17.5%.All of these conversations took place prior to the finalization of Barclays' capital raising which saw the bank collect £7 billion from Qatari investors in the form of Reserve Capital Instruments (RCIs) and Mandatorily Convertible Notes (MCNs).The Qatar deal was allegedly intended to financially stabilise the bank. Executives were concerned at the prospect that they could find themselves without jobs if it became necessary for the British government to take over the bank, as it did with Northern Rock and Lloyds.This was particularly clear because of the comparatively high levels of compensation enjoyed by the Barclays executives in question.Jenkins said, "At 2 o'clock in the morning I was panicking that we were about to get nationalised and you guys must have been the same because the government would, wouldn't look kindly on compensation over a million dollars," Brown told the court. New Delhi: Markets regulator <keyword id="19901201" type="General" weightage="100" keywordseo="Sebi" source="keywords">Sebi</keyword> has proposed allowing Real Estate Investment Trusts (<keyword id="20186402" type="General" weightage="20" keywordseo="REITs" source="keywords">REITs</keyword>), Small and Medium REITs (SM REITs) and Infrastructure Investment Trusts (<keyword id="20186403" type="General" weightage="20" keywordseo="InvITs" source="keywords">InvITs</keyword>) to use <keyword id="21737868" type="General" weightage="20" keywordseo="interest-rate-derivatives" source="keywords">interest rate derivatives</keyword> for <keyword id="23778373" type="General" weightage="20" keywordseo="hedging-risk" source="keywords">hedging risk</keyword>. Also, the regulator has suggested approving locked-in units for REITs and InvITs to be transferred among sponsors and their groups, similar to rules for promoters in listed companies, to help sponsors manage their holdings without compromising "skin in the game". Additionally, Sebi has suggested permitting fixed deposits to be considered as cash equivalents when calculating leverage for REITs and InvITs, clarifying credit rating requirements for REIT and InvIT borrowings, and setting a timeline for filling vacancies on their boards and expanding the asset base for REITs and SM REITs. The regulator has also proposed to permit REITs to invest in liquid mutual funds. It has suggested measures to facilitate ease of doing business for REITs and InvITs, along with investors' protection. According to its consultation paper, Sebi is considering allowing REITs and InvITs to hedge against interest rate fluctuations by using derivatives like interest rate swaps. This could help stabilise cash flows, reduce risks, and protect unitholder interests, especially for long-term infrastructure projects. It is also proposed to define "Common Infrastructure" for REIT regulations. To enhance business flexibility for REITs, it has been proposed to clarify that facilities like power plants, heating/cooling systems, water treatment, and waste treatment plants -- serving one or more REIT assets -- will qualify as "common infrastructure" under REIT rules. This applies even if these facilities are not located within a single project due to their technical requirements. These facilities should supply and be used exclusively by REIT assets. For power plants, however, any excess power can be sold to the state utility/grid as per regulations, with any credits or payments going towards the benefit of REIT assets. To improve transparency, it has been proposed to amend the governance norms for quarterly reporting of InvITs. Currently, quarterly results for the investment manager and its business segments are presented to the investment manager's board, but there is no direct requirement for InvITs to report their performance. The proposed amendment would clarify that quarterly results should specifically reflect the performance of the InvITs themselves, not just the investment managers. This change aligns InvIT regulations with REIT regulations, where the focus is on the quarterly results of the REIT itself. Also, it has been suggested to align the composition of NRCs in REIT and InvIT managers with listed companies under the LODR regulations. Currently, all NRC members for REITs and InvITs must be independent directors. The proposal allows a mix of independent and non-executive directors, similar to listed companies. To enhance investors' protection, Sebi has suggested reviewing conditions for InvITs to borrow beyond the 49 per cent limit, assessing REIT investments in unlisted equity shares and outlining the roles and responsibilities of trustees for REITs, InvITs, and SM REITs. In a separate consultation paper, the regulator has proposed a regulatory framework for "restricted return InvITs" to provide infrastructure investors with predictable returns by setting limits on both upside gains and downside protection. The proposed framework for restricted return InvITs is designed to provide investors with structured returns, capped at both minimum and maximum levels to offer stability. Restricted return InvITs would include downside protection -- a minimum assured return -- and/or an upside restriction, a cap on returns -- depending on the arrangement. These investments would be limited to sophisticated investors who meet high minimum investment thresholds, with each unit priced at a minimum of Rs 500 crore and total InvIT assets of at least Rs 50,000 crore. Investors would be required to sign a waiver and undertaking form, acknowledging their understanding of the structured returns and risks involved, including the transfer of any excess returns to the sponsors. This waiver should be submitted before purchase in both primary and secondary markets, with compliance overseen by merchant bankers or brokers. The Securities and Exchange Board of India (Sebi) has sought public comments on both consultation papers by November 13.
