<ul><li>Mumbai takes the top spot for being the city with the worst traffic flow in the world for the second consecutive year. </li><li>An average commute during peak hours in Mumbai takes 65% longer than usual travel time. </li><li>New Delhi is standing just a few spots away from Mumbai at fourth position.</li></ul>India’s financial capital,Mumbai, is seeing the worst traffic flow in the world, said a report by navigation technology firm TomTom said. While New Delhi stands just a few spots away from Mumbai at fourth position. The report studied congestion in 403 cities across 56 countries in six continents. Mumbai takes the top spot for the second consecutive year. An average commute during peak hours in Mumbai takes 65% more time because of traffic while it takes 58% longer in Delhi to travel during rush hours. The top five most congested cities in the world are Mumbai followed by Colombian capital, Bogota (63%), Lima in Peru (58 per cent), New Delhi (58 per cent) and Russian capital, Moscow (56%). Rising trend Traffic congestion has been rising globally over the last 10 years and all the cities included in the Traffic index report are either witnessing constant rise in traffic congestion or have been constant during 2017 and 2018. Out of the 403 cities included only 90 cities that have shown measurable decreases. Most of the decreasing trend was seen in Asian cities mainly in Jakarta where the congestion fell by 8%. Every city in South America posted an increase in congestion with Lima, Peru witnessing 8% increase. "Globally, traffic congestion is rising. And that's both good and bad news. It's good because it indicates a strong global economy, but the flip side is drivers wasting time sitting in traffic, not to mention the huge environmental impact," Ralf-Peter Schaefer, TomTom's Vice President of Traffic information said. The report suggested that the car makers, technology, companies and road authorities will have to design tool to make roads less congested.

The dataset provides the change compared to a baseline value for any given day of the week. Hyderabad, May 12 (): Fitch Ratings has affirmedthe Long-Term Issuer Default Rating (IDR) and bond issueratings of GMR-led Delhi Airport and Hyderabad Airports at'BB+' with a Negative Outlook.The Negative Outlook reflects the ongoinguncertainty relating to the timing and duration of the trafficshock and recovery caused by the coronavirus pandemic, therating agency said on Tuesday.GMR Hyderabad International Airport Limited(GHIAL) and Delhi International Airport Limiteds (DIAL)operations are limited to cargo and evacuation flights underthese circumstances.A prolonged pandemic and nationwide lockdown, andfurther deterioration in the economy, will reduce airpassenger traffic and lead to lower aeronautical and non-aeronautical revenue than Fitch expects, it said."We currently assume a recovery from the trafficand revenue shock in the financial year ending March 2022(FY22) as DIAL operates a strategic airport serving thecountry's national capital region and benefits from a highshare of domestic traffic, with greater resilience. However, we will revise our rating case accordinglyif the severity and duration of the outbreak are worse thanour current expectations," Fitch said in case of DelhiAirport.DIAL has implemented various measures to reduceits operating expense including consolidation of terminaloperations, reduction of utility costs, and rationalisation ofmanpower and consultants.Management indicates operational costs could becontained at a minimum of about Rs 900 crore for FY20-FY21.DIAL has also deferred some of its capex originallybudgeted for FY21 In light of the reduced cash flow in thenear term.DIAL had total cash and a bank balance of about Rs4,000 crore in early May 2020.Fitch believes the company has sufficient liquidityto meet its operating expense and debt payments.DIAL has no major debt maturities until 2022, therating agency said.GHIAL had total cash and a bank balance of about Rs2200 crore in late April 2020.The company could also draw down a banking limit forthe expansion plan Fitch said adding it believes the companyhas sufficient liquidity to meet its operating expenses anddebt payments. Fitch affirms Delhi, Hyderabad airports' ratings at 'BB+' with negative outlook

One is a Millennium City and other one is India’s startup hub. Gurugram and Bengaluru, two cities that house world’s best companies, have one major issue to deal with and it is not even funny. 
 
Incessant rains in both the cities has brought normal life to a grinding halt as Gurugram and Bengaluru are flooded, leaving residents high and dry and daily commuters stranded in traffic for nearly six hours. 
 
On Thursday evening, the situation in Gurugram turned worse when it rained cats and dogs in the Millennium City. The roads were flooded, people were stuck in bumper-to-bumper traffic for six hours. 
 
The heavy rains exposed the lax attitude of civic authorities who continued to play the blame-game over the nuisance. Haryana Chief Minister ML Khattar blamed Delhi Chief Minister Arvind Kejriwal. The Haryana Government says a large amount of water exits Gurugram through the Najafgarh drain, which flows through Delhi but is blocked partly, which inundates the city. 
 
Meanwhile, Traffic Police worked tirelessly to help move the choc-a-bloc and even advised commuters to stay off roads on Friday. Schools have also been ordered to remain shut. 
 
The situation in Bengaluru is also quite grim as authorities are using boats to rescue people stranded in the rain.

Mumbai, Feb 10 () Moody's Investors Service on Monday affirmed stable outlook for the credit rating of Delhi International Airport Ltd (DIAL), which is operating the aerodrome in the national capital.The agency has also affirmed DIAL's Ba2 corporate family rating and senior secured ratings, according to a release.Spencer Ng, a Moody's Vice President and Senior Analyst, said the ratings affirmation principally reflects the expected growth in DIAL's revenue over the next 12-18 months.It is also underpinned by a sustained recovery in passenger traffic from the decline recorded in the first half of the fiscal year ending March 2020 and increasing contributions from its non-aeronautical businesses, Spencer added.The ratings outlook remains stable.However, the note said given the substantial funding requirement for the ongoing phase 3A expansion involving around Rs 9,800 crore, the agency expects funds from operations/debt to remain weak over the next two-three years, with a very limited buffer above the minimum tolerance level of 3-4 percent.Moody's assumes aeronautical tariffs to remain at the current level during the third regulatory period between April 2019 and March 2024, but passenger traffic growth will grow in mid-single digit in FY21 as one-off factors like suspension of Jet Airways gradually dissipate.The Indira Gandhi International Airport is under a Rs 9,800-crore expansion that will be completed over the next three-four years. The GMR group-run airport is funding the expansion mostly from internal accruals, cash flow from operations and proceeds from the monetisation of land parcels.Moody's expects passenger traffic to continue to recover from 5 per cent decline seen in H1 of FY20 to high-single digit over the medium-term, even though growth rate may be lower in FY21 due to continued softness in the global economy and the temporary hit from the coronavirus outbreak.Non-aeronautical revenue grew 6 per cent in H1 of FY20 despite weak traffic thanks to better margins from duty-free sales and cargo. Moody's affirms stable outlook for Delhi Int'l Airport credit rating

Hyderabad, Mar 25 () Moody's Investors Service has placed GMR Hyderabad International Airport Limited's (HIAL) Ba1 Corporate Family Rating (CFR) on review for possible downgrade even as it downgraded Delhi International Airport Limited's (DIAL) CFR and senior secured ratings to Ba3 from Ba2.At the same time, Moody's has downgraded DIAL's Baseline Credit Assessment (BCA) to ba3 from ba2. Fake accounts are stealing donations to the PM CARES Fund — Here's to how to keep from getting scammed

<ul><li>IIT-D had submitted the new drainage plan to the <keyword id="66" type="LOCATION" weightage="20" keywordseo="Delhi">Delhi</keyword> government 18 months ago. </li><li>One of the major suggestions is the revival of the natural drainage basins of the Capital which are fast disappearing. </li><li>PWD says that different departments are assigned specific tasks for the “theoretical report” to turn it into a practical project.</li></ul> While <a href="https://timesofindia.indiatimes.com/city/delhi/itd-be-funny-if-it-werent-such-a-pain-city-fights-waterlogging-with-42-year-old-plan/articleshow/65045726.cms" data-type="tilCustomLink">Delhi</a> is not exactly known for the kind of monsoons Mumbai deals with, water-logging has increasingly become a problem in the Capital. A little rain results in standing water puddles, mounting traffic and a series of issues more. So, what exactly is the problem? For starters, the Capital is functioning with a drainage plan that is a few decades old. And while a new plan has been formulated, it has not been implemented yet. In 2012, Sheila Dikshit, the then chief minister of Delhi, announced that a reform in the Capital’s drainage plan was needed. Considering that the last drainage plan for the city was designed in 1976, a reform was more than a little necessary. Dikshit gave IIT Delhi (IIT-D) the task to come up with the new master plan. IIT-D submitted the new plan 18 months back, however, the Delhi government has still not taken up any of their recommendations. They are apparently facing a bureaucratic maze where “nothing has been done so far” because there are no systems in place to make the changes and the concerned people are disinterested. And thanks to that, the result is that the Capital comes to a halt after little to moderate rainfall. Here’s how the university came up with their plan Delhi has 700 km of <a href="https://timesofindia.indiatimes.com/city/delhi/itd-be-funny-if-it-werent-such-a-pain-city-fights-waterlogging-with-42-year-old-plan/articleshow/65045726.cms">drainage </a>and IIT-D first scientifically quantified the volume of water that flows in them and then, came up with several ways to increase the volume. This included rectifying slopes of drains, width adjustments, siltation removal and revival of the natural drainage system which runs across 426.555 km in Delhi. The natural drainage basins of the Capital are fast disappearing. The 1976 drainage master plan had identified 201 major natural drainage basins. However, 44 of them can not be located anymore and the others are so “permanently” silted that no one knows about their actual dimensions any longer, like the ones in Barapullah and Najafgarh. IIT-D also pointed out that the increase in the area under paved surfaces have lead to a reduction in water percolation and are resulting in standing dirty water on the roads. The only immediate solution that they recommended was to completely clean the stormwater and the sewage system. They recommended that the Delhi Jal Board use super suckers for unclogging the sewer lanes. The draft also mentioned that the stormwater drainage system should be kept free of solid waste. Fifty percent of Delhi does not segregate between stormwater and sewage since more than half of houses are not even connected to a sewage system and therefore, open drainage is used as a dustbin. Other recommendations included complete separation of the networks carrying sewage and stormwater, unified framework for drainage with a common plan, laying down of pipes to channel rainwater away from the surface to nearby parks or water bodies and the revival of natural drains. The Public Works Department (PWD) has argued that it is only a theoretical report and it has been converted to a practical project after different departments were allocated specific tasks to make it happen. The deadline for this theory to practice plan has been set for 2031. And in all this, the Delhi government’s department of irrigation and flood control was given the task to work on it with IIT-D. All departments were given the recommendation draft for their inputs. One problem with the system is the multiplicity of agencies and the absence of a common framework on drainage. There are 10 agencies, including the municipal corporations, PWD, Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), <keyword id="6371761" type="COMPANY" weightage="20" keywordseo="delhi-development-authority">Delhi Development Authority</keyword> (DDA), and the irrigation and flood control department. With so many authorities to deal with, IIT-D believes that lack of leadership is a major hurdle when it comes to implementing the plan. And while the plan flails through this bureaucratic maze, Delhi will just have to deal with water-logging till things work out.

To make highways safer for people in India, the road transport ministry is planning to launch highway radio advisories, common in developed countries. The service will play an important role in providing them information about <keyword id="6361065" type="COMPANY" weightage="80" keywordseo="traffic">traffic</keyword>, weather and eateries. 
 To begin with, the road transport ministry has approached the <keyword id="384646" type="ORGANIZATION" weightage="80" keywordseo="Information-and-Broadcasting-Ministry">information and broadcasting ministry</keyword> to start its highway radio advisory service initially on three radio frequencies, a senior official told the Economic Times. 
 The government plans to build an intelligent transport system that addresses concerns regarding <keyword id="428051" type="PERSON" weightage="80" keywordseo="environment-pollution">environment pollution</keyword> and road safety through <keyword id="2858733" type="UNKNOWN" weightage="80" keywordseo="better-data-collection">better data collection</keyword>. 
 Moreover, the road ministry would also launch IT-based initiatives like road asset management system, <keyword id="918528" type="UNKNOWN" weightage="60" keywordseo="Vehicle-Tracking-System">vehicle tracking system</keyword> and real toll data management. It might use satellite to monitor road conditions, traffic, and encroachments. 
 
The official said the pilot project is expected on the Delhi-Jaipur highway. "We want to start the project on a pilot basis once we have the spectrum and other requirements," the official told the financial daily. 
 Once the road ministry gets the spectrum allocated for the radio stations, it will float tender inviting private players to operate the service, the official added. A meeting between the officials of the two ministries to discuss <keyword id="2858732" type="UNKNOWN" weightage="60" keywordseo="availability-of-spectrum">availability of spectrum</keyword> on the Delhi-Jaipur highway is likely to happen soon. 
 
"Flow of information about the highway to the user would bring in preparedness for most eventualities. However, it is ultimately the road condition that needs to be improved on this stretch, which can be a nightmare for a commuter at times," said an industry expert. 
 
The government has taken some steps for road accidents victims such as providing them free treatment on the Gurgaon-Jaipur stretch of the NH8. The project ensures medical care for the first 48 hours or up to Rs 30,000. 
 The road ministry has also been trying to expedite widening a 225.6 km stretch on the <keyword id="2858731" type="UNKNOWN" weightage="80" keywordseo="Gurgaon-Kotputli-Jaipur">Gurgaon-Kotputli-Jaipur</keyword> section of NH8 to six lanes. The cost of developing the stretch is about Rs 1,673.7 crore.

FDI in construction-development projects fell by over 38 per cent during the year ending March 2015 to $ 758 million compared to $ 1,226 million in FY14. 
 
FDI flow has remained weak this year with just $34 million of investments in the April-June quarter of this fiscal. The poor pick-up in the inflow is owing to the slow approval process. 
 Despite the ‘<keyword id="6354423" type="UNKNOWN" weightage="20" keywordseo="Ease-of-Doing-Business">ease of doing business</keyword>’ initiative, even the CM of Maharashtra is struggling to break the mafia impasse that stonewalls the approval process and runs an extortion racket under his nose. Even the Environment Ministry approvals have not improved and remain contentious. In a way this is good as cities barely have any capacity to carry the weight of high-rise towers. Ideally, construction in cities with a population over 5 million should be banned until and unless the municipal corporation can provide proof of the capacity per capita in terms of ability of the city to handle traffic, sewerage, and provide water and power. 
 
These cut-off capacities should be published on their websites permanently and should be sacrosanct in implementation or else all—Pune, Ahmedabad, Hyderabad, Chennai, Bengaluru, Kolkata and Mumbai—will follow Delhi in becoming dangerous cities (Already, 13 of the world’s 20 most polluted cities are in India). 
 
Delhi is bathing in dust as construction debris and dust are contributing to 45 per cent of the pollution in the city. So while the CM of Delhi is at his wits’ end over the odd-even car scheme, the real culprit goes unchecked. A city administration must develop city infra projects to raise the capacities of services before giving a nod to growth. 
 
As metro projects progress in a dozen Indian cities, as roads projects accelerate to reach 30 km per day, and as real-estate construction gathers momentum to build even higher towers dotting the skyline, we need to set a framework so that the growth of a city is not at the cost of the life of its citizens.

Why construction should be banned in Delhi

The <a href="http://www.businessinsider.in/searchresult.cms?query=highway">highway</a> connectivity to India’s prominent <a href="http://www.businessinsider.in/searchresult.cms?query=Hindu">Hindu</a> shrines is getting easier, thanks to PM Narendra Modi. Soon after the plan for highway connectivity for the coveted four Hindu religious shrines (Char Dham) in Uttarakhand has been finalised, the BJP led NDA government is planning an expressway between Delhi and Katra, the base for pilgrims going to Vaishno Devi in Jammu and Kashmir. 
This expressway once operative would be 600 km long, the longest in India. 
 
The expressway would pass through <a href="http://www.businessinsider.in/searchresult.cms?query=Haryana">Haryana</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=punjab">Punjab</a> and Jammu &amp; Kashmir and would cost more than Rs 15,000 crore. 
"A consultant to study the feasibility of the project is being appointed. It will significantly improve connectivity between Delhi and Srinagar as a national highway is already being built between Jammu and Srinagar," a senior government official revealed. 
 
Road transport &amp; highways minister Nitin Gadkari confirmed that his ministry was working on the plan. 
Presently, travel time from Delhi to Katra is around 11-12 hours, which would be reduced to half once the expressway is built. 
 The government has approved plans for the construction of about 1,000 km of expressways at an estimated cost of Rs 16,680 crore. The approved corridors are Delhi-Chandigarh, Bengaluru-Chennai, Delhi-Jaipur, Delhi-Meerut, Kolkata-Dhanbad, Delhi-Agra and Vadodara-Mumbai. 
 
"It could be a hightraction project as the traffic flow, both private vehicles and freight, is good on the route," the official added. 
While final meetings would be taking place soon, an official said, getting land wouldn’t be of problem as the states of Haryana, Punjab and J&amp;K have <a href="http://www.businessinsider.in/searchresult.cms?query=BJP">BJP</a> in power. The government is already working on a land pooling policy for expressway projects, where a portion of the land acquired from farmers will be returned to them after development.
