"Delhi University shall file an affidavit within five days stating which are the courses whose results are declared and which are the courses whose results are not declared. Also mention by when the remaining results would be declared," Justice Prathiba M Singh said. The high court was hearing various students' grievances that the results of their final year exams, which were conducted in August, have not been declared yet and due to which they are unable to join higher studies. Some of the students also claimed that though they appeared in the exams but the university has marked them absent. The high court asked the varsity to also look into this aspect and file the affidavit before November 25. It listed the matter for further hearing on November 26, with a direction to professor D S Rawat, Dean of Examination to join the video conferencing proceeding on the next date. "Now we will have to monitor things again," the judge said. The high court also noted that the varsity has not filed an affidavit as was directed earlier. "There is non-compliance by the Delhi University. It is really shocking. It is happening every time," it said. A division bench of the high court had earlier directed the university to declare results of all the post-graduate courses by October 31 and to upload the marksheets on its website. It had also fixed various deadlines for declaration of results of undergraduate courses, between October 20 to 31 with a buffer of maximum of three days from the date fixed. For BA (prog) courses, the results were to be declared on November 6. Initially, the petition was filed challenging the varsity's decision to hold online OBE, as per the UGC guidelines, for final year undergraduate courses which were in long form exams. A total of 713 people have tested positive in the district so far. The district has witnessed a steep hike in its tally in the last 10 days during which close to 100 people have tested positive in Paliganj sub-division alone. District Magistrate Kumar Ravi has ordered an inquiry to ascertain whether there was violation of norms at a marriage ceremony that was held on June 15 in Deehpali village and which appears to have triggered the biggest infection chain in the state so far. According to a release issued by the district administration, the sub-divisional officer of Paliganj has been asked to investigate as to whether measures like wearing of masks and social distancing were observed and the cap of 50 attendees was followed. "If any violation comes to the fore, stern legal action will be taken against those responsible for the arrangements," said the release. The groom, who was suffering from fever at the time of the wedding, died two days after the marriage. It was not known whether he was infected since his family members cremated the body without waiting for authorities to collect the samples. Nonetheless, the administration tested samples of 259 people in the vicinity subsequently and 95 tested positive for COVID-19, said the release adding that eight containment zones have been set up in the affected areas. COVID-19 cases have been reported from all 38 districts in the state and only two Jamui and Sheohar have respective tallies lower than 100. Besides Patna, other districts which have reported a high number of cases are Bhagalpur 494, Madhubani 456, Begusarai 421 and Siwan 412. State Health Secretary Lokesh Kumar Singh said that a high number of fresh cases notwithstanding, Bihar's recovery rate of 77 per cent is significantly higher than the national average of 59 per cent. He also said the state has succeeded in increasing its testing capacity and 8,231 samples were tested in the last 24 hours. The total number of samples tested till date was 2.20 lakh.

When <keyword id="93127" type="ORGANIZATION" weightage="80" keywordseo="UP-Expressway-Industrial-Development-Authority">UP Expressway Industrial Development Authority</keyword> (UPEIDA), the nodal agency for implementing the project, set out to acquire land for the developers of the expressway project, it decided to avoid the contentious "acquisition" process almost entirely. "Instead of acquiring land as is usually done, it was decided to purchase land from farmers through a mutual agreement. 
	 

	To make the transaction more lucrative, land owners were offered four times the circle rates (CR) in rural areas, and twice the CR in urban parts, as purchase cost. Acquisition was only considered in cases where mutual agreement failed," said Navneet Sehgal, chief executive, UPEIDA. To build it by October 2016, as the chief minister has promised to do, the <keyword id="95895" type="ORGANIZATION" weightage="80" keywordseo="UP-government">UP government</keyword> needs a total of 3,368.60 hectares of land cutting across 232 revenue villages from Agra to Lucknow, and passing through the districts of Mainpuri, Etawah, Kannauj, Auraiyya and Unnao. In the 270 days between June 2014 and January this year, UPEIDA completed about 27,000 registries at the rate of about 10 a day, arguably the fastest yet, government-run expressway project of this magnitude. To achieve this, UPEIDA paid, till May 15, 2015, Rs 2,844.55 crore to make an outright purchase of 2,824.16 hectares of land from individual land owners, and 303.29 hectares from government departments, almost 93% of the total land it needed. Assistant CEO UPEIDA, <keyword id="361651" type="PERSON" weightage="80" keywordseo="Ashutosh-Dubey">Ashutosh Dubey</keyword> said, "The government set up rate fixation committees under the chairmanship of the <keyword id="6381069" type="POSITION" weightage="60" keywordseo="District-magistrate">district magistrate</keyword> to arrive at a mutually agreeable rate. After the approval of the CEO, land owners were given four times, or twice the CR depending on the location of their land. 
	 Apart from their land holdings, owners were also compensated for permanent structures built on their land, and for unharvested crops." When TOI contacted land owners who gave up their land through a mutual agreement with the state government, reactions were mixed. In Unnao, which falls under segment 5 of the expressway project and is being developed by <keyword id="689816" type="COMPANY" weightage="80" keywordseo="Larsen-Toubro-Limited">Larsen &amp; Toubro Limited</keyword>, Jagdamba Singh, a resident of Matariya village, confirmed he had received four times the circle rate. 
	 

	"My village was on the Unnao-Lucknow border, but on the Unnao side. My compensation, as a result, was paid according to the prevailing DM circle rates in Unnao. The neighbouring village that falls in Lucknow, however, received a higher compensation. So even though I got four times, I felt cheated," Singh said. In Etawah's Takha tehsil, Bakridan begum walked away with a compensation of Rs 8.91 lakh for selling 2.5 bighas of land held in her name. Her son, <keyword id="3718452" type="PERSON" weightage="80" keywordseo="Naseem-Khan">Naseem Khan</keyword> told TOI, "We used about Rs 98,000 for a wedding in the family. We are also in advanced stages of talks over the purchase of additional agriculture land with the compensation money we received." In both cases, Singh and Khan said their families will remain invested in farming and did not plan to use the surplus funds to diversify their businesses. 
	 

	Not all land holders, however, were agreeable to selling their land to the government. In such cases, UP opted for the land acquisition process as prescribed under the Land Acquisition, Rehabilitation and Resettlement Act of 2013, and acquired 160.28 hectares of land. Here, while the rate of compensation remained the same, beneficiaries were offered an extra payment at an interest rate prescribed within the state's rules.

	The benefits of the dual model-acquisition plus purchase were many. "This model allowed UP to facilitate land transfer to developers in record time, Dubey said. Since the state's pur chase-acquisition process started in June last year, UPEIDA now has a land pool of 3,287.73 hectares of the 3,368.60 hectares it needed; that's 97.6% of the land it needed, organized in less than one year. 
	 

	The success of the Agra-Lucknow "expressway" model of acquiring land through mutual agreements and through the acquisition route has now been extended to other construction projects as well. "It is a smoother, faster process. More significantly, though, farmers and land holders get a much better deal for their land than they would if we went the acquisition way. That would have been also much more time-consuming,” Dubey added.

8 Indian Edtech startups to watch out for in 2016

<img class="gwt-Image" src="/photo/47830635.cms" />June is at the fag end and we almost have a mid-year report card of Bollywood. Though the year started on a dismal note, it picked up towards May and June. 
 
This year, January was like a drought month and even movies starring big names did not interest the audience. As Arjun Kapoor and Sonakshi Sinha starrer-'Tevar'- failed to take off, even the Horrex (horror + sex) formula did not work out for ‘Alone’ and ‘Khamoshiyan’. 
 
Other movies that released in January and failed to make a mark included Sonam Kapoor-starrer ‘Dolly Ki Doli’, 'Sharafat Gayi Tel Lene', ‘Crazy Cukkad Family’, ‘Hawaizaada’ among others. 
 
The only respite that the Bollywood lovers got was from Akshay Kumar’s ‘Baby’, which also became the first movie of 2015 to enter the Rs 100 crore club. 
 
But the jinx did not end in January as February continued to bring more bad news for the industry. 
 
The big shocker came in the form of ‘Shamitabh’. The movie, starring Amitabh Bachchan and Dhanush, was directed by R Balki, the maker who has given us movies like Pa and Cheeni Kum. 
 
Later in the month, ‘Roy’ released, which recorded a good start but by weekend the movie fizzled out. Most trade pundits pegged the crucial India-Pakistan match at the World Cup as the reason for the drop of sales on Sunday but the movie could not recover much post this phase also because of negative word of mouth. 
 
Thankfully, later in the same month we had movies like ‘Badlapur’ and ‘Dum Laga Ke Haisha’. Both managed to gather decent collections at the Box Office. In fact, ‘Dum Laga Ke Haisha’ was a complete surprise package and managed to pull crowds even in its third week . 
 
March threw a mixed bag as Anushka Sharma starrer 'NH-10' received critical acclaim. April again was a dry month as Bollywood had nothing to offer that could have clicked with the Bolly buffs. 
 
However, Bollywood saw a turnaround in May. It started on a high note with Akshay Kumar starrer ‘Gabbar is Back’, which went to collect Rs 86.55 crore at the Box Office. This was followed by Deepika Padukone, Amitabh Bachchan and Irrfan Khan’s 'Piku', which struck a right chord with the audience and collected Rs 111 crore worldwide. 
 
Later in the month, Kangana Ranaut wowed the audience with her spectacular acting in ‘Tanu Weds Manu Returns’. As per reports, the movie managed to collect Rs 190.87 crore worldwide. Given that the movie was made with Rs 31 crore budget, it stood out and is the most profitable movie of 2015 till date. 
 
But, the disappointment came from ‘Bombay Velvet’. Everybody had high hopes from Ranbir Kapoor’s flick but it fell flat. 
 
The momentum seems to continue with ‘Dil Dhadakne Do’ and ‘ABCD 2’. ‘Dil Dhadakne Do’ has managed Rs 37.05 crore in the first weekend and is holding the fort well. Also ABCD 2, sequel of ABCD, managed to get the biggest opening for 2015 and continues to do a good business over the week. 
 
The later half will see a slew of big- starrer movies such as Salman Khan starrer ‘Bajrangi Bhaijaan’, Vikas Bahl of Queen fame’s ‘Shaandaar’, ‘Singh is Bling’ featuring Akshay Kumar, Nikhil Advani’s ‘Katti Batti’, Aishwarya Rai’s comeback movie ‘Jazbaa’ and also ‘Dilwale’ in which fans will see Shah Rukh Khan and Kajol paired together. In addition, there will also be a third installment of ‘Hate Story’, ‘Hera Pheri’ and ‘Kya Kool Hai Hum’ to look forward to. 
 
Commenting on the movie sentiment of 2015, Komal Nahata, Trade Analyst shared, “It has been a good 2015 so far. Sure there were some upsets in the start of the year but May has been extremely kind and the rest of the year looks really promising." 
 
We hope that the forthcoming movies get the cash ringer buzzing for Bollywood and we continue to see some entertaining movies in the latter half of the year.

Mid-year assessment: It was a roller coaster ride for Bollywood

On Tuesday, futures trader Navinder Singh Sarao, <a href="http://www.businessinsider.com/a-trader-has-been-arrested-for-contributing-to-the-2010-flash-crash-2015-4">was arrested</a> in London in connection with charges in the US.He's been charged on one count of wire fraud, 10 counts of commodities fraud, 10 counts of commodities manipulation, and one count of <a href="http://www.businessinsider.com/what-is-spoofing-the-market-2015-4">"spoofing" </a>- buying or selling large orders with the intent to cancel. The US is seeking extradition. According to the complaint, Sarao allegedly used an algorithm to manipulate the market for E-Mini S&amp;P 500 futures contracts (E-Minis) on the Chicago Mercantile Exchange (CME). "Sarao's alleged manipulation earned him significant profits and contributed to a major drop in the U.S. stock market on May 6, 2010, that came to be known as the 'Flash Crash.' On that date, the Dow Jones Industrial Average fell by approximately 600 points in a five-minute span, following a drop in the price of E-Minis," the DOJ said in a release. Here's how futures traders reacted (emphasis ours): <ul><li>"Well what he did is a problem for CME, which they are cleaning up. They have been cracking down over past 6 months hard. He was not the cause of the flash crash. That is a joke," one New York-based trader said. (The problem the trader is referring to is "spoofing").</li><li>"[Spoofing] is a separate issue, but spoofing doesn't happen risk free," another trader explained. "If someone is in the market spoofing it they are taking the chance that a real buyer can lift their contracts and all of the sudden they are seriously short or long a position they never wanted to be in...which is why the market is normally a better liberator of these things than regulators. If I'm a big fund and see someone doing this, I may try and wait for the right time and then buy 5,000 contracts when I see them doing this if I know I need to buy a lot more and squeeze him as a short. That's far more painful to him than a one time fine." </li><li>A New York-based quant trader said that regulators absolutely should be tracking spoofing. However, the trader thinks regulators needed someone to blame this time. "My gut says he is basically being made a target because they need someone to blame for the 'Flash Crash.' The trader thinks that this "case smells of political PR" and that "someone somewhere is really working hard on their career."</li><li>The quant also pointed out that the complaint said Sarao had been using the trading algo before the "Flash Crash" and in the years after. If he was the cause of the crash, why did we only have one crash in that period? </li><li>One Midwest-based trader said it was "impossible to have been caused by one trader or even exaggerated." He added, "It's insanely entertaining to think an individual or an entity caused that day." </li><li>The trader explained that there were "far too many other markets losing liquidity just as fast and in fact FASTER that it's LUDICROUS to think one individual in just the EMINI caused it. Insanely [reckless] in fact." </li><li>"This arrest is retarded," one of the traders said. "To blame them, to blame them for the 'Flash Crash' is absolutely ridiculous. It's beyond ridiculous." The trader later added, "If anything, OK someone is trying to game the market here. It's f-----g stupid." </li></ul>Sarao was the sole employee of UK-based Nav Sarao Futures Limited.
