 In a major rejig at the MEA, Akbaruddin will be handling the position, replacing <keyword id="376834" type="PERSON" weightage="20" keywordseo="Asoke-Mukerji">Asoke Mukerji</keyword> who will be retiring. 
 
Also, Gautam Bambawale, India's ambassador to <a href="http://www.businessinsider.in/searchresult.cms?query=Bhutan">Bhutan</a>, will take over from TCA Raghavan as high commissioner to Pakistan when the latter retires in December. 
 
Bambawale is an expert on <a href="http://www.businessinsider.in/Modi-says-this-is-the-year-of-India-and-China/articleshow/47292783.cms">China</a> and will be taking over one of India's most sensitive diplomatic positions. 
 
While, present secretary (west) in MEA, Navtej Sarna, will be India's next high commissioner to London, Anil Wadhwa, secretary (east), will go to Rome. 
 
The two senior-most officials in headquarters will be replaced by Amar Sinha, who has been India’s ambassador to Afghanistan, and Amarendra Khatua, who is currently ambassador to Argentina. They will be the next Secretaries East and West. 
 
Meanwhile, in Moscow, P S Raghavan will be replaced by Pankaj Saran. Saran, who is currently India's high commissioner to Dhaka, has believed to have played a key role in securing the land boundary agreement between India and Bangladesh. 
 
Vijay Gokhale, India's ambassador to Germany, will go to Beijing. 
 
Sujan Chinoy, India's ambassador to Mexico, will take over from Deepa Wadhwa in Tokyo.

India’s most familiar foreign ministry face now India’s permanent representative at the UN

 At the <keyword id="2897031" type="UNKNOWN" weightage="20" keywordseo="World-Summit-on-Information-Society">World Summit on Information Society</keyword> (<keyword id="2897032" type="UNKNOWN" weightage="20" keywordseo="WSIS">WSIS</keyword>), <keyword id="376834" type="PERSON" weightage="20" keywordseo="Asoke-Mukerji">Asoke Mukerji</keyword>, Indian’s Permanent Representative to the <keyword id="6355833" type="ORGANIZATION" weightage="20" keywordseo="united-nations">United Nations</keyword>, talked about the role of ICT by citing its efforts in helping the nation flourish. 
 
Elaborating on the crucial role that ICT played in solving financing and environmental issues, Mukerji said, "The role of Information and Communications Technologies (ICTs) in the context of eradication of poverty, development, financing and protecting the environment, cannot be ignored.” 
 
As per an Economic Times report, Mukerji urged the international community to focus on bridging both the digital and gender gaps. He also asked the ICT to play its "true role as enablers of accelerated development." 
 
Alluding to the importance of the event, he said, the event is taking place at a "critical moment" as the Millennium Development Goals (MDGs) are being upgraded and significantly expanding into the post-2015 Development Agenda. He also said that India looks forward to adopting a review this December.

Here is how global leaders will bridge the digital-gender gap in India

<img class="gwt-Image" src="/photo/46714389.cms" />India has said that it is "untenable" that 137 developing nations are represented by only one <keyword id="193798" type="POSITION" weightage="80" keywordseo="permanent-member">permanent member</keyword> in the UN Security Council, as it insisted that maintaining the status quo on the Council's membership is "definitely not an option". 
 
 Participating in a briefing on UN Security Council reforms in <keyword id="6355838" type="COMPANY" weightage="80" keywordseo="New-York">New York</keyword> yesterday, India's <keyword id="2722" type="POSITION" weightage="80" keywordseo="ambassador">Ambassador</keyword> <keyword id="376834" type="PERSON" weightage="80" keywordseo="Asoke-Mukerji">Asoke Mukerji</keyword> said there is need to "urgently" broaden the Council to make it more representative, effective and democratic. 
 
"Maintaining the status quo as far as the membership of the Council is concerned is definitely not an option. For many developing countries, it is simply untenable that out of 137 developing country members of the UN, only one has so far been accommodated as a permanent member of the Council," he said. 
 During the briefing, <keyword id="6415823" type="POSITION" weightage="80" keywordseo="chair">Chair</keyword> of the Intergovernmental Negotiations Ambassador Courtenay Rattray tabled a framework document designed to reflect the various positions of the membership, aimed at moving the intergovernmental negotiations process towards text-based negotiations. 
However, it is learnt that China "led the charge" in blocking the UNSC reforms process by rejecting the proposed road map, saying that the Chair had no right to table a text. 
 While pro-reform groups like the L-69, CARICOM bloc of Caribbean nations, Small Island Developing States, G4 and <keyword id="12925" type="ENTERTAINMENT" weightage="80" keywordseo="Africa">Africa</keyword> supported the Chair's proposal, China, Pakistan and the Uniting for Consensus group of nations rejected it. 
 Among the permanent five nations, the US and UK are learnt to have voiced their support for working with the Chair. The US and <keyword id="6358826" type="COUNTRY" weightage="80" keywordseo="Russia">Russia</keyword>, however, said that there should not be any timelines to achieve results in the reform process. 
 
India feels that the framework document presented by the Chair is a positive breakthrough as it noted that world leaders had unanimously agreed at the 60th anniversary of UN Summit in 2005 to achieve "early reforms" of the UNSC. 
 
 
"When we meet again, we hope to at least have the outlines of a negotiation text on the table," Mukerji said. 
 <keyword id="107186" type="ORGANIZATION" weightage="80" keywordseo="General-Assembly">General Assembly</keyword> <keyword id="2540" type="POSITION" weightage="80" keywordseo="President">President</keyword> Sam Kutesa underscored that moving towards a negotiating text is a way of building mutual trust and creating an atmosphere conducive for constructive engagement and dialogue and he was "heartened" to hear the broad support for such a process. 
 
 
He said reform of the UNSC is of critical importance and a "key priority" during the current UNGA session.

India wants that one ‘permanent’ seat in the UN
Security Council, and it won’t have it any other way!

India has been elected to the Security Council with an <keyword id="9419966" type="UNKNOWN" weightage="20" keywordseo="overwhelming-majority">overwhelming majority</keyword> of 184 votes running on a platform of fighting terrorism and promoting the ethos of "Vasudhaiva Kutumbakam" -- the world is one family. Wednesday's elections took place against the backdrop of the conflict in Ladakh with China, whom it will join on the Council in January. New Delhi won the Asia Pacific seat on the highest decision-making body of the UN with the unanimous support of the countries in the 55-member group, with China and Pakistan, at least openly, conceding support in face of overwhelming backing for India from the others. Though India ran unopposed from Asia, eight countries apparently did not vote for India in the secret ballot in which 192 of the 193 member nations participated. After the vote, India's Permanent Representative T.S. Tirumurti acknowledged the said in a video statement, "We are confident in the COVID and post-COVID world, India will continue provide leadership and a new orientation for a reformed multilateral system." "Our election to the United Security Council is a testament to Prime Minister (Narendra) Modi's vision and his inspiring global leadership," he added. India will serve its eighth two-year term as a non-permanent member without veto powers, even as it pursues on a parallel track UN reforms aimed at getting a permanent seat. India will replace Indonesia, whose term ends at the end of the year, on the Council and join Vietnam as one of the two non-permanent Asian members. Running unopposed for the seat for Latin American and Caribbean countries, Mexico won with 187 votes. The ten non-permanent Security Council seats are distributed among five regional groups and elections are held every year for the five that fall vacant on alternate years. But there were contested elections for the three other seats. Canada was routed in its bid for one of the two seats allotted to the group made up of West European countries and others like Canada and Australia that do not fit in elsewhere. In a setback to Prime Minister Justin Trudeau who personally campaigned hard for the seat, it received only 108 votes. Norway with 130 votes and Ireland with 128 were elected to the two seats. Neither Kenya nor Djibouti received a two-thirds majority and a runoff is to be held later. Kenya, which received 113 votes for the African seat had the endorsement of the continent's countries, while Djibouti which counted on a rift between the Arab and Non-Arab nations in the group received 78 votes. In a last-minute pitch, Tirumurti said in a video message, "India's presence in the Security Council will help bring to the world our ethos that the world is one family -- Vasudhaiva Kutumbakam." In a campaign document unveiled by External Affairs Minister S. <keyword id="236448" type="PERSON" weightage="20" keywordseo="Jaishankar">Jaishankar</keyword> in New Delhi, India laid out a "5S" approach of Samman (Respect), Samvad (Dialogue), Sahyog (Cooperation) Shanti (Peace) and Samriddi (Prosperity) for its service on the Council. The document setting out India's agenda said that a reformed multilateralism is a must for the post-COVID19 era. Besides fighting terrorism, a priority for India, which historically the largest contributor peacekeeping operations, that the document listed was streamlining UN peacekeeping to "ensure greater clarity, direction, and professionalism." While addressing the abuse of technology by terrorists, the document said that technology must be promoted with "a human touch" and India will promote partnerships to harness it to reduce human suffering and build resilient communities. "India will become a member of the Security Council at a critical juncture," Tirumurti said. India will step into a Council Chamber paralysed by the polarisation of its veto-wielding permanent members that almost harks back to the <keyword id="24525" type="ENTERTAINMENT" weightage="20" keywordseo="cold-war">Cold War</keyword> era. It will have to deftly deal with intractable issues like the Syrian civil war with international dimensions, Ukraine's disputes with Russia, the US -- or President Donald Trump's -- obsession with <keyword id="41896" type="LOCATION" weightage="20" keywordseo="Iran">Iran</keyword> or its fallout and Yemen where the UN has not been able to act because of the standoff between the West and Russia and China. But at least when China tries to bring up the Kashmir issue in the Council as it has done twice recently, India will be right there. In elections held simultaneously, Volkan Bozkir, a Turkish diplomat and politician who ran unopposed, was chosen president of the next session of the General Assembly that starts in September. Eighteen countries that ran unopposed for as many seats on the Economic and Social Council (ECOSOC) were also elected. India's last term on the Security Council was in 2011-12 and Hardeep Singh Puri, who was then India's Permanent Representative and is now a minister, immediately afterwards planned to bid for its next term not wanting a long gap like the 19 years since the previous 1991-92 tenure. Intense diplomacy by him and his successor, Asoke Mukerji, sealed India's bid for the 2021-22 term. Afghanistan had initially expressed interest in running for the 2021-22 term but did not pursue it, leaving the field for India. India elected to United Nations Security Council with overwhelming majority

 India will also host the G-4 summit in New York on September 26, before Modi leaves for the West Coast for a packed two-day trip during when he will have meetings with Zuckerberg, Apple CEO <keyword id="191843" type="PERSON" weightage="80" keywordseo="Tim-Cook">Tim Cook</keyword> and Pichai. 
 
He will also meet Obama on September 28, his third summit meeting with the US president in about a year. 
 
Modi is expected to focus on giving a further push to early and urgent reform of the <a href="http://www.businessinsider.in/searchresult.cms?query=Security+Council+">Security Council</a> and to send an "unambiguous message" of "zero tolerance against terrorism". 
 
In a letter to the UN Secretary General in July, Modi had said that that the UN must be made more effective for dealing with new security challenges as "we are now living in an era when non-state military actors are a major factor." 
 
India's Permanent Representative to the UN Asoke Mukerji has said that the Prime Minister's speech at the Sustainable Development summit will focus on "Agenda 2030" since he "has given a lot of attention to the substance of the development agenda." 
 
Among the ambitious 17 goals to be adopted by the UN for the next 15 years is complete poverty eradication, zero hunger, quality education, gender equality, sustainable cities and communities and clean water and sanitation. 
 
In his letter to the UN chief, Modi had also underscored that eliminating poverty by 2030 should "unquestionably" be at the heart of the post-2015 Development Agenda. 
 
"The most acute forms of poverty still remain the most pressing problem and require direct, urgent and sustained interventions. Addressing the needs, concerns and human rights of 1.3 billion poor people in the world is not merely a question of their survival and dignity, but also a vital necessity for an enduring peaceful, sustainable and just international order," he said.

US to PM Modi: Welcome back. This will be an epic trip to remember!

G4 nations want expansion of the <a href="http://www.businessinsider.in/searchresult.cms?query=UN+Security+Council+">UN Security Council</a> and permanent seats for themselves. 
 The aim will be to push for early <keyword id="55859" type="ORGANIZATION" weightage="100" keywordseo="UN-Security-Council">UN Security Council</keyword> reforms amid the <a href="http://www.businessinsider.in/searchresult.cms?query=UN+General+Assembly+">UN General Assembly</a> adopting a decision to commence text-based negotiations on the long-pending reforms. 
 While interacting with reports, External Affairs spokesperson <keyword id="32893" type="PERSON" weightage="100" keywordseo="vikas-swarup">Vikas Swarup</keyword> said: "The G-4 summit is a very important engagement."

India's Permanent Representative to the UN Asoke Mukerji said the summit has "come together as an event" only after the September 14 consensus adoption by the UNGA of a negotiating document and the decision to commence text-based negotiations. 
 
The high-level summit "conveys its own message that the G-4 nations can play a role in galvanizing broad based support for the outcome of the negotiations which will start in November this year," Mukerji said. 
 
"We regard this very substantive and very significant especially in the light of the fact that the UNGA recently passed a decision calling for text-based negotiations and presenting a text on the basis of which the negotiations on the Inter-governmental format can take place," he said. 
 
Mukerji said the main focus of the summit is to "build" on the UNGA's adoption of a negotiating text on UNSC reforms. 
 
"The leaders will decide during that meeting on the way forward," Mukerji said, adding that an outcome is expected. 
 
Sounding an "optimistic" note, Mukerji said he assumes that the process of negotiations should conclude "as the Prime Minister has called for" with a concrete outcome on the reforms by the end of the 70th UNGA session next September. 
 
He said that the speed at which the process moves forward will depend on the UN member states but "our effort will be that by the end of the 70th session in September 2016, the final text should be tabled in the Assembly for adoption. 
 
On the US support to India, Swarup said while there are various templates for UNSC reform, the end product with India as a permanent member has Washington's "unwavering" support.

Will India secure a permanent seat in UN Security Council? Keep a watch on G-4 summit!

<img class="gwt-Image" src="/photo/48454892.cms" /> <keyword id="3658" type="COUNTRY" weightage="100" keywordseo="India">India</keyword> would have to wait longer now for securing a permanent seat in an expanded <keyword id="55859" type="ORGANIZATION" weightage="100" keywordseo="UN-Security-Council">UN Security Council</keyword> as the US along with Russia and China has opposed reformation of the powerful UN body, refusing to contribute to a text that will form the basis for the long-drawn reform process. <keyword id="107187" type="ORGANIZATION" weightage="100" keywordseo="UN-General-Assembly">UN General Assembly</keyword> President <keyword id="13318" type="UNKNOWN" weightage="100" keywordseo="Sam-Kutesa">Sam Kutesa</keyword> contributed a text to UN members that will form the basis for the negotiations on the reform of the Security Council. Kutesa had appointed Jamaica's Permanent Representative <keyword id="2997880" type="UNKNOWN" weightage="100" keywordseo="Courtenay-Rattray">Courtenay Rattray</keyword> to chair on his behalf the Intergovernmental Negotiations on Security Council Reform. 

	Kutesa, in a letter dated July 31 to all UN members, said he is also circulating letters containing the positions of groups and Member States that indicated they did not wish their proposals to be included in the body of the negotiating text. These countries include US, Russia and China.
 American Ambassador to the UN <keyword id="1697895" type="UNKNOWN" weightage="100" keywordseo="Samantha-Power">Samantha Power</keyword> said in her letter to Kutesa that the US is "open in principle" to a "modest" expansion of both permanent and non-permanent members but the condition that "any consideration of an expansion of permanent members must take into account the ability and willingness of countries to contribute to the maintenance of international peace and security and to the other purposes of the United Nations." 

	Power added that "we believe that consideration of new permanent members must be country-specific in nature."
 

	She also reiterated that the US remains opposed to "any alteration or expansion of the veto".
 Sources told PTI that the US opposition to aspects of the reform process can be perceived as”duplicity" since President <keyword id="15962" type="PERSON" weightage="100" keywordseo="Barack-Obama">Barack Obama</keyword> has reaffirmed his support for a reformed UN Security Council with India as a permanent member. 

	Russia, which has also supported India's candidacy as permanent member, said in its letter to Kutesa that the "prerogatives of the current Permanent Members of the Security Council, including the use of the veto, should remain intact under any variant of the Council reform".
 

	"The intergovernmental negotiations on the UN Security Council reform should proceed in a calm, transparent and inclusive atmosphere free from artificial deadlines," it said.
 

	India has maintained that the process to expand the powerful UN body "cannot be seen to be an exercise ad infinitum" and a results-based timeline is crucial to achieve a concrete outcome.
 

	"Those who ask for not imposing artificial timelines may be advised to desist from inflicting artificial delays on this process," India's Ambassador to the UN Asoke Kumar Mukerji had said in the past.
 

	Sources said that India feels that the 70th anniversary of the UN, being commemorated this year, is an appropriate milestone to propel the reform process, which should be completed within the next one year.
 

	Russia said that in the situation when positions of the main groups of states - those who support the idea of the UN Security Council's expansion in both categories and those who do not - remain polar, one can advance in the negotiating process only by searching for a compromise.
 

	It said that while it supports broader representation of the developing countries from Africa, Asia and Latin America on a reformed Security Council, it is important to maintain compact composition of the Council in order for it to provide an adequate and prompt reaction to new challenges.
 

	"The number of members in an enlarged UNSC should not exceed a reasonable level of low twenties," it added.
 

	On improvement of the working methods of the Security Council, Russia said the leading role in this process should belong to the Security Council itself as the "only legitimate master of its own procedures and working methods."
 

	China said UNSC reform is "multifaceted", covering not only issues such as enlarging the Council's membership and strengthening representation, but also increasing efficiency and improving working methods. It added that Member States are still seriously divided on the Security Council reform and no general agreement has been reached on any solution so far.
 

	UNSC "reform should not be carried out at the expense of the unity of Member States. All member States should remain committed to the intergovernmental negotiations process, adopt a flexible and pragmatic attitude, gradually build mutual trust and meet each other halfway.
 

	No solution on which Member States are seriously divided or approach that may cause division among Member States will have China's Support," it said.
 

	"Member states still need to engage in patient consultations to find a solution that accommodates each other's interests and concerns," it said, a position different from that of India which has stressed that the 2015 "is a year for decisive action" and for it, another round of the IGN with business like the earlier rounds would "not be acceptable."
 

	India has said it would then find it very difficult to meaningfully engage with the process.
 

	China also stressed that new seats of the Security Council should be reasonably distributed. It also noted that any solution or reform model should enjoy general consensus.
 

	"The five clusters of key issues concerning Security Council reform are interrelated, and should not be addressed in isolation of each other. It is imperative to stick to the approach of a package solution. The 'piecemeal' or 'step-by-step' approach is not conducive to accommodating the interests and concerns of Member States," China said.
 

	India has received support from France and the UK, the two remaining permanent members of Security Council. The two nations along with Kazakhstan and Romania have specifically named in the negotiating text Brazil, Germany, India, Japan and an African representation to be included among the permanent members of a reformed UNSC.
