"This is a historic decision to bring transparency in allocation of natural resources by putting an end to the hitherto monopoly system. The state can utilise its flagship development schemes like Biju Pucca Ghar Yojana for shelter, security and other welfare schemes for poor people," said Patnaik. He also expressed hope that it would help the state generate considerable revenue.

"We expect an annual revenue of about Rs 10,000 crore through auction route which is almost double the amount of the revenue being presently generated from mining sector in the state," the chief secretary said.
"All pending applications for grant/renewal of major mineral leases will also be disposed in conformity to this policy decision. Leasing of major minerals through public auction will be made after obtaining leave of the Supreme Court by filing appropriate petitions," he added.
The government will finalise modalities of the auction within two months.
