New trains from the $2.1 billion Acela 21 project are supposed to be up and running by 2021, but a new report from the railroad's inspector general found they're at "significant risk" of delays. These delays could have a ripple effect on the rest of Amtrak, affecting its busiest route and causing it to cut service.
