Under the new system, every country in the world will have a standing advisory with a numerical level, ranging from 1 to 4, to indicate whether there are any safety concerns. If a country is ranked at a level two - "exercise increased caution" - or above, the score will be accompanied by a reason for the increased risk.The change comes in response to persistent general confusion over the meaning of warnings issued under the previous system, according to a State Department spokesperson. Under that system, the department would issue either a "travel alert" or a "travel warning" when it deemed prudent, which generally included a briefing as to the reason.But, the difference between the two types of advisory was not always clear. While alerts were generally shorter-term or related to specific events, and warnings were intended to be stronger, the new system is designed to provide additional clarity and guidance.The levels are as follows, as described in a fact sheet shared by the State Department:<ul style="font-weight: 400;"><li>Level 1 - Exercise Normal Precautions: This is the lowest advisory level for safety and security risk. There is some risk in any international travel. Conditions in other countries may differ from those in the United States and may change at any time. </li></ul><ul style="font-weight: 400;"><li>Level 2 - Exercise Increased Caution: Be aware of heightened risks to safety and security. The Department of State provides additional advice for travelers in these areas in the Travel Advisory. Conditions in any country may change at any time. </li></ul><ul style="font-weight: 400;"><li>Level 3 - Reconsider Travel: Avoid travel due to serious risks to safety and security. The Department of State provides additional advice for travelers in these areas in the Travel Advisory. Conditions in any country may change at any time. </li></ul><ul style="font-weight: 400;"><li>Level 4 - Do Not Travel: This is the highest advisory level due to greater likelihood of life-threatening risks. During an emergency, the U.S. government may have very limited ability to provide assistance. The Department of State advises that U.S. citizens not travel to the country or leave as soon as it is safe to do so. The Department of State provides additional advice for travelers in these areas in the Travel Advisory. The State Department has overhauled its system for issuing travel advisories to make them easier to understand

The government on Wednesday asked state-owned banks to defer <keyword id="9420782" type="UNKNOWN" weightage="20" keywordseo="avoidable-expenditure">avoidable expenditure</keyword>, including purchase of <keyword id="9420781" type="UNKNOWN" weightage="20" keywordseo="staff-cars">staff cars</keyword> and refurbishment of guest houses, to ensure more productive utilisation of <keyword id="625899" type="PERSON" weightage="20" keywordseo="financial-resources">financial resources</keyword> amid the coronavirus pandemic. In a detailed advisory to the heads of all <keyword id="6355548" type="UNKNOWN" weightage="20" keywordseo="Public-sector-banks">public sector banks</keyword>, the Department of Financial Services (DFS) said it was necessary that the banks take appropriate measures to ensure productive use of their financial resources for core business activities. The advisory also comes against the backdrop of <keyword id="62034" type="CITY" weightage="20" keywordseo="Punjab-National-Bank">Punjab National Bank</keyword> recently purchasing three <keyword id="6363321" type="COMPANY" weightage="20" keywordseo="audi">Audi</keyword> cars worth over Rs 1.30 crore for travel of its top executives. Banks are advised to defer avoidable expenditure beyond the current financial year, including purchase of staff cars, except where unavoidable, the advisory said. DFS has also directed the banks to postpone expenditure on decorative, non-functional items for the interiors in non-customer facing premises like administrative offices and back offices, and refurbishment of guest houses. Further, the banks have been asked to effect significant reduction in expenditure on activities other than those pertaining to core business activities. "Economy in expenditure to the tune of 20 per cent year-on-year or more may be effected on activities or heads of expenditure such as entertainment, publicity, by making efficacious use of social media and press releases, and pooling resources with other PSBs (Public Sector Banks) for common publicity campaigns where appropriate," it said. Besides, DFS has directed banks to avoid travel and adopt digital means of communication as well as make effective use of locally available administrative officers. "The bank board's executive committee/ management committee may review the composition of the existing fleet of vehicles engaged on hire, while taking into account functional imperatives and the profitability and the cost to income ratio of the bank's operations and the occupancy level of guest houses," the advisory said. DFS, which comes under the finance ministry, has asked banks to place the advisory before their respective boards and issue appropriate instructions internally. "Top management may also suitably sensitise senior executives to give effect to this advisory in letter and spirit," it said. In addition, DFS has directed banks for revision of entitlements and perquisites such as entitlements to fixed assets like vehicles and furniture and lease/ rent amounts admissible for hired residential accommodations. Amid the pandemic, the finance ministry has asked all ministries and departments not to initiate any new scheme in the current financial year. Earlier this month, the ministry said there was a need to use resources prudently in these difficult times. Schemes that have already been approved for the current financial year would remain suspended till March 31 next year or further orders. Joseph Dunford probably knew it was going to be a tough job — being what is likely the last commander of U.S. troops in Afghanistan — refocusing from combat to withdrawal.
But instead of the Taliban giving him trouble, it's the guy he's trying to support: Afghan President Hamid Karzai.
Karzai has become increasingly erratic in recent months, canceling plans for a news conference with new Secretary of Defense Chuck Hagel, kicking out U.S. Special Forces from a crucial province, and actually accusing the <a href="http://www.businessinsider.com/hamid-karzai-says-us-colluding-taliban-2013-3">U.S. of supporting the Taliban.</a>

"The explosions in Kabul and Khost yesterday showed that they [the Taliban] are at the service of America," Karzai said in a nationally televised speech to mark International Women's Day. "They are trying to frighten us into thinking that if the foreigners are not in Afghanistan, we would be facing these sorts of incidents."
The behavior has Dunford worried, as a leaked threat advisory obtained by The New York Times <a href="http://www.nytimes.com/2013/03/14/world/asia/karzais-remarks-draw-us-troop-alert.html?pagewanted=all&amp;_r=0">reveals</a>. The messages are often routine, but unusual to come direct from a commanding general, an unnamed offical told the Times.
Dunford specifically called out Karzai's comments about Bagram prison as "inflammatory speech," and warned his subordinate commanders that Karzai's comments may motivate more insider attacks against troops.

Frustration with Mr. Karzai was clear in the alert, known as a command threat advisory, sent on Wednesday by Gen. Joseph F. Dunford Jr. to his top commanders. “His remarks could be a catalyst for some to lash out against our forces — he may also issue orders that put our forces at risk,” the advisory read.
Tim Foxley, a former senior analyst at the UK Ministry of Defence who now <a href="http://afghanhindsight.wordpress.com/about/">works independently</a>, believes the General is sending a message.
"The public manner of the announcement is perhaps the calculated politics of it — sending a warning signal to Karzai," Foxley told Business Insider in an email. " ... I expect a lot of diplomats to be earning their salary over the next few days to ensure that this issue is put away as soon and as calmly as possible. Dunford’s response is as much pointed diplomatic response as it is prudent <keyword id="6359526" type="COMPANY" weightage="60" keywordseo="Military">military</keyword> precaution – Karzai probably didn’t have to be named, references to the 'current political climate' or similar might have sufficed as justification for raising the security threshold."
So it's a rough time to be a soldier in Afghanistan, as Dunford's warning shows. Two Special Forces soldiers were killed Monday in an insider attack, and there were 47 insider attacks last year, mostly against U.S. troops, as The Washington Times <a href="http://www.washingtontimes.com/news/2013/mar/11/two-americans-killed-in-insider-attack-in-afghanis/">reports</a>.

As part of relaxations in compliance requirements, the corporate affairs ministry has allowed companies to conduct board meetings through video conference and other audio visual means till June 30. In an advisory on Thursday, Corporate Affairs Secretary Injeti Srinivas said the ministry is examining relaxations under the companies law that could be implemented in the wake of the coronavirus outbreak. It would also come out with a web form for companies/ LLPs to confirm their readiness to deal with the coronavirus threat. This is aimed at collecting details of companies and LLPs that adopt 'Work from Home' policy. Since companies/LLPs (Limited Liability Partnerships) are major employers, especially in urban areas, their full participation and cooperation is most essential to fully realise the objective of social distancing as a means to contain the spread, morbidity and mortality due to the disease, he said in the advisory. They have been strongly advised to put in place an immediate plan to implement the 'Work from Home' policy as a temporary measure till March 31. "All companies/LLPs are advised to implement the 'Work from Home' policy in their headquarters and field offices to the maximum extent possible, including by conduct of meetings through video conference or other electronic/ telephonic/ computerised means," he said. Even with the essential staff on duty, Srinivas said staggered timings may be followed so as to minimise physical interaction. "The web form named CAR (Company Affirmation of Readiness towards COVID-19) should be filed by an authorised signatory of companies and LLPs concerned," as per the advisory. CAR-2020 would be deployed on March 23 and all companies/ LLPs are requested to report compliance using the web service on the same day, it added. On Friday, Finance Minister Nirmala Sitharaman's office tweeted the advisory as well as the notification regarding relaxation in board meeting norms. She is also the Corporate Affairs Minister. "The government has decided to relax the requirement of holding board meetings with physical presence of directors in view of #COVID19," the minister's office said in the tweet. On Thursday, a senior official told that CAR-2020 would be a way of persuading companies to join hands in containing the disease and the web service would have CIN, PAN, DIN and OTP validation. It would also encourage a movement towards social distancing, the official added. CIN is Corporate Identification Number, PAN (Permanent Account Number), DIN (Director Identification Number) and OTP (One Time Password). According to the advisory, the ministry has relaxed the rules with respect to board meetings and has dispensed with the necessity of holding physical meetings on matters relating to approval of financial statements, board report, restructuring etc till June 30. "We are also examining any other relaxations under the Companies Act, 2013, that may be necessitated on account of COVID-19," it noted. Mahesh Viswanathan, the chief financial officer of Finolex Cables, stated the allegations as false and accused Prakash Chhabria, chairman of Finolex Industries and the cousin of Finolex Cables chairman Deepak Chhabria of instigating shareholders and creating a controversy. “There are two companies in the stable, Finolex Cables and Finolex Industries, which are currently headed by cousin brothers [sic]. There is an intense fight between the brothers over the ownership of the shares that are held in some trust. Both are at loggerheads and one party votes against the other in the meetings,” said JN Gupta, founder and managing director at proxy advisory firm SES in an interview to <a href="https://economictimes.indiatimes.com/markets/expert-view/finolex-cables-case-related-to-infighting-among-promoters-jn-gupta/articleshow/86556641.cms">The Economic Times</a>. Finolex cables is the largest manufacturer of electrical and telecommunication cables. In the ₹7,500-crore Finolex Cables, about 30.7% stake is held by Orbit (Finolex Group holding firm), 14.5% is held by Finolex Industries and the rest is with the public. Adding to it, these three companies have four common directors -- Deepak and Prakash Chhabria, Sunil Pathak and Sanjay Asher. Investors will now monitor the annual general meeting (AGM) that will result if additional directors -- PR Barpande, Avinash Shridhar Khare and Firoza Fredoon Kapadia are reappointed or not. The board had appointed them as additional directors on September 30, 2020, and is now seeking shareholders nod to appoint them as independent directors for a five-year term under different resolutions, even though they are liable to retire.
