With three weeks gone and maybe another three to go before they can even contemplate returning to their villages, the days ahead stretch interminably for the thousands of migrant labourers who decided to not take the long walk home but wait for the lockdown to end. And now, with the lockdown extended till May 3 to stem the spread of the coronavirus, the little money they had is mostly gone and so is hope it will end anytime soon. Anil Yadav, a daily wager with the parcel department of the railways who was ready to rush back to his village in Maharajganj in Uttar Pradesh to harvest wheat, is still stunned by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword>'s announcement on Tuesday extending the pan India shutdown by 19 days. "I have already lost the entire sugarcane crop sown in my one-acre land. It could have brought my family some money. But I can't go back and no one can harvest the crop," said the 28-year-old. "My wife, two children (aged one and three) and old parents have no support. They can't step out even to buy necessary items. They don't have money and now I am stuck here," he said. Sitting under a tree in the complex, dispiritedly eating his 'dal-rice' lunch, Yadav added that his family is staring at a huge financial crisis and plead with him everyday to return home. "But how can I?" he asked. He earned Rs 7,000-8,000 a month in his job but the money and the job have both gone. With all of India under lockdown, there are no train or inter-state bus services. Yadav is one of the 330 people, including the homeless and migrants, staying at the <keyword id="187727" type="LOCATION" weightage="20" keywordseo="Yamuna-Sports-Complex">Yamuna Sports Complex</keyword> camp that has been turned into a shelter home by the Delhi government. On April 1, a week after the first phase of the lockdown came into effect, Yadav was one of the many thousands who went to the <keyword id="75794" type="PERSON" weightage="20" keywordseo="Anand-Vihar">Anand Vihar</keyword> Interstate Bus Terminal hoping to manage a seat. Instead, he was packed into a bus by police and sent to the Yamuna Sports Complex. Asha Devi, a mother of four, tries hard to fight back her tears as she talks about her two sons, one 14 and the other only six, alone at their village in Uttar Pradesh's <keyword id="514433" type="PERSON" weightage="20" keywordseo="Banda-district">Banda district</keyword>. "My two sons are all alone at home. The older one works as a daily wage labourer and looks after his younger brother. I am so scared," the 36-year-old said. Sitting next to her is a group of 13 daily labourers, including her husband and her extended family members, from Uttar Pradesh's Banda district. The group left their homes early last month to work in a brick kiln in rural Ghaziabad After the lockdown, which came into effect after Modi's announcement on March 24, the contractor who hired them assured them of rations but suddenly disappeared leaving them with no money or food. With no option left, the group walked miles to reach Anand Vihar, only to be herded by the police to the Yamuna Sports Complex. She was forced to step out of the village with her 11-year-old daughter who helped her in the brick kiln. The eldest, also a girl, is married. "I want to go back home. If we have to die, we will do that together," she said. She, like the others, was pinning her hopes on the lockdown ending on Wednesday. Yadav and Asha Devi echo the woes of tens of thousands of stranded migrant workers across the country, including in Mumbai where large crowds came out in Bandra on Tuesday clamouring to return to their villages. Many complain there is no one to harvest their standing crop. Some said their families are being pushed to the brink with no money. With their jobs gone, the crops could help them sustain themselves. However, losing the crop would mean certain starvation. Gopesh Kumar, who works as a daily wager in farms in Haryana for Rs 400 a day, said he started working in a farm in Rohtak from March 15. When the lockdown began, the contractor he was working for suddenly asked him to go back. Kumar, who belongs to Bareilly in Uttar Pradesh and is spending his days like the others at the Yamuna Sports Complex shelter, said time is running out. "I can't earn till the lockdown ends. My family does not have money back home. Our entire standing crop of wheat has to be harvested. Who will do that?" he said. "There would have been some relief if the lockdown was lifted. At least, I could have gone back home. But with the extension, I have to wait here for another two weeks," he said, not quite sure of his age. Raju Kushwaha, 38, from Hathras in Uttar Pradesh, has the same question. "How will my family, including three sons, survive if we can't harvest the crop. And if I am not there, who will do it?" Lockdown 2.0: Money and jobs gone, stranded migrants desperate to return home

New Delhi, Jan 18 (PTI) The Delhi Development Authority's budget for 2022-23 was approved on Tuesday with allocations being made for ongoing housing projects, key civic infrastructure works and for Ph-IV of the Delhi Metro. The budget with an annual outlay of Rs 7,933 crore -- with receipts being projected at Rs 7,943 crore -- was approved in an online meeting of the Authority, chaired by Lt Governor Anil Baijal, also the chairman of the DDA, officials said. The DDA budget includes allocation for civic infrastructure, ongoing housing and sports-related projects and in situ development for slum rehabilitation; environmental initiatives, promotion of sports, transit-oriented development and metro projects, officials said. A total allocation of Rs 2,922 crore has been made in budget estimate (BE) 2022-23 for the development of land and physical infrastructure which includes roads, sewerage, water supply, power lines and drainage mainly in the sub-cities of Narela, Dwarka and Rohini, the DDA said in a statement. Also, the DDA had signed an MoU with the National Highways Authority of India for the construction of Urban Extension Road–II (UER) as a national highway. Out of the approximate the project cost of Rs 7,700 cr, the DDA has agreed to provide the viability gap funding of Rs 3,600 cr which is to be released in a phased manner. Rs 1,787 cr out of this will be funded from Urban Development Fund and rest by DDA. As the work on the project has gathered pace, Rs 900 crore had been released during 2021-22. For this, BE 2021-22 of Rs 100 crore has been enhanced and sum of Rs 725 crore has been kept in BE 2022-23 for this project, the statement said. The DDA said, it is committed to provide Rs 1,000 crore as a grant to the DMRC in a phased manner for Delhi Metro's Ph-IV project. In BE 2022-23 also, provision of Rs 240 crore has been provided for this purpose, it added. An allocation of Rs 2,543 crore has been provided in BE 2022-23 for completion of the ongoing housing projects, the statement said. The DDA had launched a special housing scheme 2021 in December, consisting of its existing inventories of around 18,000 flats. In addition, a number of projects are also likely to be completed during 2022-23 in Dwarka and Narela, and DDA has projected revenue of Rs 2,761 crore from the sale of flats in BE 2022-23, it added. The work for the development of the iconic Bharat Vandana Park with a project cost of Rs 560 crore in Dwarka sub-city is already in progress. The project spread over an area of 80 ha is being executed by NBCC. Provision of Rs 280 crore has been made in BE 2022-23, the DDA said. Also, DDA has prepared an action plan for rejuvenation of water bodies across Delhi, accordingly a provision of Rs 17.90 crore has been provided in BE 2022-23 under this head, it said. DDA has also undertaken the work of rejuvenation and restoration of the floodplains of River Yamuna at a total cost of Rs.928.92 crore. The work is being taken up in a phased manner as 10 separate sub projects. A sum of Rs 35.77 crore has been provided as BE 2022-23, the statement said. Besides, an outlay of Rs 77 crore in the budget has also been provided towards development, upgradation, modernization and maintenance of city parks maintained by DDA. The budget also provided for promotion of sports. A sum of Rs 546 cr has been provided in BE 2022-23. This includes expenditure on the ongoing project of construction of three new sports complexes at Dwarka, one at Rohini and a golf course at Dwarka. Apart from this, the DDA is also maintaining the existing 18 sports complexes and two golf courses, the statement said. In the meeting, the Authority also approved the extension of existing rates of additional FAR (floor area ratio) and use conversion charges for various categories of properties up to June 30, 2022, as it was felt that enhancement of rates at this stage may not be in the larger public interest during the COVID-19 pandemic period, officials said. Now, it shall be forwarded to the Union Ministry of Housing and Urban Affairs, for approval. Revised rates of institutional land allotted or to be allotted by DDA to government or local bodies for the block period of 2020-22, was also given a nod, for further approval of the Union Ministry of Housing and Urban Affairs. The Authority also approved inclusion of multi-storied flats along Baba Kharak Singh Marg and Pt. Pant Marg under redevelopment area in Zonal Development Plan (ZDP), for construction of multi-storied flats for members of Parliament (Lok Sabha), for final notification by the Union Ministry of Housing and Urban Affairs, officials said. The <keyword id="6357808" type="DEFINITION" weightage="20" keywordseo="enforcement-directorate">Enforcement Directorate</keyword> (ED) on Thursday said that it has arrested <keyword id="621863" type="PERSON" weightage="20" keywordseo="Raj-Singh-Gehlot">Raj Singh Gehlot</keyword>, <keyword id="6394172" type="UNKNOWN" weightage="20" keywordseo="owner">owner</keyword> of <keyword id="45857" type="CITY" weightage="20" keywordseo="Ambience-mall">Ambience Mall</keyword> in a bank fraud case. An ED official told <keyword id="105681" type="ORGANIZATION" weightage="20" keywordseo="IANS">IANS</keyword> that Gehlot has been arrested from Haryana's Gurugram and will be produced before a court in Delhi later in the day. According to ED officials the bank loan fraud case is worth Rs 200 crore. According to financial probe agency sources, the ED has initiated a money laundering probe on the basis of an FIR registered by the Anti Corruption Bureau (ACB), Jammu, against Aman Hospitality Private Limited and its directors for money laundering in the construction and development of the five-star Leela Ambience Convention Hotel situated in east Delhi's Yamuna Sports Complex. During investigation, it was revealed that a huge part of loan amount of more than Rs 800 crore, which was sanctioned by a consortium of banks for the hotel project, was siphoned off by AHPL and Gehlot and his associates through a web of companies owned or controlled by them, the ED source said. The source further said that a substantial part of the loan money was transferred by AHPL to several companies and individuals on the pretext of "payment of running bills and advance for supply of material/work executed". The source also said that the employees of Ambience Group and the associates of Gehlot were made directors/proprietors of these companies and he was the 'authorised signatory' in many of these companies. "However, no material was supplied and no work was executed and almost the entire amount was immediately routed back to the entities owned by <keyword id="11746607" type="UNKNOWN" weightage="20" keywordseo="raj-singh-sons">Raj Singh &amp; Sons</keyword> HUF and his brother's son. Money was further siphoned off through multiple layers by a complex web of group entities," the source added. The ED had raided several premises linked to Gehlot and several others on July 31 last year. Gehlot is also being probed by the CBI. The Punjab and Haryana High Court had directed the CBI to probe the case for the alleged illegal construction of a commercial building on approximately 18.98 acres of land in Gurugram by blatantly flouting the building by-laws and statutory provisions in collusion with others. It was alleged that the land where the Ambience Mall was built was meant for a housing project. The CBI has registered a case against a private person, Gehlot, Ambience Ltd and Ambience Developers and Infrastructure Pvt Ltd and unknown officials of <keyword id="6356420" type="UNKNOWN" weightage="20" keywordseo="Huda">HUDA</keyword>, <keyword id="497256" type="ORGANIZATION" weightage="20" keywordseo="Town-and-country-planning-department">Town and Country Planning Department</keyword> and unknown private persons on the orders of the Punjab and Haryana High Court. Chief Minister <keyword id="260213" type="PERSON" weightage="20" keywordseo="Arvind-Kejriwal">Arvind Kejriwal</keyword> on Sunday said around 25,500 new <keyword id="8763838" type="UNKNOWN" weightage="20" keywordseo="covid-19">COVID-19</keyword> cases have been reported in Delhi and the positivity rate has increased to nearly 30 per cent in the last 24 hours. He also said that the Delhi government has sought the Centre's help in ensuring adequate beds and supply of oxygen for COVID-19 patients. Less than 100 <keyword id="2670518" type="PERSON" weightage="20" keywordseo="ICU-beds">ICU beds</keyword> are vacant in Delhi hospitals, and the situation is worsening every moment, Kejriwal said, adding that he spoke to Union Home Minister Amit Shah this morning and stressed on the need for making more beds available. "We are constantly in touch with the Centre and getting help from it," he said. The chief minister said due to the fast pace of increasing COVID-19 infections, hospital beds and oxygen for patients are depleting fast in the city. The Centre should reserve at least 7,000 of 10,000 beds in hospitals run by it in Delhi as COVID beds and ensure immediate supply of oxygen, he said. The Delhi government in next 2-3 days will come up with 6,000 beds at Yamuna Sports Complex, Radha Swami Satsang Beas premises and schools. It is also arranging high flow oxygen beds for the patients, Kejriwal added. New Delhi, Apr 20 () The Delhi High Court Monday directed the Delhi government to continue with the steps to ensure there is no dearth of food, water, electricity and sanitation requirements in the area where the inhabitants of Yamuna Pushta have been relocated for the lockdown period to contain the spread of coronavirus.A bench of Justices Hima Kohli and Subramonium Prasad, conducting the hearing through video conferencing, said it was satisfied with the steps taken by the authorities to ensure that the homeless persons, who were earlier stranded at Yamuna Pushta, and those at the Labour camp near Sarai Kale Khan are being supplied food and other facilities on a regular basis during the lockdown period.The court disposed of a petition seeking direction to the Delhi government, DUSIB, Delhi Police and Labour Department to provide facilities to thousands of homeless persons, daily wage workers, stranded and living in the open along the bank of river Yamuna at Kashmere Gate here who are without any shelter, toilet or medical facility.Petitioner Sunil Kumar Aledia claimed that payment was being demanded for using public toilet facilities in and around homeless shelters and slum clusters.He further claimed that construction workers of a company, engaged in a Pragati Maidan project, are also stranded without any proper provision for their food at the labour camp near Sarai Kale Khan.The court was informed by Additional Solicitor General Sanjay Jain, representing the Delhi government and various other authorities, that out of 4,229 inhabitants living at Yamuna Pushta, from April 14-16, 3,600 have been shifted to different schools in Delhi, 600 have been shifted to the Yamuna Sports Complex.Another 358 workers have been moved to shelter homes being run by the Delhi Urban Shelter Improvement Board (DUSIB).He added that DUSIB has arranged make-shift shelters for them at whichever place they have been shifted to and besides this, arrangements have been made for providing free food, potable water, mobile toilet vans, sanitation and medical facilities.The ASG said none of the daily wage workers are stranded and living in the open at Yamuna pushta, as asserted by the petitioner. After noting the submissions, the bench said it was satisfied that all the three issues raised in the petition have been satisfactorily addressed by the concerned authorities and there is no reason to keep the matter pending."Accordingly, the present petition is disposed of with directions issued to the respondents (authorities) to continue taking necessary steps to ensure that there is no dearth of food, potable water, electricity and other requirements of sanitation in the area where the inhabitants of Yamuna Pushta have now been relocated or the Labour Camps at Sarai Kale Khan throughout the lockdown period," the bench said.Regarding the claim that charges were being taken for using toilet facilities, the government said since January 2018, DUSIB has been providing toilet facilities in JJ clusters without levying anyCharges and none of the municipal bodies are charging anything during the lockdown period for such facilities. HC asks authorities to ensure no dearth of food, water for homeless workers during lockdown

New Delhi, Apr 28 () The Delhi Police on Tuesday arrested two men for allegedly targeting and robbing people in Shahdara who were out to buy essentials during the lockdown, police said on Tuesday.The two men were identified as Balbeer Sharma and his associate Monu. They were nabbed from near the Yamuna Sports complex here while efforts were taken to nab two others, the police said. Taking advantage of the lockdown, they used to target those who were either going to or returning from Ghazipur mandi after buying essentials, police said. With their arrest, police claimed four cases have been solved so far.According to police, the matter came to light on Sunday after a resident of Jwala Nagar reported that when he was going to Ghazipur mandi to buy vegetables early morning, two men approached him on a white scooter, overpowered him and robbed him of Rs 2,000. A case was registered in Vivek Vihar police station and another similar case was reported the next day by a resident of Jhilmil, a police official said. "During inquiry, it was revealed that two similar robbery incidents were also reported in the past one week, all in the vicinity of Ghazipur mandi," said Dinesh Kumar Gupta, Deputy Commissioner of Police (Shahdara). During investigation, CCTV footages were checked to identify suspects.Several pickets were raised on the stretches around the mandi and police personnel deployed in plain clothes to look like vegetable vendors and local residents, in order to trace the suspects, he said. During interrogation, the accused said as roads are less crowded during the lockdown it was easy for them to escape after committing the crime, he added.
