Over the last few weeks, heartbreaking stories of hapless migrant workers struggling to reach home, people barely trying to make ends meet due to the shutdown have become regular, everyday news. And to make matters worse, last week, West Bengal and Odisha were hit by a massive cyclone, Amphan.<br /><br />The cyclone wreaked havoc across the two states, killing hundreds and damaging houses and farms. It said at least 46 vehicles were involved.</p><p>"White-out conditions persist. Travel is not recommended," it said.</p><p> Ohio State Highway Patrol Sgt. A storm surge of about 1-1.5 metre over the astronomical tide is likely to inundate the low-lying coastal areas of Kutch, Devbhoomi Dwarka, Porbandar, Junagarh, Diu, Gir Somnath, Amreli and Bhavnagar districts.<br /><br />The IMD has been issuing regular bulletins to the concerned authorities, said a Home Ministry statement.<br /><strong><br />Preparatory measures</strong><br />The state government of Gujarat deployed National Disaster Response Force (NDRF) rescue teams to minimise the damage, if any. It is considering asking for another 10 NDRF teams from the central government. Overall, 35 teams will be made available across the coastal district. The NDRF teams, along with teams of State Disaster Response Force (SDRF), are equipped with boats, tree-cutters, telecom equipment and others. <br /><br />The Border Security Force (BSF) is being deployed in Kutch, while the state is co-ordinating with the military for swift rescue and response efforts.<br /><br />"All possible measures are to be taken to avoid any human casualty and preparations be kept ready to restore any damage that may be caused to infrastructure. Rescue teams of State Disaster Response Force (SDRF), Army, Coast Guard and Border Security Force (BSF) are also in readiness. At 5.30pm on Thursday ‘Fani’ was located at a distance of 320 km South from Puri. It hit Odisha coast between Gopalpur and Chandbali around Puri. The cyclone is expected to move towards West Bengal with a speed of 115 Kmph. Moreover, the cyclone is expected to move towards north-east region and emerge into Bangladesh on Saturday Evening, said IMD.<br />Storm surge of about 1.5 metres height above astronomical tide is very likely to inundate low lying areas of Ganjam, Khurda, Puri and Jagatsinghpur districts of Odisha at the time of landfall. <br />

<br />The affect of landfall has already begun. North Andhra Pradesh, West Bengal and Odisha are receiving light. <br /><br />The IMD said sea conditions are "very likely to be very rough" to high off north Tamilnadu, Puducherry, along and south Andhra Pradesh coasts till Friday. Fishermen have been advised not to venture into deep sea areas. It warned that the cyclone is likely to cause damages to all types of houses, communication and power poles, road and rail infrastructure. <br /><br />The Odisha government said that around 900 cyclone shelters have been made ready to house the evacuees. "It is estimated that a total of 1150,000 people will have to be moved to safer areas, of which about 330,000 people have already been evacuated," a statement said. <br />

<br />Teams of National Disaster Response Force (NDRF) and Odisha Disaster Rapid Action Force (ODRAF) have been put in place.<br /><br />Sinha directed establishment of a central toll free helpline for the general public and asked the Central ministries to set up control rooms to coordinate rescue and relief operations. <br /><br />The Civil Aviation Ministry informed that flight operations from Bhubaneswar were suspended from midnight of Thursday, while operations from Kolkata airport also will remain suspended from Friday morning until conditions improve. <br /><br />The railways have already suspended operations of trains in Odisha and all trains in Bhadrak-Vizianagaram section (of the Kolkata-Chennai route) has been cancelled till Saturday. A total of 140 trains including 83 passenger trains have been cancelled so far.<br /><br />The Indian Coast Guard and the Navy have deployed ships and helicopters for relief and rescue operations while the Army and Air Force units in the states have also been put on standby. <br />

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div>The northern United States will get a blast of <a href="http://www.businessinsider.com/polar-vortex-week-of-nov-10-2014-11">unseasonably cold weather this week</a>, thanks to what has been terrifyingly dubbed a "bomb cyclone," caused by a record-breaking "monster storm" in Alaska.</p>
<p>In order to qualify as a "bomb," at least according to the National Oceanic and Atmospheric Administration (NOAA), a low-pressure system must experience a pressure drop of at least 24 millibars in 24 hours."</p>
<p>This can happen when an existing storm runs into another weather system and gains some extra energy, intensifying in the process.</p>
<p>A weather system in the Bering Sea met the "bomb" criteria and then some over the weekend, when remnants of <a href="http://www.weather.com/news/weather-hurricanes/super-typhoon-nuri-pacific-japan-philippines-20141102">Super Typhoon Nuri</a>, one of this year's most powerful tropical cyclones, rammed into the polar jet stream over the weekend.</p>
<p>The extra energy from this collision pushed the previously-weakened Nuri to quickly intensify, causing a rapid drop in pressure, as well as hurricane-force winds and massive waves, in the Bering Sea. That's the "bomb" in bomb cyclone.</p>
<p>On Friday, meteorologists were projecting that the Nuri system's pressure would drop 50 millibars in 24 hours - twice the rate needed for it to qualify as a bomb. At its lowest pressure point, NOAA estimated that the system measured in at 924 millibars, which the <a href="http://www.weather.com/news/weather-hurricanes/bering-sea-superstorm-alaska-aleutians-20141105">Weather Channel reports</a> is one of the lowest-pressure systems on record in the North Pacific - calling it a "<a href="http://www.accuweather.com/en/weather-news/monster-storm-to-pound-bering/36927708">monster storm</a>."</p>
<p>Low-pressure systems caused by these "bomb cyclones" cause air to rise, allowing water vapor in the air to condense and form clouds. This is why low-pressure systems are commonly associated with storms.</p>
<p>The cyclone ripped through parts of Alaska's Aleutian Islands over the weekend, and while the now-weakening storm will peter out over the next few days, it caused enough of a disturbance in the Arctic to kick a stream of frigid air south to Canada and the continental United States - air from the dreaded polar vortex.</p>
<p>The cold air, which is currently hitting the Northern Plains and is now traveling east across the country, came from the <a href="http://www.businessinsider.com/what-is-a-polar-vortex-2014-1">polar vortex</a>, a spinning system of frigid winds circling the Arctic. The polar vortex is a normal, seasonal occurrence in the Arctic, but disturbances like this "bomb cyclone" can kick some of that cold air down through North America and cause drastic cold spells.</p>
<p>Residents of the northeastern US will remember last year's <a href="http://www.businessinsider.com/climate-change-made-2014-winter-bad-2014-5">disturbed polar vortex</a>, which made news by sending Arctic-caliber temperatures ripping southward.</p>
<p>This week, NOAA predicts the northern US will get another taste of those chilly conditions as the Arctic air barrels eastward across the top half of the country. The cyclone won't be coming with it - it was already moving out into the central Bering Sea as of last night - but the cold air will bring its own problems.</p>
<p>The graphic below, <a href="http://graphical.weather.gov/">made from maps created by NOAA</a>, shows temperatures dropping across the country throughout the rest of the week (through Sunday Nov. 16) as the system as the system moves east. The purple colors are below freezing.</p>

<p>Today, the <a href="http://www.wpc.ncep.noaa.gov/discussions/hpcdiscussions.php?disc=pmdspd">National Weather Service</a> predicts temperatures in the Northern Plains will drop 20 to 30 degrees Fahrenheit below their average levels. By tomorrow night, the storm is expected to move east, bringing snow to the Northern and Central Rockies, the Great Lakes region, and the upper Mississippi Valley, as show in the graphic below.</p>
<p>The National Weather Service reports that parts of Minnesota, Wisconsin, and Michigan could get more than a foot of snow. Meanwhile, the Gulf Coast and the Southeast will get a series of showers and thunderstorms.</p>

<p>Residents of the northeast may experience flashbacks to last winter's <a href="http://www.businessinsider.com/what-is-a-polar-vortex-2014-1">polar vortex</a>, which sent frigid temperatures ripping down the east coast. Fortunately, <a href="http://www.businessinsider.com/winter-outlook-is-good-for-nyc-bad-for-cali-2014-10">NOAA has predicted a milder winter</a> for the eastern seaboard this year - but this week, the US's northern states can strap in for an early cold snap.</p>

Here's What Caused The 'Bomb Cyclone' That's About To Freeze The Northern US

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span><a href="http://www.nhc.noaa.gov/refresh/graphics_at2+shtml/144532.shtml?cone#contents">National Hurricane Center</a></span></p></div><p></p></div></div></p><p>Hurricane Ophelia, which on Friday was a Category 2 storm with sustained winds of 100 mph, is headed towards Europe.</p><p>If that news made you stop in surprise, you're not alone.</p><p>It might sound absurd - you don't often hear about named Atlantic storms hitting anywhere in Europe. But what's happening with Ophelia is not that uncommon. It is also possible that more named storms will start curving towards Europe in the coming years in a way that is exceptional compared to what storms usually do.</p><p>The National Hurricane Center <a href="http://www.nhc.noaa.gov/text/refresh/MIATCPAT2+shtml/131436.shtml">predicts Ophelia will hit Ireland and the UK</a> as a powerful post-tropical cyclone on Monday.</p><p>By the time Ophelia is over the cool water that far north, it'll lose the cyclonic structure that characterizes tropical storms and hurricanes. Instead, Ophelia will be a big weather system, leftover from a cyclone.</p><p>It will still be a strong storm. Already, <a href="https://twitter.com/philklotzbach/status/918589584300236802">Ophelia set a record</a> for being the strongest an Atlantic hurricane has ever been this far east so late in the year. By the time it reaches Ireland it could still have hurricane-force winds, which would make it an exceptional weather event.</p><p>But post-tropical cyclones and the remnants of hurricanes curve up and hit Ireland and the UK fairly regularly - they just tend to arrive as stormy weather carried in that direction by the jet stream. The Washington Post's Capital Weather Gang recently <a href="https://www.washingtonpost.com/news/capital-weather-gang/wp/2017/10/13/ophelia-may-slam-ireland-as-an-ex-hurricane-but-this-isnt-as-rare-as-you-think/?utm_term=.e9aaac41410c">conducted an analysis of historical records</a> and found that conservatively, this tends to happen about every 3.5 years or so.</p><p>This could start to happen more frequently, however. A study published in 2013 in the journal Geophysical Research Letters <a href="http://onlinelibrary.wiley.com/wol1/doi/10.1002/grl.50360/full">concluded that climate models of a warmer world predicted</a> by ongoing global warming showed more storms could survive to hit Europe. Higher sea surface temperatures (which, along with weak wind shear, have helped Ophelia maintain its status so far) could help storms maintain that cyclonic structure as they travel towards Europe, causing the same sorts of storms that hit the US East Coast to hit western Europe.</p><p>"We anticipate an increase in severe storms of predominantly tropical origin reaching western Europe as part of 21st century global warming," the authors wrote.</p><p>Meteorologist Marshall Shepherd, <a href="https://www.forbes.com/sites/marshallshepherd/2017/10/12/you-are-not-hallucinating-a-hurricane-is-headed-to-ireland/#4afcf485f9b4">writing in Forbes</a>, recently noted that another <a href="https://www.ncbi.nlm.nih.gov/pubmed/24828193">2014 study published in Nature</a> found that storms were already starting to strengthen further away from the tropics.</p><p>Up until this point, the Atlantic hurricanes that tend to slam the Caribbean, Gulf Coast, and East Coast have mostly avoided Europe. Even Spain and Portugal on the Iberian Peninsula, at the southwestern corner of Europe, have largely been untouched (a tropical depression left by Hurricane Vince hit there in 2005 and another storm hit in 1842).</p><p>The overall effect of climate change on hurricanes isn't entirely clear.
