"If the same climate continues, the tomatoes rate will touch close to Rs 100," he says. At least 1.93 crore or 27.3% of the people in Karnataka are either infected by coronavirus or had the infection in the past, as of 16 September, revealed a survey by the government to estimate the prevalence of COVID-19 in the state. Sharing details of the findings, Karnataka Health Minister Dr K Sudhakar said the survey was carried out from September 3 to 16 across 30 districts in the state. According to Sudhakar, the state government wanted to ascertain the pace at which the COVID-19 cases were increasing. "The government has to have clear information on how it is spreading in the community in the districts, how to prevent its spread and action to be taken. Hence, this survey was conducted," said the minister. The sample size is 16,585 in the entire state. Of this, the test reports of 15,624 have been submitted, he added. Besides the Rapid Antigen Test and the RT PCR, IgG test was also carried out. Immunoglobulin G (IgG) is the most common antibody in blood and other body fluids, which protects against the bacterial and viral infections. It is developed after an infection or immunisation. The survey also found that the infection fatality rate due to COVID-19 was 0.05 per cent. "Out of 7.07 crore estimated population in Karnataka, the study estimates that 1.93 crore (27.3 per cent) of the people are either currently infected or already had the infection in the past, as of 16 September 2020," the report said. It further stated that the present IFR is likely an underestimate. The overall IFR based on the first round of sentinel serosurvey findings is 0.07 per cent. Based on the report, it is estimated that the overall weighted adjusted seroprevalence of IgG was 16.4 percent. "It suggests that in the surveyed population, 16.4 per cent of the people were infected in the past and found to have IgG antibodies against SARS CoV-2," the finding revealed. The report mentioned that the districts with a high Infection Fatality Rate (IFR) need clinical care to be improved. Noting that the state was passing through different stages of COVID-19 pandemic in different districts, the report said the surge in cases is yet to occur in the districts with the lowest estimated prevalence of COVID-19 such as Dharwad, Gadag, Chikkaballapur, Bagalkot, and Mahadevapura in Bengaluru urban district. The study recommended establishing the district-level facility-based sentinel sero-surveillance to monitor the trend of infection in the long term systematically. This can inform local decision-making at the district level to mount the necessary public health response towards the COVID-19 epidemic in Karnataka. The government said that a follow-up survey has been planned to measure the extent and speed of transmission and evaluate the impact of containment strategies over time in the state.

A 32-year-old man from Kasargod, Kerala with travel history to Dubai arrived in Mangaluru on March 20 and tested positive for coronavirus as the 34th case in the state. "The case is directly quarantined and isolated from the airport to the designated hospital in Mangaluru," said an official statement. A 40-year-old Uttara Kannada district resident with travel history to Dubai returned to India on March 21 to emerge as the 35th case. He is currently being treated at a designated hospital in the district. Similarly, a 65-year-old man from the same district travelled to Dubai and returned to India via Mumbai on March 18. He took a train to Uttara Kannada and tested positive as the 36th case. He is undergoing treatment at a designated hospital in the district. Karnataka's 37th case is a 56-year-old woman from Chikkaballapura. She was a family member and a fellow passenger of the 19th case and 22nd cases with travel history to Mecca, Saudi Arabia. She returned to Chikkaballapur via Hyderabad and is isolated in designated hospital in Chikkaballapura. The final case from Tuesday morning and 38th case in the state is a 56-year-old Bengaluru resident, a contact of the 13th case who is currently isolated in a city hospital. "Out of 38 cases detected and confirmed in Karnataka so far three cases are transit passengers of Kerala who have landed in airports in Karnataka. The previous biggest single-day spike was recorded on July 9 with 2,228 cases. As of July 10 evening, cumulatively 33,418 COVID-19 positive cases have been confirmed in the state, which includes 543 deaths and 13,836 discharges, the health department said in its bulletin. It said, out of 19,035 active cases, 18,563 patients are in isolation at designated hospitals and are stable, while 472 are in ICU. "I have asked for a death audit, in two-three days once the death audit is done, we will get to know the exact reasons for the death and the ailments that they had," Medical Education Minister K Sudhakar told reporters here. He also said after three to four days there will be an increase in the number of patients getting discharged after recovery, especially in Bengaluru, while adding that the government was making all efforts to control the virus. District-wise break-up of the deceased; 29 from Bengaluru urban, Dakshina Kannada 8, Mysuru four, Bidar three, two each from Gadag, Kalaburagi, Dharwad, Chikkaballapur, and one each from Ballari, Chikkamagaluru, Uttara Kannada, Raichur and Haveri. While Belagavi reported 15 cases, it was 12 in Chikkaballapura, Tumakuru 10, nine each in Kolar and Chamarajanagara, Koppal 7, six each from Shivamogga, Hassan and Bagalkote, and one each from Bengaluru rural and Chikkamagaluru. (Eds: Updates with details) Bengaluru, Apr 8 () A 65-year-old man from Kalaburagidistrict became the fifth COVID-19 fatality in Karnataka,where six new positive cases were confirmed, pushing the tallyin the state to 181, the health department said on Wednesday.The man with Severe Acute Respiratory Infection (SARI),died at a designated hospital in Kalaburagi on Tuesday, a dayafter being shifted from a private hospital where he wasinitially treated for two days."On April 4, he had got admitted to a private hospital,on April 6 he was shifted to ESI hospital, where he passedaway," Primary and Secondary Education Minister Suresh Kumartold reporters here.The private hospital had been locked and its entiremedical team quarantined, he said, adding a notice had beenserved on it for act of "criminal negligence" (by notreferring the patient to designated hospital) and will befollowed with a police case."He was suffering from SARI, on collecting his sample,tests have revealed that he was positive....investigation ison to find how he got infected," the Minister said.Noting that the hospital in this case did not refer thepatient to the designated hospital and kept treating him fortwo days, he appealed to all private healthcare facilities toinform authorities if anyone showed any indications forCOVID-19."As of 5 PM on April 8, cumulatively 181 COVID-19positive cases have been confirmed in the state, it includes 5deaths and 28 discharges," the health department said in abulletin.Out of the positive cases, 71 are those who had come backfrom foreign countries, while remaining 110 are contacts andthose who had gone to Delhi, the Minister said. Kumar also said an expert committee comprising NarayanaHealth founder-chairman Dr Devi Prasad Shetty and JayadevaInstitute of Cardiovascular Sciences director Dr C N Manjunathamong others, constitutedto devise an exit strategy for thelockdown, has submitted its reports with variousrecommendations to Chief Minister B S Yediyurappa.The chief minister and officials were examining it whichwas likely to come up before the cabinet meeting on Thursdayafter which the details will be shared, he added. The health department said the six fresh cases reported onWednesday included the elderly man from Kalaburagi who died.Among the positive cases are a woman from Uttara Kannadawith history of SARI and contact of a Dubai returnee, a 72-year-old woman from Kalaburagi, who is mother of a patientthat tested positive for the disease; a man from Mandya withcontact to two patients.Others include a man from Chikkaballapura with travelhistory to Delhi and a woman from Bengaluru also with a travelhistory to the national capital.Contact tracing is in progress for all the cases, thebulletin added. The department said out of 148 active cases in the state,146 COVID-19 positive patients (including 1 pregnant woman)are in isolation at designated hospitals are stable and two inICU (one each on oxygen and ventilators). COVID-19: Free inter-district bus for stranded; K'taka will have more recovered than active cases soon

Bengaluru, Apr 4 (PTI) Sixteen fresh <keyword id="8644408" type="UNKNOWN" weightage="20" keywordseo="Coronavirus-cases">coronavirus cases</keyword> have been confirmed in Karnataka, taking the total number of those affected in the state to 144, the Health department said on Saturday. Till this evening, 144 COVID-19 positive cases have been confirmed in the state, which includes four deaths and 11 discharges, the department said in a bulletin. A 75-year old man, a resident of Bagalkote, who was confirmed positive on Friday and was undergoing treatment at a designated hospital in the district, expired last night. Education Minister Suresh Kumar, briefing reporters about the bulletin, said the man initially consulted an ayurveda doctor, then gone to a private hospital. He later went to another hospital and was there for four days. However doctors there suspected his conditions to be that of <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword> and sent him to the designated hospital, where he was for one day before he died, the minister said. The man had cardiac stent,high diabetes and hypertension, the Minister said and appealed to doctors and hospitals to refer patients to government hospitals as soon as they detect symptoms. Among 16 newly infected- two had attended Tablighi Jamaat congregation from March 13 to 18 at Delhi, while seven are from Mysuru (four of whom had a travel history to Delhi in January, much before the congregation). Though the Minister did not give exact number of people from Karnataka who had attended the congregation, he said, as of date, reports of 214 of the 380 samples collected had been received "Out of the 214 reports, 198 are negative and 16 are positive," he said. The government has appealed to those who has attended the Congregation to contact 080-29711171 Arogya Sayavaani. Among the 19 foreigners who had attended the Jamaat, 10 are from Indonesia and nine from Kyrgyzstan, all of whom tested negative. Out of total 129 active cases in the state, 126(including a pregnant woman) are in isolation at designated hospitals and are stable and three in Intensive Care Units (one on oxygen and two on Ventilators). Among the 144 cases, eight are transit passengers of Kerala who landed in airports in Karnataka and are being treated in the state. Among these cases, 55 were reported from Bengaluru, 28 from Mysuru, 12 from Dakshina Kannada, ten from Bidar, eight from Uttara Kannada, seven from Chikkaballapur, five from Kalaburgai and Ballari, three each from Davangere, Belagavi and Udupi, and one each from Kodagu, Tumakuru, Bagalkote, Dharwad and Bengaluru Rural. Those discharged include nine patients from Bengaluru and two from Kalaburagi. Among the deceased are one person each from Kalaburgari, Bengaluru, Bagalkote and Tumakuru. Meanwhile, Chief Minister B S Yediyurappa held a meeting with Ministers, MLAs, Parliamentarians, the Mayor and Deputy Mayor of Bengaluru, which has more than half the number of COVID-19 cases in the state. He told reporters after the meeting that arrangements have been made to supply foodgrains to non-ration card holders, most of them from other states, during the lockdown. The Chief Minister, who hoped that the lockdown will be relaxed in a phased manner after April 14, also issued a strict warning to private hospitals which are closed or not treating patients during this time of health crisis. In the wake of COVID-19 spread, Karaga, considered one of the city's oldest festivals and one that is usually celebrated with much fanfare, would be a quiet affair this time with the government permitting it to be observed only symbolically . The Chief Minister also appealed to employers not to cut salaries of their maids, servants and drivers who are unable to attend work due to the lockdown that has been enforced to check the spread of COVID-19. He said this compassionate gesture of employers would support the poor and needy. The Department of Health &amp; Family Welfare has launched Jagruti Karnataka a Youtube channel to raise awareness among health care workers, especially grassroot level workers at Gram Panchayath level, about COVID-19 and ensure that correct protocol is adhered in treatment, the bulletin said. Videos are available in both Kannada and English. As per the directions of the Union Health and Family Welafre Ministry, Karnataka has notified nine dedicated hospitals as treatment facilities for COVID-19 patients. The Home Quarantine Enforcement squad quarantined 20 people in institutions on Friday, based on complaints from the public, the bulletin said, adding 361 persons have so far been shifted from home Quarantine to institutional quarantine. Both their manifestos promised <a href="https://www.indiatoday.in/elections/karnataka-election-2018/story/how-both-bjp-and-congress-aggressively-woo-farmers-in-karnataka-1226789-2018-05-04">thousands of crores of loan waivers </a>as well as funding for agriculture projects. State elections in May last year ultimately resulted in a hung Assembly, with the Congress and <keyword id="123462" type="COMPANY" weightage="20" keywordseo="Janata-Dal">Janata Dal</keyword> joining forces to form a coalition government. One of the coalition’s first orders of business was to waive farmer loans to the <a href="https://timesofindia.indiatimes.com/city/bengaluru/rs-44000-crore-loan-waiver-has-helped-only-800-farmers-so-far-karnataka/articleshow/67069947.cms">tune of ₹440 billion</a>. The initial goodwill around the scheme likely powered an important victory for the Congress <a href="https://economictimes.indiatimes.com/news/politics-and-nation/karnataka-bypoll-results-congress-jds-coalition-leads-in-two-ls-seats-bjp-in-one/articleshow/66521102.cms?from=mdr">in five bypolls</a> in November 2018. However, the scheme was slower to implement than expected. As of mid-December 2018, <a href="https://timesofindia.indiatimes.com/city/bengaluru/rs-44000-crore-loan-waiver-has-helped-only-800-farmers-so-far-karnataka/articleshow/67069947.cms">only 800 farmers </a>had benefited from the scheme, a far cry from the millions of farmers that were expected to avail of it. The problem? The state’s banks had trouble reconciling the final list of eligible beneficiaries. The state government was quick to do damage control amid growing discord with farmers. In February 2019, it announced that around <a href="https://www.ndtv.com/karnataka-news/karnataka-released-rs-5-450-crore-for-farm-loan-waiver-chief-minister-kumaraswamy-1990568">₹54.5 billion of funds</a> for the scheme had been released, and that the number of eligible beneficiaries had nearly doubled to 11 million. A strong election campaign for the Lok Sabha was assured. Until the <keyword id="65281" type="COMPANY" weightage="20" keywordseo="Election-Commission-of-India">Election Commission of India</keyword> (ECI) stepped in. In March 2019, the ECI ordered <a href="https://www.thehindu.com/news/national/karnataka/loan-waiver-scheme-hits-poll-code-roadblock/article26594392.ece">the temporary suspension of the loan waiver scheme</a> until general elections were over, saying that payments under the scheme could be used to influence voters. The move stalled ₹1.5 billion of loan repayments. While the suspension further slows down the scheme and will delay <a href="https://www.thehindu.com/news/national/karnataka/loan-waiver-scheme-hits-poll-code-roadblock/article26594392.ece">its final implementation well past July 2019</a>, the state’s farmers are looking to the <keyword id="6354642" type="PERSON" weightage="20" keywordseo="Modi">Modi</keyword> administration for a lifeline. The cash transfer scheme for announced in the government’s interim budget is expected to benefit eight million smallholding and marginal farmers in the state, with <a href="https://www.businesstoday.in/current/economy-politics/pm-kisan-scheme-about-5-cr-farmers-to-get-2nd-installment-from-next-month/story/330337.html">two of three installments </a>coming right before polling started. Apparently, the ECI didn’t feel that would exert undue influence on voters. As things stand, the state’s farmers are caught between two competing governments and two competing schemes. A vote will likely mean a vote for a scheme that has helped them to a greater extent.
