Underpasses are submerged, potholes turn into mines that cars have to navigate through; and lack of drainage systems turns roads into swimming pools. This year, the <a href="https://www.news18.com/news/india/delhi-high-court-suggests-use-of-drones-to-identify-water-logging-sites-in-city-during-monsoon-2231843.html">Delhi High Court</a> suggested that the city rope drones to identify and keep an eye on the areas in the city that are vulnerable to excessive water collection. This will help take care of traffic congestion as well as water logging, <a href="https://timesofindia.indiatimes.com/city/mumbai/drone-cams-to-help-wr-stay-on-track-during-rains/articleshow/69299444.cms">The Western Railways</a> in Mumbai too has learnt lessons from last year. It has already contracted drones to keep an eye on the Virar-Nalasopara area, which is prone to water logging. Technology vs the monsoon Drones are already used to <a href="https://www.businessinsider.in/mumbai-must-brace-for-floods-this-week-says-a-private-weather-forecaster/articleshow/70029004.cms">predict</a> weather patterns and rainfall. But, this is the first time that the governments are using drones for traffic surveillance and keep a check on water logging. In Delhi, the two-judge bench of Justice GS Sistani and Justice Jyoti Singh said, "We have no hesitation in saying that all the departments would cooperate with each other to ensure that citizens are not inconvenienced during the coming monsoon." The contractors selected by the government will deploy drones with cameras to areas that are known to be vulnerable, and send images back to the data collection point. The operators at the data centers will then decide whether or not there is a risk of water logging at the moment and plan the next action. Before deploying any drones, the police has to approve the use of air space. So far, the Western Railways has only gotten permission for the Virar-Nalasopara area even though other stretches like Frant Road, Prabhadevi, Dadar and Bandra-Khar are also flood prone areas. Too much water or not enough In Delhi, the monsoon is a double-edged sword. There’s waterlogging, on the one hand, and a <a href="https://www.businessinsider.in/every-household-in-india-will-get-water-supply-by-2024-under-the-jal-jeevan-mission-says-nirmala-sitharaman/articleshow/70086396.cms">shortage of water</a>, on the other. The Delhi High Court has suggested that the city use the opportunity of monsoons to harvest water in water clogged areas, to hit two birds with one stone. The bravery of the people involved can't be discounted, but <keyword id="6355118" type="UNKNOWN" weightage="20" keywordseo="technology">technology</keyword> had a large part to play as well. In <keyword id="3658" type="COUNTRY" weightage="20" keywordseo="India">India</keyword>, flooding is just as big an issue. Mumbai gets water logged every season, people on pilgrimages get trapped and residences on River banks are destroyed periodically as water levels rise due to monsoon or flash floods. Urban flooding, specifically, is a not-so-new a phenomenon that's been wreaked havoc all over the country. In either case, technology can be used for all the right reasons to get the job done. Tech lessons for India 1. Don't wait for the submarine <a href="http://www.businessinsider.com/thai-rescue-officials-to-elon-musk-submarine-idea-is-not-practical-2018-7">Elon Musk</a> wanted to help and had the technology in place do so as well, it's just that it was a little late and the human rescue operation was already underway. Not to mention that the Navy SEALS had already advised against using<a href="http://www.wired.co.uk/article/thai-cave-rescue-boys-news-tech"> 'un-tested'</a> technology when the PTT Exploring and Production Public Company Limited (PTTEP) offered their underground vehicles. Equipped with sonar scanners that could help create an underwater map of the cave and help divers navigate through the muddy water, it was still recommended that they don't enter since the terrain was very different from what the vehicles were used to and had been tested in. India, as of now, doesn't have an underwater technology to help with <keyword id="6369083" type="UNKNOWN" weightage="20" keywordseo="flood">flood</keyword> operations. Not that it needs to match <keyword id="6355315" type="PERSON" weightage="20" keywordseo="elon-musk">Elon Musk</keyword>’s levels, but it would be immensely helpful in any situation people are stuck underground. Also, don't wait for the submarine. Rescue operations are time sensitive and critical, if you have resources on hand, use them. 2. Map it out Anyone who's played PUBG or Call of Duty knows that you can see the terrain so much better from a height. It's actually just basic battle strategy. Which is why it made so much sense for the PTTEP, in coordination with<a href="https://www.denverpost.com/2018/07/11/denver-3d-earth-mapping-tech-thai-soccer-rescue/"> InterMap</a>, to create a 3D aerial map of the cave and terrain where the children and their coach were trapped. Ordinarily, PTTEP uses these drones, which<a href="https://www.inverse.com/article/46898-thai-cave-rescue-3-engineering"> inspect</a> high-risk potential drilling sites, but combined with mapping technology they were able to ascertain potential entry points. Drones are key. They do away with the human effort of the ground team to manually climb and check each location. This is important because it goes a long way in simplifying the operation. <keyword id="6354474" type="UNKNOWN" weightage="20" keywordseo="drone">Drone</keyword> usage in India, even by government authorities, is hardly prevalent. At most it's being used for<a href="http://www.dnaindia.com/mumbai/report-govt-plans-to-use-drones-for-spatial-survey-across-maharashtra-2635229"> spatial surveys</a> and<a href="https://factordaily.com/drones-for-precision-agriculture-in-india/"> precision agriculture</a>. Urban flooding, a paradigm that India is still grappling with, could find real relief in such a measure. In the past, underwater expressways and submerged low-rise buildings have proven<a href="https://economictimes.indiatimes.com/opinion/interviews/chennai-floods-was-the-largest-rescue-operation-ever-by-ndrf-op-singh-dg/articleshow/50390863.cms"> hard to spot</a> in muddy waters. 3. Pump-di-bump Too much of good thing can prove to be bad. An abundant water supply is a boon for agriculture, and on the other hand floods have the potential to wreck in, an otherwise, fruitful season. During the cave rescue, it was India's very own <keyword id="123991" type="DOMAIN" weightage="20" keywordseo="Kirloskar-Brothers">Kirloskar Brothers</keyword>' Limited (KBL) who provided the<a href="https://economictimes.indiatimes.com/news/politics-and-nation/how-an-indian-firm-helped-thailand-rescue-12-boys-trapped-in-a-flooded-cave/finally-hooyah/slideshow/64944153.cms"> know-how</a> to go with the dewatering pumps. On the recommendation of the Indian Embassy in <keyword id="3739" type="COUNTRY" weightage="20" keywordseo="Thailand">Thailand</keyword>, the company even had four high capacity specialised Autoprime pumps in place to be picked up from Maharashtra if the need arose. This measure, and others which are similar, are already being implemented in few areas in India. For example, Grundfos India<a href="https://timesofindia.indiatimes.com/city/chennai/Grundfos-mobile-pumping-station-used-in-Chennai-to-pump-out-flood-water/articleshow/50140951.cms"> provides</a> the Chennai City Corporation with mobile pumping stations that are specifically designed for floods. Even Mumbai<a href="http://www.freepressjournal.in/mumbai/mumbai-rains-crores-spent-on-procurrement-of-pumps-flowed-into-the-floods/1128756"> spends</a> crores on pumps to dewater the city. 4. Calling Houston The devices that were originally used to contact the missing football team weren't new-age, but actually 20-years old. Issued by Derbyshire Cave Rescue Organisation, these HeyPhones can<a href="https://hub.packtpub.com/the-tech-supporting-the-thai-cave-rescue-mission/"> operate</a> on such a low frequency that those waves can pass through thick rock walls. More than that, the Thai rescue team also got in touch with Maxtech Networks, an Israeli communication company. These guys provided 19 special handheld devices that could<a href="https://www.jewishnews.net.au/israeli-tech-aids-thai-cave-rescue/79552"> boost</a> the power of the default radio by 20 times. The system works on a 'daisy chain' mechanism that hops voice, video and data from one device to the next. One of the main obstacles that have to be overcome in emergency disasters is communication. Regardless of whether it is <keyword id="44522" type="LOCATION" weightage="20" keywordseo="Uttarakhand">Uttarakhand</keyword> or <keyword id="6358126" type="LOCATION" weightage="20" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, the gigantic spans of the mountains makes communication a hurdle. Even in 2014, the<a href="http://www.rediff.com/news/report/kashmir-flooded-with-woes-landslides-no-connectivity-communication-hit/20140909.htm"> Kashmir</a> valley was faced with no connectivity and isolation from the outside world when the floods hit. Floods are not a new phenomenon in India and the headline has, too often, been that poor preparedness is what caused of the disaster. Integrating some tech, making information more public and having some sort of integrated system in place are only the most basic of requirements.

Heavy rain ground aircraft and drones, intense heat exhausts troops, dust storms gum up tank engines, and storms damage ships at sea. Smoke and sandstorms blind aerial drones. Commanders and troops need to have a good idea of what the weather will be like the next day or the next month — forecasts that are getting fouled by the growing unpredictability of weather patterns."Reliably forecasting extreme weather's frequency and intensity to inform strategy is perhaps the most important challenge for the US and allied militaries to adapt to or mitigate a changing climate, because it is imperative that operations and campaigns are feasible meteorologically," warned James Regens in a recent <a target="_blank" href="https://www.rusi.org/explore-our-research/publications/rusi-journal/extreme-weather-risk-military-operations-changing-climate">essay</a> for the Royal United Services Institute, a British think tank.Unexpected weather has always frustrated the best-laid plans of commanders. Had rain not turned the ground muddy the night before the battle, Napoleon might have been able to move up his artillery and win at <a target="_blank" href="https://journals.ametsoc.org/view/journals/bams/74/3/1520-0477_1993_074_0413_ghetws_2_0_co_2.xml">Waterloo</a>. Surprise dust storms crippled helicopters in the daring American operation to <a target="_blank" href="https://www.asomf.org/operation-eagle-claw/">rescue hostages from Iran</a> in 1980. And rain and rough seas almost caused the D-Day landings in June 1944 to be cancelled. But in military meteorology's finest hour, sharp-eyed Allied weathermen were able to <a target="_blank" href="https://www.rmets.org/metmatters/how-weather-forecast-made-history-d-day-landings">forecast a break</a> in the storms that the Germans didn't foresee, which allowed the invasion to achieve tactical surprise.However, these mishaps reflect weather, which is a short-term phenomenon. Climate refers to long-term patterns, including the probability of severe weather. While climate change has become a highly politicized issue, there is general agreement among scientists that the Earth's climate is getting warmer.<div type="image" title="An Iraqi C-130E Hercules photographed during a 2006 sand storm." height="1500" width="2000" msid="110248465" hostid="261" sizebytes="35410"></div>This doesn't mean the weather will be hotter everywhere all the time, but it does indicate that severe weather events — heat, rain, even snow — will be more intense when they happen. One example is California in 2024, which went from years of drought to <a target="_blank" href="https://www.cnn.com/2024/02/19/weather/california-storm-rain-flooding-tuesday/index.html">"atmospheric rivers"</a> that dumped massive amounts of rain that caused mudslides and damaged homes and roads.This can be catastrophic for farmers and people living in flood zones. But it's equally bad for militaries, especially those with advanced capabilities such as the US armed forces, which rely on delicate and interconnected systems that can be degraded by weather.For example, meteorological information is key to the position, navigation and timing (PNT) systems that enable many guided weapons and communications networks to function and coordinate. "Precision fires, aircraft flight operations, surface warship maneuver, ballistic missile trajectories and satellite launch windows to support intelligence collection and communications systems all depend on reliable PNT solutions grounded in meteorological projections," wrote Regens, an intelligence expert and founding partner of Antiphon Solutions, an Oklahoma-based analytics firm.This puts a premium on developing models and technologies that can offer accurate short- and long-term weather forecasts, and do so even as scientific understanding of the impact of global climate change evolves. The strategic implications are profound. For example, knowing the rate at which <a target="_blank" href="https://www.defense.gov/News/News-Stories/Article/Article/3353265/arctic-heating-up-literally-and-as-scene-of-strategic-competition/">Arctic ice is melting</a> — creating new shipping channels and uncovering mineral riches — is of great interest to many nations.Arctic warming creates a "significant homeland defense and national security challenge for US and allied decision-making for North America and NATO's northern flank in Europe," Regens told Business Insider. "Add to this mix the humanitarian missions the US military does in response to floods, monsoons, and other weather problems, and the Pentagon and NATO need to recognize the risk extreme weather in a changing climate poses to military operations."However, Regens points to another problem: getting timely weather forecasts to those who need them. "Military forecasting works fine as long as units have secure network access to near-real time numerically predictive weather information for planning and executing missions," Regens told Business Insider.The problem is that tactical units on the front lines, or in remote areas, often lack the connectivity to receive weather reports. "NOAA [the National Oceanic and Atmospheric Administration], the private sector and universities are actively working to improve global weather models," Regens said. "The missing link is compressing this capability into a tactical package for warfighters.""This requires a major effort to meet the requirements of tactically disaggregated, independently operating units for immediate reliable data," said Regens. "Otherwise, they are going to have limited success firing highly lethal and expensive munitions at significant ranges." Thane, Apr 7 () Over 3,000 people from Thane cityin Maharashtra have taken an app-based self-assessment testfor coronavirus, the Thane Municipal Corporation said onTuesday.The civic body circulated the self-test tool availableon its DIGI Thane app through WhatsApp, asking citizens toassess their condition, the TMC's public relations officerSandeep Malavi said.
