Thiruvananthapuram, Even though the Kerala government has issued a direction to all beauty parlours in the state that they can now start to clean up their outlets that have been closed for two months, but not many appear to be in good spirits. When downing their shutters on March 21, none imagined that their shops would be shut for two months. "We have lost a good amount of our beauty products as they have either gone hard or the expiry date is over. Since the COVID-19 lockdown came all of a sudden, many were not able to return to our parlours. This is going to be a huge loss," said Milsy Jaimy who owns a parlour in the commercial capital of the state - Kochi. A state of the art unisex beauty parlour in the state capital which opened in March after investing almost a crore, had to close in a week's time. "It was after a lot of planning that I decided to quit my job and open this. I have taken heavy loans for this and after two months, even though there is a moratorium for three months, the interest and penal interest is all going to take a hefty toll on me. I just do not know what the way forward is going to be, as parlours will not be crowded like before," said a worried owner. While the owners are keeping their fingers crossed on what's the future, equally worried are the thousands of people who work in these parlours. The only solace that came from the Kerala government was all those registered with the Welfare Fund got a Rs 1000 dole and that was it. "We are all waiting to get back to work but none is sure, whether we will be able to work like before, as social distancing norms have to be maintained, besides there is a reduction of 50 per cent staff. We are just waiting to get back," lamented a staff at a parlour. When Prime Minister Modi addressed the nation on March 19 asking people to participate in a Janata Curfew — Kerala Chief Minister Pinarayi Vijayan immediately announced income transfer of ₹2,400 to 55 lakh residents, setting up 1000 free food stalls to feed the needy for free and provide others basic nutrition at ₹20 a meal; and ₹2000 crore for MGNREGA workers over the next 2 months, among other measures. Kerala was the worst-hit state from Coronavirus in India — now it’s fifth in the country

Thiruvananthapuram, May 27 (): The COVID-19 tally in Kerala crossed the one thousand mark on Wednesday, with 40 people,including 37 returnees from abroad and other states, testing positive for the <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>. The aggregate of cases nowhas touched 1003,while presently 445 people are undergoing treatment in various hospitals and over 1.7 lakh under observation,Chief Minister Pinarayi Vijayan told reporters. Totally 552 people have been cured and there has been six fatalities. Kasaragod reported the highest number of cases today-- 10, Palakkad eight, Alappuzha seven, Kollam four, Pathnamthitta three, Wayanad three, Kozhikode two, Ernakulam two and Kannur one, Vijayan said. While nine of those who tested positive have come from abroad, 28 of the positive cases were people who had come from other states-- 16 from Maharashtra, five from Tamil Nadu, three from Delhi, one each from Telangana, Andhra Pradesh, Karnataka and Uttar Pradesh. Three people had been infected through contact. Ten people have been cured and discharged from hospital. An all party meeting was held on Wednesday in which opposition leaders raised the issue of paid quarantine for expatriates coming from abroad. Vijayan said "there was no need for any anxiety on the matter.The poor will not face any difficulty and the quarantine fee will be charged from only those who can afford it." Some people from abroad are planning to charter flights to bring stranded expatriates, he said. "We don't have any problem with that.But we need to be informed to make arrangements for them," Vijayan added. The Chief Minister described as "baseless" reports that due to the government denying permission, chartered flights were not being operated.

Coronavirus isn’t shutting down liquor shops in Kerala, and cheeky home delivery suggestions earn a ₹50,000 fine

The doctor, who had returned from Spain on March 1, tested positive on Sunday at the SCTIMST. The doctor had reported for duty from March 2 onwards, complaining of sore throat on March 8. He wore a mask while attending to his duties, including seeing patients on March 10 and 11. On March 12, he was directed to be kept in isolation after Spain got included in the list of nations affected by Covid-19. On March 14, he was made to undergo a repeat test for coronavirus, which came out positive on Sunday. With these many professionals not available for duty, normal services at the premier institute are likely to be affected, even though the authorities are trying to ensure that the hospital functioning is smooth. Another cause of concern in the whole matter is that Union Minister of State for External Affairs, V. Muraleedharan, had held a meeting with departmental heads last week during which a few of these doctors kept under observation had participated. SCTIMST is an institution of national importance under the central government's Department of Science and Technology and offers expert treatment, especially in cardiology and neurology.

30 Kerala medics under observation, after a doctor tests coronavirus positive

Thiruvananthapuram, May 28 () In the biggest single day spike, Kerala reported 84 COVID-19 cases on Thursday taking the infection tally to 1,088, while a man hailing from Telangana, who reached here from Rajasthan and tested positive, succumbed to the virus. The deceased had wrongly boarded the Jaipur-Thiruvananthapuram special train on May 22 under the impression that it was bound for his home state and reached here along with his five family members without the requisite documents. The 68-year-old man, who was under observation and later admitted to the general hospital here after he showed symptoms of the virus, died on Wednesday, a government press release said. His wife, two children and two other family members are under observation at acare centre at nearby Poojapura. The body has been shifted to the mortuary and as it was a COVID-19 death, the final rites are likely to be held here itself. His sample result was received today. With the latest casualty,seven people have died of the infection in the state. On May 26, the state had reported the biggest single day spike of 62, prompting chief minister Pinarayi Vijayan to warn that the state risks sliding into community transmission and losing all its gains if people under observation fail to follow health guidelines. Vijayan said today "so far there has been no community spread in the state, but we cannot say it will never happen." "We have been diligently following the directions of the ICMR with regard to the testing in the state.The ICMR has been insisting on antibody test but the test kits provided by it was not of good quality. They themselves asked us not to use it," he said. The "sentinel surveillance" has been effective in Kerala and that was how the state had come to the conclusion that community spread has not yet reached the Kerala society. Kerala has the lowest mortality rate in COVID-19 cases and also the best recovery rate, Vijayan said. "Some people are indulging in fake news that the state has been fudging numbers regarding COVID-19. But even the centre and the union health ministry has praised the manner in which the state has been fighting the pandemic," he said. Otherstates have been asked to follow the Kerala model,he said, adding,the Centre has said that some states have been fudging numbers but Kerala was not in that list. Presently 526 people are undergoing treatment for the pandemic and 1.15 lakh are under observation. Of the infected, 31 had come from abroad and 48 from others states, including 31 from Maharashtra, nine from Tamil Nadu and three from Karnataka. While five people were infected through contact, three people have been cured of the infection and discharged from hospitals. "ICMR guidelines direct us to test anyone with common flu. Kerala has a low rate of spread of virus through contact. Here the people are fighting the pandemic together. This is not a disease which someone can hide for a long time," he said. Kasaragod reported 18 positive cases on Thursday, followed by Palakkad 16, Kannur 10, Malappuram eight, Thiruvananthapuram and Thrissur seven each, Kozhikode and Pathnamthitta six each, Kottayam three, Kollam, Idukki and Alappuzha one each. There are 82 hot spots in the state, including six new additions on Thursday. Two remand prisoners in Thiruvanathapuram have tested positive for the coronavirus today following which two police personnel of the Venjaramoodpolice station have gone into self-quarantine as a precautionary measure. As per the latest medical bulletin, Palakkad has the highest number of positive cases, 105, followed by Kannur with 93, Kasaragod 63 and Malappuram 52. Thiruvananthapuram, May 15 (): With 16 fresh COVID-19 cases reported on Friday, the total rose to 576 in Kerala which has been witnessing a spike in cases of late. Eighty people are under treatment while 493 have been cured of the infection, Chief Minister Pinarayi Vijayan said. Vijayan said cases are increasing in the state which was a matter of concern. Seven of the positive cases were those who had come from abroad, while four had come from neighbouring Tamil Nadu and two from Mumbai, he said Three were infected through contact. Social distancing and other measures need to be strictly followed as there is a possibility of the infection spreading through contact, he told reporters here. Cautioning those in quarantine to strictly following the protocol, Vijayan said police personnel on motorcycles will patrol homes in various districts. On Friday, 65 cases were registered, 53 in Thiruvananthapuram, for not following the quarantine protocol while it was 11 in Kasaragod and one in Kozhikode. With five more cases being reported, Wayanad's tally has gone up to 19, followed by Malappuram (4), Alappuzhaand Kozhikode two each and one each from Kollam, Palakkad and Kasaragod, Vijayan said giving the break up of the cases. With positive cases seeing a spike in the last few days, the tally touched 576 on Friday, of whom 80 are presently under treatment. Over 48,000 are under observation, while 538 are in hospitals. The maximum people were admitted on Friday in Malappuram -36, followed by Kasaragod 16 and Kozhikode 17,Vijayan said. They are not from Goa," the chief minister said adding that local people should still take all the precautions and strictly adhere to lockdown guidelines. The families of all the six individuals were quarantined immediately after their arrival. Moreover, the health authorities have also quarantined all the people who came in contact with the truck driver. With 7 new COVID-19 cases, Goa is no more a green zone

<ul><li>A lock down is when there is a restriction on assembly but essential services are still available.</li><li>Section 144 is when assembly is prohibited under the Indian Penal Code (IPC).</li><li>A curfew is when Section 144 is imposed along with essential services shut down.</li><li>Citizens cannot be arrested without cause during a lock down but can be booked under Section 188 during a curfew.</li></ul>Entire country has been brought to a standstill but different words are being used to describe the situation in different states. So the terminology can get a little confusing. Each state has its own laws and is implementing measures depending on the resources it has. This means that Section 144 has been imposed, but essential services are still available. In states where there is a curfew, only emergency services like hospitals are allowed to operate. What is a lock down? A lock down can be enforced by a Collector or Chief Medical Officer in their particular area under the Epidemic Diseases Act, 1897. This gives them the power to restrict the assembly of 5 or more people in close quarters. However, essential services like hospitals, banks, ATMs, grocery stores, vegetables, and milk shops will still be open. In some cities, hotels may also be allowed to operate and there are no restrictions on the media. Under a lockdown, the police do not have the power to arrest anyone who is violating the lockdown without the court’s permission. They can issue a warning and advise the people to head home. If the person gets adversarial, the police does have the right to arrest them under Section 269 and 270 of the Indian Penal Code (IPC). If someone were to escape from quarantine, the authorities can book him under Section 271 of the IPC. <keyword id="8151860" type="UNKNOWN" weightage="20" keywordseo="what-is-section-144">What is Section 144</keyword>? Section 144 of the IPC restricts the congregation of 5 or more people within a particular area. Under the law, anyone found in violation will be booked for disobeying a public servant under Section 188. <keyword id="8470751" type="UNKNOWN" weightage="20" keywordseo="What-is-Curfew">What is curfew</keyword>? Curfew is when the power is with the Collector and the Police Commissioner. In addition to Section 144, all essential services are also shut down. Aside from emergency services like hospitals — banks, ATMs, grocery stores, vegetables and milk shops will all be shut. Only administration and police personnel are allowed on the street. Once the curfew is implemented, the district administration is exempt from action.
