India's consumer affairs minister Ram Vilas Paswan passes way at 74

Ram Vilas Paswan returns as the Minister of Consumer Affairs, Food and Public Distribution

New Delhi, Nov 27 () Union Consumer Affairs Minister Ram Vilas Paswan on Wednesday said tap water in Delhi is not fit for drinking and accused Delhi Chief Minister Arvind Kejriwal of not taking the issue seriously and rather playing politics.
 Rejecting Aam Aadmi Party's (AAP) charge that he was favouring RO (water purifier) companies, Paswan alleged that the Delhi chief minister wants to favour such companies by continuing to supply poor quality water.
 Paswan reiterated his demand that a joint committee, comprising officials of the Bureau of Indian Standards (BIS) and the Delhi Jal Board (DJB), be constituted to retest the tap water supplied in the national capital.
 Paswan and Kejriwal are engaged in war of words over quality of water in the national capital, after a BIS survey released on November 16 revealed that water samples collected from 11 places in the city failed quality tests on 19 parameters.
 "The issue of poor quality of water in Delhi is becoming serious. But the Delhi government is not taking it seriously. It's my mission that safe water should be supplied not only in Delhi but across the country," Paswan told reporters here.
 "Tap water supplied in Delhi is not good for drinking. Set up a joint committee to test water and make amendments," the Union minister said.
 Paswan said he has written to the Delhi chief minister on November 25 suggesting setting up of a joint committee.
 The water samples should be tested in the NABL (National Accreditation Board for Testing and Calibration Laboratories) accredited labs, he added.
 Paswan again dared Kejriwal to serve tap water at all official meetings if he believed that it was safe to drink. He said the chief minister's claim that water supplied in Delhi is of European standard is "laughable".
 He slammed Kejriwal for raising questions about the credibility of the BIS, an autonomous body that has developed around 25,000 quality standards on various products.
 The Union minister reiterated that the BIS conducted water quality survey in capitals of 20 states and informed that no other state has questioned the BIS report.
 Paswan said any test conducted by the state government would not be acceptable to the BIS.
 By conducting tests through the DJB, the chief minister wants to sweep this issue under the carpet, Paswan said. "This is an injustice towards people of Delhi," he added.
 The test results have snowballed into a major political row ahead of Assembly elections in Delhi with the BJP using them to target AAP government in Delhi and Kejriwal hitting back by questioning the tests itself. MJH ANU

Paswan accuses Kejriwal of playing politics over Delhi water issue

New Delhi, Nov 20 () Consumer Affairs Minister Ram Vilas Paswan on Wednesday urged the Delhi government to nominate a non-political person as part of a joint team for collection of water samples from the national capital.
The Delhi government has nominated two members -- Jal Board Deputy Chairman Dinesh Mohani and its member Shaalab Kumar -- for the joint team.
"Mohania is a politician, not a technical expert. I have written to the Delhi government that since deputy chairman is a political person, a non-political person may be nominated in his place," Paswan told reporters.
There is no work for politician. The Delhi Jal Board CEO would be a better choice as the Central government has appointed Bureau of Indian Standards (BIS) Director General and Deputy Director General as members of the joint team that would take the water samples here, he said.
Last week, Paswan had released the second phase of the BIS study which stated that Delhi along with Kolkata and Chennai failed in almost 10 out of 11 quality parameters of drinking water.
Delhi Chief Minister Arvind Kejriwal had on Sunday termed "false and politically motivated" a BIS report, which stated that drinking water in the national capital failed quality tests.
On Tuesday, the Delhi government said it would set up 32 teams to collect water samples from each ward in the national capital, test them and put the results in public domain within a month. LUX BAL

Several opposition leaders, including Rahul Gandhi and Akhilesh Yadav, congratulated Birla too, stressing on "impartiality" and hoping he would allow them to raise the voice of the people and not apply his restraint orders only to opposition benches. Pro-tem Speaker Bhartruhari Mahtab made the announcement of Birla's election after the opposition, which had forwarded the the name of eight-term Congress MP Kodikunnil Suresh as its candidate, did not press for votes to the motion. This is the fifth time that a speaker will serve beyond the tenure of one Lok Sabha. It is also amongst the few occasions that an election became necessary for a post conventionally decided by consensus. Congratulating Birla, Gandhi said the opposition wanted the House to function "often and well" and added that it was very important that cooperation happens with trust. "The opposition would like to assist you in your work. I am confident you will allow us to speak in the House," he said. Gandhi also pointed out that the opposition this time represents significantly more voices of the Indian people than last time. Samajwadi Party chief Yadav hoped that actions like suspension of MPs would not be taken as they hurt the dignity of the House. He said he also hoped Birla would be impartial towards the opposition and give its leaders equal opportunities. Trinamool Congress leader Sudip Bandyopadhyay and DMK leader T R Baalu echoed the sentiment. Bandyopadhyay said the functioning of the House always depends on the attitude of the treasury benches. "It is my firm belief and so far parliamentary democratic practice is concerned, the House belongs to the opposition," he said. He referred to the suspension of opposition MPs in the 17th Lok Sabha and said it was "not desirable". "You might have been elected by my BJP friends (but) hereafter there is no politics between you and the powers... You have to treat the opposition and the ruling party in the same manner. Kindly be impartial," added Baalu. Birla, 61, the BJP's MP from Kota, has risen through the ranks of the party. He is a third-term MP from Kota in Rajasthan and been a member of the Rajasthan Legislative Assembly thrice. "Treasury and opposition benches run the House together, the strength of Indian democracy is in listening to everyone, and running the House with everyone's agreement. I will expect that I run the House with everyone's agreement. Even if there is lone member from a party, they should get sufficient time," Birla said. "It will be my expectation that the House runs without obstruction. We are elected by people with hope, which is why I urge there should not be disruptions in the House." There can be criticism, but obstruction is not a tradition of the House, Birla said. "I never want to act against any member, but everyone wants the high standard of parliamentary tradition to be maintained. For that I have to make tough decisions at times," the speaker said. During the course of the proceedings, Birla intervened several times, reminding members to be precise and raise issues they wanted to during the debate on the motion of thanks to the president's address. He said the members should remember for the next five years that others should take their seat when the speaker is standing, Union Minister and LJP (Ram Vilas) leader Chirag Paswan took a jibe at the opposition for forcing an election for the speaker's post. In many opposition ruled states, he said, the post of both speaker and deputy speaker in the assembly is held by the ruling party. Birla's election follows a rare showdown by both the ruling alliance and the opposition bloc after the effort for a consensus was failed. The opposition's last-minute decision to go for a contest came after senior BJP leaders did not agree to the precondition that the INDIA bloc must be offered the post of deputy speaker in lieu of supporting Birla. "INDIA parties exercised their democratic right and moved motions in support of Kodikunnil Suresh as <keyword id="19990696" type="General" weightage="20" keywordseo="Lok-Sabha-speaker" source="keywords">Lok Sabha Speaker</keyword>... With the NDA having 293 MPs in its kitty and the INDIA bloc 233 in the Lok Sabha, the numbers were clearly in favour of Birla. The Lok Sabha currently has 542 members after Rahul Gandhi resigned from one of the two seats he was elected from. At least three independent members also support the opposition. Om Birla elected for second time as Lok Sabha speaker, opposition hopes their voice will be heard

Voting in 94 of the total 243 Assembly seats in Bihar will be held on November 3 during the second phase of state elections in which over 2.85 crore voters will decide the fate of 1,463 candidates in fray. As many as 41,362 polling stations have been set up across 17 districts, all of which except Patna, Bhagalpur, and Nalanda are situated north of the Ganges. Maharajganj seat has a maximum of 27 candidates in the electoral battle and Daraula with only four in the second round of Assembly polls. Prominent contestants in the fray include Rashtriya Janata Dal leader and Grand Alliance's chief ministerial candidate Tejashwi Yadav who is recontesting the Raghopur seat and his brother Tej Pratap in the fray in Hassanpur seat in Samastipur district. Other prominent faces in the fray in the second phase are RJD leaders Alok Kumar Mehta from Ujiyarpur and Shailesh Kumar from Bihpur, former parliamentarian Anand Mohan's son Chetan Anand from Sheohar, former parliamentarian Rama Singh's wife Beena Singh from Mahnar, and Congress leader Shatrughan Sinha's son Luv from Bankipur. Plurals Party leader Pushpam Priya Choudhary is also in the fray in Bankipur, apart from BJP's Nitin Naveen. Ministers Nandkishore Yadav, Randhir Singh, and Shravan Kumar are also in the fray from Patna Sahib, Madhuban and Nalanda segments. The prestige of 27 MLAs of the Grand Alliance is at stake. The RJD has fielded 56 candidates in the second phase of elections, wherein it is in direct contest with the BJP on 27 seats and with the ally turned foe JD-U on 25 seats. The BJP is contesting 46 seats and the JD-U 43 seats. The Congress is contesting 24 seats, CPI and CPM four each, Lok Janshakti Party 52 and RLSP 36 seats. In the 2015 elections, the Rashtriya Janata Dal of Lalu Prasad had bagged 33 of these seats, the JD-U 30 and the Congress seven whereas the NDA had won only 22 seats. However, a lot of water has since flown down the rivers ever since. New political permutations and combinations have come into play in 2020 as compared with the 2015 polls. Five years ago, Nitish Kumar's JD-U fought the elections in alliance with the RJD and the Congress, whereas the NDA had Ram Vilas Paswan's Lok Janshakti Party and Rashtriya Lok Samta Party (RLSP) in its camp. In this poll fray, the JD-U has moved to the NDA camp, the LJP is fighting its own battle and the RLSP is a part of the Grand Democratic Secular Front. Elections for the 243-seat Bihar Assembly are set to be held in three phases, out of which polling in the first phase was conducted on October 28. After the November 3 voting for 94 seats, remaining 78 constituencies will go to polls on November 7. The counting of votes is slated for November 10.

Although the survey size was small (1154 respondents), the report by Youth Online Learning Organization (YOLO) said that nearly 80 per cent of the respondents were consuming social media when online. While 70 per cent opted for Instagram, 20 per cent reported <keyword id="6354576" type="UNKNOWN" weightage="20" keywordseo="facebook">Facebook</keyword> as their first choice. It further brought forward the concerns and challenges of using the Internet which included lack of awareness about the healthy and responsible consumption of the internet. Nearly 30 per cent of those surveyed accepted to have shared <keyword id="128617" type="PERSON" weightage="20" keywordseo="sensitive-information">sensitive information</keyword> on the Internet. "The majority of the respondents were non-adult users and had their own smartphones to surf through the net. This shows the power of the internet and its medium and how it can initiate ripples of change if used wisely while targeting the right audience," said Prem Prakash, Co-founder, YOLO. "It is high time for OTT platforms to start using their platform for a good cause and work towards creating a social change via their content". The survey conducted by YOLO along with IGPP (Institute for Governance, Policies &amp; Politics) and Social Media Matters (SMM) found that 75 per cent of the respondents use the Internet for their academic activity, followed by entertainment through video streaming and OTTs. "We request the social media and OTT platforms to pay heed to what floats on their portal because it could lead to an impact, positive or negative, that solely depends on their content," said Vikram Singh, Co-Founder, Social Media Matters. The study found that there is a need to promote awareness and capacity development programmes among youth to promote awareness about safe and healthy Internet usage. "Almost 85 per cent non-adult users have their own phones. More than 49 per cent user spent around 5 hours a day and around 30 per cent used it for more than 6 hours a day. This is alarming and very high usage for the young population," said Dr Manish Tiwari, Senior Fellow, IGPP. Bihar Lok Sabha Election Result 2019: NDA leaves barely any seats for Congress in the state

New Delhi, Nov 21 () Union Consumer Affairs Minister Ram Vilas Paswan on Thursday launched a blistering attack against Arvind Kejriwal for politicising the water quality issue, saying "baseless allegations" are being made against him and challenged the Delhi Chief Minister to make BIS standard mandatory if water supplied in the national capital is 100 per cent pure.
 He also criticised Kejriwal for raising questions about the credibility of the Bureau of Indian Standards (BIS), an autonomous body that has developed around 25,000 quality standards for various products and services.
 The war of words between the two began soon after a BIS study said that drinking water quality in the national capital is among the worst in the country.
 Paswan said that a committee, comprising technical officers from the BIS and the Delhi Jal Board (DJB), should be set up immediately to take samples from across 70 constituencies and 140 wards in the national capital by end of this month.
 While making it clear that no political person should be part of the panel, he said the water samples should be tested at a government-accrediated lab and that the reports should also be made public.
 Wondering why Kejriwal has not yet constituted 32 committees as announced by him, Paswan on his part released a list of 32 names of BIS officials for these committees.
 According to the Union minister, Kejriwal is politicising the issue about water quality but not his party Lok Janshakti Party (LJP), which does not fight election here.
 "Kejriwal is committing more mistakes to hide one mistake. He is making baseless allegations against me," Paswan told reporters here.
 Stressing that the Delhi Chief Minister should accept his mistake and check water quality by taking samples from across Delhi, Paswan also said that as Consumer Affairs Minister, Paswan said it was his duty to protect the interest of people.
 "I don't interfere with matters of anyone. If someone interferes in my matters, then I will not remain silent," Paswan, who was furious over the allegations, said.
 On allegations that water sample was also taken from the house of a LJP member in the national capital, Paswan wanted to know whether the clean water would be supplied to only Aam Aadmi Party (AAP) members.
 Further, the Union minister said the BIS collected 100 litres of water from each of the 11 locations to check the quality of water in the national capital.
 The Union Minister also challenged the Delhi Chief MInister to serve tap water supplied by the Delhi Jal Board in all official meetings.
 He asked why people in Delhi install RO (Reverse Osmosis) system for water purification if the water supplied by the DJB is safe.
 Last week, Paswan released the second phase of the BIS study which stated that Delhi along with Kolkata and Chennai failed in almost 10 out of 11 quality parameters for drinking water.
 During the first phase, the samples of drinking water were drawn from 11 different locations across Delhi and in the second phase, 10 samples were drawn from 10 locations of 20 state capitals.
 Earlier in the day, the AAP demanded the resignation of Paswan for giving out a "false" report which said Delhi's water is most unsafe among 21 major cities of India. BJP members staged a protest near Chief Minister Arvind Kejriwal's residence.
 On Wednesday, Kejriwal accused Paswan of spreading lies and misleading people on the issue by citing media reports that suggested irregularities in the process of water sample collection in Delhi. MJH RAM

<img class="gwt-Image" src="/photo/49725780.cms" style="width: 800px; height: 600px;" />Undoubtedly, this was the most happening weekend for voters, who I assume lay tucked under their blankets just like I was, to witness the neck-and-neck fight between the BJP and Nitish-led <keyword id="6360370" type="ORGANIZATION" weightage="100" keywordseo="grand-alliance">grand alliance</keyword> in the <keyword id="30033" type="COMPANY" weightage="100" keywordseo="Bihar">Bihar</keyword> battle. It was like an India-Pakistan world match that keeps you nibbling your nails till the very end. Here, on the contrary, things became clear pretty early, by about 11 am when the Mahagathbandhan turned out to be the turtle slowly overtaking the massive start the rabbit (BJP) had shown since the counting began at 7 am. As exciting as the result day was, Nitish and Lalu’s grand alliance had to have the last laugh (they did not bury their 20 years of rivalry to take on Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword> to taste defeat, after all!). 
 
Ever since RSS chief Mohan Bhagwat's comment came on the need to have a rethink of caste-based reservation, BJP knew it was doomed. What did the party not do to reverse the damage these comments had done - from BJP distancing from his remarks to assuring the people of Bihar that it would name an OBC as their CM after the elections - but the irreparable damage had already been done. If this was not enough, Union minister VK Singh did a ‘Mohan Bhagwat’ too and in fact very soon. “The government cannot be held responsible if a stone is thrown at a dog,” he said on the murders of two Dalit children in Faridabad. And pat, there went the Dalit votes to the grand alliance’s kitty. Muslims weren’t happy with BJP too with Dadri lynching incident, the remarks by BJP leaders that followed and the entire row over beef eventually assuming focus in the public discourse. It all went against the saffron party with Nitish and Lalu motivating Muslims to not vote for the BJP. Moreover, Asaduddin Owaisi's All India Majlis-e-Ittehad-ul Muslimeen (AIMIM) was supposed to play a crucial role to mobilize voters but it failed drastically with the votes going in favour of the grand alliance ultimately. So much about vote bank politics in a caste-dominated state polls. 
 Next comes Nitish’s face with Lalu’s base that did the trick for the two. <keyword id="6358190" type="PERSON" weightage="100" keywordseo="Nitish-Kumar">Nitish Kumar</keyword>'s popularity among Biharis is well known because he is recognized as a CM who has delivered good governance in Bihar in the last 10 years. The most popular CM candidate, Nitish’s door-to-door campaign ahead of the polls helped him strike a personal connect with the voters, while Lalu, who crafted the winning MY (Muslim-Yadav) combination to rule the state, managed to hold together his support base and ensured that they voted for the Mahagathbandhan candidates. 
 
As these two strong personas were fighting it hard on the ground, they stood againt a national party no doubt, but one that lacked a strong local face to win the trust of voters on the ground. Modi was once again put on the ground to steer votes towards BJP, not realizing that a disinterested local leadership was always going to be a big disadvantage for the party. Adding to this, the weak allies the party had - Ram Vilas Paswan's LJP; Jitan Ram Manjhi's HAM and Upendra Kushwaha's RLSP – hardly managed to get anything for the BJP. It’s no surprise because they were weak contenders from the beginning. 
 
All these factors coupled with a dieing Modi wave of course had very little in store for the BJP. It was but obvious, that Lalu-Nitish and their grand alliance had to have the last laugh!
