Atmanirbhar Bharat: Indian government’s report card on the implementation of the COVID stimulus so far

Indian Finance Minister Nirmala Sitharaman shared the progress of the Atmanirbhar Abhiyaan during a press conference today, November 12.
She highlighted the developments made on One Nation - One Ration Card, PM SVANidhi, Kisan Credit Cards among other schemes that were initiated to ease the impact of the coronavirus pandemic on the economy.
“We’re sharing the progress of Atmanibhar Bharat Abhiyaan so that you know there is continuity with which we’re coming up with the announcements,” she said.

Before announcing any new updates or stimulus of the economy, Finance Minister Nirmala Sitharam first shared a report card for the Atmanirbhar Abhiyaan so far. She highlighted the progress made so far for measures that were announced to ease the impact of the coronavirus pandemic since March.

“We’re sharing the progress of Atmanibhar Bharat Abhiyaan so that you know there is continuity with which we’re coming up with the announcements,” said Sitharaman. “Some which have a direct bearing on the poor, farmers and so on are the ones I’m giving you progress on.”

The One Nation - One Ration Card scheme now covers 68.8 beneficiaries. It allows them to pick up food grains for any ration shop across the country even if they do not have a local ration card.

The government’s initiative to give loans to street vendors, the PM SVANidhi scheme, has revien 26.62 loan applications so far, half of which have been sanctioned amounting to ₹13,73,33 crore.

Kisan Credit Cards, PMMSY and emergency working capital funding

A total of 157.44 eligible farmers have been given Kisan Credit Cards (KCCs) so far against 183.14 applications that came in. The scheme has short term credit limits for crops, and term loans. KCC holders are also covered under personal accident insurance up to ₹50,000 for death and permanent disability, and up to ₹25,000 for other risks.

Under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), a total of ₹1681.32 crore has been disbursed to fishermen across 21 states. The scheme aims to increase fish production to 220 lakh metric tonnes by 2024-25 at an average annual growth rate of 9%.

In view of the economic distress caused by the COVID-19 pandemic, the Finance Ministry unveiled a ₹20 lakh crore comprehensive package dubbed Emergency Credit Line Guarantee Scheme (ECLGS). The aim was to help companies within the Micro, Small and Medium Enterprises (MSMEs) sector, address their working capital needs, operational liabilities and restart business after the disruptions caused by the COVID-19 lockdown.

So far, ₹2.05 lakh crore has been sanctioned to 61 lakh borrowers and ₹1.52 lakh crore has been disbursed.
