Republicans are asking for a formal review of a top Clinton aide's role in the email scandal

The complaint was filed with the DC Bar on Monday.
The letter from the RNC read:
"The District of Columbia's Rules of Professional Conduct strictly prohibit a lawyer from accepting employment in connection with a matter the lawyer 'participated personally and substantially as a public officer or employee.' This is an 'absolute disqualification' that 'carries forward a policy of avoiding both actual impropriety and the appearance of impropriety.'"
"During the time Secretary Clinton allegedly mishandled classified information, Ms. Mills was serving as Secretary Clinton's chief of staff and counselor at the State Department. Bryan Pagliano, a former State Department employee and Clinton campaign staffer, told federal investigators that, in 2009 or 2010, he approached Ms. Mills relaying State Department concerns that Secretary Clinton's private email server might pose a federal records retention issue."
The RNC also called into question a potential conflict of interest issue over the FBI granting Mills partial immunity for cooperating with the investigation.
"Director Comey testified that the FBI granted immunity to Ms. Mills because her current role as Secretary Clinton's attorney could have posed potential legal issues for the FBI in its attempt to subpoena Ms. Mills's laptop," the letter said.
"Even though the records the FBI sought were not from a time period during which Ms. Mills was serving as Secretary Clinton's personal attorney, Ms. Mills apparently used her current role as Secretary Clinton's attorney to shield herself from prosecution in the event any classified information was discovered on her laptop."
The FBI declined earlier this year to recommend charges against Clinton for her use of the server.
FBI Director James Comey said in July that while there is evidence that Clinton and her staff were "extremely careless in handling classified information," there wasn't sufficient evidence to prosecute.
But Republicans have questioned the FBI investigation, particularly the agency's decision to offer immunity to several key individuals tangled in the scandal.
The Clinton campaign has not yet responded to a request for comment.
