In easy language, Economic Survey serves as the official report card of the economy. It is usually tabled a day before the presentation of the Annual Budget.The survey is presented a day before budget so that a context to the budget can be provided so that there is a better understanding of budget proposals.The survey mostly contains a detailed account of the state of the economy along with the prospects and the policy challenges. The outlook of the survey serves as a marker about future policy moves.The Economic Survey is authored by Chief Economic Adviser and this year the post is held by Arvind Subramanian and he along with his team will draft the survey. This year, for instance, the survey is widely expected to recommend the rollout of Universal Basic Income (UBI), a poverty alleviation plan involving direct money transfer to people’s bank accounts. The government isn’t bound to follow the recommendations as it is only there to be taken into consideration. Survey, in the past, has favoured policy moves that come into conflict with the official line of thinking of the government in power. These do not necessarily serve as pointers to what to expect in the annual budget.
